Abstract

Peningkatan jumlah penduduk yang diiringi dengan perbaikan ekonomi, menuntut ketersediaan moda angkutan dalam jumlah cukup dan memadai. Di Kota Palu sendiri jumlah armada angkot mengalami penurunan seiring dengan menurunnya minat pengguna angkutan kota Penelitian ini bertujuan untuk mengevaluasi kinerja pelayanan angkutan kota berdasarkan tingkat kepuasan pengguna sehingga angkutan kota kembali menjadi moda trasportasi utama bagi masyarakat Kota Palu. Dalam mengevaluasi kinerja pelayanan angkutan kota (line B2)dari sisi supply di Kota Palu, menggunakan dua parameter penilaian standar penilaian minimum (SPM)  yaitu PM Nomor 98 Tahun 2013 tentang Standar Pelayanan minimal angkutan orang dengan kendaraan bermotor umum dalam trayek dan Petunjuk  Teknis penyelenggaraan Angkutan Penumpang Perkotaan Dirjen Perhubungan Darat RI , 2002. Untuk  menilai  persepsi masyarakat  terhadap  kondisi  dan  tingkat  pelayanan angkutan  kota menggunakan Severity Index. Pada hasil analisis pelayanan moda angkutan kota angkutan kota (line B2)termasuk kategori kurang sementara tingkat pelayanan trayek angkot line B2 termasuk kriteria ”baik. Secara umum penilaian persepsi masyarakat berdasarkan tingkat kepuasan terhadap angkutan kota  line B2 trayek Mamboro-Manonda di Kota Palu, dari lima dimensi SERVQUAL, tiga dimensi yaitu Tangibles(bukti langsung)dan , Reliability (kehandalan), nilai severity indeksnya berada di antara 12,5% sampai 37,5% termasuk skala penilaian persepsi”Rendah”, sedangkan pada kategori Responsiveness(daya tanggap), Assurance (jaminan/adanya kepastian), serta dimensi Empathy(empati), nilai severity indeksnya berada di antara 37,5 % sampai 62,5 % yaitu dalam kategori sedang . Indeks kepuasan terhadap kinerja pelayanan berdasarkan persepsi masyarakat yang memiliki nilai terendah adalah lama menunggu angkot yaitu sebesar 33,5 % sementara indeks nilai tertinggi terkait perilaku pengemudi yaitu penggunaan bahasa dalam memberikan informasi yaitu sebesar 55,5%. Abstract

Seiring dengan pesatnya pembangunan di suatu kota maka kegiatan masyarakatpun akan meningkat pula. Sehingga diperlukan sarana dan prasarana yang dapat mendukung dan melayani pergerakan masyarakat dari satu tempat ketempat yang lainnya secara aman, cepat dan ekonomis. Permasalahan transportasi yang terjadi biasanya muncul karena kebutuhan transportasi lebih besar dari prasarana transportasi yang tersedia, sehingga menyebabkan tidak optimalnya penggunaan prasarana tersebut dan pada akhirnya muncul permasalahan transportasi berupa kemacetan lalulintas. Perkembangan pada sektor transportasi yang terjadi sekarang antara lain adanya lajur khusus sepeda dan becak di sepanjang Jalan KH. Wahid Hasyim Jombang. Penelitian ini bertujuan untuk mengetahui strategi apa yang tepat untuk meningkatkan kinerja lajur khusus sepeda dan becak di Jalan KH. Wahid Hasyim Jombang. Penelitian ini menggunakan analisis Scenario Planning dimana analisis ini berfungsi untuk mengkaji variabel-variabel yang berpengaruh terhadap strategi peningkatan kinerja lajur khusus sepeda dan becak yang akan diterapkan di jalan KH. Wahid Hasyim saat ini, dengan menggunakan alat analisis AHP (Analysis Hierarchi Process) untuk menentukan prioritas pengembangan yang dapat dilakukan kedepannya. Dari hasil analisis didapat adanya tundaan di lajur khusus sepeda dan becak di Jalan KH. Wahid Hasyim Jombang disebabkan oleh arus lokal yaitu adanya aktifitas perbelanjaan, perkantoran, dan pendidikan. Untuk menentukan skala prioritas berdasarkan empat kriteria (keamanan, kenyamanan, kesenangan dan daya tarik) didapat urutan bobot: keamanan 37,5 %, kenyamanan 22,6 %, daya tarik 22,4 % dan kesenangan 17 %. Sedangkan yang menjadi prioritas utama pemilihan alternatif peningkatan kinerja lajur khusus sepeda dan becak didapat urutan bobot yaitu: dibuat dibuat lajur sepeda (Bike Lane) yaitu sebesar 16,4 %, menyusul dibuat lajur sepeda (Bike Path), dan dibuat lajur sepeda (Bike Route). responden menganggap dengan lebar jalan 19 m penerapan bike lane sudah tepat di terapkan pada Jalan KH. Wahid Hasyim Jombang, karena pengguna kendaraan non-motorized bisa merasa aman saat berkendara tanpa merasa khawatir terganggu oleh pengendara bermotor dengan memilki lajur khusus untuk pengguna sepeda dan becak.

