Abstract

This research aims to explain role of the Directorate General of Customs and Excise inpreventing cross-country methamphetamine smuggling from Malaysia to Indonesia from2012-2016 at the cross-border post in Entikong Sub-district, Sanggau District, WestKalimantan Province (PLBN Entikong). The method used in this study is qualitative withthe type of descriptive research. The results of this study explain that the role of theDirectorate General of Customs and Excise in preventing cross-country methamphetaminesmuggling from Malaysia to Indonesia from 2012-2016 at the cross-border post inEntikong Sub-district, Sanggau District, West Kalimantan Province (PLBN Entikong) is asa border protector by implementing various preventive actions based on Indonesia'snational interests in the field of security, economy and health.

Abstract

Japan has a very serious problem about Sex Trafficking crime. Sex Trafficking in Japanitself then widened into prostitution and this business is almost entirely controlled by theYakuza, the Japanese mafia. Government of Japan became aware of this problem when thephenomenon of Sex Trafficking emerges. In this research, it is explained that in 2004Japan formulated Action Plan program to address the issue of Sex Trafficking in thecountry. Action Plan program which it purpose is to suppress Human Sexual Trafficking inthe country, formulated efforts made by the Government of Japan are to establish aconnection with another country, tightened "entertainer"visa rules, and enforce the Anti-Prostitution Law. The Japanese government face major obstacles, namely Yakuza as amajor actor in the activities of Sex Trafficking in Japan.

Abstract

This research aims to explain why Indonesian Government keep assigning Indonesian workers into Taiwan fisheries ship. Qualitative research with the explanative method is used to explain the correlation between variables. Range of this research is between 2013 and 2016. Interview and literature review used as data collection technique. This research use public policy theory, human rights concept, foreign policy concept, and rational choice theory as analytical tool. The result obtained from this research is there are a reason that benefit the state and society based on domestic and external factors, as well as the social, political, defense and security impacts. So as rationally based on consideration of profit and loss The Government of Indonesia has a reason to keep the Indonesian Workers Placement Policy at Taiwan Fisheries Ship Crew.

Abstract

Taxes are major sources of income for Indonesia, in which taxes contribute 74% - 80% oftotal revenue. The practice of transfer pricing is a problem faced by Indonesia related taxrevenue. Transfer pricing causes a potential loss in state revenue from the tax sector.Between 2003 to 2012, Indonesia had suffered a loss of US $ 152.154 billion. The amountof loss encouraged Indonesia to take various efforts to solve this problem, such ascooperation with the OECD. This study aims to explain the role undertaken by the OECDin tackling transfer pricing practices in Indonesia. The method used in this research isqualitative descriptive type-explanation. Liberal institutionalist theory and the concept ofthe role by Biddle and Biddle are used to analyze the role of the OECD in dealing withtransfer pricing practices in Indonesia. Through this partnership, the role played by OECDgiving seminars, counseling, also training to improve the knowledge and expertise of theIndonesian tax authorities. The OECD also provides an opportunity for Indonesian taxinvestigators are able to participate in OECD’s the Tax Academy. OECD also has BEPSProject to address the Base Erosion and Profit Shifting (BEPS) among multinational thatincludes program management of transfer pricing activities. In this regard, the OECDfocuses on the provision of advice related to legal or tax policy and help increase theability of the tax investigators.

Abstract

Massive development of tourism accommodation in South Badung have caused water crisis indication which can threaten human security of local society. Water crisis indication is one of critical issue in environmental security. However, there is no joint effort between host government and hotel chain to overcome this problem. This research is aimed to explain why there is no joint effort between host government and hotel chain. This research uses Neo-Marxism and Human Security. Neo-Marxism explains the dependency of developing countries over developed countries investment through MNCs, including in tourism sector by hotel chain. Furthermore, Human Security is used to explain the effect of tourism development over water crisis indication as a serious threat for local society. The result of this research shows that politics and CSR preference are the causative factors. Although most of hotel chain’s CSR are charity that evoke skepticism, hotel chain should have been held responsible to help host government in overcoming water crisis indication in South Badung.

Abstract

The deforestations and forest degradations in Indonesia have a global impact as they havebeen held responsible in increasing the amount of world carbon emissions. Thegovernment of Indonesia actively participates in many efforts combating the problem, oneof which materialiazed throughthe initiation of bilateral cooperation between Norway andIndonesia under the scheme of REDD+ (Reducing from Deforestations and ForestDegradations), where Norway plays role as donor and Indonesia becomes the recipientcountry.This particular cooperation could be well explained by utilizing the approach ofConstrutivism. Following the constructivists’ stand point, the Norwegian action in givingdonor to Indonesia isseen inseparable from Norway’s identity as a ‘green actor’ whoincludes environment as one of the primacies among her foreign policy priorities.

