Abstract

The application of information technology in population administration services is one of the strategic efforts to improve the quality, efficiency, and effectiveness of public services. This study aims to examine the implementation of information technology at the Population and Civil Registration Office of Badung Regency, especially in the use of the online application "Aku Dicari" and other digital systems that support the acceleration of the processing of population documents such as electronic ID cards, family cards, and civil registration certificates. The research method used is a descriptive study with a qualitative approach, including interviews, observations, and document analysis. The results of the study show that the application of information technology has had a positive impact in the form of accelerating administrative processes, increasing service accessibility, and increasing public satisfaction, especially during the Covid-19 pandemic. However, challenges such as the limitations of technology infrastructure and people's digital literacy still need attention. This study recommends strengthening human resources and intensive socialization so that information technology innovations in population administration can run optimally. Thus, the application of information technology in the Badung Regency Disdukcapil can become a modern, responsive, and community-oriented public service model.

Abstract

Digital transformation in public services is reshaping the concept of citizenship through smart governance approaches, particularly in managing population documents such as the Non-Permanent Residence Certificate (Surat Keterangan Tinggal Tidak Tetap/SKTT). This study analyzes the service innovations implemented by the Civil Registry Office (Disdukcapil) of Badung Regency in issuing SKTTs as a response to the needs of non-permanent residents, including seasonal workers, university students, and temporary migrants. Using a qualitative method involving in-depth interviews, participatory observation, and document analysis, the study reveals several key innovations: integration with the Badung Smart civil registration system (SIAK), mobile service delivery, synchronization with Village Information Systems (SID), and simplified bureaucratic procedures. These efforts have significantly improved service efficiency, reduced processing time, increased application volume, and enhanced citizen satisfaction. The findings highlight a shift in the meaning of citizenship—from a static administrative status to one defined by digital access and service responsiveness. This study contributes a novel perspective by linking population administration innovation with the evolving concept of citizenship in the context of mobility and digitalization. To ensure sustainability, the article recommends strengthening human resource capacity, expanding public outreach, and transforming bureaucratic culture toward citizen-oriented service delivery.

Abstract

This study analyzed the implementation of digital-based public service delivery through the Akudicari application at the Population and Civil Registration Office (Disdukcapil) in Badung Regency, Bali Province, Indonesia, within the framework of good governance principles. Akudicari, a digital platform for monitoring the status of civil documents, was developed in response to limited face-to-face services during the COVID-19 pandemic, aiming to promote efficiency, transparency, and accountability. This research employed a qualitative descriptive approach with data collection techniques including interviews, observations, and document analysis. The findings indicate that the Akudicari application reduced service time by 30%, broadened public access to online information, and minimized illicit practices such as service brokerage. The principles of good governance were reflected in transparency, accountability, effectiveness, responsiveness, and public participation. However, challenges persisted, such as low digital literacy in rural areas, limited internet infrastructure, and disparities in human resource capacity. Strategies implemented included regular staff training, system updates, and intensified public outreach. This study provides empirical insights into strengthening local digital public service governance and proposes the Akudicari application as a scalable, accountable, and adaptive model for digital transformation in government services.

Abstract

Kinerja Petugas Pemutakhiran Data Pemilih (PPDP) perlu ditingkatkan agar tidak terjadi kesalahan dalam proses mendata masyarakat agar dapat memilih sesuai dengan hak pilih mereka. Hal tersebut menjadi dasar dalam penelitian ini untuk dianalisa. Penelitian ini menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data berupa triangulasi (gabungan) dan analisis data bersifat induktif atau kualitatif. Hasil penelitian ini menunjukkan bahwa secara hukum, ketepatan waktu, komunikasi dan inisiatif pada Komisi Pemilihan Umum Kabupaten Badung telah terlaksana dengan baik. Akan tetapi, dari segi kualitas kerja belum terlaksana secara maksimal mengingat adanya ketidaksesuaian data pada pencocokan penelitian data pemilih. Abstract

