Abstract

The National Unity and Political Agency of Manado City has implemented electronic attendance with facial recognition. However, there are still many employees who are late in filling in absences and are not effective in carrying out the work as assigned. The aim of this research is to analyze the use of electronic-based attendance at the Manado City National and Political Unity Agency. The type of method used in this research is qualitative descriptive research using data collection techniques, namely: observation, interviews and documentation. The results of the research show that the use of electronic-based attendance at the National Unity and Political Agency can improve employee discipline, seen from work discipline which is revealed as a crucial aspect in improving overall human resource performance involving individual awareness and willingness to comply with social rules and norms, so that A holistic approach is needed in developing work discipline. The human resources dimension highlights the need for better understanding regarding technological developments, especially in the implementation of Electronic-Based Attendance. In the optimal supervision dimension, it can be guaranteed by direct and effective monitoring from the leadership, so that employee responsibility and work results can be improved. Supervision as monitoring and also as a process of analysis and adjustment aimed at achieving organizational efficiency and effectiveness

Abstract

Penelitian ini bertujuan untuk mengetahui dan menganalisis kinerja Aparatur Sipil Negara (ASN) di UPTD Taman Hutan Raya (Tahura) Gunung Tumpa H.V. Worang, Dinas Kehutanan Provinsi Sulawesi Utara, dengan pendekatan kualitatif. Fokus penelitian meliputi kuantitas kerja, kualitas kerja, kerja sama, disiplin, serta faktor pendukung dan penghambat kinerja ASN. Hasil penelitian menunjukkan bahwa kinerja ASN belum optimal; kuantitas kerja terganggu oleh sistem dan jaringan yang sering bermasalah. Kualitas kerja terhambat oleh kurangnya sumber daya manusia dan anggaran, serta terbatasnya pendidikan dan pelatihan yang sesuai dengan latar belakang pendidikan pegawai. Kerja sama antarpegawai juga masih terbatas dan hanya terlihat saat ada kegiatan tertentu, sementara beberapa pegawai cenderung bekerja secara individu. Disiplin kerja juga masih rendah, terlihat dari beberapa pegawai yang tidak disiplin soal jam kerja, bahkan ada yang absen hingga tiga bulan tanpa sanksi tegas. Faktor pendukung seperti sarana dan prasarana sudah ada, tetapi perlu ditambah dan ditingkatkan. Insentif diberikan, tetapi dirasa belum mencukupi, dan jumlah pegawai terbatas, menyebabkan pekerjaan rangkap. Keterampilan pegawai juga masih kurang, terutama dalam penguasaan teknologi, sehingga diperlukan pelatihan tambahan.

Abstract

Penelitian ini bertujuan untuk mengetahui dan menganalisa dan mendeskripsikan Evaluasi pelaksanaan Program Keluarga Harapan di Kecamatan Ranowulu Kota Bitung. Metode penelitian yang digunakan dalam penelitian ini adalah metode kualitatif. Hasil penelitian menunjukkan bahwa Evaluasi Proses Program Keluarga Harapan Dalam Meningkatkan Kesejahteraan Masyarakat di Kecamatan Ranowulu Kota Bitung ini belum sepenuhnya efektif dan efisien. Sebagaimana hasil penelitian dan pembahasan yang ditemukan bahwa : (1) Evaluasi Pelaksanaan Program Keluarga Harapan di Kecamatan Ranowulu belum efektif karena tujuan PKH belum sepenuhnya tercapai dan tepat sasaran, serta pelayanan yang diberikan belum sepenuhnya efektif; (2) Belum efisien karena bantuan yang diterima masih dirasa kurang serta tenaga pendamping yang sudah lebih dari cukup malahan memberikan pelayanan yang kurang maksimal. Dari penelitian ini disarankan agar dapat dilakukan pemutakhiran data secara rutin untuk memastikan bantuan PKH tepat sasaran, perlu penambahan jumlah pendamping di Kecamatan Ranowulu dan adakan pelatihan berkelanjutan untuk meningkatkan kapasitas mereka dalam memberikan pelayanan dan pendampingan, serta adakan program sosialisasi secara berkala yang menjelaskan hak dan kewajiban penerima PKH, manfaat program, serta pentingnya pendidikan dan kesehatan.

