Abstract

Efficient and fair public services, particularly in healthcare, are crucial elements for the stability and welfare of society in a country. In Indonesia, the BPJS Health program has been a concrete effort by the government to provide inclusive and equitable healthcare services to the entire population. One of the recent policies is the removal of BPJS classes and their replacement with the Standard Inpatient Class (KRIS), aimed at improving the quality and accessibility of healthcare services nationwide. This study employs a literature review method, aimed at analyzing and summarizing findings from various relevant literatures. These literatures are obtained through sources such as Google Scholar and PubMed. Five articles were selected for analysis based on specific criteria, including publication period (2019-2024), topic relevance, and open access availability. Analysis of the five selected articles reveals various aspects of the implementation of BPJS Health policies. These studies highlight challenges faced in efforts to enhance healthcare services, such as potential fraud, facility limitations, and bureaucratic constraints. While there are efforts to address these issues, continuous improvements are needed to achieve more effective policy implementation. Some studies propose solutions to address these challenges, such as optimizing the function of the Fraud Prevention Team and improving healthcare service infrastructure. Abstrak Pelayanan publik yang efisien dan adil, terutama dalam bidang kesehatan, merupakan elemen kunci bagi stabilitas dan kesejahteraan masyarakat di sebuah negara. Di Indonesia, program BPJS Kesehatan telah menjadi upaya konkret pemerintah dalam menyediakan layanan kesehatan yang inklusif dan merata bagi seluruh rakyat. Salah satu kebijakan terbaru adalah penghapusan kelas BPJS dan penggantian dengan Kelas Rawat Inap Standar (KRIS), yang diharapkan dapat meningkatkan kualitas dan aksesibilitas layanan kesehatan di seluruh negeri. Penelitian ini menggunakan metode tinjauan pustaka, yang bertujuan untuk menganalisis dan menyimpulkan temuan-temuan dari berbagai literatur yang relevan. Literatur-literatur ini diperoleh melalui sumber-sumber seperti Google Scholar dan PubMed. Lima artikel dipilih untuk dianalisis berdasarkan kriteria tertentu, termasuk periode penerbitan 2019-2024, relevansi topik, dan akses terbuka. Analisis terhadap lima artikel yang dipilih mengungkapkan berbagai aspek implementasi kebijakan BPJS Kesehatan. Studi-studi tersebut menyoroti tantangan-tantangan yang dihadapi dalam upaya meningkatkan layanan kesehatan, seperti potensi fraud, keterbatasan fasilitas, dan kendala birokrasi. Meskipun terdapat upaya-upaya untuk mengatasi masalah-masalah ini, perbaikan berkelanjutan diperlukan untuk mencapai implementasi kebijakan yang lebih efektif. Beberapa studi mengusulkan solusi-solusi untuk mengatasi tantangan-tantangan tersebut, seperti optimalisasi fungsi Tim Pencegahan Fraud dan perbaikan infrastruktur layanan kesehatan.

Abstract

Collaborative governance is an approach that involves various stakeholders, such as government, community, and private sector, to work together to achieve common goals. Kamasan Tourism Village is one of the tourism villages whose development is carried out using a collaborative approach or collaboration with several parties (collaborative governance). Collaboration in Kamasan tourism village has certainly not run optimally due to several problems such as lack of communication between stakeholders, social change, and lack of utilization of digital developments. The purpose of this study is to determine the role of collaborative governance in the sustainable development of Kamasan Tourism Village. The research method used is a qualitative approach method. The results of the study indicate that effective collaboration among stakeholders has created an environment that supports sustainable development. However, this study also found several challenges that need to be addressed, such as increasing access to information and resources for local communities, as well as the need to strengthen decision-making and monitoring mechanisms. The recommendations provided aim to strengthen collaborative governance in supporting the sustainable development of Kamasan Tourism Village. Abstrak Collaborative governance merupakan pendekatan yang melibatkan berbagai pemangku kepentingan, seperti pemerintah, masyarakat, dan sektor swasta, untuk bekerja sama dalam mencapai tujuan bersama. Desa Wisata Kamasan merupakan salah satu desa wisata yang pengembangannya dilakukan dengan menggunakan pendekatan kolaborasi atau kolaborasi dengan beberapa pihak (collaborative governance). Kolaborasi di desa wisata kamasan tentunya belum berjalan maksimal dikarenakan adanya beberapa masalah seperti kurangnya komunikasi antar stakeholders, perubahan sosial, dan kurangnya memanfaatkan perkembangan digital. Adapun tujuan dari penelitian ini adalah untuk mengetahui peran collaborative governance dalam pengembangan berkelanjutan Desa Wisata Kamasan. Metode penelitian yang digunakan adalah metode pendekatan kualitatif. Hasil penelitian menunjukkan bahwa kolaborasi yang efektif di antara pemangku kepentingan telah menciptakan lingkungan yang mendukung pengembangan berkelanjutan. Namun, penelitian ini juga menemukan beberapa tantangan yang perlu diatasi, seperti peningkatan akses informasi dan sumber daya bagi masyarakat lokal, serta perlunya penguatan mekanisme pengambilan keputusan dan monitoring. Rekomendasi yang diberikan bertujuan untuk memperkuat collaborative governance dalam mendukung pengembangan berkelanjutan Desa Wisata Kamasan. kata kunci: collaborative governance, pengembangan desa wisata, wisata berkelanjutan, desa wisata kamasan

