Abstract

Abstract :Children are the world's most valuable resource and its best hope for the future of a family and a nation. They have a very important role in guaranteeing the existence of nation in the future. In order to produce high quality generation who can responsible optimally, they need to get  chance to grow anddevelop physically, mentally, socially and spiritually. Ironically, children often become object of violence done by educator(parent, teacher, babysitter, etc) who may do violence consciously or unconsciously. In this kind of situation, child abuse happened simultaneously that might cause generation crisis. 'Ratification of Rights of the Child' has protected them from those minor position that endanger the children. Abstract

Half of the 5-year period of the Government under Susilo Bambang Yudhoyono-Yusuf Kalla has been carried out. There are many problems that have to be resolved by the president and his ministers. The performance of the government always becomes public debate. Bureaucracy pathology is a government’s homework that should be accounted for the public. In line with this condition, it needs transparency and accountability of the government in order to bring about the change of bureaucracy behaviour.

Abstract

Program Kota Tanpa Kumuh (Kotaku) adalah program nasional di 271 kabupaten/kota di 34 propinsi yang menjadi “platform kolaborasi” atau basis penanganan permukiman kumuh yang mengintegrasikan berbagai sumber daya dan sumber pendanaan, termasuk dari pemerintah pusat, provinsi, kabupaten/kota, donor, swasta, masyarakat, dan pemangku kepentingan lainnya. Program Kotaku bertujuan untuk membangun sistem yang terpadu dalammenangani permukiman kumuh, dimana pemerintah daerah memimpin dan berkolaborasi dengan para pemangku kepentingan dalam perencanaan maupun implementasinya, serta mengedepankan partisipasi masyarakat. Adapun tujuan dari penelitian ini untuk menganalisis implementasi kebijakan pemerintah tentang program Kotaku di Kelurahan Mangunharjo Kecamatan Tugu dan untuk mengetahui faktor pendorong maupun faktor penghambat yang terjadi dalam pelaksanaan program tersebut. Penelitian yang dilakukan menggunakan metode kualitatif dengan pendekatan deskriptif yang dilakukan dengan wawancara kepada informan yang dipilih berdasarkan teknik purposive sampling. Hasil penelitian menunjukan bahwa pelaksanaan Program Kotaku di Kelurahan Mangunharjo Kecamatan Tugu sudah sesuai dengan Surat Edaran DJCK Nomor 40 Tahun 2016 tentang Pedoman Umum Kota Tanpa Kumuh tersebut dibuktikan dengan telah terlaksananya program mulai dari persiapan, perencanaan, pelaksanaan, hingga keberlanjutan. Adapun faktor penghambat dalam pelaksanaan program ini yaitu adanya kendala teknis ketika pelaksanaan program serta kurangnya kesadaran masyarakat terkait permasalahan sampah. Adapun saran dari peneliti yaitu meningkatan pembangunan jalan yang sempit, meningkatkan komunikasi kepada masyarakat, serta meningkatan sistem persampahan yang baik di Kelurahan Mangunharjo.

Abstract

Program Antinatal Care dan Nifas adalah Program Nasional yang berfokus dalam melayani ibu hamil dan ibu yang baru melahirkan, agar mampu menjalani kehamilan dengan sehat dan bersalin dengan selamat. Adapun tujuan dari penelitian ini untuk mendeskripsikan dan menganalisis hasil dari keberhasilan pelaksanaan program Antinatal Care (ANC) dan Nifas di Puskesmas Tlogosari Wetan. Penelitian ini dilakukan menggunakan metode kualitatif dengan pendekatan deskriftif, melalui wawancara kepada informan yang dipilih berdasarkan teknik Purposive. Hasil penelitian ini menunjukan bahwa program Antinatal Care dan Nifas belum dapat dikatakan berhasil. Hal tersebut dibuktikan dengan kurang efektifnya pemberian konseling pada ibu hamil dan ibu nifas, kurang efektifnya penulisan simpus sehingga belum terwujudnya pelaksanaan program Antenatal Care dan Nifas yang komperhensif dan berkualitas, belum cukup mampu menghilangkan Missed Opportunity hal ini terjadi karena kurang cukupnya fasilitas dan waktu pemeriksaan sehingga masih adanya Missed Opportunity, belum meratanya pengetahuan ibu terhadap program Antinatal Care dan Nifas dan kurangnya sosialisasi program kepada setiap daerah di Tlogosari Wetan, adapun saran dari peneliti yaitu meningkatkan efektifitas dengan cara pemaksimalan kualitas sumber daya manusia yang ada, memaksimalkan tenaga magang dan melaksanakan pelatihan penanganan ibu dalam masa Antintal Care dan Nifas, meningkatakan kecukupan dengan pemaksimalan sarana dan prasarana, serta mengadakan sosialisasi dan membuat poster pentingnya program Antinatal Care dan Nifa di ruang publik.

Abstract

This research aims to describe implementation article 95 of law no. 1 year 2011 About Housing and the premukiman in the area of the Barito Semarang city and to know the factors that hinder the implementation of article 95 of law No. 1 of 2011. Locus was used in this research is in the area of JL. Barito Camel City Of Semarang. This research uses qualitative research methods are descriptive. Implementation of article 95 of law no. 1 year 2011 About housing and residential areas in the region of the Barito Semarang city still encountered obstacles. Factors restricting implementation include: factors of poverty, low level of employment, the most expensive place to live, there is a group of people that rule the slum areas or wild. Conclusions in this study are implementation article 95 of law no. 1 year 2011 About Housing and the premukiman in the area of the Barito Semarang city, still encountered obstacles primarily viewed from many residents who still live in the wild, the existence of a settlement of a pile of garbage that exist around the settlements of the wild and the existence of illegal karaoke. Based on these conclusions, the researchers recommend to the Government in order to provide training to the residents of the settlement of wild creativity to be able to work mengasilkan that can be used as income.