Abstract

This article develops a journal-style synthesis of Demsi Yohan Lempas's thesis on facilities and infrastructure governance in supporting service performance at the Department of Manpower, Cooperatives, and SMEs of North Minahasa Regency. The study addresses a practical problem in local public administration: regional apparatus organizations are required to deliver faster, more accountable, and increasingly digital services, yet many of the physical and technological assets that support those services remain insufficient, damaged, or administratively managed rather than strategically optimized. Using a qualitative descriptive design, the original thesis collected data through interviews, observation, and documentation involving officials of the department and related asset management actors. This article reorganizes the thesis into an academic journal format modeled after the Sammy IJITE article, while preserving the empirical core of the thesis. The findings show that Regional Government Asset (Barang Milik Daerah/BMD) management has been implemented through planning, procurement, utilization, maintenance, and administration, but it has not yet reached an optimal level. Planning is still not fully based on real service needs, procurement is constrained by budget limitations, utilization is affected by damaged and idle assets, maintenance remains reactive, and administration is weakened by data inconsistency and limited digital integration. The most important inhibiting factors are limited human resources, insufficient budget, inadequate facilities and infrastructure, and weak integrated management systems. The article argues that facilities and infrastructure should not be treated as passive office equipment, but as strategic service capacity. Strengthening requires needs-based planning, priority-based budgeting, preventive maintenance, digital inventory, improved human resource capacity, and service-oriented monitoring. The study contributes to public administration literature by showing how asset governance directly shapes local service performance in the fields of employment, cooperatives, and SME development.

Abstract

This article analyzes the implementation of a participatory election oversight socialization program and its implications for public participation in election supervision in North Sulawesi. The study is positioned within public administration and policy implementation because participatory oversight is not merely a communication activity; it is an institutional intervention designed to transform citizens from passive voters into active democratic supervisors. A qualitative descriptive-analytical approach was used. Data were generated through interviews with strategic implementers, technical staff, participatory oversight cadres, and community participants, supported by observation and document analysis. The analysis applies Edward III's implementation framework, namely communication, resources, disposition, and bureaucratic structure, and connects these dimensions with supporting and inhibiting factors affecting citizen participation. The findings show that the program has been implemented through vulnerability-based regional mapping, targeted participant selection, face-to-face and online dissemination, case simulation, discussion, pre-test and post-test activities, and follow-up communication through WhatsApp groups and contact persons. Communication, disposition, and bureaucratic structure generally support implementation, but resources remain the weakest dimension because of budget limitations, archipelagic geography, uneven internet access, limited activity duration, and the insufficient readiness of citizens to prepare initial evidence for reports. The program improves electoral knowledge, awareness, consultation behavior, and initial courage to report violations, but public participation has not fully developed into strong, timely, and complete formal reporting. The article proposes an integrated model of sustainable participatory oversight based on risk-based planning, localized case simulation, cadre networks, accessible reporting channels, and continuous feedback. The study contributes to policy implementation literature by showing that citizen participation in electoral supervision requires institutional education, social trust, reporting protection, and resource-sensitive program design.

Abstract

Pengelolaan data pendidikan menjadi bagian penting dalam mendukung pelayanan publik berbasis data pada sektor pendidikan. Pada pendidikan nonformal, tata kelola data masih menghadapi berbagai permasalahan, khususnya berkaitan dengan validitas dan integrasi data kependudukan peserta didik dalam sistem Data Pokok Pendidikan (Dapodik). Penelitian ini bertujuan untuk menganalisis kualitas data kependudukan sebagai determinan tata kelola pendidikan nonformal pada SPNF SKB di Kabupaten Bolaang Mongondow Selatan. Penelitian menggunakan pendekatan deskriptif kualitatif. Pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi dengan melibatkan operator data pendidikan, pengelola pendidikan nonformal, dan pihak terkait lainnya. Analisis data dilakukan secara deskriptif melalui reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa kualitas data kependudukan merupakan faktor paling dominan dalam tata kelola pendidikan nonformal. Ketidaksesuaian Nomor Induk Kependudukan (NIK), data ganda, dan perbedaan identitas administrasi menyebabkan proses validasi dan sinkronisasi data pendidikan dalam sistem Dapodik mengalami hambatan. Selain itu, efektivitas tata kelola data juga dipengaruhi oleh mekanisme pengendalian data, koordinasi antar lembaga, dan ketersediaan pedoman operasional pengelolaan data pendidikan. Oleh karena itu, peningkatan kualitas data kependudukan dan penguatan sistem tata kelola data terintegrasi menjadi kebutuhan penting dalam mendukung pelayanan pendidikan nonformal yang efektif, akurat, dan akuntabel.

