Abstract

LPD Pecatu Mobile application is an online service innovation that has been implemented since 2019. The application is implemented in order to make customers are able to access information and make transactions by utilizing technology and information. The purpose of implementing the LPD Pecatu Mobile is to provide convenience and bring the LPD of Pecatu Village closer to its customers. There are many service features that customers can use in the application. Applications can be downloaded in the AppStore for iPhone users and in the PlayStore for Android users. The existence of this application will facilitate the work of LPD Pecatu Village employees and customers no longer need to come to the office to receive services. This study aims to find out how the quality of service based on electronic government is on the LPD Pecatu Mobile application in the Pecatu Village, Badung Regency. In this study the author uses a type of qualitative research with descriptive methods. The analysis of this study uses the theory of E-GovQual from Papadomichelaki and Mentzas . The results of the study show that the implementation of the Pecatu Mobile LPD application has been going well but not fully optimal. This is because there are still several problems in the dimensions including socialization that has not run optimally, sometimes there are errors in the application, the application users are still less and are fully active using the application, the iOS users have not been able to transfer between savings accounts. Recommendations that can be given are forming a socialization team on a regular basis so that the socialization schedule is properly scheduled, optimizing door to door socialization and social media, creating an official Instagram account for LPD Desa Adat Pecatu, adding contact persons to the application. Abstract

This research aims to investigate the extent of the influence of Empowerment on the Improvement of Community Welfare in Carangsari Village, Petang District, Badung Regency. The research method employed is quantitative method aimed at identifying the influence of empowerment (variable X) on the improvement of community welfare (variable Y) in Carangsari Village, Petang District, Badung Regency. This study uses simple linear regression as the data analysis technique. Primary data were collected through the distribution of questionnaires to 60 members of empowerment groups in Carangsari Village. The research findings indicate that empowerment has a positive impact on the improvement of community welfare in Carangsari Village. Simple linear regression analysis reveals that every 1% increase in empowerment in Carangsari Village contributes to a 59.2% increase in community welfare. Significance testing shows that the calculated t-value of 5.114 exceeds the critical t-value of 1.671 at a significance level of 0.000, indicating that empowerment has a positive and significant impact on the improvement of community welfare in Carangsari Village, Petang District, Badung Regency.Top of Form Keyword: Empowerment, Increasing Group Welfare, Carangsari Tourism Village, Petang District, Badung Regency

Abstract

The Performance of the Denpasar City Regional Disaster Management Agency in Fire Disaster Mitigation Denpasar City Regional Disaster Management Agency (BPBD) in Fire Disaster Mitigation is guided by Law Number 24 of 2007 concerning Disaster Management and Regulation of the Minister of Home Affairs Number 33 of 2006 concerning Guidelines for Disaster Mitigation. However, there are performance problems in its implementation, so it is necessary to measure the performance of public organizations to review how the Denpasar City BPBD is performing in fire disaster mitigation. This research uses a type of qualitative research with a descriptive approach. The data sources used are primary and secondary data. The informant determination technique in this study used purposive sampling. This research is measured by the theory of performance measurement of public organizations according to Agus Dwiyanto (2006:50). The results showed that the performance of the Denpasar City BPBD in fire disaster mitigation was quite good, namely on the productivity indicator, the performance of the Denpasar City BPBD in fire disaster mitigation had not run optimally because there was a need to optimize the number of human resources and budget. On service quality indicators, the performance of BPBD Denpasar City in mitigating fire disasters has been going well. On the responsiveness indicator, the performance of the Denpasar City BPBD is not optimal because it needs to optimize the outreach/education program and training/education program. On the responsibility indicator, the performance of the Denpasar City BPBD in fire disaster mitigation has been running optimally. Then on the accountability indicator, the performance of the Denpasar CityBPBD in mitigating fire disasters has been running optimally.

Abstract

The agricultural sector is an important sector in providing food and has a direct impact on the basic needs of the Indonesian people. The role of farmers and government is needed to increase the amount of rice production. Increasing the amount of rice production by farmers is carried out by continuing to plant rice and increasing the amount of rice production. Due to this, the government issued a policy of distributing subsidized fertilizer in an effort to help farmers increase rice production. Bangli Regency is a district that has land that has the potential to produce rice. In this regard, in efforts to implement the subsidized fertilizer distribution policy, the Department of Agriculture, Food Security and Fisheries of Bangli Regency has the task of assisting farmers in efforts to increase rice production. The purpose of this research is to find out how the Subsidized Fertilizer Distribution Policy is implemented in an effort to increase rice production in Subak, Bangli Regency, using qualitative methods and using research indicators proposed by George C. Edwards III (2009), namely communication, resources, disposition and bureaucratic structure. The results of this research show that communication, resources, disposition and bureaucratic structure are still not running optimally. Thus, the Department of Agriculture, Food Security and Fisheries of Bangli Regency needs to make improvements to each indicator. extension and improving the scheduling of extension and assistance to farmers.

