Abstract

This study aims to assess the effectiveness and optimization of the M-Passport service as an innovation within the e-government framework aimed at improving the quality of immigration services at the Denpasar Class I Immigration Office. In today’s digital age, developments in information technology are driving the transformation of public services toward greater speed, transparency, and efficiency, including in the field of immigration. The increase in the volume of passport applicants at the Denpasar Immigration Office has become a challenge that requires digital-based service innovations to support faster and more accountable administrative processes. The methods used include a qualitative approach with in-depth interviews, field observations, and documentation studies of the service systems and processes. The research results show that the implementation of digitalization through the M-Paspor application has significantly improved the efficiency of administrative processes, reduced waiting times, and strengthened the transparency and accountability of services. The obstacles encountered include daily quota limitations, technical system disruptions, and a lack of public understanding of how to use the application. As a solution, plans are in place to construct a new building and increase outreach activities to support the sustainability of services. The conclusion of this study confirms that the M-Paspor digital service innovation has had a positive impact on improving the quality of immigration services; however, continuous optimization and increased human resource capacity are needed to ensure more responsive, reliable, and inclusive services.

Abstract

The influence of the massive technology and information in the current era has touched various types of existing fields, even entering the realm of government agencies. The Class I TPI Denpasar Immigration Office is one of the government agencies that has implemented an understanding of e-government into its service sector, namely the application of the “Guarantor Account” feature on the Indonesian Immigration e-Visa site to facilitate the visa extension process for Foreign Citizens (WNA) who live in the work area of the Class I TPI Denpasar Immigration Office. This study aims to see and find out how far the role of the application of this feature is in the existing visa extension process. This study uses a descriptive qualitative approach to find out data and information in depth. The data collection process is carried out through 3 main methods, namely through observation, documentation stage, and also interviews with related sources. The results of the study provide information that the implementation of the “Guarantor Account” feature has a positive impact in the form of convenience felt by applicants for visa extensions for Limited Stay Permit Cards (KITAS) Permanent Stay Permit Cards (KITAP) but is also accompanied by a negative impact in the form of a high risk of data falsification. However, this has been anticipated by the immigration agency by requiring visa extension applicants to verify their files by coming directly to the Class I TPI Denpasar Immigration Office. The implementation of this regulation certainly has a significant positive impact on the level of security of Indonesian visa ownership.

Abstract

This research examines the implementation of the Puspa Aman policy program aimed at enhancing food security in Tulikup Village, Gianyar Regency. The primary concerns mentioned include the efficacy of program execution, community engagement, and the obstacles encountered in its deployment. This research seeks to evaluate the degree to which the Puspa Aman program enhances food security in the hamlet. The research method used is a descriptive qualitative approach, using data gathering methods such as observation, in-depth interviews, and document analysis. The study used Miles and Huberman's interactive paradigm, including data gathering, reduction, presentation, and conclusion formulation. The study's findings demonstrate that the Puspa Aman program has been effectively executed in several dimensions, including the administration of local food resources and the empowerment of the community via food product creation. Nevertheless, other impediments obstruct the program's optimization, such as inadequate inter-agency cooperation, constrained resources, and little community engagement in the program. This research concludes that the efficacy of the Puspa Aman program's execution is mostly contingent upon the collaboration of the government, the community, and other stakeholders. Consequently, it is advisable to improve program socialization, bolster inter-agency collaboration, and provide incentives for community engagement in support of the program. Abstrak Penelitian ini mengkaji pelaksanaan kebijakan Program Puspa Aman yang bertujuan untuk meningkatkan ketahanan pangan di Desa Tulikup Kabupaten Gianyar. Permasalahan utama yang ditemukan adalah efektivitas pelaksanaan program, keterlibatan masyarakat, dan tantangan yang dihadapi selama pelaksanaan program. Studi ini berupaya mengevaluasi sejauh mana Program Puspa Aman meningkatkan ketahanan pangan di masyarakat. Metode penelitian yang digunakan adalah pendekatan deskriptif kualitatif, dengan menggunakan metode pengumpulan data seperti observasi, wawancara mendalam, dan analisis dokumentasi. Model interaktif Miles dan Huberman digunakan untuk analisis data, meliputi pengumpulan data, reduksi data, penyajian data, dan perumusan kesimpulan. Temuan penelitian menunjukkan bahwa Program Puspa Aman telah efektif di beberapa bidang, termasuk pengelolaan sumber daya pangan lokal dan pemberdayaan masyarakat melalui penciptaan produk pangan. Meskipun demikian, terdapat hambatan lain yang menghambat optimalisasi program, seperti kurangnya kerja sama antarlembaga, terbatasnya sumber daya, dan rendahnya keterlibatan masyarakat dalam inisiatif ini. Temuan penelitian ini menegaskan bahwa efektivitas pelaksanaan Program Puspa Aman sangat bergantung pada kolaborasi antara pemerintah, masyarakat, dan pemangku kepentingan lainnya. Oleh karena itu, disarankan untuk meningkatkan sosialisasi program, memperkuat kolaborasi antar lembaga, dan memberikan insentif untuk mendorong keterlibatan masyarakat dalam mendukung inisiatif ini. Abstract

