Abstract

Taro Village is located in Tegallalang District, Gianyar Regency, which has quite a lot of natural potential that is in demand by tourists and has developed rapidly since it was designated as a Tourism Village in 2017. Taro Tourism Village can be said to be a tourism village that has implemented sustainable tourism. This can be seen from its implementation which tends to emphasize the sustainability aspect. However, the management of the natural potential of Taro Village leaves various gaps of opportunity that have not been utilized by the community, reflected in the absence of typical products of Taro Tourism Village. In carrying out community service activities, namely empowerment targeting the Taro Village Women Farmers Group and MSMEs through the utilization of the natural potential of Taro Village. Collaborative governance practices are carried out by involving three actors, namely the government, the community and the private sector. First, collaboration involving the government through the Village-Owned Enterprise (BUMDes) Sarwada Amertha. Second, the role of the community as a group that is empowered so that they can produce a valuable product and can support sustainable tourism in Taro Tourism Village. We involve the private sector by visiting industries engaged in tourism, such as lodging and resorts that have the potential for us to collaborate with.

Abstract

Klampid New Generation (KNG) merupakan inovasi layanan dari Dispendukcapil Kota Surabaya. Website ini digunakan untuk mempermudah pengurusan administrasi kependudukan secara online, antara lain: keabsahan akta, legalisir, pemutakhiran data kependudukan yaitu buka blokir, menghapus data ganda, menghapus data mati, KK merah, SKPTI, dan penambahan jiwa, pencatatan sipil yaitu akta (kelahiran, kematian, pengesahan anak, perceraian, perkawinan), pencetakan ulang akta, pelaporan ke luar negeri (kelahiran, kematian, perceraian, perkawinan), pembetulan akta yang diterbitkan kurang dari 2 tahun, pengangkatan anak, dll, Registrasi Penduduk yaitu pindah dalam (antar kecamatan), pindah masuk, keluar, cetak ulang KK, KIA, pecah KK, pemutakhiran biodata, cetak Ulang E-KTP (hilang, rusak, perubahan element), pemutakhiran gelar, dll. Peristiwa yang menyangkut data kependudukan warga wajib melaporkan untuk mendapatkan data terbaru dan penerbitan berupa KK dengan data terbaru. Dalam upaya efektivitas penggunaan website Klampid New Generation, pemerintah kota Surabaya mendisiplinkan masyarakat dalam pencatatan kependudukan atau biasa disebut KALIMASADA (Kawasan Lingkungan Sadar Adminduk). Penulis menggunakan indikator efektivitas menurut Sutrisno (2010) terdiri dari: 1) Pemahaman Program, 2) Ketepatan Sasaran, 3) Ketepatan Waktu, 4) Tercapainya Tujuan Diukur, 5) Perubahan Nyata. Hasil dari penelitian menunjukkan bahwa efektivitas Program Klampid New Generation di Kelurahan Wonorejo, Kecamatan Tegalsari dinilai kurang efektif sesuai dengan indikator efektivitas dari Sutrisno.

