Abstract

The implementation of the Electronic-Based Government System (SPBE) in Sabang City faces various obstacles, such as lack of adequate human resources and technology, limited infrastructure, and minimal coordination between agencies. In addition, socialization to the community and the absence of regulations related to data security are also major challenges. This study aims to analyze the governance of SPBE in Sabang City, identify supporting and inhibiting factors for the implementation of SPBE, and formulate efforts to overcome these obstacles in order to support effective and efficient government digitalization. This study uses a descriptive qualitative approach, with data collection techniques through interviews, observations, and documentation studies. Data were analyzed using NVivo software for exploration, coding, and interpretation of results. The study found that SPBE governance in Sabang City is still in the early stages (pilot level) with many indicators not yet met. The main obstacles include limited human resources, lack of government commitment, and geographical challenges. The proposed solutions include strengthening technological infrastructure, increasing digital literacy, developing data security regulations, and optimizing human resources through training and collaboration between parties.

Abstract

The main problem of BUMDesa is the inability of BUMDesa to develop its resources and build a business collaboratively with other parties. The purpose of this study is to analyze the development of BUMDesa capacity, supporting and inhibiting factors, BUMDesa capacity development strategies in West Seram Regency, Maluku Province. The theory used in this study is the theory of organizational capacity development by Horton (2003). The research method uses a qualitative approach with a descriptive method, research data is collected through interviews, observations and documentation. Data analysis includes data reduction, data presentation and drawing conclusions, with strategy analysis using SWOT and Litmus Test. The results of the study indicate that the development of BUMDesa capacity in the resource dimension is still not running optimally as evidenced by limited human resources and minimal managerial expertise of BUMDesa managers, minimal supporting infrastructure and low utilization of technology. In the management dimension, it is relatively good, there is clear program planning, structure and division of work but there is still overlap in work, and low cooperation between BUMDesa and other parties. Strategies that can be implemented in developing BUMDesa capacity include increasing the capacity of BUMDesa managers through coaching and training programs organized by the government, establishing cooperation and partnerships with the private sector, educational institutions, financial institutions, and the community regarding capital, improving equipment infrastructure, and mentoring business activities, optimizing ADD/DD and business income in reducing dependence on external assistance, increasing the expertise of BUMDesa managers in terms of business management, financial management and digital marketing in order to face business competition, developing a transparent management system and continuous evaluation to build public trust.

Abstract

This research is motivated by the fact that the preparation of LPPD reports in West Sumba Regency is still not optimal. The purpose of this research is to analyze and determine the implementation of the preparation of the Regional Government Administration Report (LPPD) by the Government Section of the Regional Secretariat of West Sumba Regency. The theory used in this research is the theoryImplementation of policyAccording to Edward III (1980), there are five indicators, namely communication, resources, andisposition;and structure birocracy.Then using descriptive qualitative methods. The data sources used are primary data and secondary data. Data collection techniques through observation, interviews and documentation. Data analysis methods with data reduction, data presentation and drawing conclusions. The results of this study indicate that the Implementation of the preparation of the Regional Government Administration Report (LPPD) by the Government Section of the Regional Secretariat of West Sumba Regency. In the Communication indicator, it is still not optimally carried out by the Regional Secretary of West Sumba Regency, this is proven based on the results of the study that the communication carried out has not been consistent in compiling the LPPD report in West Sumba Regency. In the resource indicator, it is still inadequate, proven based on data on the number of apparatus of the Regional Secretariat of West Sumba Regency, it is still inadequate in maximizing the preparation of the LPPD report. In the disposition and bureaucratic structure indicators, it has been implemented quite well, proven based on the results of research related to the preparation of the LPPD report in West Sumba Regency. Abstract

The implementation of the Electronic-Based Government System (SPBE) in the Pegunungan Bintang Regency Government, Papua Province, still faces various challenges that hinder the optimization of its implementation. This study aims to analyze, describe, and identify the dynamics of SPBE implementation, the inhibiting factors faced, and the strategies implemented by the Pegunungan Bintang Regency Government in overcoming these obstacles. This study uses a qualitative approach with a descriptive method. The sampling technique was carried out through purposive sampling and snowball sampling. Data were collected through observation, semi-structured interviews, and documentation studies. Data analysis was carried out with the stages of data reduction, data presentation, and drawing conclusions and verification to obtain comprehensive findings. The results of the study revealed that the implementation of SPBE in Pegunungan Bintang Regency has not run optimally when viewed based on the theory of Elements of Success in E-Government Implementation from the Harvard JFK School of Government. Several main inhibiting factors include limited quantity and quality of human resources, inefficient budget allocation to support digital transformation, and the absence of regional regulations that form the legal basis for SPBE implementation. To overcome these obstacles, the local government has taken strategic steps, such as compiling a periodic Workload Analysis (ABK), optimizing budget planning and management to support the implementation of SPBE, and strengthening cross-regional coordination in designing the SPBE architecture. In addition, the Communication and Informatics Office of Pegunungan Bintang Regency is also trying to compile a Standard Operating Procedure (SOP) to clarify the SPBE implementation mechanism at the local government level.

Abstract

The problem in the implementation of training is that the objectives of the training program have not been achieved, such as increasing the competence of training participants, this is evidenced by the results of the pretest and posttest scores which are not too different. Therefore, an evaluation is needed in the implementation of the PIP training program. Considering that there has never been an evaluation of the PIP training program for the 2023 and 2024 budget years, especially in the implementation of education and training for PIP training teachers. The importance of program evaluation includes providing information that is used as a basis for making policies and decisions. The objectives of this study are, 1) to evaluate the training program for PIP training teachers at BPIP in the 2023 and 2024 fiscal years, 2) to analyze the obstacles and barriers to evaluating the training program for PIP training teachers at BPIP in the 2023 and 2024 budget years, 3) to analyze the efforts of the training program for PIP training teachers at BPIP. This research method uses a naturalistic qualitative approach (case study). By using the CIPP evaluation model. The evaluation components are: 1) context, 2) input, 3) process and, 4) product. The data analysis technique used is the Miles and Huberman model. The results of the study on the context dimension did not find any gaps, the input dimension still found gaps in the indicators: 1) facilities and infrastructure, 2) methods, and 3) teaching materials, the process dimension still found gaps in the training implementation indicators, and the product dimension still found gaps in the accreditation indicators.
