Abstract

The illegal trade in pangolins that occurs in Indonesia is one of the environmental issues that is a concern for the Government of Indonesia. This issue has a very high level of urgency where the pangolin population is decreasing due to the high number of illegal pangolin trades that occur in Indonesia. Seeing this, the Government of Indonesia is collaborating with one of the international non-governmental organizations, namely the Wildlife Conservation Society (WCS). The collaboration started in 2009 and is based on an international regime, namely CITES. Through this collaboration, the Government of Indonesia and WCS have produced various implementations in the form of various work programs in accordance with the CITES Pangolin Resolution 17.10 policy. The purpose of this study is to analyze the implementation and compliance of the cooperation between the Government of Indonesia and WCS on CITES related to the issue of illegal trade in pangolins in Indonesia. This study will use Compliance Theory, Institutionalism Neoliberalism Theory, and International Regime Concepts. Based on the research conducted, the main argument of the author is that the cooperation between the Government of Indonesia and WCS complies with CITES. This form of compliance is demonstrated by the implementation and implementation of various work programs in accordance with the mandates in CITES Pangolin Resolution 17.10.

Abstract

Comfort Women Agreement sebagai upaya penyelesaian isu comfort women diantara Korea Selatan dan Jepang telah tercapai di tahun 2015. Sebagai tindak lanjut dalam perwujudan skema perjanjian tersebut, salah satu kebijakan yang harus diimplementasikan oleh pemerintah Korea Selatan yakni mendirikan sebuah yayasan untuk memberi dukungan kepada semua mantan comfort women dalam penyembuhan luka psikologis melalui kontribusi dana dari anggaran Pemerintah Jepang. Namun Comfort Women Agreement dan pendirian yayasan yang kemudian dinamai Reconciliation and Healing Foundation masih ditanggapi dengan respon negatif dari masyarakat dan korban comfort women di Korea Selatan. Hal ini menjadi jalan terjal yang dihadapi dalam proses implementasi Reconciliation and Healing Foundation dan berujung pada pembubaran yayasan tersebut pada tahun 2018. Penelitian ini bermaksud menjelaskan bagaimana faktor-faktor yang mempengaruhi pelaksanaan implementasi yayasan tersebut oleh Korea Selatan dalam skema perwujudan Comfort Women Agreement. Untuk menganalisis fenomena tersebut akan menggunakan teori implementasi kebijakan dari Merilee S. Grindle. Hasil dari penelitian ini menjelaskan bagaimana konten kebijakan dan lingkungan implementasi menjadi faktor yang mengakibatkan terbentuknya jalan terjal dalam proses implementasi Reconciliation and Healing Foundation.

Abstract

AbstractThe essence of Forest Community Resource Management (FCRM) is giving space forest villagers to participate in the management of forest resources for the public welfare forest village. Thus of the theories that have been presented in the study show that the participation of forest villagers in FCRM have an influence on the public welfare forest villager The results of empirical tests on the effect of forest villagers participation BKPH Klumo Bangsri Jepara in Forest Community Resource Management (FCRM) on the welfare of forest villagers BKPH Klumo Bangsri Jepara shows that community participation in Forest Community Resource Management (FCRM) effect on the public welfare forest village. The results showed reject H0 and accept Ha which states "There is a significant effect influence the participation of forest villagers in the Forest Community Resource Management (FCRM) on the public welfare forest villager ". There is a positive relationship between the variables of forest villagers participation in Joint Forest Resource Management (CBFM) and the public welfare forest village included in the category of pretty or moderate and independent variables were able to explain the dependent variable of 33.8%, while the remaining 67.2% described other variables not included in this model (not examined). The coefficient of determination of test results provide meaning, that there are other independent variables that influence the public welfare forest villager.Keyword : Forest Community Resource Management (FCRM), the participation of forest villagers, and the public welfare forest villager.

Abstract

Partai Keadilan Sejahtera is one of political party which take part of political dynamics in Indonesia. One of political dynamics that occur is the winning of PKS’s cadre, he is Ahmad Heryawan who selected in Jawa Barat head election in 2013. The winning became interesting when Ahmad Heryawan can win the political struggle in the condition that PKS get corruption case which attack the internal party. Researcher try to elaborate many factor which influence Ahmad Heryawan winning within corruption case of beef imports. The purpose of research is to know many factor that influence Ahmad Heryawan winning in Jawa Barat head election in 2013. This research involve nine of informant who take part the process of Jawa Barat head election. The typical of this research is qualitative type with descriptive analysis model. The data retrieved by way of interview process and document from PKS and KPUD Jawa Barat. Based on research result, there are five factors that affect Ahmad Heryawan winning in Jawa Barat head election. The five factors are imaging factor of Ahmad Heryawan, Deddy Mizwar’s factor as mass getter, achievement factor of Ahmad Heryawan and incumbent position, the power of political party engine, and the winning team power.  Moreover, there are some supporting factors such us  chances of winning Ahmad Heryawan that greater than the nearest rival in the vote, Rieke Diah Pitaloka. This occurs because PDIP late in preparing cadres. From the overall factors, imaging factor is the most dominant.

