Abstract

The city of Kupang has historically developed over time, and is now transforming to create a sustainable city. The role of Kupang City as a multi-functional city: such as a government city, trade city, education city, industrial city and tourism city has triggered high urbanization and produced a complexity of problems that threaten the survival of city residents. The problem is that the government and city development model is not yet compatible with the principles of sustainability. Thus, bureaucratic transformation is a solution in efforts to build a civilized and sustainable Kupang City through an urban governance model. Collaboration between the government and all stakeholders is a determining factor in the effectiveness of urban governance, including changing the culture of city residents from passive to active citizens with urban culture as an agent for civilized and sustainable city development.

Abstract

Partisipasi masyarakat merupakan sebuah tindakan keterlibatan masyarakat sekitar dalam pengembangan pariwisata di Desa Fatumnasi. Aktor utama dalam pengembangan pariwisata adalah masyarakat lokal. Penerapan pariwisata berbasis masyarakat atau Community Based Tourism (CBT) di Desa Fatumnasi Kabupaten Timor Tengah Selatan merupakan suatu pendekatan pembangunan pariwisata dengan perencanaan yang partisipatif yang menekankan pada peran aktif dari masyarakat lokal. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskkriptif. Hasil penelitian ini menunjukan bahwa pengembangan pariwisata di Desa Fatumnasi dengan pendekatan CBT masih belum efektif seperti aksesibilitas beberapa jalan, fasilitas pendukung lainnya seperti penyediaan tempat makan/ warung makan dan kesadaran berupa kebersihan tempat wisata di Desa Fatumnasi yang masih belum terpenuhi. Penelitian ini menyimpulkan bahwa pengembangan pariwisata dengan berbasiskan pada partisipasi masyarakat masih belum sepenuhnya baik dikarenakan keterbatasan sumber daya manusia yang ada. Perlu dilakukan upaya berkelanjutan untuk menyempurnakan pengembangan pariwisata di Desa Fatumnasi dengan pendekatan Community Based Tourism terutama dalam hal peningkatan kapasitas sumber daya manusia di Desa Fatumnasi.

Abstract

Abstrak: Stunting serta pencegahannya perlu dipahami oleh remaja, pemuda serta orang tua. Tujuan kegiatan ini adalah untuk memberikan pemahaman bagi mitra pada daerah kantong stunting tentang konsep stunting serta dampak dan penanganannya. Solusi yang ditawarkan kepada 38 orang mitra yang terdiri dari remaja, pemuda, orang tua dan ibu serta calon ibu untuk mengatasi permasalahan kelompok adalah perlunya pemahaman bahwa stunting bukan merupakan penyakit turunan, suanggi (sihir) ataupun genetik orang tua, selain itu diperlukan pamahaman tentang pemanfaatan berbagai pangan lokal yang melimpah di lokasi untuk pencegahan stunting. Metode yang digunakan adalah ceramah, praktik dan pendampingan selama program berjalan. Evaluasi PkM ini dilakukan dengan mengisi angket kuisioner yang telah disiapkan oleh tim PkM yang memperoleh hasil bahwa 20% “setuju” dan 80% “sangat setuju” bahwa materi yang disampaikan mudah dipahami, jelas dan terperinci. Serta 100% responden “setuju” bahwa kegiatan pengabdian ini sesuai dengan kebutuhan, mampu menjawab dan memberikan solusi atas permasalahan yang dihadapi.Abstract: Stunting and its prevention need to be understood by adolescents, young people and parents. The purpose of this activity is to provide an understanding for partners in stunting pocket areas about the concept of stunting and its impacts and handling. The solution offered to 38 partners consisting of adolescents, young people, parents and mothers and prospective mothers to overcome group problems is the need to understand that stunting is not a hereditary disease, suanggi (magic) or genetics of parents, in addition it is necessary to understand the use of various local foods that are abundant in the location to prevent stunting. The methods used are lectures, practices and mentoring during the program. The evaluation of this PkM was carried out by filling out a questionnaire that had been prepared by the PkM team which obtained the results that 20% "agree" and 80% "strongly agree" that the material presented was easy to understand, clear and detailed. And 100% of respondents "agree" that this community service activity is in accordance with needs, able to answer and provide solutions to the problems faced.

