Abstract

ABSTRACT Program Keluarga Harapan (PKH) is a social protection program which provides cash assistance to Very Poor Households and for family members are required to implement a set of terms and conditions in the fields of education, health and welfare social. Based on the results of research on the implementation of PKH with theory Van Meter Van Horn shows that this program has been able to run well but has not been maximized, because the implementors have been able to understand the program, and there is social support for the implementation of the program so that the program can lead to prosperity, but there are still problems on several indicators such as external communication which has not been maximum, inadequate human resources, and the unavailability of SOPs Keywords : Implementatiion, ProgramKKeluargaLHarapan (PKH), Abiansemal District

Abstract

ABSTRACT The Village Finance System Application (Siskeudes) is an application developed one of them in the framework of village financial management in order to assist the village government in financial management and to realize a more responsible village government. The application of this program used since 2017 in Kayuputih Village is certainlly inseparable from problems. This study uses descriptive qualitative methods with observation, interviews, and documentationn. Theresults of the study are based on an analysis with three implementation indicators according to Charles O. Jones consisting of organization, interpretationaand applicationn which shows that the application of the Siskeudes has been implemented quite well as evidenced by the implementation of the Siskeudes to date andthe existence of the Siskeudes helping the village apparatus in the financial management process from planning to accountability. Abstract

ABSTRACTl The House Renovation Program is a public policy implemented in the Canggu Village of Badung Regency, the purpose of which is to provide a decent house for poor people who have a house unfit for habitation. This research uses descriptive qualitative research methods with data collection techniques such as observation, interviews and documentation. Indicators used of this study are (1) standards and policy objectives, (2) resources, (3) characteristics of implementing agents, (4) attitude of aimplementers, (5) Communication limplementers, (6) lsocial, economicl environment and politics. Thel results ofl the research from this Program show that the implementation of this program has been carried out well, but not completely. Whereas for resources there are problems in the budget or funds provided, then the attitude of the implementer and the social, economic and political environment there are obstacles in the understanding of the community towards the implementation phase of this program is lacking. ABSTRACT The library sector has high potential in creating quality human resources. In realizing this, the government needs to increase the reading interest the still low Klungkung societyaby utilizingathealibrary. The purpose of this research is to identify the implementation of the Gema Arcaastrategy in expanding the reading interest of the Klungkungasocietyaandaeffortsatoadesignaa newaapproach.aTheaunitaof analysis of this research was Archieves and Library Office of Klungkung Regency and this research used a qualitative descriptive method. The study produces alternative strategy of SO5(Strengths-Opportunities) through the SWOT matrix test, namely : utilizing IT as a means of information in the Klungkung regional library, develop appeal throughalibrary collections, create new innovations inathe implementation of library services, and procurementaof infrastructure facilitiesato supportalibrary services,aas well increasingaschoolaand village library development. Abstract

ABSTRACT Endek woven fabric craft is one of the featured products in Klungkung Regency. The problems faced by MSME (Micro, Small and Medium Enterprises) Endek woven fabric craft in Klungkung Regency was mostly about business management such as capital problems, limited human resources (HR), as well as production and marketing. This research used descriptive qualitative methods and the data were collected through observation, interviews, and documentation techniques. The result of the research showed that the empowerment had not been able to run optimally and did not meet the government targets, because there were still several problems that became the obstacle factors, namely the lack of labor, there was no regeneration or renewal of facilities and infrastructure that still limited, as well as a lack of socialization in growing community interest. Abstract

The determination of Grand Design of Bureaucratic Reform is the first measure for local government to reform local bureaucracy. There are eight areas of change that become the priority agenda in implementing bureaucratic reform. One of them is organizational restructuring. This study aims to determine the form of organizational restructuring carried out by the Government of Denpasar to achieve bureaucratic reform in Denpasar. The method applied in this research is qualitative descriptive method. The data collection is carried out through interview, observation, and literature study. The analysis applies qualitative descriptive analysis. The findings show that the Government of Denpasar has carried out bureaucratic reform in accordance with the Presidential Regulation No. 81 of 2010 on the Grand Design of Bureaucratic Reform with priority agenda of eight areas of change. The implementation of organizational restructuring in the Government of Denpasar is in accordance with applicable laws and regulations. The measures of restructuring carried out by the government of Denpasar are delayering, reorganizing and competency measurement. The supporting factors for the implementation of the restructuring in the Government of Denpasar are regulations and human resources, while the inhibiting factors are the issuance time of the regulation and the placement of human resources.

Abstract

Due to the COVID-19 pandemic, the purpose of this study was to determine the management of the Village Fund in handling COVID-19 in Darmasaba Village in the 2020 budget year. The theory used in this study is Village Financial Management according to the Regulation of the Minister of Home Affairs Number 113 of 2014, using three indicators of village financial management functions: planning, implementation, and accountability. This study used a qualitative descriptive research method. Data were obtained by observation, interviews, and documentation. The conclusions of this study are as follows: Planning begins with the refocusing of the Village Fund budget. The implementation be in the form of the establishment of posts and the monitoring activities of Darmasaba Village COVID-19 Volunteers. Accountability is directly carried out to the Regional Government. The percentage of realization of Village Fund management in handling COVID-19 in Darmasaba Village is 60,22 percent of the Village Fund. Keywords: Management, Village Fund, COVID-19

Abstract

Denpasar city as one of the cities contributes to the number of people with mental disabilities through the Denpasar City Social Service intensively making various efforts to handle mentally, especially schizophrenia with KPSI Simpul Bali by forming a treatment area in Denpasar City which is called Rumah Berdaya. The research uses descriptive qualitative research methods with data collection techniques in the form of observation, interviews and documentation. This study analyze the synergy between the Denpasar City Social Service and the KPSI Simpul Bali in Handling Mental Disabilities in Denpasar City Empowerment House, using synergy model according to Najiyati and Rahmat which consist of communication and coordination indicators. From research, it was found that synergy between the Denpasar City Social Service and KPSI Simpul Bali has been going well. But in its implementation there are still obstacles and several things that must be improved so that the synergy can be optimal. Keywords : Synergy, Mental Disabilities, Social Rehabilitation.

Abstract

Tegallalang village has officially managed Ceking Terrace tourism object through Badan Pengelola Objek Wisata Ceking and is corroborated Bendesa Tegallalang Regulation Number: 055/VI/DPT/2011 on the arrangement of Ceking area. This research applies descriptive qualitative method and observation, interview, and documentation as the method of collecting the data. The purpose of this research is to know how local people participate in the development of ceking terrace tourism object Tegallalang Village Gianyar Regency applying tourism development theory and Comunity Based Tourism approach according to bambang sunaryo through 3 indicators which influence the application of Comunity Based Tourism namely planning stage, implementation stage, and monitoring and evaluation stage. The result of this research is the development of the Ceking Terrace through planning and evaluating, however, it was not maximal in the implementation process. Abstract

Sukawati art market is one of the traditional art markets that must be preserved. This research aims the process of Collaborative Governance in the Development of Shopping Objects Sukawati Art Market Gianyar Regency. There are still problems in the collaboration process, namely the lack of government and human resources roles are inadequate. The research method used in this study is descriptive qualitative. The analysis uses collaboration process indicators according to Ansell and Gash as well as the Collaboration Success Measure according to Deseve. The result shows that the collaboration between the government and the private sector went well, but the collaboration between businesses with the Department of Industry and Trade gianyar regency and PT.
