Abstract

This research aims to analyze the impact of reward provision on the motivation and performance of student-athletes participating in the provincial-level Student Sports Week (PORJAR). The approach employed is descriptive qualitative through a case study conducted at the Badung Regency Education and Sports Agency. Data was gathered via in-depth interviews, direct observation, and documentation. The findings indicate that appropriate rewards, both material and non-material, can enhance athletes' training enthusiasm, discipline, and achievement. The implementation of the reward policy, regulated by the Badung Regent's Decree Number 2695/047/HK/2024 with a total budget of Rp7,192,500,000, proved effective in motivating high-achieving athletes and coaches. The reward scheme is structured based on medal (gold, silver, bronze), team size, and the recipient's role (athlete or coach). This reward provision functions not only as an economic incentive but also as a motivational strategy consistent with Self-Determination Theory and Goal Setting Theory. The provided rewards are capable of strengthening athletes' intrinsic motivation, helping them set more specific targets, and improving their consistency and performance in competition. These findings affirm that a fairly designed, measurable, and sustainable reward system can create a more professional, competitive, and long-term achievement-oriented ecosystem for student sports development. Abstrak Penelitian ini bertujuan untuk menganalisis pengaruh pemberian reward terhadap motivasi dan kinerja atlet pelajar yang mengikuti Pekan Olahraga Pelajar (PORJAR) tingkat provinsi. Pendekatan yang digunakan adalah kualitatif deskriptif melalui studi kasus di Dinas Pendidikan dan Olahraga Kabupaten Badung. Data diperoleh melalui wawancara mendalam, observasi langsung, dan dokumentasi. Hasil penelitian menunjukkan bahwa pemberian reward yang tepat, baik materiil maupun non-materiil, mampu meningkatkan semangat berlatih, kedisiplinan, dan prestasi atlet. Implementasi kebijakan pemberian reward yang diatur melalui Keputusan Bupati Badung Nomor 2695/047/HK/2024, dengan total anggaran sebesar Rp7.192.500.000, terbukti efektif dalam memotivasi atlet dan pembina berprestasi. Skema reward disusun secara terstruktur berdasarkan perolehan medali, jumlah anggota tim, serta peran penerima (atlet atau pembina). Pemberian reward ini tidak hanya berfungsi sebagai insentif ekonomi, tetapi juga sebagai strategi motivasional yang sejalan dengan Self-Determination Theory dan Goal Setting Theory. Reward yang diberikan mampu memperkuat motivasi intrinsik atlet, membantu mereka menetapkan target yang lebih spesifik, serta meningkatkan konsistensi dan performa dalam kompetisi. Temuan ini menegaskan bahwa sistem penghargaan yang dirancang secara adil, terukur, dan berkelanjutan dapat menciptakan ekosistem pembinaan olahraga pelajar yang lebih profesional, kompetitif, dan berorientasi pada prestasi jangka panjang. Abstract

