Abstract

Innovation of “Mencari Kekasihku” is an innovation at the Population and Civil Registration Office of Grobogan Regency aimed at improving the validity of population data on changes in marital status among muslim residents in Grobogan Regency. This study aims to identify and analyze the characteristics of the public service innovation “Mencari Kekasihku” at the Population and Civil Registration Office of Grobogan Regency, as well as identify the supporting and inhibiting factors of the public service innovation “Mencari Kekasihku" at the Population and Civil Registration Office of Grobogan Regency. This research uses a qualitative descriptive method with data collection techniques including interviews, observations, and documentation. The results show that the public service innovation “Mencari Kekasihku" at the Population and Civil Registration Office of Grobogan Regency has been running well in terms of relative advantage, compatibility, and observability, although there are still obstacles in its implementation in terms of complexity and trialability. Supporting factors for the innovation “Mencari Kekasihku" include the desire for self-improvement, freedom of expression, and infrastructure. Meanwhile, inhibiting factors for the innovation “Mencari Kekasihku" include the lack of recognition or incentives, as well as administrative pressures and barriers.

Abstract

One measure of a country's success can be seen from the country's ability to create policies and then implement them to overcome the problems faced by society, especially in the health sector. This proves that the government needs to make innovative policies and implement these policies to reduce the number of dengue hemorrhagic fever (DHF) cases. In its implementation, there are still problems that show that the government is not yet optimal in implementing dengue fever prevention and control policies in North Bekasi District. The aim of this research is to analyze the implementation of dengue hemorrhagic fever prevention and control policies based on Bekasi Mayor's Instruction Number: 440/94/Dinkes 2019 in North Bekasi District and identify supporting and inhibiting factors for the implementation of dengue hemorrhagic fever prevention and control policies in Bekasi District North. This research uses descriptive research methods with a qualitative approach. The technique for determining informants in this research is purposive sampling with data collection methods through observation, interviews, documentation and triangulation. This research looks at the 5 accuracy of Riant Nugroho's policy implementation, namely policy accuracy, implementation accuracy, target accuracy, environmental accuracy, and process accuracy. The research results show that there is still an increase in the number of dengue fever cases, a lack of widespread socialization, a lack of public awareness regarding the importance of dengue fever, the involvement of political elites resulting in a lack of supervision in the implementation of fogging, and a lack of resources. It is recommended that the government be more consistent in implementing policies to prevent and control dengue hemorrhagic fever by optimizing the movement to eradicate mosquito nests in the community so that the policy can be implemented well.

Abstract

Pulo Kodok Beach is one of the tourist destinations in Tegal City. Good management will have an impact of the welfare of community around the tourist attraction and can create sustainable tourism. This research is intended to determine the management of Pulo Kodok Beach tourist destinations which is managed by Tourism Awareness Community (Pokdarwis). This research uses a qualitative descriptive research method with data collection through observation, interviews, and documentation. This research enforce a snowball sampling technique. The research results show that the implementation function in managing the Pulo Kodok Beach tourist destination is not yet optimal. This can be seen that the lack of budget is an obstacle for Pokdarwis in managing attractions, accessibility and amenities. The training attended by the management has not able to improve the skills of human resources. Pokdarwis has not been optimal in promoting Pulo Kodok Beach. Recommendations that can be given are that Pokdarwis members can take part in various tourism training, Regarding the lack of budget, Pokdarwis can use a priority scale system in managing tourist destinations or collaborate with investors. Pokdarwis also needs to empower young people around tourist attractions to promote Pulo Kodok Beach by utilizing social media.

Abstract

Ombudsman merupakan lembaga eksternal yang mengawasi pelayanan pubik dan menerima pengaduan dari masyarakat terkait pelayanan publik. Laporan masyarakat kepada Ombudsman dari tahun ke tahun mengalami tidak selalu sama, begitu pula yang dialami oleh Ombudsman RI Perwakilan Provinsi Jawa Tengah. Tujuan dari penelitian ini adalah mengetahuan proses manajemen pengaduan masyarakat serta faktor yang mempengaruhi manajemen pengaduan masyarakat di Ombudsman Republik Indonesia Perwakilan Provinsi Jawa Tengah di Kota Semarang. Metode penelitian yang digunakan dalam penelitian ini adalah kualitatif dengan pendekatan deskriptif. Teori dalam penelitian ini menggunakan teori dari Tjiptono. Hasil penelitian menunjukkan bahwa manajemen pengaduan belum berjalan dengan baik dari segi sumber daya manusia dan juga sarana penunjang manajemen pengaduan online. Sumber daya manusia dengan jumlah yang tidak sebanding dengan luas wilayah Jawa Tengah. Jumlah pegawai yang minim dengan melonjaknya jumlah laporan pengaduan membuat proses penyelesaian laporan pengaduan sedikit lambat. Sedangkan dari segi sarana pengaduan online, media sosial yang masih gabung dengan pusat sehingga untuk urusan publikasi masih jadi satu dengan Ombudsman Pusat. Hal tersebut membuat masyarakat tidak dapat menerima informasi dengan terfokus pada wilayahnya saja. Pengelolaan sistem website agar pelapor dapat mengakses informasi mengenai laporannya, sehingga tidak harus menunggu informasi dari Ombudsman Perwakilan.