Abstract

Election is one manifestation of democracy, where the principle of democracy itself is giving a voice to the people. Reality is happening in Indonesia is very much different, the results of the elections that have been held so far have not reaped considerable positive impact for the people. Indonesia is a country that is fairly consistent in holding elections, the electoral system used is proportional system, where the system is the number of seats obtained by a political party or group in accordance with the number of votes obtained from the public. Voting behavior of people in Indonesia can be categorized into several approaches, namely structural, sociological, ecological, social psychology, and rational choice. But the Indonesian people from voting as a psychological pride, such as fulfilling the obligation as citizens, confirms the identity of the group, and showed loyalty to the party. Most residents also use their voting rights based on the information that is incomplete and inaccurate, as tradition, ideology, and the image of the party. Voting behavior can be sized to describe how people make choices in elections and also can show how much the political participation of the people who do. Kelurahan Kranggan which became one of the region's economy in Semarang which cause the majority of the work was hailed by the people as a trader. In this Kranggan village also found the results of legislative elections in 2014 are unique, political party PDIP almost absolute win in this village. Based on this phenomenon the authors are interested in doing research on the behavior of selecting Kranggan community, and classify the types of voters in this Kranggan village. Research is carried out by distributing questionnaires to 100 respondents consisting of voters who have registered as voters for the legislative elections of 2014. The analysis technique used in this research is descriptive analysis, analysis and crosstab analysis frequencies.Keywords: Voting Behavior, legislative elections, political parties, candidates, Criteria, Political Participation.

Abstract

Roadmap Vision 4,000 Peacekeepers 2015-2019 is Indonesia's foreign policy in the era of President Joko Widodo's administration related to Indonesia's participation in the UN PKO (United Nations Peacekeeping Operations). This policy is aimed at placing 4,000 active Garuda Contingent troops at the end of 2019. Roadmap Vision 4,000 Peacekeepers contains a strategic reference for the Indonesian government from 2015 to 2019 to reach the target of 4,000 troops. This study focuses on analyzing this policy using constructivist perspective with the concept of role identity, to explain why Indonesia behaves in that perspective. The purpose of this study is to enrich the perspective of Indonesia's foreign policy related to participation in UN PKO, especially in the era of the President Joko Widodo using the non-material aspects of constructivist. This study uses a research methodology in the form of literature studies and interviews with related practitioners, while data analysis used is congruent methods to match the theories used with case studies. This study was done to see how the identity of Indonesia's role as a peacemaker state was realized through the Roadmap Vision 4,000 Peacekeepers. The results of this study prove that the role of Indonesian peacemaker will always reflect that role in every era of government because it has become a constitutional mandate in the 1945 State Constitution

Abstract

Human Security is the main focus of security in the modern era which focuses on individuals in the international community. The existence of these individuals in the international relations phenomenon among various actors arises due to the development of industry, the technology which recognizes individuals as actors. It occurs because individuals in the era of accelerated development become the harmed actors specifically, in this study, the development of Baturraden geothermal power plant (PLTP Baturraden). This development project leads some threats of the Human Security of surrounding community such as polluting the river water and disrupting the use of water by the community. In this study, the researcher uses the Critical Theory approach proposed by Robert Cox. The case study that is adopted in this study supports the statement that the acceleration of PLTP Baturraden development has caused the river water pollution and various threats to the Human Security of the surrounding community. In conclusion, the result of this study indicates that the application of Good Governance is related to the protection of Human Security.

Abstract

Various kinds of international sporting events have been held in different branches and scales such as Olympics, Asian games, Football World Cup, Formula 1, Formula E and so on. Of the various kinds of international sporting events that exist, countries in the world compete with each other for positions as organizers. However, with the development of globalization, state is no longer the only actor competing to become the organizer of international sporting events. Currently, the regional government of a country is also competing to become the organizer of international sporting events, as is the case with the DKI Jakarta Provincial Government in collaboration with FEO to organize Formula E Jakarta. The foreign cooperation relationship carried out by DKI Jakarta Provincial Government and FEO in the context of organizing Formula E Jakarta itself is an example of paradiplomacy. This research aims to describe the process of paradiplomacy carried out by DKI Jakarta Provincial Government with FEO related to the implementation of Formula E using the concept of paradiplomacy and political system theory. This research uses a qualitative research approach with a descriptive type of research. The results of this research indicate that the paradiplomacy carried out by DKI Jakarta Provincial Government can be successful because of serious preparation and negotiation, as well as the common vision with FEO.

Abstract

This research discussed about the strategy of the South Korean government to utilize the Korean wave in the export of its creative industries which include music, broadcasting (drama and films), animations, cartoons, and games, which are promoted by the South Korean government both domestically and internationally. This research focused on the implementation of the South Korean government’s strategy in spreading its creative industry to various countries to improve the South Korean economy through its exports. This research used a qualitative method with a descriptive type of research. The theory used in this research was the theory of national interest and public diplomacy. This research aims to describe that the South Korean government exported creative industries that contain South Korean cultural values with strategies, namely developing South Korea’s domestic potential, connecting South Korea with other countries, and making South Korea active in the international arena. These strategies have had an influence on the development of South Korea’s creative industry both in the domestic market and the international market, so that it has implications for export growth and improving the economy of the South Korean country.

Abstract

UK is one of the countries that requires wood for the purpose of using both for structural and non-structural buildings. The high demand for wood has forced UK to ask Indonesia to continue to supply its wood needs. However, illegal logging has become a problem for the forestry sector in Indonesia which has caused many losses, ranging from the unstable timber market industry, the deteriorating economy, and the increasingly unsustainable state of the forest. This made the UK formulate a foreign policy for Indonesia by creating a cooperation scheme through the Multistakeholder Forestry Program. Based on this, the author aims to explain the UK's interest in establishing cooperation with Indonesia through the Multistakeholder Forestry Program in combating Illegal Logging. This paper will focus to explain and analyze the cooperation formed between UK and Indonesia in minimizing the illegal timber trade. This study uses qualitative methods with data collection through secondary sources. This study uses the theory of Neoclassical Realism by looking at the internal and external factors of the UK. The results of this study indicate that the cooperation between the UK and Indonesia has been able to improve forest governance in Indonesia and the UK can easily obtain legal and safe timber.Keywords: Illegal Logging, Cooperation, MFP, Indonesia, UK.