The 2024 Simultaneous Regional Head Elections present a major challenge for the Bali High Prosecutor’s Office in maintaining socio-political stability and regional security. Through the Intelligence Division, the Prosecutor’s Office has an important role in early detection of potential disturbances, preventing conflict, and ensuring that the regional head election process takes place democratically. This study aims to analyze the security strategy implemented by the Bali High Prosecutor’s Office, with an emphasis on aspects of supervision, cross-agency coordination, and the use of information technology. The research method used is a descriptive qualitative approach through interviews, participatory observation, and documentation during internship activities. The results of the study indicate that the strategies implemented are preventive and collaborative, including the establishment of election posts, the use of the Inteliz Pro application, digital space supervision, and public education through programs such as “Jaksa Menyapa”. However, challenges such as money politics, limited personnel, and the influence of non-local residents and foreign nationals in the public space need to be addressed more seriously. This study recommends strengthening cross-agency coordination, verifying non-local voter data, and increasing the capacity of intelligence human resources to support a safe and conducive regional head election. ABSTRAK Pemilihan Kepala Daerah (Pilkada) Serentak 2024 menghadirkan tantangan besar bagi Kejaksaan Tinggi Bali dalam menjaga stabilitas sosial-politik dan keamanan daerah. Melalui Bidang Intelijen, Kejaksaan memiliki peran penting dalam mendeteksi dini potensi gangguan, mencegah konflik, serta memastikan proses Pilkada berlangsung secara demokratis. Penelitian ini bertujuan untuk menganalisis strategi pengamanan yang diterapkan Kejaksaan Tinggi Bali, dengan menitikberatkan pada aspek pengawasan, koordinasi lintas lembaga, serta pemanfaatan teknologi informasi. Metode penelitian yang digunakan adalah pendekatan kualitatif deskriptif melalui wawancara, observasi partisipatif, dan dokumentasi selama kegiatan magang. Hasil penelitian menunjukkan bahwa strategi yang diterapkan bersifat preventif dan kolaboratif, mencakup pembentukan posko pemilu, penggunaan aplikasi Inteliz Pro, pengawasan ruang digital, serta edukasi publik melalui program seperti “Jaksa Menyapa”. Namun, tantangan seperti politik uang, keterbatasan personel, dan pengaruh warga nonlokal maupun WNA dalam ruang publik perlu ditangani lebih serius. Penelitian ini merekomendasikan penguatan koordinasi lintas lembaga, verifikasi data pemilih nonlokal, serta peningkatan kapasitas SDM intelijen guna mendukung Pilkada yang aman dan kondusif. Abstract

This research aims to analyze the implementation of the Family Hope Program (PKH) in Tabanan Regency (Case Study in Tabanan District) using Charles O. Jones' policy implementation theory, which includes indicators of organization, interpretation, and application. A qualitative research method with a descriptive approach was employed to allow for in-depth exploration of the phenomena in the field. Data collection was carried out through observation, in-depth interviews with the Secretary of the Social Affairs and Women's and Children's Empowerment Office (Dinas Sosial P3A) of Tabanan Regency, PKH facilitators in Tabanan District, and Beneficiary Families, as well as documentation studies. The research results indicate that the PKH implementing organization has a solid and responsive structure with active coordination. Interpretation regarding the program's objectives, mechanisms, and aid amounts is well understood through regular socialization and routine meetings. The application of PKH funds is appropriately utilized for nutrition and education, supported by continuous and persuasive oversight and assistance mechanisms. The study concludes that PKH's success in Tabanan is supported by systematic implementation, institutional clarity, consistent information dissemination, and active assistance. Therefore, the researchers recommend the replication of a similar model with local context adaptation and continuous improvements in aspects of facilitator capacity, village government involvement, fund disbursement access, transparency, and data integration to enhance program effectiveness. Abstrak Penelitian ini bertujuan menganalisis implementasi Program Keluarga Harapan (PKH) di Kabupaten Tabanan (Studi Kasus di Kecamatan Tabanan) menggunakan teori implementasi kebijakan Charles O. Jones, yang meliputi indikator organisasi, interpretasi, dan aplikasi. Metode penelitian kualitatif dengan pendekatan deskriptif memungkinkan ekplorasi mendalam terhadap fenomena di lapangan. Pengumpulan data dilakukan melalui observasi, wawancara mendalam dengan Sekretaris Dinas Sosial P3A Kabupaten Tabanan, pendamping PKH Kecamatan Tabanan, dan Keluarga Penerima Manfaat, serta studi dokumentasi. Hasil temuan menunjukkan bahwa organisasi pelaksana PKH memiliki struktur yang solid dan responsif dengan koordinasi aktif. Interpretasi terkait tujuan, mekanisme, dan besaran bantuan dipahami baik melalui sosialisasi dan pertemuan rutin. Aplikasi dana PKH dimanfaatkan secara tepat untuk gizi dan pendidikan, didukung mekanisme pengawasan dan pendampingan berkelanjutan yang persuasif. Simpulan penelitian mengonfirmasi keberhasilan PKH di Tabanan ditopang implementasi sistematis, kejelasan kelembagaan, diseminasi informasi konsisten, dan pendampingan aktif. Oleh karena itu, peneliti merekomendasikan perlunya replikasi model serupa dengan adaptasi konteks lokal dan perbaikan berkelanjutan pada aspek kapasitas pendamping, pelibatan pemerintah desa, akses pencairan dana, transparansi, serta integrasi data untuk peningkatan efektivitas program. Abstract

