Abstract

Indonesia is a country that has to deal with the problem of refugees from abroad entering and living in Indonesian territory. Indonesia is a stopover from waves of refugees to destination countries (asylum countries), namely Australia, America, Canada and others. Indonesia seems to really understand that human rights and humanitarian issues which are currently challenging international interactions need to get serious focus so that Indonesia seeks to provide protection for refugees from abroad who come to Indonesia. In this case, the State's obligation to protect, protect and uphold human rights is not only aimed at Indonesian citizens, but also includes citizens from other countries in Indonesia's territory, whether they are legally or illegally. In terms of international law, the State of Indonesia has no obligation to protect cross-border refugees due to the refusal of the State of Indonesia to sign the Vienna Convention on the status of refugees (the 1951 UN refugee convention). Therefore, in order to respect the Human Rights of Refugees, the Government of Indonesia is committed to enacting Presidential Regulation Number 125 of 2016 concerning Handling Refugees from Abroad, so that the Government has a reference standard for dealing with overseas refugees. Article 2 of the Presidential Regulation of the Republic of Indonesia Number 125 of 2016 states quite clearly that the handling of refugees is carried out based on cooperation between the central government and the United Nations through the High Commissioner for Refugees in Indonesia and/or organizationsinternational affairs in the field of migration or in the humanitarian field which has an agreement with the central government. The regulation broadly mandates 3 (three) government agencies and 1 (one) international organization to manage refugees, namely the Central Government which coordinates with the Regional Government in terms of accommodation, the Police in terms of security, Immigration in terms ofmonitoring and IOM as a facilitator of the basic needs of refugees.

Abstract

This study is about youth citizenship in the management of public issues. The study based on considerations related to the demographic situation of the population in Indonesia, which is actually dominated by young people. Especially for this study, young people will be placed in two important areas. First, the citizenship of young people and secondly the citizenship of young people who grow up in the context of a region (city) that is economically growing in a moderate range (Kupang City) and a small town (Bajawa City). The main issue raised in this article is how are the conditions and citizenship of young people growing and developing in response to the public issues around them? The method used in this study is a qualitative method based on in-depth interviews, case studies and discussions involving young people ranging in age from 15-25 years. The results of research in these two areas show a tendency for the involvement of young people in public affairs. First, young people in both regions have the ability to define public issues that they consider important. Second, the tendency to use digital media as a forum for organizing and social movements. Digital media allows children's movements which tend to be small, limited. Third, autonomous movement. This independence is especially strongly influenced by their desire not to be interfered with by other groups. Fourth, diametric relations with the government. Even though their efforts are often considered important by the government, they tend to keep their distance from the government.

Abstract

This study aims to describe the evaluation of central and local government policies through 5 key tourism factors namely Amenities, Attractions, Accessibility, Awarness (Tourism concern) and Accommodation, based on CBT for sustainable super priority tourism development. This study uses a qualitative descriptive method, using primary and secondary data and interviews with 11 informants related to the Analytical Hierarchy Process analysis tool. The research results show that the development of priority levels of tourism policies that need to be carried out by the government consists of accessibility, availability of transportation as access, supported by natural attractions, amenities where banking facilities are available, namely Bank, Money Chancer, ATM, then Awareness to create MSME empowerment, and finally Accommodation Availability of decent, safe, comfortable and clean places to stay. These five things are the top priority in the formation of the Labuhan Bajo Super Priority tourism policy.