Disiplin kerja merupakan salah satu faktor yang dibutuhkan oleh suatu organisasi atau instansi pemerintah. Sebagai kondisi dan konsekuensi seseorang dalam bekerja, disiplin kerja sangat mempengaruhi produktivitas kerja pegawai. Adapun tujuan penelitian ini adalah untuk mengetahui peranan kedisiplinan kerja dalam meningkatkan produktivitas kerja pegawai di Kantor Komisi Pemilihan Umum Provinsi Bali. Penelitian ini menggunakan metode deskriptif kualitatif yaitu suatu prosedur penelitian yang menghasilkan data deskriptif berupa kata-kata, gambar, dan bukan angka-angka, dari orang-orang atau perilaku yang dapat diamati. Hasil penelitian ini bahwa sebagaian besar sudah berjalan dengan baik namun masih ada beberapa pegawai yang belum maksimal, dilihat dari 4 indikator disiplin kerja yang meliputi ketepatan waktu, menggunakan peralatan kantor dengan baik, tanggung jawab yang tinggi dan ketaatan terhadap kantor. Dari empat indikator tersebut tersebut, ketepatan waktu pulang belum berjalan dengan maksimal yang dimana masih ada beberapa pegawai yang tidak sesuai dengan jam pulang atau bekerja lebih dari jam kerja untuk menyelesaikan tugas-tugasnya. Tetapi indikator menggunakan peralatan kantor dengan baik, ketaatan dan tanggung jawab yang tinggi sudah berjalan dengan baik.

Abstract

Value for Money merupakan  konsep pengelolaan sektor publik yang didasarkan pada tiga elemen utama yaitu ekonomi, efisiensi, dan efektivitas. Tujuan dari penelitian ini untuk mengetahui apakah  anggaran Kantor Sekertariat Daerah Bali telah memenuhi persyaratan nilai yang ditetapkan dari segi keuangan, efisiensi dan efektivitas. Informasi diperoleh melalui wawancara dan dokumentasi. Metode analisis yang digunakan yaitu metode deskriptif kualitatif. Hasil penelitian menemukan bahwa program Badan Organisasi Setda Provinsi Bali tahun 2021 – 2022  memenuhi persyaratan nilai Value for Money, menunjukkan hasil yang ekonomis, efisien dan efektif.

Abstract

The purpose of this study was to determine the Accountability of Parking Levy Management in the Uluwatu Temple Outer Area in Increasing the Village Budget of Pecatu Traditional Village, South Kuta District, Badung Regency. The research conducted by this researcher, using descriptive qualitative research. The unit of analysis in this research is the Uluwatu Temple Outer Area tourist attraction. The technique of determining informants in this study is to use purposive sampling technique. The results showed that the Accountability of Parking Levy Management in the Uluwatu Temple Outer Area in Increasing the APBDes of Pecatu Customary Village, South Kuta District, Badung Regency can be concluded that the Management of Parking Levy allocated to the Customary Village treasury can be said to be accountable. From this study it can be concluded that; indicators of legal accountability and honesty have been successfully fulfilled, managerial accountability indicators can be said to be very successful, program accountability indicators have not fully run optimally, policy accountability indicators have run well, and financial accountability indicators have run well. Abstrak Tujuan dari penelitian ini adalah untuk mengetahui Akuntabilitas Pengelolaan Retribusi Parkir Di Kawasan Luar Pura Uluwatu Dalam Peningkatan APBDes Desa Adat Pecatu, Kecamatan Kuta Selatan, Kabupaten Badung. Penelitian yang dilakukan oleh peneliti ini, menggunakan jenis penelitian kualitatif deskriptif. Unit analisis yang Dalam penelitian ini adalah Objek wisata Kawasan Luar Pura Uluwatu. Teknik penentuan informan dalam penelitian ini adalah menggunakan teknik purposive sampling. Hasil penelitian menunjukkan Akuntabilitas Pengelolaan Retribusi Parkir Di Kawasan Luar Pura Uluwatu Dalam Peningkatan APBDes Desa Adat Pecatu, Kecamatan Kuta Selatan, Kabupaten Badung dapat disimpulkan bahwa Pengelolaan Retribusi Parkir yang dialokasikan ke kas Desa Adat dapat dikatakan akuntabel. Dari penelitian ini dapat disimpulkan bahwa; indikator akuntabilitas hukum dan kejujuran telah berhasil terpenuhi, indikator akuntabilitas manajerial sudah bisa dikatakan sangat berhasil, indikator akuntabilitas program belum sepenuhnya berjalan optimal, inidkator akuntabilitas kebijakan sudah berjalan dengan baik, dan indikator akuntabilitas finansial sudah berjalan dengan baik. Abstract