The digitization of population administration services has become an urgent need to enhance the effectiveness and efficiency of public services in today’s information technology era. The Population Administration Information System (SIAK) implemented in Badung Regency demonstrates significant changes in the process of printing certificates and other population documents, with technology utilization that facilitates access and accelerates service completion. The implementation of various innovations such as the integrated service package “Badung Aku Sapa” and the mobile service “Go Laying Adminduk” has successfully increased inclusivity and convenience for the community in managing population administration, especially for vulnerable groups such as the elderly and people with disabilities. Efforts to develop smart villages and the implementation of Digital Population Identity (IKD) further strengthen service access down to the village level, reducing geographical and social barriers. However, this digital transformation process also faces various challenges, ranging from limited network infrastructure, low digital literacy among some communities, to data security issues and cultural resistance to new technology. Addressing these challenges through strengthening human resources, community education, and the development of reliable security systems are important aspects in supporting the sustainability of digitization in population administration services. Overall, the implementation of SIAK in Badung Regency illustrates an effective and inclusive model of public service digitization, which can serve as a reference for other local governments in optimizing modern and sustainable population administration services.

Abstract

This study aims to analyze the impact of e-government implementation through the Online Single Submission Risk-Based Approach (OSS RBA) system on the quality of licensing services at the Bali Provincial DPMPTSP. The method used is quantitative with a simple linear regression approach, involving 100 OSS RBA user respondents. The results indicate that the implementation of OSS RBA has a positive and significant impact on the quality of licensing services, with a regression coefficient of 0.683 and a significance value of 0.00. The t-value of 7.826 exceeds the t-table value of 1.98397, indicating a statistically significant effect. The Pearson correlation test yielded a value of 0.620, indicating a fairly strong positive relationship between the two variables. The analysis of the coefficient of determination shows that 38.5% of the improvement in service quality is influenced by the implementation of OSS RBA, while the remaining 61.5% is influenced by other factors such as staff competence, regulations, and infrastructure. In conclusion, OSS RBA makes a significant contribution to improving licensing service quality. Therefore, it is recommended that the Bali DPMPTSP continue to optimize the implementation of OSS RBA and strengthen other supporting factors. Abstrak Penelitian ini bertujuan untuk menganalisis dampak penerapan e-government melalui sistem Online Single Submission Risk-Based Approach (OSS RBA) terhadap kualitas layanan perizinan di DPMPTSP Provinsi Bali. Metode yang digunakan adalah kuantitatif dengan pendekatan regresi linear sederhana, melibatkan 100 responden pengguna OSS RBA. Hasil menunjukkan bahwa penerapan OSS RBA berpengaruh positif dan signifikan terhadap kualitas layanan perizinan, dengan koefisien regresi sebesar 0,683 dan nilai signifikansi 0,00. Nilai t-hitung sebesar 7,826 melebihi t-tabel 1,98397, menandakan pengaruh yang signifikan secara statistik. Uji korelasi Pearson menghasilkan nilai 0,620, menunjukkan hubungan positif yang cukup kuat antara kedua variabel. Analisis koefisien determinasi menunjukkan bahwa 38,5% peningkatan kualitas layanan dipengaruhi oleh penerapan OSS RBA, sementara 61,5% sisanya dipengaruhi oleh faktor lain seperti kompetensi petugas, regulasi, dan infrastruktur. Kesimpulannya, OSS RBA berkontribusi nyata dalam meningkatkan kualitas layanan perizinan. Oleh karena itu, disarankan agar DPMPTSP Bali terus mengoptimalkan implementasi OSS RBA serta memperkuat faktor pendukung lainnya.. Abstract