This study analyzes the implementation of the Online Employee Performance System (SiKePo) at the Bali Provincial Tourism Office as part of digital transformation in public sector human resource management. Employing a qualitative approach, the research involves in-depth interviews with structural officials and staff, as well as observation and document analysis. The findings indicate that SiKePo enhances efficiency, transparency, and accountability in employee performance assessment through the digitalization of reporting and evaluation processes. The success of SiKePo implementation is influenced by four key factors based on Edward III’s theory: communication, resources, disposition, and bureaucratic structure. Effective communication, adequate human resources and budget, strong commitment and positive attitudes among implementers, and clear SOPs are crucial for the system’s success. Nevertheless, challenges remain, such as resistance to change, lapses in daily data input, and the need to improve digital literacy. The study recommends strengthening training, developing automated reminder systems, and providing continuous support to optimize SiKePo. These findings are expected to serve as a reference for the development of digital personnel systems in other government agencies, particularly in strategic sectors like tourism. Abstrak Penelitian ini menganalisis implementasi Sistem Kinerja Pegawai Online (SiKePo) di Dinas Pariwisata Provinsi Bali sebagai bagian dari transformasi digital dalam tata kelola kepegawaian sektor publik. Studi ini menggunakan pendekatan kualitatif dengan wawancara mendalam kepada pejabat struktural dan pegawai pelaksana, serta observasi dan analisis dokumen pendukung. Hasil penelitian menunjukkan bahwa SiKePo mampu meningkatkan efisiensi, transparansi, dan akuntabilitas penilaian kinerja pegawai melalui digitalisasi proses pelaporan dan evaluasi. Keberhasilan implementasi SiKePo dipengaruhi oleh empat faktor utama menurut teori Edward III, yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi. Komunikasi yang efektif, ketersediaan SDM dan anggaran, komitmen serta sikap positif pelaksana, serta SOP yang jelas menjadi kunci utama keberhasilan sistem ini. Namun, tantangan masih ditemukan, seperti resistensi perubahan, kelalaian input data harian, dan kebutuhan peningkatan literasi digital. Studi ini merekomendasikan penguatan pelatihan, pengembangan sistem pengingat otomatis, dan pendampingan berkelanjutan untuk memastikan optimalisasi SiKePo. Temuan ini diharapkan dapat menjadi referensi bagi pengembangan sistem kepegawaian digital di instansi pemerintah lainnya, khususnya di sektor strategis seperti pariwisata. Abstract

This study explores the effectiveness of compensation in enhancing employee work motivation at the Regional Revenue Agency (Bapenda) of Bali Province. Through interviews with employees, the research identifies various forms of compensation implemented, including base salary, additional incentives, and non-financial compensation such as career development opportunities and recognition of achievements. The results indicate that competitive salaries and incentives for achieving targets significantly contribute to employee motivation. Additionally, training programs and seminars enhance employee skills, while recognition given in meetings boosts confidence. These findings suggest that an effective compensation system can promote productivity and job satisfaction among employees at Bapenda. Abstrak Penelitian ini mengeksplorasi efektivitas kompensasi dalam meningkatkan motivasi kerja karyawan di Badan Pendapatan Daerah (Bapenda) Provinsi Bali. Melalui wawancara dengan pegawai, penelitian ini mengidentifikasi berbagai bentuk kompensasi yang diterapkan, termasuk gaji pokok, insentif tambahan, serta kompensasi non-finansial seperti kesempatan pengembangan karir dan pengakuan atas prestasi. Hasil penelitian menunjukkan bahwa gaji yang kompetitif dan insentif saat mencapai target berkontribusi signifikan terhadap motivasi karyawan. Selain itu, program pelatihan dan seminar meningkatkan keterampilan pegawai, sementara pengakuan yang diberikan dalam rapat memperkuat rasa percaya diri. Temuan ini mengindikasikan bahwa sistem kompensasi yang efektif dapat mendorong produktivitas dan kepuasan kerja karyawan di Bapenda. Kata kunci : Efektivitas, Kompensasi, Motivasi Kerja

