Abstract

Despite the fact that Indonesia is not one of the claimant states, China’s provocation through its fishing boats escorted by Chinese Coast Guard has been violating Indonesia Exclusive Economic Zone on South China Sea (SCS) which intersects with Nine Dashed Line (NDL). Up to this day, the synergy among Indonesian maritime power instruments to defend Indonesia’s sovereign rights is still weak, thus the problem identified in this research is how the instrument of power authorized in Indonesia’s maritime domain synergizes to face China’s claim over SCS. Synergy analysis is seen from three aspects: perspective, policy, and Rules Of Engangement (ROE) applied to operational. This research uses qualitative method to further explore the research question, with Soft System Methodology technique to approach the problems through comparison between system of thought and real world in a structured manner, as well as supported by NVivo to execute the process of data triangulation. Research results show that Indonesia’s maritime power instrument have not a harmonious perspective on NDL yet. This study also shows that policy created by policy makers and strategic derivatives created by strategy makers of the Government of the Republic of Indonesia have not been in harmony, thus appropriate ROE at operational level to face China's provocation on the SCS has not been formulated by adjusting authority with instrument capability. Overall, the study found that the synergy of Indonesia’s maritime power instruments is not yet reliable to deal with China’s Claims over the territory of Indonesia in the SCS.Keywords: Synergy, Maritime Power Instruments, Nine Dashed Line, South China Sea, Sovereign Rights

Abstract

This study is to find out the history of people's mobilization by the Ottoman Empire in the Caucasus war in 1914-1918 and its relation to how people's mobilization was carried out in the Indonesian War of Independence in 1945-1949. The method in this study uses a qualitative-exploratory method supported by the theory of war, the theory of nationalism, and the theory of Defense Management. The study results show similarities and differences between the mobilization of the Ottoman people in the Caucasus War and the mobilization of the Indonesian people in the War of Independence. Then it was found that the mobilization of the people carried out by the Ottoman Empire in the form of policies of the Empire's leaders and declarations of Muslim religious figures amounted to 2.87 million people out of 23 million population (12.39%) and in the mobilization of the Indonesian people during the War of Independence amounted to 37.76 million out of 75.53 million. The number of residents (50%) was carried out through speeches and orations from warrior figures by igniting the spirit to participate in the struggle to fight against the British and Dutch by prioritizing the high fighting spirit of nationalism simultaneously and universally throughout the territory of Indonesia.

Abstract

The Bolshevik Revolution forced the end of Tsar Nicholas II's imperial rule in Russia. Furthermore, under the leadership of Vladimir Lenin, Russia formed a new government in the form of the Republic. The main power of this government is entirely under the Dictatorship of the Proletariat. Subsequent changes in the form of government in Russia, especially after World War I, inspired newly independent countries in the mid-20th century to follow the same system of government. Through theories about the state, politics, and government system, this study will analyze the influence of the Bolshevik revolution on the new system of government for new countries in the world in the 20th century. To analyze the effect of changes in the form of government, the authors use an exploratory qualitative research method with a historical approach through a literature study. After the Revolution, based on a common view of colonialism, human rights, ideology, and the strong understanding of Marxism-Leninism, several countries in the world that were newly independent in the mid-20th century were inspired by the Bolshevik Revolution by forming countries with a Republican system of government, including Indonesia.