The objective of this study is to examine the evaluation of the inflation control program through the Regional Inflation Control Team (TPID) of Denpasar City in 2024. This study uses a descriptive qualitative method and William N. Dunn's evaluation theory. The data sources used are primary and secondary data. The informant selection technique is purposive sampling. Data collection techniques include observation, interviews, and documentation. Data analysis techniques include data reduction, data presentation, and conclusion drawing. Data is presented descriptively and categorized according to the evaluation theory indicators of William N. Dunn. The research results indicate that the Regional Inflation Control Team (TPID) of Denpasar City has not yet been fully optimized. This is due to an incomplete information system that has not yet reached all segments of society. Recommendations for improving performance in this study include strengthening cooperation, budget savings and transparency, and improving service systems and online-based information systems. In conclusion, the Regional Inflation Control Team (TPID) of Denpasar City has implemented its programs effectively and successfully contributed to controlling inflation rates in Denpasar City, but it still faces challenges. Therefore, it is hoped that efforts to maximize public awareness and information dissemination will be intensified so that the public can understand the programs implemented by the government. Abstrak tujuan diadakannya penelitian yang ingin penulis capai adalah untuk mengkaji mengenai tentang evaluasi program pengendalian inflasi melalui Tim Pengendalian Inflasi Daerah (TPID) Kota Denpasar Tahun 2024. Penelitian ini menggunakan metode kualitatif deskriptif dan menggunakan teori evaluasi dari William N. Dunn. Sumber data yang digunakan adalah sumberdata primer dan sekunder. Teknik penentuan informan adalah teknik purposive sampling. Menggunakan teknik observasi, wawancara dan dokumentasi sebagai teknik pengambilan data. Teknik analisis data menggunakan teknik reduksi data, penyajian data dan pengambilan kesimpulan. Data disajikan secara deskriptif yang dikategorisasikan sesuai dengan indikator teori evaluasi dari William N. Dunn. Hasil penelitian menunjukan bahwa Tim Pengendali Inflasi Daerah (TPID) Kota Denpasar belum sepenuhnya optimal. Hal tersebut dikarenakan sistem informasi yang belum menyeluruh sehingga belum bisa menjangkau seluruh lapisan masyarakat. Rekomendasi peningkatan kinerja dalam penelitian ini adalah memperkuat kerjasama, penghematan dan transparansi anggaran dan peningkatan sistem pelayanan dan sistem informasi berbasis online. Kesimpulannya adalah Tim Pengendali Inflasi Daerah (TPID) Kota Denpasar telah melaksanakan program kegiatan dengan baik dan berhasil memberikan dampak positif terhadap pengendalian angka inflasi di Kota Denpasar namun masih mengalami kendala. Maka dari itu diharapkan untuk lebih memaksimalkan terkait sosialisasi dan pemberian informasi kepada masyarakat agar masyarakat dapat mengetahui program yang dibuat oleh pemerintah. Abstract

