Abstract

Kesulitan mendapat informasi valid yang terdukung dengan banyaknya kasus fake news (berita bohong) berdampak pada meningkatnya potensi ancaman media warfare. Bentuk media warfare di Indonesia saat ini sudah nyata dirasakan oleh masyarakat maupun pemerintah. Penelitian bertujuan untuk menganalisis sudut pandang stakeholder tentang pengaruh industri media nasional dalam ancaman media warfare. Penelitian ini menggunakan kualitatif fenomenologi yang digunakan untuk melihat sudut pandang tentang media warfare atau pengalaman narasumber yang merupakan stakeholder industri media. Kemudian proses analisis pada penelitian ini menggunakan framework analysis yang disebut hierarchy of influences. Hasil penelitian ini didapatkan sudut pandang stakeholder bahwa social system terpengaruh akibat kehadiran industri new media dan industri media asing, sementara keterlambatan extramedia menyusun regulasi berdampak negatif pada lingkungan. Lingkungan ini menyebabkan organization internal media, kebutuhan media routines, dan kualitas individuals media ikut terpengaruh. Pada fenomena media warfare ini, Industri media nasional yang harus menyadari kepentingan stakeholder internal maupun eksternal sementara para stakholders internal dan eksternal juga harus mampu berkoordinasi untuk menyusun regulasi sehingga bisnis dapat stabil dan meningkatkan kecerdasan masyarakat.

Abstract

This article discusses how to formulate the role of Indonesian Navy as an  effort  to  make  peaceful  future  in  the  Asia-Pacific  maritime  world  through  military  history  perspective.  Pacific  War  in  World  War  II  is  perfect  examples  of  how  history  could  not  be  separated  from  the  development  of  any  nation  in  the  world.  No  country  could  establish  itself  as  a  developed  state  without  developing  an  internal  awareness  of its history. It is a record of the nation, either positive or negative, of one  generation  to  be  learned  by  the  next  one.  Although  our  very  existence  is  a  result  of  the  history  of  the  past,  the  path  of  our  future  lies in our hands. It is important for Indonesia’s current generation to excel  positive  contribution  to  the  nation.  This  country  is  currently  facing  complex  challenges,  and  the  policy  and  strategy  we  will  take  would  determine  the  face  of  our  history  in  the  future.  Any  mistakes  in  the  formulation  of  policy  and  strategy  would  eventually  have  negative  implication  to  our country; influencing our future.

Abstract

Threats to state sovereignty are becoming increasingly complex as technology develops rapidly. In order to overcome this incident, a national cyber system is needed which consists of cyber security, cyber defense, and other types of cyber with their main duties and functions in practice, preventive measures, prosecution, and so on to law enforcement as an effort to protect cyber ecosystems and assets. Vital from attacks through cyberspace (cyber attacks) that aim to disrupt the confidentiality, integrity, authentication, and availability of data and information. The paradigm of national security which has shifted to become more complex, including guaranteeing the privacy of every citizen, encourages the main obligation of a country to provide privacy protection from cyber-attack. The qualitative approach method used in this research is explanatory qualitative. The data used in this research is secondary data in the form of a literature study, by looking for various literature that is in accordance with the discussion on Strategy for Integration of Cyber Defense with Cyber Security Nationally to Maintain State Sovereignty. The current condition of cyber defense can be described based on aspects of Policy, Institutions, Technology and supporting infrastructure, and Human Resources (HR).

Abstract

The North Natuna Sea is still a hot topic of discussion both nationally, regionally and internationally. The discussion is inseparable from the interest in the potential of natural resources and energy contained therein. The problems with the boundaries of the Indonesian Exclusive Economic Zone (ZEEI) and the territorial claims in the South China Sea (SCS) by China make this problem more complex so that it is necessary to immediately get serious handling to prevent risks and losses for the national interest. The presence of elements of the naval presence in the North Natuna Sea is a form of handling in the field of maritime operations which aims to maintain maritime security and protect the sovereignty of the Unitary State of the Republic of Indonesia (NKRI) from various threats. Through this article, I would like to provide an overview of Indonesian Navy diplomacy through its naval presence in the North Natuna Sea and its influence on the effectiveness of maritime operations carried out based on the results of research using quantitative methods. Naval presence is part of the Indonesian Navy's diplomacy in dealing with the problems that occur as well as an effort to maintain world recognition of the Republic of Indonesia. Abstract

Wilayah perairan Kepulauan Riau merupakan salah satu lokasi dengan tingkat kerawanan tindak pelanggaran di laut yang cukup tinggi di Indonesia, karena wilayah ini berbatasan langsung dengan negara tetangga dan merupakan jalur perdagangan dan pelayaran internasional. Salah satu peran dari TNI AL adalah menjaga stabilitas keamanan wilayah yurisdiksi nasional, termasuk di wilayah perairan Kepulauan Riau yang kemudian diwujudkan dalam Operasi Keamanan Laut, dimana dalam pelaksanaannya masih memiliki beberapa kendala yaitu keterbatasan anggaran, kemampuan teknis, jumlah kapal, keterbatasan informasi, serta keterbatasan sarana pendukung, sehingga pelaksanaan Operasi Keamanan Laut menjadi tidak optimal. Penyebab utamanya adalah penempatan kapal patroli selama operasi tidak tertata dengan baik. Dengan adanya permasalahan tersebut, maka diadakan penelitian dengan menggunakan metode set covering untuk mendapatkan lokasi penempatan kapal patroli yang paling optimal dengan kapal yang sesedikit mungkin namun tetap dapat menjangkau seluruh wilayah perairan Kepulauan Riau dan meminimumkan biaya operasionalnya. Dalam penelitian ini dilakukan pendekatan secara diskrit yaitu penentuan titik rawan yang berjumlah 37 titik rawan. Semua titik ini harus terjangkau oleh kapal yang bertugas.