Abstract

Toddler Family Development is a program in Quality Family Villages in the context of fostering families to realize optimal growth and development of toddlers. Penarungan Village uses Toddler Family Development activities as a form of community group empowerment with the aim of improving the quality of the community starting from an early age. This research aims to determine community empowerment through Toddler Family Development activities in the Quality Family Village, Penarungan Village, Badung Regency. The problem study uses Community Empowerment theory indicators from Mardi Yatmo Hutomo (2000). The type of research used is descriptive qualitative. Informants were determined using purposive and snowball sampling techniques. Data was collected through interviews, observation and documentation which was then analyzed using data analysis techniques from the Miles and Huberman model. The research results show that the empowerment of community groups through Toddler Family Development activities in the Quality Family Village of Penarungan Village has gone well but is not yet fully optimal. The Penarungan Village Government needs to make clarity regarding the details of APBDes funding for the Quality Family Village program. Apart from that, there is a need to increase a cadre's self-confidence, which can be done through intensive training and mentoring, as well as positive support from the surrounding environment. Abstrak Bina Keluarga Balita merupakan suatu program di Kampung Keluarga Berkualitas dalam rangka pembinaan keluarga untuk mewujudkan tumbuh kembang balita secara optimal. Desa Penarungan menjadikan kegiatan Bina Keluarga Balita sebagai suatu bentuk pemberdayaan kelompok masyarakat dengan tujuan untuk meningkatkan kualitas masyarakat yang dimulai dari usia dini. Penelitian ini bertujuan untuk mengetahui pemberdayaan masyarakat melalui kegiatan Bina Keluarga Balita di Kampung Keluarga Berkualitas Desa Penarungan, Kabupaten Badung. Pengkajian masalah menggunakan indikator teori Pemberdayaan Masyarakat dari Mardi Yatmo Hutomo (2000). Jenis penelitian yang digunakan yaitu deskriptif kualitatif. Informan ditentukan menggunakan teknik purposive dan snowball sampling. Data dikumpulkan melalui wawancara, observasi, dan dokumentasi yang kemudian dianalisis dengan teknik analisis data dari model Miles dan Huberman. Hasil penelitian menunjukkan bahwa pemberdayaan kelompok masyarakat melalui kegiatan Bina Keluarga Balita (BKB) di Kampung Keluarga Berkualitas Desa Penarungan telah berjalan baik namun belum sepenuhnya optimal. Pemerintah Desa Penarungan, perlu membuat kejelasan mengenai rincian dana APBDes untuk program Kampung Keluarga Berkualitas. Selain itu, perlu adanya peningkatan kepercayaan diri seorang kader yang dapat dilakukan melalui pelatihan dan pendampingan yang intensif, serta adanya dukungan positif dari lingkungan sekitar. Abstract

The purpose of this study was to determine the Performance of the Industry and Manpower Office in an effort to Improve Workers' Welfare through the UCOK (Universal Coverage Employment) Program in Badung Regency. The theory used is Mahsun's Performance Theory which includes inputs, processes, outputs, outcomes, benefits, and impacts. This research uses descriptive qualitative methods with data collection techniques in the form of observation, interviews and documentation studies. The results showed that the performance of the Department of Industry and Manpower in an effort to improve the welfare of workers through the UCOK Program (Universal Coverage of Employment) in Badung Regency has been running well but not optimal because the components that support the success of the program have not run well. Such as, limited human resources (human resources), there is no definite SOP for the program so that the program runs less effectively, the output of the program is uncertain, and there is no definite supervisory team that supervises the performance of the agency. Tujuan penelitian ini untuk mengetahui Kinerja Dinas Perindustrian dan Tenaga Kerja dalam upaya Meningkatkan Kesejahteraan Tenaga Kerja melalui Program UCOK (Universal Coverage Ketenagakerjaan) di Kabupaten Badung. Teori yang digunakan yakni Teori Kinerja dari Mahsun yang mencakup Masukan (input), Proses (process), Keluaran (output), Hasil (outcome), Manfaat (benefit), dan Dampak (impact). Penelitian ini menggunakan metode kualitatif deskriptif dengan teknik pengumpulan data berupa observasi, wawancara dan studi dokumentasi. Hasil penelitian menunjukan bahwa Kinerja Dinas Perindustrian dan Tenaga Kerja dalam Kerja dalam upaya Meningkatkan Kesejahteraan Tenaga Kerja melalui Program UCOK (Universal Coverage Ketenagakerjaan) di Kabupaten Badung sudah berjalan dengan baik namun belum optimal dikarenakan, komponen yang mendukung keberhasilan program belum berjalan dengan baik. Seperti, keterbatasan SDM (sumber daya manusia), belum ada SOP yang pasti untuk program sehingga program berjalan kurang efektif, output dari prorgram belum pasti, serta belum ada tim pengawas pasti yang melakukan pengawasan terhadap kinerja dari dinas. Abstract