Abstract

The purpose of this research is to know the implementation of park and ride at BekasiStation. The method of analysis in this research is the assessment of parking performance based onstandards and parking user perception with Kano-model, and the Analytic-Hierarchy-Process(AHP) to analyze the implementation of park and ride at Bekasi Station. The results show thatparking performance doesn’t meet the standard. The problem of parking performance at BekasiStation are view from two perspectives, namely: the peak accumulation which is more than itscapacity and parking index which is more than 1 (one). Improved performance based on userperception parking with Kano Model, the main priority is obvious parking lines and the parkingstandard. The priority of implemention of park and ride at Bekasi Station is provideparking28.48%. From the results of this research, the writter recommends to build a parking in conformitywith the parking user’s perception for short term solution and the implementation of park and ridefor the long term solution.

Abstract

This research is used a combination model by the proportion of urban land use functions, residential properties and the proportion of agricultural land use. It was also calculated based on the distance bands. The objective of this research is to improve the policy of fringe-settlements development in the rural-urban fringe area. This result are: (1) There has been a conversion of productive agricultural-land into residential-land. (2) New fringe-settlements should be established in inner fringe. Outer fringe area should be keep for agricultural-land. Thus, there is a balance in the rural-urban fringe area. (3) An appropriate strategy for rural-urban fringe area is: Tax Defferal and Abatement Laws is suitable to be applied in the inner fringe area because the majority of the population in no longer committed to preserve agricultural and activities. Utility Extension Policy and Police Power Mechanism are suitable to be applied in the outer fringe area because the availability of agricultural land is still a lot and the farmer committed to agricultural land and agricultural activities.

Abstract

DKI Jakarta as the capital of Indonesia is the region with the highest population density in Indonesia caused the spread of population to neighboring areas such as Bogor, Depok, Tangerang and Bekasi. Highly movement in the Greater Jakarta area resulting congestion problems, and one of the transportations that can carry large capacity with highly speed is Commuterline Jabodetabek. As the highly demand of people who use Commuterline Jabodetabek, KCJ Company needs to be accompanied by improved quality of service. The purpose of the study is to determine the service performance of Commuterline and its infrastructure and determine the direction of services performance improvement for Commuterline. Service performance is divided into two kinds:  Commuterline as a moda and Station such as security, safety, regularity, comfort, convenience and equality aspects used Importance Performance Analysis (IPA). The results of service then becomes an input in the determination of alternative repair used Analytical Hierarchy Process (AHP). The results showed that there are eight aspects that must be corrected for commuterline such as information and health facilities, information and safety facilities, security guards, security facility, punctuality of travel, seating and space for standing passengers, information of travel disruption and facilities for passengers with disabilities. The highest priority to improve service performance is the use of sensors on the door of commuterline.

Abstract

Malang was a great city that has a diverse industry characteristics and there are spreadly in every district. The goals of industrial vehicles movement is shipping and distribution. There are some problems related to the road’s level of service, especially several points of delay and congestion due to the industrial vehicles movement and the limited capacity of the roads. The main purpose of the research is to create the trip attraction model of land use for industrial area as a basis to determine the effect of industrial vehicles movement on the road’s level of service in industrial area. The research used industrial distribution mapping, the road’s level of service analysis to determine the traffic condition, correlation analysis to determine the influence variables used and multiple linear regression analysis to identify the trip attraction model of land use. The Results showed that the most affected variables of the industrial vehicles movement are the number of employees (X3) and the delivery frequency (X6). The trip attraction model is Yindustry = 5.104 + 0.736 (X3) + 1.832 (X6) with 94.1 per cent of R square. The road’s level of service in Sunandar Priyo Sudarmo Road is C.