The objective of this study is to determine how the implementation of the Tulungagung Livable Program (PROTAL) application supports the management of slum areas in Tulungagung Regency. This descriptive qualitative study aims to determine how the implementation of the PROTAL application supports the management of slum areas in Tulungagung Regency. Data in this study were collected through interviews, observations, and documentation. The results of the study indicate that the implementation of PROTAL has been a positive innovation in public service, particularly in efforts to integrate data related to slum areas from communities and villages, based on seven slum indicators. However, in the implementation of PROTAL, several challenges were identified and analyzed using Edward III's policy implementation theory, namely communication aspects, resources, disposition, and bureaucratic structure. The challenges faced include inadequate coordination among relevant parties, limited human resource capacity, overly complex bureaucracy, and a lack of commitment from policy actors. Although PROTAL has generally become an innovation supporting efforts to address slum areas in Tulungagung District, its success depends on improving communication aspects, strengthening all dimensions of resources, enhancing the commitment of policy actors, and simplifying bureaucratic structures. These improvement efforts are expected to support the implementation of PROTAL to run more optimally and sustainably. Abstrak Tujuan dalam penelitian ini adalah untuk mengetahui bagaimana implementasi aplikasi Program Tulungagung Layak Huni (PROTAL) dalam mendukung penanganan kawasan kumuh di Kabupaten Tulungagung.Penelitian dengan metode kualitatif deskriptif ini bertujuan untuk mengetahui bagaimana implementasi aplikasi PROTAL dalam mendukung penanganan kawasan kumuh di Kabupaten Tulungagung. Data dalam penelitian ini dikumpulkan melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa implementasi PROTAL telah menjadi inovasi positif dalam pelayanan publik, terlebih khusus dalam upaya mengintegrasikan data terkait wilayah kumuh dari masyarakat dan desa, berdasarkan tujuh indikator kumuh. Namun, dalam pelaksanaan PROTAL masih ditemui beberapa kendala yang dianalisis menggunakan teori implementasi kebijakan Edward III, yaitu aspek komunikasi, sumber daya, disposisi, serta struktur birokrasi. Kendala yang dihadapi mencakup kurang optimalnya koordinasi antar pihak terkait, keterbatasan kapasitas sumber daya manusia, birokrasi yang terlalu kompleks, serta kurangnya komitmen dari aktor kebijakan. Meskipun secara umum PROTAL telah menjadi inovasi yang mendukung upaya penanganan kawasan kumuh di Kabupaten Tulungagung, keberhasilannya bergantung pada pembenahan aspek komunikasi, penguatan seluruh dimensi sumber daya, peningkatan komitmen aktor kebijakan, serta penyederhanaan struktur birokrasi. Upaya perbaikan tersebut diharapkan dapat mendukung implementasi PROTAL berjalan lebih optimal dan berkelanjutan. Kata Kunci: Implementasi, Kebijakan, PROTAL, Pelayanan Publik

Abstract

Tujuan dari penelitian ini adalah untuk mengetahui kualitas pelayanan publik berbasais digital melalui Sistem Informasi Manajemen Nikah (SIMKAH) pada kantor urusan agama Denpasar UtaraPenelitian ini menggunakan jenis penelitian kualitatif dengan pendekatan deskriptif. Pemilihan informan dalam penelitian ini dilakukan dengan metode purposive sampling. Peneliti menggunakan teori Electronic Government Quality atau e-gov quall untuk mengukur kualitas dari pelayanan publik berbasis digital dengan enam indikator yaitu ease of use (kemudahan penggunaan), trust (kepercayaan),Functionality of the interaction (fungsi interaksi), reliability (keandalan), content and appearance of information (konten dan tampilan informasi), citizen support (dukungan terhadap pengguna). Berdasarkan hasil penelitian terkait kualitas pelayanan public berbasis digital melalui sistem informasi manajemen nikah (SIMKAH) pada kantor urusan agama Denpasar Utara secara umum dinilai cukup bak. Lima dari eman indikator E-Gov Qual yaitu ease of use, trust, functionality of interaction, content and appearance of information dan citizen support telah berjalan dengan optimal dan mendapat tanggapan positif dari pengguna. Namun demikian pada indikator reliability masih ditemukan kendala khususnya dalam hal aksesibilitas dan ketersedian akses. Rekomendasi penelitian ini adalah agar menyediakan situs website alternatif untuk mengakses layanan SIMKAH guna mengantisipasi gangguan saat sistem utama mengalami lonjakan akses atau mengalami error. Kata kunci : Pelayanan Publik Digital, Kualitas Pelayanan, Sistem Informasi Abstract The purpose of this study is to examine the quality of digital-based public services through the Marriage Management Information System (SIMKAH) at the Office of Religious Affairs (KUA) in North DenpasarThis study employs a qualitative research method with a descriptive approach. Informants were selected using purposive sampling. The researcher used the Electronic Government Quality (E-Gov Qual) theory to measure the quality of digital public services, which consists of six indicators: ease of use, trust, functionality of the interaction, reliability, content and appearance of information, and citizen support. Based on the research findings, the quality of digital public services through SIMKAH at the North Denpasar Office of Religious Affairs is generally considered to be quite good. Five out of the six E-Gov Qual indicators—ease of use, trust, functionality of interaction, content and appearance of information, and citizen support—have been implemented optimally and received positive responses from users. However, issues remain in the reliability indicator, particularly in terms of accessibility and the availability of system access. The study recommends that an alternative website be provided to access SIMKAH services in order to anticipate disruptions when the main system experiences access overload or technical errors.