This study aims to analyze the strategies implemented by the Denpasar City General Election Commission in increasing voter participation. The theory used is Strategic Management according to Wheelen, Hunger, Hoffman and Bamford (2015). This research uses descriptive qualitative research methods. Data sources consist of primary and secondary data. This research applies several techniques in collecting data, namely interviews, observations, and documentation studies. The research informants consisted of the head of the Denpasar KPU, the head of the division of socialization, voter education, community participation and human resources, the people of Denpasar City, and the head of the Denpasar Bawaslu. The results showed that the Denpasar City KPU strategy in increasing community participation in the 2020 Regional Head Election can be seen from four stages, namely the environmental scanning stage shows observing the internal and external environment, the strategy formulation stage shows the clarity of guidelines, the strategy implementation step shows the implementation of socialization, procurement of competitions, utilization of digital media, personal visits, and cooperation with traditional and educational institutions. The last step, namely evaluation and control, shows that it has been carried out effectively through coordination meetings. Penelitian ini bertujuan untuk menganalisis strategi yang diterapkan oleh Komisi Pemilihan Umum Kota Denpasar dalam meningkatkan partisipasi pemilih. Teori yang digunakan adalah Manajemen Strategi Menurut Wheelen, Hunger, Hoffman dan Bamford (2015). Penelitian ini menggunakan metode penelitian kualitatif deskriptif. Sumber data terdiri dari data primer dan sekunder. Penelitian ini menerapkan beberapa teknik dalam mengumpulkan data, yaitu wawancara, observasi, dan studi dokumentasi. Informan penelitian terdiri dari ketua KPU Kota Denpasar, ketua divisi sosialisasi, pendidikan pemilih, partisipasi masyarakat dan SDM, masyarakat Kota Denpasar, dan ketua Bawaslu Kota Denpasar. Hasil penelitian menunjukkan bahwa strategi KPU Kota Denpasar dalam meningkatkan partisipasi masyarakat pada Pemilihan Kepala Daerah tahun 2020 dilihat dari empat tahapan yaitu tahapan pemindaian lingkungan menunjukkan melakukan pengamatan terhadap lingkungan internal dan eksternal, tahapan perumusan strategi menunjukkan adanya kejelasan pedoman, tahapan implementasi strategi menunjukkan pelaksanaan sosialisasi, pengadaan perlombaan, pemanfaatan media digital, kunjungan personal, dan kerja sama dengan lembaga adat dan pendidikan. Tahapan terakhir, yaitu evaluasi dan pengendalian menunjukkan telah melakukan secara efektif melalui rapat koordinasi.

Abstract

This study aims to analyze the efforts made by the Badung Regency General Election Commission to increase public participation in South Kuta District. The research uses a descriptive qualitative method, collecting data from observations, interviews, and documentation based on five indicators: goals, environment, guidance, action, and learning. Researchers conduct interviews with informants who meet the qualifications of this research topic. The results of this study show that the strategies used by the Badung Regency General Election Commission have been successful, as evidenced by the increased political participation in Badung Regency compared to the 2019 elections. The people of South Kuta District understand the elections; however, some residents from outside the South Kuta area are still reluctant to change polling stations. Recommendations from this study include the Badung Regency General Election Commission promoting campaigns focused on relevant issues for the community, providing training for the PPS and KPPS officials, evaluating the systems used during vote counting, and ensuring transparency in the election stages to enhance public trust in the General Election Commission and elections. Abstrak Penelitian ini bertujuan untuk melakukan analisa terhadap upaya yang dikerahkan kpu kabupaten badung untuk meningkatkan minat partisipasi masyarakat kecamatan kuta selatan. penelitian ini menggunakan metode kualitatif deskriptif sehingga peneliti mengumpulkan data dari hasil observasi, wawancara, dan dokumentasi berdasarkan lima indikator yaitu tujuan, lingkungan, pengarahan, tindakan, dan pembelajaran. peneliti melakukan wawancara dengan informan yang memenuhi kualifikasi topik penelitian ini. hasil dari penelitian ini ialah strategi yang digunakan kpu kabupaten badung menunjukkan keberhasilan yang dibuktikan dengan meningkatnya partisipasi politik di kabupaten badung jika dibandingkan dengan pemilu tahun 2019. masyarakat kecamatan kuta selatan telah memahami tentang pemilu hanya saja untuk masyarakat yang berasal dari luar wilayah kuta selatan beberapa masih enggan untuk mengurus perpindahan tps. rekomendasi dari penelitian ini adalah kpu kabupaten badung dapat mempromosikan kampanye yang berfokus pada isu relevan bagi masyarakat, lalu memberikan pelatihan untuk jajaran pps dan kpps, melakukan evaluasi sistem yang digunakan saat penghitungan suara, dan memastikan transparansi tahapan pemilu untuk meningkatkan kepercayaan masyarakat pada kpu dan pemilu.

