Abstract

Firefighting services are a strategic form of public service that plays a crucial role in protecting public safety and property from fire risks. This study aims to analyze the implementation of firefighting service policies at the Cianjur Regency Fire Department, identify the inhibiting factors affecting their implementation, and formulate strategic efforts to improve service quality. This research employs a qualitative descriptive approach. Data were collected through in-depth interviews, field observations, and document analysis involving key informants, including structural officials, operational officers, and public service staff. Data analysis was conducted through data reduction, data presentation, and conclusion drawing, while data validity was ensured through triangulation techniques. The findings indicate that the implementation of firefighting service policies in Cianjur Regency has been carried out but has not yet reached optimal performance. Policy communication and understanding of standard operating procedures are relatively adequate; however, limitations remain in terms of human resources, facilities and infrastructure, and budgetary support. In addition, inter-agency coordination has not been fully effective, which affects the response time in handling fire incidents. The disposition of policy implementers reflects a high level of commitment and professionalism, although it is constrained by workload and limited facilities. This study concludes that improving the quality of firefighting services in Cianjur Regency requires strengthening resources, enhancing cross-sectoral coordination, optimizing facilities and infrastructure, and continuously developing the capacity of firefighting personnel.

Abstract

Education has a strategic position in national development because it is the main instrument in shaping the quality of human resources. This study examines the effect of Merdeka Belajar policy implementation on school governance performance at SMP Negeri 1 Karangtengah, Cianjur Regency. The study was motivated by the importance of school capacity in translating educational policy into effective institutional governance. This research used a quantitative approach with an explanatory design. The population consisted of all educators and education personnel at SMP Negeri 1 Karangtengah, totaling 55 respondents, and the sampling technique used was total sampling. Data were collected through questionnaires using a five-point Likert scale. The data were analyzed using descriptive analysis, simple linear regression, correlation coefficient, determination coefficient, and t-test. The results showed that both Merdeka Belajar policy implementation and school governance performance were in the moderate category. The regression analysis showed that Merdeka Belajar policy implementation had a positive and significant effect on school governance performance, with a regression coefficient of 0.725, a correlation coefficient of 0.872, and a coefficient of determination of 0.760. These findings indicate that 76.0% of school governance performance is explained by Merdeka Belajar policy implementation.

Abstract

Pesatnya era disrupsi dan transformasi digital menimbulkan tantangan kompleks bagi Pedagang Kaki Lima (PKL) di Kecamatan Lengkong, Kota Bandung, akibat rendahnya literasi digital dan keterbatasan akses teknologi. Pengabdian kepada masyarakat ini bertujuan meningkatkan kapasitas sumber daya manusia PKL agar mampu beradaptasi dengan perubahan ekonomi melalui solusi aplikatif dan berkelanjutan. Metode yang digunakan adalah pendekatan partisipatif dan experiential learning melalui rangkaian workshop interaktif, praktik langsung, simulasi bisnis, serta pendampingan lapangan kepada 30 PKL. Materi pelatihan mencakup pemasaran digital, manajemen keuangan berbasis aplikasi, inovasi produk, dan sistem pembayaran nontunai (QRIS). Hasil kegiatan menunjukkan capaian signifikan: 85% peserta mandiri mengelola media sosial bisnis, 80% terampil menggunakan aplikasi keuangan, dan 75% mengimplementasikan QRIS. Selain itu, terbentuk Komunitas PKL Lengkong yang aktif serta terjadi peningkatan omzet rata-rata sebesar 15-25% pada peserta yang menerapkan strategi digital. Program ini membuktikan bahwa intervensi akademis terstruktur efektif mempercepat adaptasi pelaku ekonomi informal terhadap disrupsi digital, sekaligus menjadi landasan bagi pengembangan model pemberdayaan di wilayah lain.