Abstract

This study aims to evaluate the effectiveness of using social media as a means of public information disclosure services in preventing the spread of hoax news by DISKOMINFOS Denpasar City. The focus of the research is social media managed by the Denpasar City Communication, Information and Statistics Office which consists of 3 indicators, namely goal achievement, integration, and adaptation. This type of research uses descriptive methods with a qualitative approach. Data collection techniques were conducted through interviews, observation and documentation. The results showed that in the indicator of achieving goals, it has been running quite well because it is in accordance with the legal basis and applicable SOPs, good achievement time and community targets as recipients of information. The Integration indicator is not yet said to be optimal because there are still problems such as two-way interaction that has not been maximized, lack of digital literacy and public interest in the information provided. Finally, the Adaptation Indicator can also be said to be quite good in terms of facilities and infrastructure and preparation from employees, but this still has to be improved. The recommendations given aim to optimize the use of social media in disseminating public information such as increasing social interaction and improving the quality of information submitted by the government. ABSTRAK Penelitian ini bertujuan untuk mengevaluasi efektivitas penggunaan media sosial sebagai sarana pelayanan keterbukaan informasi publik dalam mencegah penyebaran berita hoax oleh DISKOMINFOS Kota Denpasar. Fokus penelitian adalah media sosial yang dikelola oleh Dinas Komunikasi, Informatika, dan Statistik Kota Denpasar yang terdiri dari 3 indikator yakni pencapaian tujuan, integrasi, dan adaptasi. Jenis penelitian menggunakan metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dilakukan melalui wawancara, observasi dan dokumentasi. Hasil penelitian menunjukkan bahwa dalam indikator pencapaian tujuan, sudah berjalan cukup baik karena sesuai dengan landasan hukum serta SOP yang berlaku, waktu pencapaian yang baik serta sasaran masyarakat sebagi penerima informasi. Indikator Integrasi belum dikatakan optimal karena masih ada permasalahan seperti interaksi dua arah yang belum maksimal, kurangnya literasi digital dan minat masyarakat terhadap infomasi yang diberikan. Terakhir Indikator Adaptasi juga dapat dikatakan cukup baik dari segi sarana dan prasana serta persiapan dari pegawai, namun hal ini masih harus ditingkatkan. Rekomendasi yang diberikan bertujuan untuk mengoptimalisasi pemanfaatan media sosial dalam penyebaran informasi publik seperti peningkatan interaksi sosial dan peningkatan kualitas informasi yang disampaikan oleh pemerintah. Abstract