Abstract

The Legal Information and Public Relations Division (Penkum) of the Bali High Prosecutor's Office holds a strategic role in building the institution’s positive image in the eyes of the public through the optimization of digital media. This study aims to examine the role of Penkum in increasing public trust through the utilization of the official website and social media channels of the Bali High Prosecutor’s Office. This paper employs a descriptive qualitative method through interviews, observation, and documentation. The findings indicate that the public communication strategies implemented align with the Public Relations indicators proposed by Kotler and Keller (2016), such as publications, events, sponsorships, and publicity. Programs like Jaksa Masuk Sekolah (Prosecutors Go to School), Jaksa Masuk Desa (Prosecutors Go to Villages), Jaga Desa (Guard the Village), and Jaksa Menyapa (Prosecutors Greet the Public) serve as effective tools for engaging directly with the community. In addition, digital media such as the website and social media are used as responsive and adaptive legal information channels that meet public needs. The recommendations include improving human resource capacity in digital media management, developing more creative and educational content, and expanding collaboration with educational institutions and local communities. Abstrak Divisi Penerangan Hukum (Penkum) dan Humas Kejaksaan Tinggi Bali memiliki peran strategis dalam membangun citra positif institusi di mata publik melalui optimalisasi media digital. Penelitian ini bertujuan untuk mengetahui peran Penkum dalam meningkatkan kepercayaan publik melalui pemanfaatan website dan kanal media sosial resmi Kejati Bali. Penulisan menggunakan metode kualitatif deskriptif melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa strategi komunikasi publik yang diterapkan sejalan dengan indikator Public Relations menurut Kotler dan Keller (2016), seperti publikasi, event, sponsorship, dan pemberitaan. Program seperti Jaksa Masuk Sekolah, Jaksa Masuk Desa, Jaga Desa, dan Jaksa Menyapa menjadi sarana efektif dalam mendekatkan institusi kepada masyarakat. Selain itu, media digital seperti website dan media sosial dimanfaatkan sebagai kanal informasi hukum yang responsif dan adaptif terhadap kebutuhan publik. Rekomendasi yang diberikan mencakup peningkatan kapasitas SDM dalam pengelolaan media digital, pengembangan konten yang kreatif dan edukatif, serta perluasan kerja sama dengan instansi pendidikan dan komunitas lokal. Abstract

Bureaucratic reform is a strategic step to create a clean, professional, and responsive government to the needs of society. Bureaucratic transformation through the development of the Integrity Zone includes the establishment of the Corruption-Free Area (WBK) and the Clean and Serving Bureaucracy Area (WBBM). These two targets are the standards expected to encourage every government institution to apply the principles of integrity in various aspects of its management. This research aims to review the effectiveness of the implementation of the Integrity Zone program at the Kejaksaan Tinggi Bali Office in creating WBK and WBBM. The research method used is qualitative descriptive method. The results indicate that the Kejaksaan Tinggi Bali has successfully implemented the Integrity Zone program, in 2018 the Kejaksaan Tinggi Bali received the WBK predicate and in 2021 received an award as a unit of work with the WBBM predicate from KEMENPAN-RB. This success not only reflects internal efforts to combat corruption and improve the quality of public services but also reaffirms that with the right strategies, leadership support, and active participation from all elements of the organization, the establishment of an integrity-based and service-oriented bureaucracy is an achievable goal. ABSTRAK             Reformasi  birokrasi  merupakan  langkah  strategis  untuk  menciptakan  pemerintahan  yang  bersih,  profesional, dan  responsif  terhadap  kebutuhan  masyarakat. Transformasi birokrasi melalui pembangunan Zona Integritas mencakup pembentukan  Wilayah Bebas dari Korupsi (WBK)  dan Wilayah Birokrasi Bersih dan Melayani (WBBM). Kedua target ini merupakan standar yang diharapkan dapat mendorong setiap institusi  pemerintahan untuk menerapkan prinsip integritas dalam berbagai aspek pengelolaannya. Penelitian  ini  bertujuan  untuk  meninjau efektivitas penerapan program Zona Integrasi di Kejaksaan Tinggi Bali dalam menciptakan WBK dan WBBM.  Metode  penelitian  yang  digunakan  adalah  metode deskriptif kualitatif. Hasil penelitian menunjukkan bahwa Kejaksaan Tinggi Bali telah berhasil melaksanakan program Zona Integritas, pada tahun 2018 Kejaksaan Tinggi Bali menerima berpredikat WBK dan pada tahun 2021 menerima penghargaan sebagai unit kerja berpredikat WBBM oleh KEMENPAN-RB. Keberhasilan ini tidak hanya merefleksikan upaya internal untuk memberantas korupsi dan meningkatkan kualitas pelayanan publik, tetapi juga menegaskan bahwa dengan strategi yang tepat, dukungan kepemimpinan, dan partisipasi aktif seluruh elemen organisasi, pembentukan birokrasi yang berintegritas dan melayani adalah tujuan yang dapat dicapai. Abstract