Abstract

Aksi terorisme pada 11 September 2001 yang menelan 3000 korban jiwa di AmerikaSerikat dan bom Bali di Indonesia pada 12 Oktober 2002 telah mengubah pandanganmasyarakat terhadap terorisme. Terorisme identik dengan agama khususnya Islam. Tidaklain karena teror-teror tersebut diklaim dilakukan oleh kelompok Islam Al Qaeda danJamaah Islamiyah. Selain bom Bali, pada periode tahun 2000 hingga 2009 juga terjadirangkaian aksi terorisme di Indonesia yang dilakukan oleh kelompok Islam. Namun,memasuki tahun 2010 hingga 2015, terjadi aksi-aksi teror yang berbeda dari periodesebelumnya, baik dari segi sasaran maupun pelaku-pelaku yang terlibat. Oleh sebab itu,rumusan masalah dalam penelitian ini adalah untuk mengetahui apakah telah terjadipergeseran orientasi gerakan terorisme di Indonesia dan apakah orientasi saat ini tetappada orientasi agama atau telah berubah menjadi berorientasi lain. Teori yang digunakandalam penelitian ini, yaitu The Four Wave of Modern Terrorism, Teori PemberontakanManusia, Teori Kemunduran Terorisme dan The Lone Wolf Terrorism. Penelitian inibersifat eksplanatif dengan metode observasi, wawancara dan dokumentasi di lapanganterhadap mantan teroris sebagai data primer, dan didukung sumber data sekunder berupastudi literatur sebagai bahan pendukung. Hasil yang diperoleh dari penelitian inimenunjukkan bahwa telah terjadi pergeseran orientasi gerakan terorisme di Indonesiaberupa munculnya lone wolf terrorism dan merebaknya paham takfiri yang memecah belahkelompok teror di Indonesia.

Abstract

This research aims to describe about secondhand clothes smuggling and implementation ofLegislation Number 7 of 2014 as Indonesia’s government effort to overcome thesecondhand clothes smuggling in Indonesia, specifically in Riau. This research is adescriptive research guided by transnational crime concept by United Nation Conventionagainst Transnational Organized Crime and a public policy theory by Van Meter and VanHorn called a Model of Policy Implementation Process. This theory describe that a policyimplementation is affected by five factors; policy’s standardization, resource, agent’scharacteristic, and society conditions (social, economy, and politics). This research is aqualitative research by using interview and literature studies as the data source. The resultof this research are some factor explications about standardization of Legislation Number7 of 2014 affecting the policy implementation and also there are some influences fromeconomic condition in Riau that cause any resistance about the policy.

Abstract

Climate change is the biggest challenge for humanity in this century as it causesproblematic environmental changes and destructive weather conditions. Vietnamesecoastal community were considered as the most vulnerable people suffering from theimpacts of climate change as their livelihoods are depending on the marine-basedresources. However, this research found that the coastal people today are more able toadapt, adjust and overcome the negative impacts of climate change after receivingintervention from Centre for Marinelife Conservation and Community Development(MCD). This research aims to describe the coastal community condition and explain thestrategies used by MCD to strengthen the coastal community resilience in Vietnam. Thisqualitative research is developed using literary technique. In which, author collected datafrom secondary sources, comprise of publications from of MCD, other related ministriesand institutions. Using the conceptual frameworks of NGO Concept and TransnationalAdvocacy Network, this research answers the question that MCD uses its strategies bymaintaining cooperative manner to deliver its influence within the socialist governmentutilizing the Transnational Advocacy Network and conducting small-scale change andlarge-scale change. These strategies allow MCD to strengthen Vietnamese coastalcommunes’ resilience and to sustain under the socialist regime.

Abstract

In responding to the issue of immigrants, the United States has come up with a controversial policy. Donald Trump brought up the Protecting The Nation From Foreign Terrorist Entry Into The United States policy to limit the entry of Muslim immigrants into the United States. Donald Trump securitizes the issue by giving a speech act that forms a threat construction in the issue of Muslim immigrants. Until finally the policy that was rejected was accepted by the community and enforced. It is interesting to study how state leaders shape the construction of an issue so that they can get support from the community. This study will reveal this through a key question regarding "How does Donald Trump securitize the issue of immigrants through speech acts in the policy of Protecting the Nation from Foreign Terrorist Entry into the United States?". The purpose of this study is to explain the role of Donald Trump as a political elite in conducting securitization through speech acts in the policy of Protecting the Nation from Foreign Terrorist Entry into the United States. This research uses the type of explanatory research. In preparing the argument, the researcher uses securitization theory about how an issue phenomenon is interpreted as a threat to the state by the political elite. This study analyzes Donald Trump's statements regarding the issue of Muslim migrants. This study argues that Donald Trump plays a role in the securitization of immigrant issues so as to shape the perception of immigrants as a threat.