Abstract

Defending sovereignty within an island nation is relatively more complex than doing so for a continental state. The number of scattered islands makes straits and seas more penetrable, vulnerable points and targets of asymmetric threats at sea. The aim of this research is to illustrate threats at sea and provide solutions in guarding and monitoring Indonesian coastal borders, which currently require more ships and radar technology as well as other sensing equipment due to longer beaches. The results reveal that firstly, potential asymmetrical threats at sea include former WWII mines, underwater fibre cables, and nuclear submarines belonging to foreign countries such as America, Russia and China. Secondly, problems related to welfare include theft of natural resources like coral reefs and fish, and drug smuggling activities, all which add to the burden and duties of various parties. Thirdly, asymmetrical Narcoterrorism is very prominent in Colombia where drugs from Cannabis plants are sold to buy weapons. This is also happening in the Philippines and in Aceh, Indonesia. Narcotic activities are also increasingly worrying – particularly their effects on younger generations. Lastly, coordination by affiliated parties that help guard the sea is highly expected. Adequate maritime border patrol management must be carried out so that together, different marine security institutions can maintain the sovereignty of the state. Therefore, the following are recommended: a) regional diplomatic cooperation within ASEAN, b) ensuring of military capability, power, and readiness for placement, and c) the utilization of unmanned technology to aid in securing the archipelagic state.

Abstract

The various wars that have been passed have had implications for the development of Japanese combat conditions. One of the wars that sparked the rise of Japanese combat technology was the Tsushima War of 1905, marked by the use of new weaponry such as torpedoes and telegraphs. Japan's victory in the Tsushima War has proven that Japan has advanced weapons technology and has proven to be able to compete with Russia. This study provides a very important lesson and can be a reflection for Indonesia in the development of a naval military force. By using historical methods and defense economic theory approaches, this study discusses efforts to increase the strength of the main weapon system of the Japanese special navy. The results of the study show that the efforts made by Japan put a lot of emphasis on the strategy of developing the defense industry. The rise of the defense industry has become an integral part of military power building. In that context, Japan does not only involve the military, but also develops human resource capacity and increases research in the field of technology. The existence of good cooperation between the government, industry players, and academia is also the main pillar in the effort to build a naval military force.

Abstract

World War I took place on the European continent between the Allies and the Central powers. In this war, the warring parties did not only rely on the troops quantity, but also their own technology. In addition, both sides had maximally empowered their strategic industries in building military forces for war. The article identifies the factors that supported the victory of France and Britain in World War I, thus encouraging the development of war technology and strategic industry which continues to present day. In that arena, France and Britain had the upper hand in the use of technology and industrial support for war. The theories used for this discussion are Carl von Clausewitz's theory of war, Morgenthau's balance of power theory, Liddell Hart's strategy theory and the theory of revolution in military affairs. The discussion was carried out using qualitative methods with an exploratory and historical approach which ultimately showed that the Allied defense industry had so far gained technological advantage from the influence of the victory in World War I.

Abstract

Kondisi ini membuat abrasi dan dampak perubahan iklim tidak dapat dicegah secara efektif.ABSTRACTWest Sumatera Province has an alarming rate of coastal and small islands destruction caused by abrasion and the effect of climate change. Geographical characteristic of West Sumatera Province which directly face Hindia Ocean quickly have it’s coastal area eroded with abrasion caused by a strong wave. The destruction of mangrove forest and coral reefs further made the abrasion process worse. Coastal and small islands destruction need to be stopped because it could reduce military strategic advantage in national outer areas, reducing the effectiveness of military and civilian infrastructures, destabilizing economy and narrowing the living space of people, endangering the safety of ship navigation, and threatening nature’s biodiversity. The aim of this research is to understand the resources and actions of West Sumatera Province’s local government of how it protect the coastal area and small islands from abrasion and to adapt to the effects of climate change. The research was conducted in September 15 to 23 in 2019 at Padang City and Sipora Island of Kepulauan Mentawai Regency. Data collected by field observation and in-depth interview to officials from local government and the locals. Data analyzed by using data condensation, data display, and conclusion drawing analytical technique. The research shows that each provincional departments under West Sumatera Province local government have it’s own unique approach and technique to prevent abrasion and adapt to the effects of climate change, but the action taken usually implemented sporadically, reactive, uncoordinated, and not sustainable. Natural resources needed to prevent abrasion and to adapt to climate change are abundant, but the Province’s organisational resources is limited, causing the coastal area and small islands innefectively protected