Abstract

This study aims to describe and analyze the intensification process and evaluate the monitoring mechanisms implemented by the Bitung City Government in optimizing Regional Original Revenue (PAD). The background to this research is the phenomenon of fluctuations in PAD realization, where the Regional Tax sector showed significant growth while the Regional Retribution sector experienced a drastic decline between 2015 and 2025. Furthermore, the regional financial condition facing a debt burden demands stronger fiscal independence The research method used was a qualitative approach with a post-positivistic paradigm. Data were collected through in-depth interviews with key informants from the Regional Revenue Agency (Bapenda) and the Transportation Agency (Dishub), supplemented by field observations and documentation studies. The research focused on the intensification and oversight of parking fees as a potential target. The results of the study indicate that: (1) The parking levy intensification process is not yet optimal due to the collection system which is still manual (tickets), network constraints on digital tools, and inter-agency coordination (Bapenda and Transportation Agency) which is only carried out once a year; (2) The competence of officers in the field is still limited due to the lack of formal technical training; (3) The monitoring mechanism has not been automatically integrated and still relies on the annual audit stage. This study concludes that digitalization of the collection system and increasing the frequency of data reconciliation are crucial to reduce budget leakage and achieve the expected PAD targets.

Abstract

The purpose of this study was to analyze the formal and informal communication patterns between the Village Consultative Body (BPD) and the Village Head (Uku Tua) in the implementation of the Pinilih Village Deliberation (Deliberation), as well as to analyze information transparency, community participation, and decision documentation in inter-institutional communication in the Village Deliberation. The method used was a descriptive qualitative approach with a case study design. Data collection was conducted through in-depth interviews, observation, and document studies, while data analysis followed the Miles and Huberman model. The results showed that formal and informal communication between the BPD and the Village Head (Uku Tua) was not yet balanced; informal communication via WhatsApp, telephone, and in-person meetings was more dominant, but did not leave administrative evidence, making it difficult to evaluate. Information transparency was still hampered by miscommunication on sensitive issues such as Direct Cash Assistance (Bantuan Langsung Tunai). Community participation was not optimal because some residents did not attend without clear reasons. Decision documentation in the form of minutes and minutes was available physically and digitally, but the quality of the content was not strong enough to provide a basis for accountability. Thus, the accountability of the Village Deliberation needs to be supported by a balance of formal and informal communication, greater transparency, equitable participation, and complete and orderly documentation.

Abstract

This study aims to describe, analyze, and explain the implementation of drug abuse policies in the Narcotics Criminal Investigation Unit of the Tomohon Police Resort Jurisdiction based on Law Number 35 of 2009 concerning Narcotics. The focus of the study covers three main indicators: (a) the adequacy and qualifications of Narcotics Unit personnel, (b) the adequacy and efficiency of operational budget allocation, and (c) the coverage and effectiveness of community-based prevention programs. This study uses a descriptive qualitative approach with data collection techniques through in-depth interviews, observation, and documentation. Research informants consist of the Head of the Narcotics Unit, members of the Narcotics Unit, and community leaders of Tomohon City. Data analysis uses the interactive model of Miles and Huberman, with data validity checks through source and technique triangulation. The research findings indicate that the implementation of narcotics policy at the Tomohon Police Department still faces various challenges. First, from a personnel perspective, there is a gap between ideal and actual needs, with only about 69 percent of personnel being met. Furthermore, there is uneven distribution of specialized training certification due to limited Education and Training (Dikbang) and Latnis (National Training and Development) quotas. Second, from a budget perspective, the allocation for outreach programs is only about 10-15 percent, without any real-world needs analysis support. There is no efficiency measurement mechanism, and there is still a reliance on the National Narcotics Agency (BNNP) for in-depth forensic analysis. Third, from a prevention program perspective, coverage remains limited, with the Drug-Free Village program limited to only one sub-district. Outreach methods are dominated by one-way, less interactive lectures, and there is no systematic rehabilitation referral mechanism. This study recommends additional personnel, expansion of prevention programs, development of digital-based outreach methods, and an increase in the budget allocated for preventive activities.

Abstract

This study aims to analyze and describe the Sailing Approval Letter issuance service and identify inhibiting factors in the Sailing Approval Letter issuance service at the Bitung Class I Harbormaster and Port Authority Office. This study uses a qualitative research method with a descriptive approach. Data collection was conducted through observation, interviews, and documentation. Research informants consisted of officials and officers of the Bitung Class I KSOP and users of the SPB issuance service. Data analysis was carried out through the stages of data reduction, data presentation, and conclusion drawing. The results of the study indicate that the Sailing Approval Letter issuance service at the Bitung Class I KSOP has not been running optimally because various obstacles are still encountered. The inhibiting factors found include the stability of the electronic service system that does not fully support smooth operations due to network disruptions, delays in data synchronization, and unstable server performance; the capacity of human resources to adapt to digital-based services that is still not optimal, resulting in frequent data input errors and document discrepancies; and support for information technology infrastructure and coordination between service units that have not been implemented in an integrated manner, thus affecting the effectiveness and speed of the SPB issuance service. The conclusion of this study shows that the implementation of INAPORTNET-based SPB issuance services at KSOP Class I Bitung has supported the modernization of maritime public services, but its effectiveness is still influenced by technical factors, human resources, and institutional coordination.