Abstract

Operasi pengamanan wilayah perbatasan adalah suatu usaha dan kegiatan untuk menjamin tegaknya kedaulatan negara di perbatasan darat, laut dan udara dengan negara lain, dari segala bentuk ancaman dan pelanggaran termasuk kegiatan survey dan pemetaan. Keterbatasan kemampuan KRI dan anggaran yang disediakan oleh negara serta kebutuhan pengamanan wilayah perbatasan laut Indonesia, mengakibatkan perlu adanya tuntutan pemikiran tentang optimalisasi penyebaran KRI di pangkalan aju dan sektor operasi di perairan Karang Unarang, dengan memperhatikan jenis KRI, kecepatan, endurance, jangkauan radar serta biaya operasi. Sehingga dihasilkan suatu komposisi penyebaran KRI di pangkalan aju dan sektor operasi pengamanan wilayah perbatasan di perairan Karang Unarang. Penelitian ini membahas tentang optimalisasi penyebaran KRI di pangkalan aju dan sektor operasi pada operasi pengamanan wilayah perbatasan di perairan Karang Unarang, untuk memberikan solusi kompromi optimal antara dua fungsi tujuan yang berbeda, yaitu coverage area dengan biaya operasi. Pemecahan masalah ini menggunakan pendekatan Analytic Network Process dengan bantuan software superdecision untuk pembobotan fungsi tujuan. Sedangkan optimalisasi penyebaran kekuatan KRI menggunakan metode model transshipment, Goal Programming dan Weighted Goal Programming, dimana seluruh algoritma dari pendekatan tersebut diselesaikan secara silmutan dalam suatu syntax dengan menggunakan software optimasi Lingo 11. Hasil dari optimalisasi tersebut adalah diperoleh rata-rata efektivitas coverage area tercapai adalah 450.913 mil2 dan rata-rata efisiensi biaya operasi adalah 40% dari anggaran yang ditetapkan.

Abstract

Abstract - This study focuses on defense diplomacy between Indonesia and India in the Indian Ocean. This study used defense diplomacy concept and qualitative method with Soft System Methodology (SSM) and NVivo for the analysis technique. The data was collected through interviews and literature study. The results show that Indian Ocean has become important region in the geopolitic in the 21st century. Indonesia and India view the Indian Ocean as their strategic environment. Diplomatic ties between Indonesia and India have built since 1951 and enhanced with Strategic Partnership open the opportunity for both countries to conduct defense diplomacy in the Indian Ocean. Forms of defense diplomacy between Indonesia and India are through Biennial Defense Minister Forum, Joint Defence Cooperation Committee (JDCC), Navy to Navy Talk, India-Indonesia Coordinated Patrol (Ind-Indo Corpat). The defense diplomacy activities aim to improve the Confidence Building Measures (CBM) and the defense capability.

Abstract

Indonesia is a country with a water area of 6.4 million km2 or about 2/3 of its territory is the sea. Geographically, Indonesia's position is very strategic because of an international shipping route on it as well as a crossing point between the continents of Asia and Australia and the Pacific and Indian oceans. This configuration of the Indonesian sea area requires strict control to meet all types of demand at all Archipelagic Sea Lanes’ choke points. Therefore, this study was conducted to answer what kind of strategy that needed in controlling the sea at Indonesia's four strategic choke points to support the Total Defense System. This study used a qualitative method with an exploratory approach because the researchers explored deeper and analyzed the objectives, resources, and methods of controlling the sea at four strategic points in Indonesia. The theory of strategy researchers used to discuss problem formulation was assisted by NVivo 12 tools in processing data and Soft System Methodology (SSM) to analyze research data. The results of the research prove that the resources used to achieve Indonesia's maritime defense in controlling the sea at Indonesia's four strategic choke points are the empowerment of power, inter-agency cooperation, and regulation-making in determining maritime defense strategies.

Abstract

This research aims to describe the implementation security strategy of Indonesia Warship Western Command Fleet in Indonesia's archipelagic sea lanes, will be dealing abuses and sea crimes. This research used a qualitative method with descriptive approach, research data from interviews and documents. The results is security strategies Indonesia's archipelagic sea lanes using a choke point control patterns to support the readiness of Indonesia Warship capabilities, which are limited and need to increase surveillance capabilities vessel with technological developments and increased cooperation with agencies to be able to realize its strategy of securing Indonesia's archipelagic sea lanes

Abstract

Konflik Laut China Selatan semakin memanas dari tahun ke tahun. Konflik ini pada awalnya tidak melibatkan Indonesia, namun di beberapa tahun terakhir, agresivitas Tiongkok semakin serius terutama ketika negara ini terbukti mengganggu kedaulatan Indonesia di Laut Natuna Utara. Dengan adanya ancaman ini, instrumen diplomasi Indonesia telah dikerahkan dan nyatanya banyak terjadi kegagalan: Tiongkok tetap menunjukkan tindakan asertifnya di wilayah ini. Untuk mengefektifkan proses diplomasi dan lobi Indonesia terhadap konflik Laut China Selatan, penelitian ini berargumen bahwa Indonesia sudah seharusnya mengaplikasikan kekuatan ekonominya (economic power). Seperti yang diketahui, kekuatan ekonomi sebuah bangsa mampu mempengaruhi kebijakan luar negeri negara lain, karena ini bersifat koersif dan persuasif.