Abstract

Tujuan dalam penelitian ini adalah untuk mengetahui seberapa besar pengaruh beban kerja dan stres kerja terhadap kinerja karyawan PT Sunindo Adipersada Bogor baik secara parsial maupun simultan. Jenis Penelitian ini menggunakan metode penelitian kuantitatif deskriptif. Populasi dalam penelitian ini adalah karyawan PT Sunindo Adipersada Bogor sebanyak 35 Karyawan. Teknik pengambilan sampel yang digunakan dalam penelitian ini adalah sampel jenuh karena jumlah populasi yang relatif kecil dan teknik analisis data menggunakan adalah teknik analisis jalur dengan menggunakan bantuan aplikasi SPSS versi 25.0. Berdasarkan analisis yang dilakukan maka dapat disimpulkan bahwa uji t variabel beban kerja terhadap kinerja dengan menggunakan batas signifikansi (α)=0,05 di peroleh nilai thitung = 5.091 dengan tingkat signifikansi 0,000 yaitu <0,05 (batas signifikansi). Hal ini berarti variabel beban kerja berpengaruh signifikan terhadap kinerja. Sedangkan variabel stres kerja terhadap kinerja dengan menggunakan batas signifikansi (α)=0,05 di peroleh nilai thitung = 4.418  dengan tingkat signifikansi 0,000 yaitu <0,05 (batas signifikansi). Hal ini berarti variabel stres kerja berpengaruh signifikan terhadap kinerja. Berdasarkan hasil uji F maka diperoleh nilai Fhitung sebersar 80.366 dengan signifikansi 0,000 < 0,05 sehingga dapat disimpulkan bahwa secara bersama-sama beban kerja dan stres kerja berpengaruh terhadap kinerja karyawan PT Sunindo Adipersada Bogor. Dari hasil uji R2, menunjukkan hasil uji koefisien determinasi diperoleh nilai R² sebesar 0.834 yang berarti bahwa variabel kinerja dapat dijelaskan oleh kerjasama tim dan komitmen sebesar 83.4% sedangkan sisanya dijelaskan oleh variabel lain di luar model yang diteliti

Abstract

Transformational leadership is a leadership model that focuses on organizational change through inspiration , strategic vision , and individual empowerment . In public organizations , this model is important to face the challenges of the era of disruption characterized by rapid social , political , and technological change . This study uses a literature study method to analyze the role of transformational leadership in improving the performance of public organizations . The results of the study indicate that transformational leadership is able to increase organizational effectiveness through the development of an innovative work culture , increasing employee motivation , and strengthening commitment to organizational goals and public services . Philosophically , transformational leadership is seen as a process of organizational humanization , in which leaders act as agents of change who build awareness , meaning , and moral orientation . Therefore , this leadership model is relevant to support bureaucratic reform that is more responsive , adaptive , and oriented towards the interests of society . The success of public organizations in the era of disruption does not only depend on the system and structure , but also on the quality of leadership that is able to drive meaningful change .

Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh motivasi kerja dan disiplin kerja terhadap kinerja anggota Sekolah Staf dan Pimpinan Lembaga Pendidikan dan Pelatihan Kepolisian Negara Republik Indonesia. Penelitian ini menggunakan metode kuantitatif dengan pendekatan deskriptif dan verifikatif melalui penyebaran kuesioner kepada anggota Sekolah Staf dan Pimpinan Lembaga Pendidikan dan Pelatihan Kepolisian Negara Republik Indonesia sebanyak 70 orang. Hasil penelitian menunjukkan bahwa motivasi kerja berada pada kategori baik dengan nilai rata-rata 3,91, sedangkan disiplin kerja juga berada pada kategori baik dengan rata-rata 3,96. Kinerja anggota tercatat berada pada kategori baik dengan nilai rata-rata 4,00. Secara parsial, motivasi kerja berpengaruh positif dan signifikan terhadap kinerja anggota sebesar 54%. Disiplin kerja juga terbukti berpengaruh positif dan signifikan terhadap kinerja sebesar 60%. Secara simultan, motivasi kerja dan disiplin kerja memberikan pengaruh sebesar 71,6% terhadap kinerja anggota Sekolah Staf dan Pimpinan Lembaga Pendidikan dan Pelatihan Kepolisian Negara Republik Indonesia. Dengan demikian, penelitian ini menegaskan bahwa peningkatan motivasi dan disiplin kerja menjadi faktor penting dalam mendorong optimalnya kinerja anggota di lingkungan Sekolah Staf dan Pimpinan Lembaga Pendidikan dan Pelatihan Kepolisian Negara Republik Indonesia

