Abstract

This study analyzes social vulnerability in implementingComplete Systematic Land Registration (PTSL) and community participation in the Agrarian Reform Acceleration Program (PPRA) in Guguk Village and Benteng Village, Merangin Regency. The main problem of land governance in Indonesia is the unclear boundaries of land areas that lead to tenurial conflicts and weak protection of land rights, especially for indigenous peoples and farmers. Since 2010, the Government of the Republic of Indonesia has implemented the One Map Policy which seeks to provide integrated geospatial data on land use and natural resources for policy-making processes at the national and regional levels. In line with this, the Government of Indonesia also implements the Agrarian Reform Program. The Ministry of Agrarian Affairs and Spatial Planning/National Land Agency in the 2015-2019 RPJM is responsible for issuing 23 million land certificates (4.1 million hectares) outside forest areas (Other Use Areas - APL) through the village-based Complete Systematic Land Registration (PTSL). The PTSL program is very important to strengthen land ownership, but it also carries a high risk of triggering social conflict, especially in the context of social vulnerability that impacts vulnerable groups. This study emphasizes the need to understand the social and environmental risks arising from the program and its impacts on communities, especially related to conflicts over access and land ownership

Abstract

Potato farming productivity is one indicator of improving the farming business, including its sustainability. Higher farming productivity will be accompanied by increased production. This study aims to analyze the determinants of factors that influence the increase in productivity and sustainability of potato farming. This research was conducted in Kayu Aro Barat District, which was determined purposively. The research locus was Sungai Asam Village, Kebun Baru Village, and GIRI Mulyo Village. The population size of the three villages was 1,100 farmers. Using the Slovin method, a sample size of 76 respondent families was obtained. The sampling method was simple random sampling. The data analysis method used SEM - PLS. The results showed that the description of internal factors, external factors of farmers, and the use of production inputs were in the medium category. The category of productivity and sustainability of potato farming was in the low category. The internal factor that was a determinant of productivity and sustainability of potato farming was the farm income variable. External factors that are determinants of productivity and sustainability of farming are access to credit, access to technology, access to access. This research aims to analyze the impact of internal factors, external factors and technology adoption on productivity and sustainability of potato farming. Meanwhile, the variable of production input use that is a determinant factor of productivity and sustainability of potato farming is land area and fertilizer use. Internal and external factors that need to be considered in modeling increasing productivity and sustainability of potato farming are the use of production inputs by means of assistance with production facilities, working capital assistance and technological assistance. This can be done through policies to increase farmer access to credit, production facilities and potato farming technology.

Abstract

The use of inorganic fertilizers and synthetic pesticides is increasingly varied in type and dosage, but increasing the dosage of fertilizer and pesticides used is not able to stimulate rice growth, in fact increasing the dosage of inorganic fertilizer further reduces rice production yields. To reduce the use of chemicals in plant cultivation, it can even be done using a low external input sustainable agriculture (LEISA) agricultural system. The LEISA concept prioritizes the use of local resources as raw materials for the development of agricultural inputs. This service program aims to assist the community in implementing LEISA-based environmentally friendly agriculture in lowland rice farming in Setiris Village, Maro Sebo District. The approach method used is counseling and training, as well as mentoring and community empowerment (farmer groups). The results of this service activity show that the people involved can adopt and implement it on their farming land and increase productivity significantly.