Abstract

Penerapan Peraturan Gubernur Nusa Tenggara Timur Nomor 8 Tahun 2011 tentang Organisasi dan Tata Kerja Unit Pelaksana Teknis Pendidikan dan Pelatihan Koperasi dan Usaha Mikro Kecil dan Menengah pada Dinas Koperasi dan Usaha Mikro Kecil dan Menengah Provinsi Nusa Tenggara Timur adalah dalam rangka untuk meningkatkan efektivitas kerja organisasi pada UPT Diklat Koperasi dan UMKM. Penelitian ini berusaha untuk melihat dampak kebijakan organisasi terhadap efektivitas organisasi dengan menggunakan enam elemen variabel dari kebijakan dan praktik manajemen. Keenam elemen tersebut adalah penetapan tujuan strategis, pencarian dan pemanfaatan sumber daya, lingkungan prestasi, proses komunikasi, kepemimpinan dan pengambilan keputusan, serta adaptasi dan inovasi organisasi. Penelitian kualitatif ini menggunakan pendekatan studi kasus. Teknik analisis data yang digunakan adalah analisis data model Miles dan Huberman, yang terdiri atas reduksi data, display/penyajian data, dan kesimpulan/verifikasi. Hasil penelitian menunjukkan bahwa efektivitas organisasi pada UPT Diklat koperasi dan UMKM belum berjalan secara baik, hal ini dapat dilihat dari beberapa hal antara lain, belum adanya tenaga spesialisasi pengelola diklat dan tenaga khusus (sarjana) di bidang perkoperasian dan kondisi lingkungan kerja (lingkungan prestasi) pada UPT Diklat koperasi dan UMKM yang belum efektif. Penempatan pegawai juga belum tepat, mutasi ke UPT Diklat Koperasi dan UMKM tidak memperhatikan latar belakang pendidikan dan spesialisasi/keahlian pegawai sehingga membutuhkan waktu dalam proses penyesuaian serta menurunkan jumlah pelaksanaan diklat dikarenakan keterbatasan alokasi dana.

Abstract

The majority of SMKs in Kupang district are still not optimal in facing the challenges of revitalization. Vocational schools in Kupang district are still struggling to get out of the Comfort Zone and towards the planned Revitalization. The research method used in this study is a descriptive research method with a qualitative approach. The informants for this research were determined purposively with a total of 50 people and then the researcher would carry out the data collection stages according to Creswell (2016: 254-255) as namely qualitative observation, qualitative interviews, tracking qualitative documents (qualitative documents) and qualitative audio and visual materials. The results of the study found that the implementation of the Vocational High School revitalization policy in Kupang Regency based on the theory of Edward III (1980:21) was found from the side of (1) communication was still not going well. (2) human resources have not run optimally, budget resources are still minimal and equipment resources have begun to appear. (3) the disposition found that the implementor should interpret the importance of this policy as the DNA of SMK as Vocational education. This is reflected in the lack of understanding of the Revitalization of Vocational High Schools in Kupang Regency itself due to the fact that the translation of revitalization is only an option or a choice, not a requirement. (4) the existing bureaucratic structure related to the Vocational School Revitalization Policy in Kupang Regency needs special attention from all lines, both related departments and schools that run it.

Abstract

Kupang Regency is still one of the 3 regencies in the Province of NTT with a stunting rate of 24.14 percent or 7,207 children experiencing stunting based on data for the February 2022 weighing month and one of the locations for stunting 'pockets' in Kupang Regency so that the target for reducing the prevalence of stunting in Kupang Regency In 2022 the required 16.19 percent has not been fulfilled. Therefore, this study aims to analyze the implementation of stunting prevention policies in Kupang Tengah District, Kupang Regency. This research is a qualitative descriptive study using primary and secondary data sources collected through qualitative observation, qualitative interviews, qualitative documents and qualitative audio and visual materials. then the data that has been collected is analyzed using the data analysis steps proposed by Creswell (2016: 264-268). The results of the study show that (1) the level of technical difficulty is that there is still sectoral ego and coordination that is not going well, the behavior of the target group has not complied with the policy and the proportion of the target group is relatively small to the total population. (2) The contents of the policy are clear but the implementation is bad (bad execution) and the allocation of resources is minimal. (3) environmental variables from the implementation of policies that are constrained by social, economic and technological conditions but have the support of higher officials but are not supported at the lowest level of policy.