The apostille legalization policy is a form of bureaucratic simplification for public documents intended for international use, adopted by the Indonesian government following the ratification of the 1961 Apostille Convention through Presidential Regulation No. 2 of 2021. Its implementation is conducted digitally and centrally by the Ministry of Law and Human Rights under the authority of the Directorate General of General Legal Administration, including at the regional level through regional offices such as the Bali Regional Office. This digital transformation aims to enhance the efficiency, transparency, and accessibility of cross-border document legalization services in a faster and more standardized manner. This study aims to examine the implementation of the digital-based apostille policy at the Ministry of Law and Human Rights Regional Office in Bali. The main research question focuses on how the implementation aligns with the policy implementation model developed by Van Meter and Van Horn. The qualitative findings indicate that while the implementation has been relatively effective, technical issues such as system disruptions, low digital literacy among the public, and limited service flexibility remain challenges. Therefore, strengthening digital outreach, improving technological infrastructure, and developing a more adaptive system are essential strategies to support the future success of the apostille service. ABSTRAK Kebijakan legalisasi apostille merupakan bentuk penyederhanaan birokrasi dokumen publik untuk keperluan internasional yang telah diadopsi oleh pemerintah Indonesia sejak diratifikasinya Konvensi Apostille 1961 melalui Perpres No. 2 Tahun 2021. Implementasinya dilakukan secara digital dan terpusat melalui Kementerian Hukum Republik Indonesia yang berada di bawah otoritas Direktorat Jenderal Administrasi Hukum Umum, termasuk di tingkat daerah oleh Kantor Wilayah, seperti yang diterapkan di Kementerian Hukum Kantor Wilayah Bali. Transformasi digital ini bertujuan untuk meningkatkan efisiensi, transparansi, serta aksesibilitas layanan legalisasi dokumen lintas negara secara lebih cepat dan terstandar. Tujuan dari penelitian ini adalah untuk mengetahui implementasi kebijakan pelayanan apostille berbasis transformasi digital di Kementerian Hukum Kantor Wilayah Bali. Permasalahnnya adalah bagaimana implementasi kebijakan berbasis transformasi digital tersebut dilihat dari model teori implementasi kebijakan Van Meter dan Van Horn. Penelitian kualitatif yang dilakukan memperlihatkan bahwa meskipun implementasi berjalan cukup efektif, masih terdapat kendala teknis seperti gangguan sistem, literasi digital masyarakat yang rendah, dan keterbatasan fleksibilitas layanan. Oleh karena itu, peningkatan sosialisasi digital, penguatan infrastruktur teknologi, serta pengembangan sistem yang lebih adaptif menjadi strategi penting untuk mendukung keberhasilan layanan apostille ke depan. Abstract

This study aims to examine the role of the Bali Provincial DPRD Secretariat in managing community audience services through technological innovation, namely the e-Audiensi system. In the context of public service, e-Audiensi is expected to enhance community participation, broaden access, and strengthen transparency and accountability in the aspiration submission process. The research adopts a descriptive qualitative approach involving in-depth interviews, direct observation, and literature review of documents and the official website. The results indicate that the implementation of e-Audiensi helps reduce administrative barriers and improves the effectiveness of communication between the public and legislative members. Challenges still faced include limited socialization efforts and technological access constraints among some community members. Overall, e-Audiensi is regarded as a technological-based public service innovation with the potential to strengthen participatory democracy at the regional level and contribute positively to bureaucratic reform within the Bali DPRD environment. Abstrak Penelitian ini bertujuan untuk mengkaji peran Sekretariat DPRD Provinsi Bali dalam pengelolaan layanan audiensi masyarakat melalui inovasi teknologi, yakni sistem e-Audiensi. Dalam konteks pelayanan publik, e-Audiensi diharapkan mampu meningkatkan partisipasi masyarakat, memperluas akses, serta memperkuat transparansi dan akuntabilitas dalam proses penyampaian aspirasi. Metode penelitian yang digunakan adalah pendekatan deskriptif kualitatif yang melibatkan wawancara mendalam, observasi langsung, dan studi literatur terhadap dokumen dan website resmi. Hasilnya menunjukkan bahwa implementasi e-Audiensi membantu mengurangi hambatan administratif dan meningkatkan efektivitas komunikasi antara masyarakat dan legislatif. Kendala yang masih dihadapi meliputi rendahnya tingkat sosialisasi dan keterbatasan akses teknologi bagi sebagian masyarakat. Secara keseluruhan, e-Audiensi dianggap sebagai inovasi pelayanan publik berbasis teknologi yang berpotensi memperkuat demokrasi partisipatif di daerah serta memberikan kontribusi positif terhadap reformasi birokrasi di lingkungan DPRD Provinsi Bali.