This study aims to evaluate the optimization of learning environments through the application of Sulingjar in Badung Regency, focusing on enhancing the quality of Early Childhood Education (ECE). The research employed a descriptive method with a qualitative approach, utilizing in-depth interviews, observations, and documentation as data collection techniques. The findings indicate that the Sulingjar application significantly improves educational service quality by providing accurate survey-based data for data-driven planning. Active participation from teachers, school principals, and parents is a critical factor in the successful implementation of this application. However, challenges such as technical issues and limited understanding of the application need to be addressed to achieve better optimization. Abstrak: Penelitian ini bertujuan untuk mengevaluasi optimalisasi lingkungan belajar melalui penerapan aplikasi Sulingjar di Kabupaten Badung, khususnya dalam meningkatkan kualitas pendidikan Anak Usia Dini (PAUD). Metode penelitian yang digunakan adalah deskriptif dengan pendekatan kualitatif, mengandalkan wawancara mendalam, observasi, dan dokumentasi sebagai teknik pengumpulan data. Hasil penelitian menunjukkan bahwa aplikasi Sulingjar mampu meningkatkan kualitas layanan pendidikan dengan memberikan data berbasis survei yang akurat untuk perencanaan berbasis data. Partisipasi aktif dari guru, kepala sekolah, dan orang tua siswa menjadi salah satu kunci keberhasilan dalam implementasi aplikasi ini. Namun, beberapa tantangan seperti kendala teknis dan rendahnya pemahaman tentang aplikasi masih perlu ditangani untuk mencapai optimalisasi yang lebih baik. Abstract

Abstract strengthening of the local economy by the Bali Provincial Government can be synergized through the Bali Provincial Regulation Number 1 of 2019 concerning the Implementation of Cultural Attractions. Where in this regional regulation is regulated regarding the implementation of cultural attractions which are expected to be able to protect culture and traditions but can strengthen the local economy, so that escape can strengthen the local economy in the province of Bali through the economic cycle contained in chicken grafting shows. It can be seen that the many components of the community involved in its implementation are able to gain economic benefits. Tracing the implementation of the escape through the Bali provincial regulation number 1 of 2019 as an effort to strengthen the local economy during the COVID-19 pandemic can be reviewed in Kelusa village, Payangan sub-district, Gianyar Regency. Abstract

The purpose of this study is to determine the success of service innovation through the APOA-NG application at the Immigration Office Class I Special TPI Ngurah Rai. The research method used is descriptive qualitative with data collection techniques including observation, interviews and documentation. The research analysis uses the theory of innovation success factors proposed by Cook, Matthews and Irwin (in Grisna & Wawan, 2013) which consists of five indicators: leadership, management/Organizations, Risk Management, Human Capital, Technology. The results of this study indicate that the implementation of innovation has achieved good results in leadership that is able to facilitate innovation, the APOA-NG application is in accordance with the organization's vision and mission, and the availability of SOPs as employee management guidelines, the ability of employees by involving external parties, namely cooperation with Dispar Badung and the Head of the Environment, as well as the ability of lodging employees in using the APOA-NG application are very skilled and adequate technology produces excellent features that receive a positive response from application users and change immigration reporting services to be faster. However, it is still not optimal in risk management because the efforts made still cause other problems, namely the APOA-NG application still experiences errors, uneven distribution of APOA-NG application users in small accommodations, awareness regarding legal understanding of lodging is still low, and other obstacles. Abstrak Tujuan penelitian ini untuk mengetahui keberhasilan inovasi pelayanan melalui aplikasi APOA-NG di Kantor Imigrasi Kelas I Khusus TPI Ngurah Rai. Metode penelitian yaitu kualitatif deskriptif dengan teknik pengumpulan data berupa observasi, wawancara dan dokumentasi. Analisis penelitian menggunakan teori faktor keberhasilan inovasi yang dikemukakan oleh Cook, Matthews dan Irwin (dalam Grisna&Wawan, 2013) yang terdiri dari lima indikator: leadership (kepemimpinan), management/organizations (manajemen/organisasi), risk management (manajemen resiko), human capital (kemampuan sumber daya manusia), technology (teknologi). Hasil penelitian ini ialah pelaksanaan inovasi telah mencapai hasil yang baik pada kepemimpinan yang mampu memfasilitasi inovasi, aplikasi APOA-NG sesuai dengan visi misi organisasi dan tersedianya SOP sebagai pedoman manajemen pegawai, kemampuan para pegawai dengan melibatkan pihak luar yaitu kerjasama dengan Dispar Badung dan Kepala Lingkungan serta kemampuan pegawai penginapan dalam menggunakan aplikasi APOA-NG sangat terampil dan teknologi yang memadai menghasilkan fitur-fitur unggulan yang mendapat respon yang positif dari pengguna aplikasi dan merubah layanan pelaporan keimigrasian menjadi lebih cepat. Namun, masih belum maksimal pada manajemen resiko karena upaya yang dilakukan masih menimbulkan masalah lainnya yaitu aplikasi APOA-NG tetap mengalami error, belum meratanya pengguna aplikasi APOA-NG pada penginapan kecil, kesadaran terkait pehaman hukum tempat penginapan masih rendah serta hambatan lainnya. Abstract