Abstract

This study aims to assess the performance of DPMPTSP in implementing online licensing service systems. The research method used is qualitative research with a descriptive approach. The data sources used are primary and secondary data sources. The informant determination technique used purposive sampling. Data collection techniques include interviews, observations, and documentation. Data analysis techniques use data reduction, data presentation, and conclusion drawing. The results show that the implementation of online licensing service systems by DPMPTSP of Badung Regency is still not optimal due to several obstacles. This is because the website often encounters errors, many people still do not understand technology, the public still does not understand the online licensing service system, and there are still constraints on human resources. In conclusion, despite several obstacles, the implementation of online licensing service systems by DPMPTSP of Badung Regency has provided a positive contribution to improving performance and services to the public. Conducting regular socialization in providing online licensing services to the public, and improving public service technology so that people are more accustomed to using technology. Abstrak Penelitian ini bertujuan untuk mengkaji kinerja DPMPTSP dalam menerapkan sistem layanan perizinan online. Metode penelitian yang digunakan adalah jenis penelitian kualitatif dengan pendekatan deskriptif, Sumber data yang digunakan adalah sumber data primer dan sekunder. Teknik penentuan informan dengan purposive sampling. Teknik pengumpulan data dengan wawancara, observasi dan dokumentasi. Teknik analisis data menggunakan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa penerapan sistem layanan perizinan online oleh DPMPTSP Kabupaten Badung masih belum optimal karena adanya beberapa kendala. Hal ini dikarenakan karena websitenya masih sering eror, masih banyak masyarakat yang masih belum mengerti teknologi, masyarakat masih belum paham dengan sistem layanan perizinan online, dan masih tedapat kendala pada sumber daya manusia yang kurang. Kesimpulannya, meskipun terdapat beberapa kendala, implementasi sistem layanan perizinan online oleh DPMPTSP Kabupaten Badung telah memberikan kontribusi positif dalam upaya memperbaiki kinerja dan pelayanan kepada masyarakat. Melakukan sosialisasi secara rutin dalam memberikan pelayanan perizinan secara online kepada masyarakat, dan meningkatan teknologi pelayanan pubik agar masyarakat lebih terbiasa menggunakan teknologi. Abstract

Bandar Udara I Gusti Ngurah Rai memiliki peran krusial dalam mendukung pariwisata dan ekonomi regional dengan melayani 21.452.157 pergerakan penumpang per tahun 2023 yang menjadikan bandara ini menjadi bandara tersibuk di Indonesia. Pengendalian kualitas atau quality control menjadi penting guna memastikan pelayanan dan fasilitas yang disediakan memenuhi standar keselamatan, keamanan, serta kenyamanan pengguna bandara. Penelitian ini bertujuan untuk mengevaluasi proses quality control pada fasilitas bandara berdasarkan Peraturan Menteri Perhubungan Nomo PM 41 Tahun 2023 Tentang Pelayanan Jasa Kebandarudaraan. Penelitian ini menggunakan metode kualitatif dengan menggunakan pendekatan deskriptif, yang memberikan gambaran mendalam tentang kondisi dan tantangan yang dihadapi dalam proses quality control oleh unit Quality, Risk and Performance dalam menjalankan proses quality control di bandara I Gusti Ngurah Rai. Penelitian ini dibedah melalui enam indikator evaluasi oleh Dunn yang meliputi: efektifitas, efisiensi, kecukupan, pemerataan, responsifitas, dan ketepatan. Hasil penelitian ini ialah proses quality control yang dilakukan oleh unit Quality, Risk and Performance Management, yang meskipun telah mengacu pada standar dan peraturan yang berlaku yakni PM Nomor 41 Tahun 2023, namun masih menghadapi berbagai tantangan seperti lembar kertas kerja yang belum mencerminkan penilaian menyeluruh, kurangnya sumber daya manusia serta dalam menangani keluhan pengguna bandara cenderung menunggu arahan dari kantor pusat sehingga masukan terkait proses perbaikan fasilitas di bandara I Gusti Ngurah Rai menjadi terhambat.