Abstract

The development of Islamic economics has gained increasing global attention, extending beyond Muslim-majority countries to non-Muslim countries seeking sustainable and inclusive economic alternatives. This study aims to analyze the implementation of inclusive Islamic economic policies in Indonesia and Japan, identify the factors supporting and constraining their development, and examine the influence of religious, cultural, and governance backgrounds on policy formulation. The research employs a normative legal method with a comparative approach. Data were collected from secondary legal materials, including legislation, policy documents, institutional reports, and scholarly literature related to Islamic economics in both countries. The analysis focuses on legal frameworks, policy actors, social contexts, implementation mechanisms, and institutional challenges. The findings show that Indonesia integrates Islamic economic principles through a comprehensive regulatory framework supported by government institutions, Islamic financial authorities, and religious organizations. In contrast, Japan adopts a pragmatic and market-oriented approach by facilitating halal industries, tourism services, and international economic cooperation without formally incorporating Islamic law into its legal system. Despite facing different challenges, both countries have demonstrated significant efforts to promote an inclusive Islamic economic ecosystem. The novelty of this research lies in its comparative examination of Islamic economic policies in a Muslim-majority country and a non-Muslim country. The study demonstrates that the successful development of Islamic economics depends not on religious demographics alone but on policy adaptability, institutional support, and stakeholder collaboration, highlighting the universal and flexible character of Islamic economic principles across diverse socio-political contexts.

Abstract

Halal certification services for MSMEs have become increasingly important amid the strengthening of halal certification obligations, the acceleration of public service digitalization, and the growing demand for services that are simpler, faster, and more responsive. This condition creates an urgent need to examine the extent to which halal certification services have progressed toward digital maturity from a public innovation perspective. This study aims to analyze the movement of halal certification services for MSMEs toward digital maturity by focusing on process integration, ease of access, quality of assistance, and user orientation. The theoretical framework draws on public innovation, public service quality, and digital maturity. This study employs a qualitative approach with a case study design based on document analysis and secondary data, using documentation techniques, purposive sampling, and thematic analysis. The findings show that halal certification services have been digitalized and institutionally strengthened, yet their level of maturity remains developing because process integration, service standardization, and user experience have not been fully consistent. These findings indicate that digital transformation in service delivery requires institutional capacity, not merely the existence of digital platforms

Abstract

Penelitian ini bertujuan untuk mengetahui pengaruh motivasi kerja dan disiplin kerja terhadap kinerja pegawai di Yayasan Taman Fioretti. Metode penelitian yang digunakan adalah metode kuantitatif dengan pendekatan deskriptif dan verifikatif. Data diperoleh melalui penyebaran kuesioner kepada responden dan dianalisis menggunakan bantuan program SPSS versi 25. Hasil penelitian menunjukkan bahwa motivasi kerja pegawai berada pada kategori baik dengan nilai rata-rata 3,94. Disiplin kerja juga berada pada kategori baik dengan nilai rata-rata 4,01, sedangkan kinerja pegawai berada pada kategori baik dengan nilai rata-rata 4,07. Secara parsial, motivasi kerja berpengaruh positif dan signifikan terhadap kinerja pegawai sebesar 55,8%. Disiplin kerja juga berpengaruh positif dan signifikan terhadap kinerja pegawai sebesar 54,2%. Secara simultan, motivasi kerja dan disiplin kerja berpengaruh positif dan signifikan terhadap kinerja pegawai sebesar 68,8%. Temuan ini menegaskan bahwa baik motivasi kerja maupun disiplin kerja merupakan faktor penting yang berkontribusi dalam meningkatkan kinerja pegawai di Yayasan Taman Fioretti.

Abstract

The rapid development of digital technologies has transformed the delivery of public services and increased the need for governance models that are adaptive, responsive, and citizen-cantered. Agile governance has emerged as a promising approach to addressing the limitations of traditional bureaucratic structures in supporting digital transformation initiatives. This study aims to systematically analyse the application of agile governance in the digital transformation of public services, identify critical success factors and implementation barriers, and examine its implications for public sector innovation and service performance. The research employs a Systematic Literature Review (SLR) approach using the PRISMA framework to identify, screen, evaluate, and synthesize relevant peer-reviewed articles published between 2013 and 2023. Data were collected from reputable academic databases and analysed using thematic analysis to identify recurring themes, trends, and patterns in the literature. The findings reveal that agile governance significantly contributes to improving organizational adaptability, service responsiveness, innovation capacity, stakeholder collaboration, and institutional resilience. The review also identifies leadership commitment, digital competencies, organizational culture, stakeholder engagement, and supportive regulatory frameworks as critical success factors. However, challenges such as regulatory rigidity, resistance to change, resource constraints, and coordination issues continue to impede effective implementation. The novelty of this research lies in its integrated synthesis of agile governance literature within the context of public service digital transformation, demonstrating that agile governance should be understood not merely as a managerial technique but as a comprehensive governance paradigm that balances flexibility, innovation, collaboration, and accountability to achieve sustainable and citizen-cantered public service transformation.