Abstract

One of the tourist attractions in Boyolali Regency, namely the Tlatar Water Park, is a potential tourist attraction that, if managed well, can increase local revenue. The aim is to describe and analyze how tourism is developed in and to find out aspects of the development of the Tlatar Regency Water Park Tourist Attraction. Qualitative descriptive research methods, data collection techniques dobservation, interviews and documentation. Results of research in the field, Development of Tourist Attractions in the Tlatar Regency Water Park as a whole it's been going well. However, there are still several components that have not been developed properly. The components that have been well developed are the Attractions component, in the form of natural attractions and cultural attractions. Then another component that has been well developed, namely the amenity component in the tourism development process at Tlatar Water Park, Boyolali Regency, has been developed quite well. Most of the facilities are complete and adequate. The component that has not been well developed is the accessibility component where access itself is the main thing that is very important for tourists going to Tlatar tourist locations. And also the supporting facilities component. There needs to be activities such as performances or festivals which are held regularly at the Tlatar Water Park Tourism location. there are improvements to the road to the Umbul Tlatar tourist location, additional types of public transportation to make it easier for tourists to visit the Tlatar Water Park tourist location, there is a need for additional lodging accommodation for tourists

Abstract

BRT Trans Semarang is a strategic effort of Semarang City Transportation Agency through BLU UPTD Trans Semarang in organizing public transportation in Semarang City. However, there are 642 user complaints who are dissatisfied with Trans Semarang BRT services. This study aims to analyze the effect of service quality (X1) and servicescape (X2) on user satisfaction (Y) of BRT Trans Semarang using SERVQUAL theory from Parasuraman, Zeithaml, and Berry (1988) and SERVICESCAPE theory from Bitner (1992). The type of research used is descriptive quantitative with 100 respondents from Trans Semarang BRT users. The results of the analysis show that service quality has a partial positive effect on user satisfaction of 0.069. Servicescape has a partially positive and significant effect on user satisfaction of 0.211. Simultaneously, service quality and servicescape affect user satisfaction by 0.564 or 56.4%, while the remaining 43.6% is influenced by other factors not examined. Suggestions given by researchers to BLU UPTD Trans Semarang to increase user satisfaction of Trans Semarang BRT are to increase the intensity of cleaning bus stops, review travel routes, tighten the standardization of driver certificates, and design inclusive bus stops.

Abstract

This study analyzes the application of good governance principles in resolving maladministration reports at the Ombudsman of the Republic of Indonesia, Central Java Province Representative. Maladministration in public services negatively impacts society, necessitating effective oversight mechanisms to promote accountability and transparency. This research employs a descriptive qualitative method, analyzing primary data from interviews and secondary data from official documents. The study aims to describe and analyze the good governance principles and the obstacles to their implementation in addressing maladministration reports at the Central Java Ombudsman. The research adopts Mardiasmo's good governance theory, which encompasses accountability, transparency, democracy, and the rule of law. The Ombudsman plays a crucial role in supervising public services, however, challenges remain in the application of good governance principles, such as suboptimal accountability and transparency. The findings reveal that although good governance principles have been implemented, factors such as limited human resources affect the effectiveness of their execution. Strategic recommendations include integrating information technology, enhancing human resource training, and promoting public awareness of the Ombudsman’s role to optimize the application of good governance principles in resolving maladministration reports at the Ombudsman of the Republic of Indonesia, Central Java Province Representative. The study's results are expected to serve as a reference for improving public service governance, particularly in optimizing good governance principles and enhancing the efficiency of maladministration report resolution.

Abstract

The analysis of the service quality of Microtrans Jakarta Lingkar Kota (Jaklingko) aims to describe the factors contributing to the service quality of the MikrotransJaklingko transportation mode. This study employs a descriptive qualitative approach through observations and interviews to describe the contributing factors in service quality: functionality, information, convenience, comfort, and safety. Additionally, the analysis focuses on contributing factors such as human resources (HR), systems, operational strategies, and customer interactions. The results indicate that Mikrotrans Jaklingko has positively contributed to the mobility of Jakarta's society. However, there are still shortcomings in certain areas, namely information, convenience, and comfort. Furthermore, systemic factors face several obstacles, such as inconsistent cleanliness of the fleet, driver attitudes that do not support user comfort, and inaccuracies in the information provided through the application. Other challenges include an inefficient payment system, especially during peak hours, and the need for regular evaluations to maintain service quality consistency. A lack of customer satisfaction surveys also hinders understanding of user needs and expectations. This study recommends improvements to a real-time information system, optimization of cashless payment methods, and ongoing training for drivers to enhance professionalism. By addressing these aspects, Mikrotrans Jaklingko can meet the increasingly complex public transportation needs in Jakarta. It is hoped that this research can serve as a reference for developing more efficient, comfortable, and sustainable public transportation services, thereby supporting traffic congestion reduction and improving the quality of life for the residents of Jakarta.

Abstract

Over the past few decades, human resource (HR) management in the public sector of the Indonesian state has undergone significant changes in response to internal and external pressures, which have compelled the Indonesian government to redefine its boundaries and enhance its public administration capabilities. As part of the current HR strategy, these reforms call for a more flexible, adaptive, and comprehensive HR system, including the implementation of Green Human Resource Management (GHRM). In several aspects of HR management, such as green recruitment, green training and development, and green rewards and compensation, GHRM integrates environmental sustainability practices. The primary objective of this study is to examine the role of human resource management in promoting green practices within the Indonesian government sector. The research approach uses a literature review analysis of the Scopus database. The results show that implementing GHRM in Indonesia's public sector still faces several challenges. However, with a comprehensive strategy, policy reform, and government commitment, GHRM has the potential to be a strategic solution in improving the effectiveness of public sector management, accelerating the achievement of the Sustainable Development Goals (SDGs), and supporting all government organizations in overcoming environmental and administrative challenges.