Abstract

Indonesia has vast oceans, yet fish consumption remains low. The government is striving to increase fish consumption through the Movement to Promote Fish Consumption (GEMARIKAN) to boost fish intake and prevent stunting. This study aims to formulate a strategy for the Badung Regency Fisheries Service in implementing the Gemarikan program to prevent stunting in Badung Regency. The research method is a qualitative descriptive method, with data collected through interviews, observations, and documentation. The results were analyzed using the strategic management process theory by Hunger & Wheelen, which consists of: (1) Environmental Observation, (2) Strategy Formulation, (3) Strategy Implementation, and (4) Evaluation and Control. The findings show that the strategy of the Badung Regency Fisheries Service in implementing the Gemarikan program has been running well but has not yet fully optimized public understanding of the benefits of fish consumption. These issues were analyzed using the SWOT Matrix by Rangkuti, which includes: (1) Strengths, (2) Weaknesses, (3) Opportunities, and (4) Threats. This analysis resulted in four main strategic recommendations: (1) Utilizing existing facilities and infrastructure to maximize program socialization, (2) Organizing activities that attract public interest, such as fish-based cooking training and using social media to share educational content, (3) Leveraging available funding sources to maximize the implementation of the program, which currently occurs only once a year, (4) Developing engaging educational materials such as videos, posters, and brochures. This study recommends conducting fish-based cooking training, developing interesting educational materials, and optimal use of social media in program implementation. Abstrak Indonesia memiliki lautan yang sangat luas, namun konsumsi ikan masih rendah. Pemerintah berupaya meningkatkan konsumsi ikan melalui program Gerakan Memasyarakatkan Makan Ikan (GEMARIKAN) untuk meningkatkan konsumsi ikan dan mencegah stunting. Penelitian ini bertujuan untuk merumuskan Strategi Dinas Perikanan Kabupaten Badung dalam pelaksanaan program Gemarikan dalam pencegahan stunting di Kabupaten Badung. Metode penelitian menggunakan deskriptif kualitatif dengan pengumpulan data melalui wawancara, observasi, dan dokumentasi. Hasil penelitian dikaji menggunakan teori proses manajemen strategi oleh Hunger & Wheelen yang terdiri dari: (1) Pengamatan Lingkungan, (2) Perumusan Strategi, (3) Implementasi Strategi, (4) Evaluasi dan Kontrol menunjukkan bahwa strategi Dinas Perikanan Kabupaten Badung dalam pelaksanaan program Gemarikan sudah berjalan dengan baik namun belum maksimal dalam pemahaman masyarakat terkait manfaat makan ikan. Permasalahan tersebut di analisis menggunakan Matriks SWOT oleh Rangkuti, meliputi: (1) Strength, (2) Weakness, (3) Opportunities, (4) Threat yang menghasilkan empat rekomendasi strategi utama: (1) Memanfaatkan sarana dan prasarana yang ada untuk memaksimalkan pelaksanaan sosialisasi program (SO), (2) Mengadakan kegiatan yang menarik minat masyarakat, seperti menggelar pelatihan memasak berbahan dasar ikan, memanfaatkan media sosial untuk membagikan konten edukatif (WO), (3) Memanfaatkan sumber dana yang ada guna memaksimalkan pelaksanaan program yang hanya sekali dalam setahun (ST). (4) Mengembangkan materi edukasi yang menarik, seperti video, poster, dan brosur (WT). Penelitian ini merekomendasikan mengadakan pelatihan memasak berbahan dasar ikan, mengembangkan materi edukasi yang menarik, dan pemanfaatan media sosial secara optimal dalam pelaksanaan program.