This study looks at the performance of an agency, namely the Bali Provincial Inspectorate, in managing national complaint services or SP4N-LAPOR! which is within the Bali Provincial government. This study uses a qualitative research type with a descriptive method. The analysis of this study uses performance theory (Robbin) (a) Quality. (b) Quantity, (c) Timeliness. (d) Effectiveness, (e) Independence, (f) Work Commitment which has the function and purpose of being a benchmark for how an achievement can be seen and achieved within a certain time frame. The findings of this study indicate that the performance carried out by the Bali Provincial Inspectorate in managing SP4N-LAPOR! has been running quite well, although in its implementation there are several obstacles such as budget and suitability of achieving report targets that have not been maximized. However, the management of SP4N-LAPOR! which is in the Bali Government environment has received various awards in the field of national complaint management. The recommendations that can be given are the existence of a special budget so that massive socialization can be carried out and the existence of SP4N-LAPOR! is better known by the wider community and is expected to play a more active role in overseeing government performance Abstrak Pada penelitian ini melihat bagaimana kinerja sebuah instansi yaitu Inspektorat Provinsi Bali dalam pengelolaan layanan pengaduan nasional atau SP4N-LAPOR! yang berada di lingkungan pemerintahan Provinsi Bali. Penelitian ini menggunakan jenis penelitian kualitatif dengan metode deskriptif. Analisis penelitian ini menggunakan teori kinerja (Robbin) (a) Kualitas, (b) Kuantitas, (c) Ketepatan Waktu, (d) Efektivitas, (e) Kemandirian, (f) Komitmen Kerja yang memiliki fungsi dan tujuan yaitu sebagai tolak ukur bagaimana sebuah capaian dapat dilihat dan dicapai dalam rentan waktu tertentu. Hasil temuan pada penelitian ini menunjukan kinerja yang dilakukan oleh Inspektorat Provinsi Bali dalam pengelolaan SP4N-LAPOR! sudah berjalan dengan cukup baik, meskipun dalam pelaksanaannya terdapat beberapa kendala seperti anggaran dan kesesuaian pencapaian target laporan yang belum maksimal. Kendati demikian pengelolaan SP4N-LAPOR! yang ada di lingkungan Pemerintah Bali mendapatkan berbagai penghargaan di bidang pengelolaan pengaduan nasional. Adapun rekomendasi yang dapat diberikan yaitu adanya anggaran secara khusus sehingga dapat dilakukan sosialisasi secara masif dan keberadaan SP4N-LAPOR! lebih diketahui oleh masyarakat luas dan diharapkan lebih berperan aktif dalam mengawasi kinerja pemerintah Kata Kunci: Capaian, Kinerja, Partisipasi Masyarakat, Pengaduan Pelayanan Publik, SP4N-LAPOR!

Abstract

This study focuses on the process of Collaborative Governance in the management of entrance ticket retribution to improve the APBDes of Jatiluwih Tourism Village, Penebel District, Tabanan Regency. This study uses qualitative methods with a descriptive approach. The findings of this study indicate that the collaboration is already well underway. Of the 5 indicators, all have gone well and are also effective. These indicators are face-to-face dialogue, trust building, commitment to process, shared understanding, and intermediate outcomes. Although all has gone well, the recommendations that can be given in the management of entrance ticket fees in Jatiluwih Village, which can optimize the digital system on tourist tickets, and provide training, as well as understanding the village community to be more involved in the management of advertising, because many positive impacts will be felt by the community. Penelitian ini berfokus pada proses Collaborative Governance dalam pengelolaan retribusi tiket entrance untuk meningkatkan APBDes Desa Wisata Jatiluwih, Kecamatan Penebel, Kabupaten Tabanan. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Hasil temuan penelitian ini menunjukkan bahwa kolaborasi sudah berjalan dengan baik. Dari 5 indikator semua telah berjalan dengan baik dan juga efektif. Indikator tersebut yaitu face to face dialogue, trust building, commitment to process, shared understanding, intermediate outcome. Meski semua telah berjalan dengan baik, adapun rekomendasi yang dapat diberikan dalam pengelolaan retribusi tiket entrance di Desa Jatiluwih, yaitu dapat mengoptimalkan sistem digital pada tiket wisata, dan memberi pelatihan, serta pemahaman kepada masyarakat desa agar lebih banyak terlibat dalam pengelolaan pariwsata, karena banyak dampak positif yang akan dirasakan oleh masyarakat. Abstract