Abstract

Penelitian ini bertujuan untuk menginvestigasi kebijakan pemberdayaan dan pemenuhan hak pendidikan bagi penyandang disabilitas di Sekolah Luar Biasa Negeri Pembina Kupang. Menggunakan metode kualitatif studi kasus, penelitian ini melibatkan delapan informan dan menggabungkan data primer serta sekunder melalui observasi, wawancara, dan dokumentasi. Hasil menunjukkan bahwa komunikasi antara Dinas Pendidikan dan Kebudayaan dengan sekolah telah berlangsung efektif, termasuk pelatihan kompetensi. Namun, sosialisasi peraturan kepada masyarakat masih kurang, sehingga banyak yang belum mengetahui tentang regulasi ini. Selain itu, terdapat kekurangan tenaga pendidik berspesialisasi pendidikan luar biasa (PLB) dan sarana prasarana yang belum memadai, termasuk ruang kelas dan alat peraga. Meski demikian, tiga belas pegawai Sekolah Luar Biasa Negeri Pembina Kupang menunjukkan komitmen tinggi dalam mendukung implementasi kebijakan pemberdayaan dan pemenuhan hak penyandang disabilitas di Sekolah Luar Biasa Negeri Pembina Kupang  ini, dengan struktur birokrasi dan Standar Operasional Prosedur yang sudah berjalan dengan baik. Studi ini menggarisbawahi pentingnya peningkatan sosialisasi dan fasilitas pendidikan untuk memaksimalkan efektivitas peraturan tersebut dalam mendukung hak pendidikan penyandang disabilitas

Abstract

The General Election is the application of the principle of democracy in a modern country, meaning that the people choose someone to represent them in the context of people's participation in the Implementation of state governance, as well as a series of political activities to accommodate the interests or aspirations of the community. This study aims to determine and analyze transparency in preparing the Permanent Voter List (DPT) in the 2020 Sabu Raijua Regent and Deputy Regent Election. The results of the study show that (1). The Process Indicator shows that the entire process of compiling the DPT is followed by the community, especially the Sabu Raijua Pilkada election (2). The Information Indicator shows the openness of information on the DPT for the 2020 Sabu Raijua Pilkada. It can be seen that all parties, both the community, voters, Bawaslu and candidate pairs, can follow all stages of updating the voter list until the DPT is determined and still guarantee protection for the confidentiality of personal data from voters (3). Media indicators show the use of Sidalih in updating data, conventional media (bulletin boards) in spaces that are easily accessible to the public and the ease for the press to obtain and disseminate information related to the 2020 Sabu Raijua Pilkada DPT (4). The Accessibility Indicator shows that the Sabu Raijua Regency KPU ensures transparency in the Compilation of the 2020 Sabu Raijua Pilkada DPT through the ease of all parties accessing information related to the DPT, using conventional methods (without COVID-19), namely, it can be accessed in public spaces, the Sabu Raijua KPU PPID or electronically through the application or site to protect voting rights.

Abstract

Stunting is a chronic nutritional problem that affects children's growth and development. This study aims to analyze the implementation of the stunting reduction acceleration program at Kapan Public Health Center. The method used is descriptive qualitative with data collection through interviews, observations, and documentation. The results of the study showed that although there was a decrease in stunting cases from 726 to 556 cases in 2023, the stunting rate increased again to 777 cases in 2024. Inhibiting factors include lack of public knowledge, limited supervision, and suboptimal policy planning. In seeing the success of policy implementation, policy implementation can be studied based on Merilee S. Grindle's theory by referring to 2 major variables, namely policy content and policy context. This study also looks at the success of the implementation of Presidential Regulation Number 72 of 2021 concerning the Acceleration of Stunting Reduction in the working area of the Kapan Health Center, North Mollo District, South Central Timor Regency. This study recommends increasing cross-sector collaboration and community education to prevent stunting.

Abstract

This study aims to find out the Community Participation in Village Fund Management in Watu Galang Village, Mbeliling District, West Manggarai Regency. This research uses a qualitative method with a type of descriptive approach. This research refers to the theory of Community Participation from Cohen and Uphof (1977) which divides community participation into four stages, namely: Community Participation Planning Stage, Implementation Stage, Results Utilization Stage, and Evaluation Stage. The results of the study show that community participation has not been maximized and tends to vary at each stage. At the planning stage, although participatory principles have been implemented, namely by inviting the community to participate in village development plan deliberations, community involvement in this process is still low. At the implementation stage, it shows more active participation, but unevenly. At the stage of utilizing the results, the community has taken advantage of the results of the village fund program in the field of development and empowerment, but public awareness of program maintenance is still minimal. At the evaluation stage, community involvement is still relatively low due to the lack of understanding of the community and the village government has not maximally provided access to the community to actively participate in the evaluation stage