The purpose of this study was to determine the effect of workload on employee performance at PT PLN (Persero) UP3 Bali Timur. In this research is a quantitative method with the intention of finding the effect of workload as variable X on employee performance as variable Y at PT PLN (Persero) UP3 Bali Timur. Primary data in this study were obtained through distributing questionnaires to 69 employees at PT PLN (Persero) UP3 Bali Timur. The results of simple linear regression calculations show that every 1% increase in the workload variable, the employee performance variable will decrease by 18.5%. Then the result of the coefficient of determination is by squaring the correlation result, obtained a R-Square of 0.509, which means that workload has an influence on employee performance by 50.9%. Based on the research findings, it can be recommended for PT PLN (Persero) UP3 Bali Timur to pay attention to and effectively manage their employees' workload. This could be done by identifying the factors that contribute to high workloads, such as an imbalance in workload distribution, lack of resources, or inefficiencies in work processes. Additionally, efforts to improve employee performance should also be focused on, such as providing additional training, improving the incentive system, or providing better support. By reducing workloads and improving employee performance, PT PLN (Persero) UP3 Bali Timur can enhance operational efficiency and employee satisfaction, which in turn can contribute to the overall achievement of organizational goals. It is advised for PT PLN (Persero) UP3 Bali Timur to pay attention to the workload borne by employees so that it meets the standards and does not overburden them. Abstrak Tujuan penelitian ini adalah untuk mengetahui pengaruh beban kerja terhadap kinerja pegawai pada PT PLN (Persero) UP3 Bali Timur. Metode penelitian yang digunakan adalah metode kuantitatif dengan maksud mencari pengaruh dari beban kerja sebagai variable X terhadap kinerja pegawai sebagai variabel Y pada PT PLN (Persero) UP3 Bali Timur. Data primer dalam penelitian ini diperoleh melalui penyebaran kuesioner kepada 69 orang pegawai Pada PT PLN (Persero) UP3 Bali Timur. Hasil perhitungan regresi linier sederhana menunjukkan bahwa setiap variabel beban kerja naik 1% maka variabel kinerja pegawai akan turun sebesar 18,5%. Kemudian hasil koefisien determinasi yaitu dengan cara mengkuadratkan hasil korelasi maka diperoleh R-Square sebesar 0,509. Terdapat pengaruh yang negatif dan signifikan antara beban kerja terhadap kinerja pegawai pada PT PLN (Persero) UP3 Bali Timur. Berdasarkan hasil penelitian tersebut, dapat direkomendasikan kepada PT PLN (Persero) UP3 Bali Timur untuk memperhatikan dan mengelola beban kerja pegawainya secara efektif. Ini bisa dilakukan dengan mengidentifikasi faktor-faktor yang menyebabkan beban kerja yang tinggi, seperti ketidakseimbangan beban kerja, kurangnya sumber daya, atau kurangnya efisiensi dalam proses kerja. Selain itu, upaya untuk meningkatkan kinerja pegawai juga harus difokuskan, misalnya dengan memberikan pelatihan tambahan, memperbaiki sistem insentif, atau menyediakan dukungan yang lebih baik. Dengan mengurangi beban kerja dan meningkatkan kinerja pegawai, PT PLN (Persero) UP3 Bali Timur dapat meningkatkan efisiensi operasional dan kepuasan pegawai, yang pada gilirannya dapat berkontribusi pada pencapaian tujuan organisasi secara keseluruhan. Saran bagi PT PLN (Persero) UP3 Bali Timur agar dapat memperhatikan beban kerja yang ditanggung pegawai agar sesuai standar dan tidak membebankan pegawai. Abstract