Abstract

Effectiveness of the Bali Satu Data Program in Information Openness Efforts at the Bali Province Communication, Information and Statistics Service Openness of public information to the public is the right of all residents of country. Openness of public informationcan also increase transparency and accountabillity of the government in carrying out its duties and functions. Bali Province is one of the province that has implemented digital based public information openness using the website namely Bali Satu Data. However, in implementing the program there are still problems that occur, such as: changing emlpoyees (operators) during the working period; presentation of data that does not match the format; document realse schedules that are not on time; and socialization of the program was less than optimal. This research aims to determine the effectiveness of the Bali Satu Data program in efforts to open information at the Bali Province Communication, Informatio and Statistic Service. The problem assessment was carried out using the theory of program effectiveness by Budiani (2007). This research is a type of descriptive qualitative research. Determining informants was carried out using a purposive sampling technique. Researchers obtained data by conducting interview, observation and documentation wich were then analyzed using the Miles and Huberman analytical model. The result of the research show that the effectiveness of the Bali Satu Data program in efforts to open information has been running quite optimally by meeting the target accuracy indicators and program monitoring indicators well, as evidenced by the number of website visitors on launching day reaching 6 thousand visits and the program monitoring efforts being carried out optimally for the media. Provising services as well as operational monitoring of all devices involved in the program implementation process. In terms of program socialization, it has been implemented but not consistently and sustainbly so that the fulfillment of indicators is good but not yet optimal. Furthermore, the indicators for achive goals have not been implemented properly because the implementation of rules or SOPs in the field has not been implemented properly. Abstrak Keterbukaan informasi publik bagi masyarakat merupakan hak seluruh penduduk dalam suatu negara. Keterbukaan informasi publik juga dapat meningkatkan transparansi dan akuntabilitas pemerintah dalam melakukan tugas dan fungsinya. Provinsi Bali merupakan salah satu Provinsi yang telah menerapkan keterbukaan informasi publik berbasis digital dengan menggunakan website yaitu Bali Satu Data. Namun, dalam pelaksanaan program masih terdapat permasalahan yang terjadi seperti: pergantian pegawai (operator) dalam masa kerja; penyajian data yang tidak sesuai format; jadwal rilis dokumen yang tidak sesuai jadwal; serta sosialisasi program yang kurang maksimal. Penelitian ini bertujuan untuk mengetahui efektivitas program Bali Satu Data dalam upaya keterbukaan informasi di Dinas Komunikasi, Informasi dan Statistik Provinsi Bali. Pengakajian permasalahan dilakukan dengan teori efektivitas program oleh Budiani (2007). Penelitian ini termasuk jenis penelitian kualitatif deskriptif. Penentuan informan dilakukan dengan menggunakan teknik puposive sampling. Peneliti memperoleh data dengan melakukan wawancara, observasi serta dokumentasi yang kemudian dianalsis menggunakan model analsis Miles dan Huberman. Hasil penelitian menunjukan efektivitas program Bali Satu Data dalam upaya keterbukaan informasi telah berjalan cukup optimal dengan memenuhi indikator ketepatan sasaran dan indikator pemantauan program dengan baik, dibuktikan dengan jumlah pengunjung website saat hari launching mencapai 6ribu kunjungan dan upaya pemantauan program yang dilaksanakan secara optimal baik untuk media pemberian layanan maupun secara pemantauan oprasional terhadap seluruh perangkat yang terlibat dalam proses pelaksanaan program. Dalam hal sosialisasi program sudah terlaksana namun belum secara konsisten dan berkelanjutan sehingga pemenuhan indikator sudah baik namun belum optimal. Selanjutnya, dalam indikator pencapaian tujuan yang belum dapat terlaksana dengan baik karena pelaksanaan aturan atau SOP di lapangan belum dapat terlaksana dengan baik.

Abstract

The Regional Revenue Agency (BAPENDA) of Denpasar City plays a significant role in managing and optimizing regional revenue. The main purpose of this research is to analyze the strategies implemented by BAPENDA Denpasar City in improving taxpayers’ compliance and awareness of Urban and Rural Land and Building Tax (PBB-P2). This study employs a qualitative method with a descriptive approach, using data collection techniques through documentation, observation, and interviews. The analysis is based on the Strategic Management Theory proposed by Wheelen and Hunger, which includes several indicators: (1) Environmental Analysis, (2) Strategy Formulation, (3) Strategy Implementation, and (4) Evaluation and Control. The results indicate that BAPENDA’s strategies to enhance taxpayers’ compliance and awareness of PBB-P2, when viewed through the indicators of Environmental Analysis, Strategy Formulation, and Evaluation and Control, have not been optimally implemented. This condition is caused by unutilized opportunities and strengths, as well as threats and weaknesses that have not been adequately addressed. Meanwhile, the SWOT analysis by Freddy Rangkuti (Strengths, Weaknesses, Opportunities, and Threats) produces several strategic recommendations, including: (1) enhancing and expanding administrative service features on the PAGI Denpasar application and mobile service units; (2) developing a reliable and integrated system to assist BAPENDA in monitoring land and building ownership data; (3) conducting PBB-P2 tax education through social media and establishing information booths at public events such as Denfest; and (4) actively organizing training programs or workshops while strengthening coordination among divisions and across sectors with community leaders (kaling/kadus). Abstrak BAPENDA Kota Denpasar berperan didalam pengelolaan dan mengoptimalkan penerimaan daerah. Tujuan pokok dari penelitian ini untuk menganalisa mengenai strategi yang dijalankan BAPENDA Kota Denpasar dalam meningkatkan kepatuhan dan kesadaran wajib pajak PBB P2. Metode penelitian yang digunakan kualitatif, pendekatan deskriptif dengan teknik pengumpulan data melalui dokumentasi, observasi, dan wawancara. Teori yang digunakan menganalisa yaitu teori Manajemen Strategi berdasarkan teori Wheelen dan Hunger adapun beberapa indikatornya yang meliputi (1) Analisa Lingkungan, (2) Formulasi Strategi, (3) Implementasi Strategi, (4) Evaluasi dan Pengendalian. Hasil penelitian bahwasanya strategi peningkatan kepatuhan dan kesadaran wajib pajak PBB P2 yang dilakukan BAPENDA dilihat pada indikator Analisa Lingkungan, Formulasi Strategi, serta Evaluasi dan Pengendalian belum terlaksana secara optimal. Hal tersebut disebabkan peluang dan kekuatan belum termanfaatkan, kemudian ancaman dan kelemahan belum tertangani secara maksimal dan menyeluruh. Sementara itu analisa SWOT dari Freddy Rangkuti (Strengths, Weakness, Opportunities, and Threats) menghasilkan rumusan strategi dengan kegiatan diantaranya: (1) peningkatan dan memperluas fitur-fitur layanan administrasi pada aplikasi PAGI Denpasar dan layanan Mobil Keliling, (2) pembuatan sistem handal yang terintegrasi yang membantu BAPENDA memantau data kepemilikan objek PBB, (3) edukasi pajak PBB P2 memanfaatkan media social dan membuat booth layanan informasi di event-event seperti Denfest, (4) aktif mengadakan pelatihan ataupun bimtek dan menguatkan koordinasi antar bidang dan lintas sektor kaling/kadus. Abstract