Abstract

Tourism is currently the highest foreign exchange contributor sector. Indonesia is trying to maximize tourism development. Therefore, the Department of Tourism and Culture of Jepara as a tourism activist in Jepara is increasing tourism in Jepara. But there are still a number of problems that have not maximum. This study to analyze organizational performance and performance supporting factors. The assessment conducted with research the performance indicators that writer is use which are performance indicators, Productivity, Service Quality, Responsiveness, Responsibility, and Accountability. While the supporting factors of work were assessed from human resources and infrastructure. This research uses descriptive qualitative research method by describing the findings in the field and interview. Based on the research, the performance Department of Tourism and Culture of Jepara was not optimal. It is proven by the problems that exist in all performance indicators and supporting factors that are still not optimal, so that the organization achieves performance that is not optimal and needs improvement.

Abstract

The research is going to describe and to analyze the performance department social, youths and sports in Semarang and factors that support or detain their performances. Theory that will be used in reasearch are public administration and five dimensions of performance which are productivity, service quality, responsivity, responsibility and accountability with descriptive qualitative study. This research using interview, observation, documentation as method to get information from social services, youth and sports in Semarang and the caretaker of anak emas foundation as the extension hand of the goverment to take care of homeless kids. The result of research is showed that performance of social services, youth and sports in their role to make a better social life for homeless kid is not quite optimal specially in productivity, service quality, and accountability, we see there are some problems in human resources, budgets and lack of information in website also lack of support to another foundation as the extension hand of goverment. However, the performance of department of social, youths and sports had been supported by their ability to discover the street kid’s needs through some programs which are better than the previous year and their obedience to rules and SOP also stick to the principles of administrative as they did their job There are some ideas to counter the problem ,for example, raise the budget, add human resources, more concern about another institution and smoother the services.

Abstract

Police Civil Service Unit (Satpol PP) is the fundamental duty of local governments to enforce local laws, organizing public order and public tranquility. If it is associated with municipal police Organizational Performance Blora, performance assessment carried out in connection with the work being done, namely to enforce the regulations in dealing with street vendors (PKL). The purpose of this study is to describe how the performance of municipal police Blora. Researchers used five dimensions of performance by Dwiyanto to determine the performance of Police Civil Service Unit (Satpol PP) Blora region. The method used was a case study with a qualitative approach. Data collection techniques used were interviews, observation, and study documentation. The results of the field show for Productivity, minimal number of personnel and the budget led to productivity is not going well. Dimensions of service quality is quite good which the services rendered in the form of policing has been implemented as planned, as well as coordination with relevant parties has been running well. Aspiration street vendors to get the relocation has not been able to be realized by the municipal police in cooperation with the relevant parties is also the basis why responsivity be no good. Responsibility pretty good views of the enforcement of regulations in the application of the sanction. Management of websites are still not optimal create municipal police accountability to the community becomes less good, and less increase the interest of public participation in monitoring their performance. Based on the research that has been done, the researchers concluded that the performance of Police Civil Service Unit (Satpol PP) is felt not maximized in dealing with street vendors because of five dimensions used as a benchmark still more numerous dimensions that has not gone well.

Abstract

BPPT (Integrated License Service Cooperative) in Grobogan Regency is one of regional government cooperative in Grobogan, because of that BPPT the society is expected to get a lots of ease in public service, especially in administrative service about the license. Problems of the license service for BPPT are lack of the sufficiency facility and inappropriate time of the license letter publication with the obtain standard. This research and analyzes the license service quality, and dimensions thet support and hamper the service. This research user qualitative descriptive research. This research is based on five dimensions from the theory that is proposed by Zeihaml-Parasuraman-Berry, that are : Tangible, the unsufficiency facility. Reliability, inappropriate time of license letter publication. Responsiveness, perceptive capacity of the officials for applicant complaint. Assurance, friendliness and justice of the afficials. Emphaty, the officials’attention to the applicant. The license service for BPPT in Grobogan Regency is still less satisfy, becauses there is still a deficiency in any dimensions. Suggestion for the dimensions that hamper the license service are : add the unsufficiency facility, make a communication with the afficials.

Abstract

Puskesmas Bandarharjo as one of a government agency that provide services to the public can be considered qualified if it is to provide services fast, right and true to his customers.This research using a design or descriptive quantitative research design that is mixed between qualitative with quantitative to measure public satisfaction towards Bandarharjo health center services at Semarang. Samples taken by accidental sampling with a sample of 150 respondents using the Public Satisfaction Index (HPI).The results showed that the overall performance quality of service to the community health center service users can be categorized GOOD Bandarharjo in Semarang with the acquisition of community satisfaction index of 74.30 is within the interval from 62.51 to 81.25 so it can be concluded that the service quality at Puskesmas Bandarharjo is GOOD service based on the calculation method used Customer Satisfaction Index by Cartesius diagram. Out of the 14 indicators being measured there are three performance indicators are not good, there are indicators of officer discipline, politeness and friendliness of the staff and the comfort of the environment . This research was conducted to answer two main problems, namely the measurement of service quality to the community health center Bandarharjo using HPI and dimensions of HPI that inhibits people's satisfaction with health services provided Bandarharjo health center.