Abstract

Partisipasi pemerintahan adat di Desa Tenganan Pegringsingan dalam pengelolaan keuangan desa dilakukan melalui pemanfaatan serta pengelolaan ekowisata Desa sebagai mana pengelolaan ekowisata termasuk dalam pembangunan pariwisata yang  menjadi salah satu bagian terpenting dalam perekonomian partisipasi pemerintah desa dalam pengelolaan dana desa mampu meningkatkan kesejahteraan masyarakat desa dan pemerataan pembangunan yang dilaksanakan melalui desa, Pengelolaan keuangan desa menjadi hak serta kewajiban Desa dalam penyelenggaraan pemerintahan desa yang dinilai bahwa sebagai bentuk kekayaan lain yang berhubungan dengan hak dan kewajiban desa dalam pengelolaan keuangan Desa. Dalam partisipasi pemerintahan adat di Desa Tenganan Pegringsingan bertujuan untuk pembangunan, pemberdayaan masyarakat serta dalam meningkatkan pengembangan jaringan ekowisata desa dalam pengelolaan keuangan. Pentinganya penelitian ini untuk mengetahui seberapa besar partisipasi pemerintah adat serta masyarakat adat dalam pengelolaan keuangan melalui ekowisata desa bentuk partispasi masyarakat dalam perekonomian di Desa Adat Tenganan  dengan membuka usaha-usaha kecil di lingkungan Desa Tenganan Pegringsingan. Masyarakat sangat berperan penting dalam pengelolaan keuangan sebagai pengembangan Kawasan berbasis lokal wisdom. Metode penelitian yang digunakan adalah metode penelitian kualitatif adalah penelitian dengan pendekatan deskriptif, yang dimaksudkan sebagai pengukuran fenomena sosial tertentu yang mampu mengembangkan konsep serta menghimpun fakta tetapi tidak melakukan hipotesis                 Kata Kunci : Partisipasi Masyarakat, Keuangan Desa, Pengelolaan Keuangan Desa

Abstract

This study investigates the digital transformation of population administration services in Indonesia, with a particular focus on the implementation of the Akudicari application at the Department of Population and Civil Registration (Disdukcapil) in Badung Regency, Bali. Population administration services, including the issuance of identity cards, family cards, and birth certificates, are fundamental to ensuring citizens’ legal identity and access to education, health, and social welfare. However, these services have long been constrained by bureaucratic inefficiencies, lengthy procedures, and the persistent problem of service brokerage. The emergence of information and communication technology (ICT) provides new opportunities to overcome these challenges through digital innovation. Akudicari, launched in 2022, represents a local government initiative to enhance efficiency and accountability by allowing citizens to track the progress of their documents online in real time. The study applies a qualitative descriptive method, utilizing interviews, observations, and document analysis to evaluate Akudicari in relation to the principles of good governance—transparency, accountability, efficiency, responsiveness, and public participation. The findings indicate that Akudicari has significantly improved service effectiveness by reducing processing time by nearly 30 percent, providing transparency through open access to real-time information, and minimizing the role of intermediaries in administrative procedures. At the same time, challenges persist, particularly in rural areas, where digital literacy remains low and internet connectivity is inconsistent. Disparities in the digital competencies of civil servants also hinder the optimal use of the application. The study concludes that Akudicari is not only a technological innovation but also an instrument of governance reform that strengthens the relationship between government and citizens. However, its long-term sustainability requires continuous system upgrades, regular staff training, and inclusive community outreach. By addressing these challenges, Akudicari can serve as a scalable model for digital public service delivery in other regions of Indonesia and contribute to global discussions on e-government transformation.