Regional tourism development contributes to the improvement of village economies and regional value by optimizing natural and cultural attractions through the development of tourism villages. This study aims to determine the optimal strategy for developing Tajen Tourism Village to increase Village Original Income (PADes) in Penebel Subdistrict, Tabanan Regency. The research method used is descriptive qualitative. Data were collected through interviews, observations, and documentation, and analyzed using Wheelen's (2000) Strategic Management theory and Freddy Rangkuti's SWOT analysis. The results show that strategic management is implemented through the stages of environmental review, formulation, implementation, and evaluation of strategies. In its implementation, several problems were found, namely limited promotion, low community empowerment, minimal budget, and lack of accessibility and infrastructure. SWOT analysis revealed that Tajen Village has strengths and opportunities for development, especially the support from the Community-Based Tourism Group (POKDARWIS) and educational institutions in increasing community empowerment, utilizing natural potential, and optimizing social media as a means of promotion. The weaknesses and threats can be used as evaluation material for sustainable development in the future. Abstrak Pembangunan pariwisata daerah berkontribusi pada peningkatan ekonomi desa dan nilai daerah dengan optimalisasi daya tarik alam dan budaya melalui pengembangan desa wisata. Penelitian ini bertujuan untuk mengetahui strategi optimal dalam pengembangan Desa Wisata Tajen guna meningkatkan Pendapatan Asli Desa (PADes) di Kecamatan Penebel, Kabupaten Tabanan..Metode penelitian ini yaitu deskriptif kualitatif. Data dikumpulkan melalui wawancara, observasi, serta dokumentasi, dan dianalisis menggunakan teori Manajemen Strategi menurut Wheelen (2000) serta analisis SWOT oleh Freddy Rangkuti. Hasil penelitian menunjukkan bahwa penerapan manajemen strategi dilakukan melalui tahap peninjauan lingkungan, formulasi, implementasi, dan evaluasi strategi. Dalam pengimplementasiannya, ditemukan beberapa permasalahan yaitu adanya keterbatasan promosi, rendahnya pemberdayaan masyarakat, minimnya anggaran, serta kurangnya aksesibilitas dan infrastruktur Analisis SWOT mengungkapkan bahwa Desa Tajen memiliki kekuatan dan peluang untuk dikembangkan, terutama adanya dukungan dari kelompok sadar wisata (POKDARWIS) maupun institusi pendidikan dalam peningkatan pemberdayaan masyarakat, pemanfaatan potensi alam serta optimalisasi media sosial sebagai sarana promosi. Adapun kelemahan dan ancaman dapat dijadikan bahan evaluasi untuk pengembangan berkelanjutan di masa depan. Kata Kunci: Desa Wisata Tajen, Pendapatan Asli Desa (PADes), Manajemen Strategis, Pemberdayaan Masyarakat.