Abstract

The needs of transportation is increasing following the urban area development. When the transport demands is higher than available transport infrastructure, the effect will be some problem such as traffic jam, accident, delay, noise and air pollution. The main purpose of the research is to improve the performance and the safety level of intersection in the city centre of Malang. The research used street performance analysis based on Indonesian Highway Capasity Manual with three steps: first, analyzing street intersection’s performance for the existing condition and the next five years. Second, compared street and intersection’s performance with the standard that has occured. Third, analyzed the performance of street and intersection after application of traffic management. The result showed that appropriate traffic management to be applied in Basuki Rahmat Street  is alternative 1 of the demand management, such as the application of one way system for the whole segments and it equipped by public transport lanes which can increase the level of service of the whole segments in Basuki Rahmat Street, as well as meet the level of service that has been ideal for the secondary arterial roads.

Abstract

City center plaza of Malang (Alun-alun Merdeka) is a commercial area and public open space that attracts and encourages the movement of the community including the pedestrian in Malang city. A high pedestrian movement should be balanced with the availability of adequate facilities and infrastructure, particularly the pedestrian ways that can provide comfort, safety and sociability for pedestrians or called as the walkable pedestrian ways. The main purpose of the research is providing an input for pedestrian ways planning based on the concept of walkability, particularly for a public square in Malang. This research used guidelines from Permen PU number 03/PRT/M/2014 to identify the level of service of pedestrian-ways and the standard of the US Department Health and Human Service to find out the index of walkability, and Importance Performance Analysis (IPA) to know the priority improvements of pedestrian-ways. The results showed that Merdeka Selatan street and Merdeka Timur street has the worst level of service is B on the weekday while on the weekend, Merdeka Timur street has the worst level of service is E. Pedestrian-ways on Merdeka street has the index of walkability is quite walkable with the score of 40-69. The planning of restructuring pedestrian ways on the City center plaza of Malang City (Alun-alun Merdeka) has different priority for each corridor, in general the priority of restructuring is adding lighting trash bin, as well as the disability paths.

Abstract

Berkembangnya kegiatan perekonomian suatu kota dapat menimbulkan dampak terhadap lalu lintas kota tersebut karena perekonomian berkaitan dengan transportasi. Jalan Kawi Atas merupakan koridor jalan yang penggunaan lahannya didominasi oleh perdagangan dan jasa, sehingga pergerakan akibat perdagangan dan jasa dapat menyebabkan terjadinya peningkatan pergerakan kendaraan yang dapat berpengaruh terhadap penurunan kinerja jalan. Penelitian ini bertujuan untuk mengetahui model tarikan perdagangan dan jasa terhadap kinerja Jalan Kawi Atas Kota Malang. Penelitian ini menggunakan analisis korelasi parsial dan analisis regresi linier berganda. Teknik sampling yang digunakan untuk melihat karakteristik pergerakan adalah disproportionate stratified random sampling. Model tarikan perdagangan dan jasa di Jalan Kawi Atas yang diperoleh yaitu Yperjas = 9,391 + 0,167 (X5)+ 0,068 (X1), dimana variabel bebas yang mempengaruhi variabel terikat yaitu jumlah pengunjung dan luas bangunan. Tarikan pergerakan yang berasal dari perdagangan dan jasa di Jalan Kawi Atas memberikan kontribusi sebanyak 3.174 skr/hari.

Abstract

Jalan Sigura-gura sebagai salah satu ruas jalan strategis di Kota Malang yang menjadi penghubung menuju kawasan pendidikan, perdagangan dan jasa serta permukiman sehingga menjadi salah satu kawasan padat pergerakan. Penggunaan ruang jalan didominasi oleh pengguna kendaraan bermotor yang mengakibatkan ketidakamanan dan ketidaknyamanan bagi pengguna jalan lain seperti pejalan kaki dan pesepeda. Penelitian ini bertujuan untuk menguji kemungkinan penerapan berbagi ruang berdasarkan persepsi pengguna jalan. Berbagi ruang disini merupakan rekayasa lalu lintas dengan menghapuskan pembatas dan penanda fisik perbedaan jalur suatu ruang jalan. Penelitian ini menggunakan 6 tahapan yaitu: eksisting, tidy up, declutter, relocate, rethink, dan final. Hasil penelitian menunjukkan bahwa tingkat pelayanan jalannya adalah C dan tingkat pelayanan simpangnya adalah E. Hal ini berarti bahwa arus kendaraan tidak stabil, kecepatan yang terkadang terhenti dan permintaan (volume) kendaraan yang sudah mendekati kapasitas. Tingkat pelayanan jalur pejalan kakinya adalah D, berarti hampir tidak tersedia ruang untuk bergerak. 80% pejalan kaki memberikan respon positif terhadap desain berbagi ruang.