Regional tourism development contributes to the improvement of village economies and regional value by optimizing natural and cultural attractions through the development of tourism villages. This study aims to determine the optimal strategy for developing Tajen Tourism Village to increase Village Original Income (PADes) in Penebel Subdistrict, Tabanan Regency. The research method used is descriptive qualitative. Data were collected through interviews, observations, and documentation, and analyzed using Wheelen's (2000) Strategic Management theory and Freddy Rangkuti's SWOT analysis. The results show that strategic management is implemented through the stages of environmental review, formulation, implementation, and evaluation of strategies. In its implementation, several problems were found, namely limited promotion, low community empowerment, minimal budget, and lack of accessibility and infrastructure. SWOT analysis revealed that Tajen Village has strengths and opportunities for development, especially the support from the Community-Based Tourism Group (POKDARWIS) and educational institutions in increasing community empowerment, utilizing natural potential, and optimizing social media as a means of promotion. The weaknesses and threats can be used as evaluation material for sustainable development in the future. Abstrak Pembangunan pariwisata daerah berkontribusi pada peningkatan ekonomi desa dan nilai daerah dengan optimalisasi daya tarik alam dan budaya melalui pengembangan desa wisata. Penelitian ini bertujuan untuk mengetahui strategi optimal dalam pengembangan Desa Wisata Tajen guna meningkatkan Pendapatan Asli Desa (PADes) di Kecamatan Penebel, Kabupaten Tabanan..Metode penelitian ini yaitu deskriptif kualitatif. Data dikumpulkan melalui wawancara, observasi, serta dokumentasi, dan dianalisis menggunakan teori Manajemen Strategi menurut Wheelen (2000) serta analisis SWOT oleh Freddy Rangkuti. Hasil penelitian menunjukkan bahwa penerapan manajemen strategi dilakukan melalui tahap peninjauan lingkungan, formulasi, implementasi, dan evaluasi strategi. Dalam pengimplementasiannya, ditemukan beberapa permasalahan yaitu adanya keterbatasan promosi, rendahnya pemberdayaan masyarakat, minimnya anggaran, serta kurangnya aksesibilitas dan infrastruktur Analisis SWOT mengungkapkan bahwa Desa Tajen memiliki kekuatan dan peluang untuk dikembangkan, terutama adanya dukungan dari kelompok sadar wisata (POKDARWIS) maupun institusi pendidikan dalam peningkatan pemberdayaan masyarakat, pemanfaatan potensi alam serta optimalisasi media sosial sebagai sarana promosi. Adapun kelemahan dan ancaman dapat dijadikan bahan evaluasi untuk pengembangan berkelanjutan di masa depan. Abstract

The poor quality of public services in Indonesia must be addressed by the government. One of the government's efforts to improve the quality of public services is to take advantage of advances in information technology in the process of governance. This is known as e-government or electronic or internet-based government administration. The process of implementing e-government goes through several stages, namely presence (web presence), interaction (interaction), transactions (transactions), and transformation (transformation). This study aims to determine how the implementation of e-government through the provision and operation of village websites can improve the quality of public services in Bona Village. This research is a qualitative-descriptive type of research that describes and explains the results of research based on relevant data collected through observation and literature study. The analysis of the research data used the Miles and Huberman model which included the initial data collection stage, the data reduction stage, the data presentation stage, and then the conclusion drawing stage. The results of this study are the application of e-government is carried out through the provision and operation of village websites as a means of public services that are easy, practical, and efficient. There are several services related to village administration including writing business letters, complaint reports, writing letters for other purposes, and essential telephone services. These services can be accessed by the village community easily and through a mechanism or procedure that is not complicated, so that the community feels satisfied with the public services they get. Based on the research results, it can be concluded that the application of e-government through the provision and operation of village websites that provide easy and practical public services can improve the quality of public services in Bona Village. Through the application of e-government, the implementation of village government can be carried out effectively, efficiently, transparently and accountably.