The purpose of this study is to analyze and test the impact of leadership and organizational culture on employee performance. This study was conducted at the Denpasar City Education, Youth, and Sports Agency (Disdikpora), and involved a randomly selected sample of 95 employees. Data obtained from the distribution of questionnaires are described in the analysis. This study uses several linear regression analyses using hypothetical tests (t-tests and f-tests) as data processing methods. The results of this study indicate (1) Leadership style has a positive and significant impact on employee performance at the Denpasar City Education and Sports Agency. (2) Organizational culture also has a positive and significant impact on employee performance, because the stronger the organizational culture is proportional to the stronger employee performance.

Abstract

This research aims to examine the strategies implemented by the Tabanan Regency KPU in increasing community political participation in the 2024 regional elections. This research uses a qualitative method with a descriptive approach supported by primary and secondary data collected through purposive sampling techniques. Data was collected through interviews, observation and documentation. The results of this research were analyzed using Wheelen and Hunger's strategic management theory which includes four stages: (1) Environmental Observation, (2) Strategy Formulation, (3) Strategy Implementation, and (4) Evaluation and Control. The results of the analysis show that the Tabanan Regency KPU's strategy in increasing community political participation is quite optimal through programs such as Democracy Ambassadors, DP3 (Potential Election Voter Data), Go To School, and outreach through various media. Apart from that, the SWOT (Strength, Weakness, Opportunity, Threat) analysis by Freddy Rangkuti highlighted the KPU's strengths in utilizing regulations and facilities, opportunities in collaboration and technology, as well as challenges in overcoming the KPU's apathy and limited resources. Recommendations from this research include more focused outreach, improving the quality of outreach materials, optimizing information technology, and strengthening collaboration with various parties to create an ecosystem that is conducive to increasing community political participation. Abstrak Penelitian ini bertujuan untuk mengkaji strategi yang diterapkan oleh KPU Kabupaten Tabanan dalam meningkatkan partisipasi politik masyarakat pada pilkada 2024. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif yang didukung oleh data primer dan sekunder yang dikumpulkan melalui teknik purposive sampling. Data dikumpulkan melalui wawancara, observasi, dan dokumentasi. Hasil penelitian ini dianalisis menggunakan teori manajemen strategi dari Wheelen dan Hunger yang mencakup empat tahap: (1) Pengamatan Lingkungan, (2) Perumusan Strategi, (3) Implementasi Strategi, serta (4) Evaluasi dan Pengendalian. Hasil analisis menunjukkan bahwa strategi KPU Kabupaten Tabanan dalam meningkatkan partisipasi politik masyarakat sudah cukup optimal melalui program-program seperti Duta Demokrasi, DP3 (Desa Peduli Pemilu dan Pemilihan), Go To School, dan sosialisasi melalui berbagai media. Selain itu, analisis SWOT (Strength, Weakness, Opportunity, Threat) oleh Freddy Rangkuti menyoroti kekuatan KPU dalam memanfaatkan regulasi dan fasilitas, peluang dalam kolaborasi dan teknologi, serta tantangan dalam mengatasi apatisme dan keterbatasan sumber daya yang dimiliki KPU. Rekomendasi dari penelitian ini meliputi sosialisasi yang lebih terfokus, peningkatan kualitas materi sosialisasi, optimalisasi teknologi informasi, dan penguatan kerjasama dengan berbagai pihak untuk menciptakan ekosistem yang kondusif bagi peningkatan partisipasi politik masyarakat.