Abstract

This research aims to determine the role of the NTT Dekranasda in empowering woven fabric craft groups. This research uses a qualitative descriptive method with combined data collection techniques through interviews, observation, documentation and focus group discussions (FGD). The results of the research show that Dekranasda NTT has played a role in empowering woven fabric craft groups, including Dekranasda NTT acting as a motivator in human development and institutional development, a communicator in business development and institutional development, and a dynamist in business development and institutional development. However, in carrying out its role, Dekranasda NTT experienced several obstacles, including limited capital to carry out woven fabric craft development activities again and obstacles faced by craft groups, namely lack of capital and raw materials in the weaving process, resulting in delays in every activity. Craft groups still need to issue business permits and copyrights for each of their businesses and weavings; this could be a waste of money for anyone who is not responsible for plagiarizing the weaving that the craft group has weaved.

Abstract

Purpose: This study discusses the problem of neutrality of civil servants in the government of Malaka Regency. There are indications of violations committed by civil servants during the campaign period. Research methodology: This research is a case study where the researcher investigates the phenomena that exist in the field. Results: (1) The dilemma of neutrality of civil servants in the 2020 Malaka Regional Election occurred because civil servants did not have the power or capacity to fulfill all aspects that would make them neutral, namely legal, material, strategic or superior aspects such as aspects of political action. (2) The cause of the neutrality dilemma for civil servants is due to the patron-client factor and position compensation. Limitations: Researchers find it difficult to meet civil servants in the Malaka district. Contribution: Propose efforts to prevent the dilemma of neutrality of civil servants in the 2020 Malaka Regional Head Election by implementing a merit system, clear division of tasks and free from political interference, rational hierarchical authority structure, impersonal relations between members, mechanism for appointment or recruitment and promotion of employee positions civil service based on technical skills and bureaucratic reform.

Abstract

The quality of health services is the perfection of health services in meeting patient needs and demands; the better the quality of service, the more it will influence patient satisfaction. Survey results show that there are still many patients who are dissatisfied with hospital services. This study aims to determine the partial effect of quality from five qualities on patient satisfaction in outpatient services at RSUD, Prof. Dr. W.Z. Johannes Kupang. The research method is quantitative research with a descriptive approach, with the population in this study including all patients visiting the outpatient clinic at Prof. Hospital. Dr. W.Z. Johannes Kupang. The sampling technique used in this research is simple random sampling. The data in this study was taken using a questionnaire distributed to polyclinic outpatient patients at Prof. Hospital. Dr. W.Z. Johannes Kupang was numbered 94. The data was analysed using the multiple linear regression test, showing that the responsiveness and empathy variables had a significant effect on the reliability of patient satisfaction with a sig value. p = 0.00 and p = 0.021 (p<0.05), while the variables tangle (0.398), reliability (0.893), and assurance (0.822) are not significantly related to patient satisfaction because the p value is> 0.05. So it is necessary to improve the quality of hospital services for better service.

Abstract

The Teluk Kupang Marine Nature Park (TWAL) in East Nusa Tenggara, Indonesia, represents a valuable marine conservation area with significant potential for sustainable tourism. However, its management faces persistent challenges, including conflicts of interest among stakeholders, environmental degradation, bureaucratic fragmentation, and centralized governance that limits local participation. This study aims to develop and evaluate a collaborative governance model that addresses these barriers and supports sustainable marine tourism. Using a mixed-methods design, the research combines surveys, in-depth interviews, stakeholder analysis, and document review to explore governance dynamics and stakeholder perceptions. The findings reveal that fragmented collaboration, unresponsive bureaucracy, and limited institutional capacity have constrained effective management. To overcome these challenges, the study introduces the Integrated Collaborative Governance Metamorphosis Model (ICGMM), which emphasizes decentralization, participatory decision-making, and capacity building as prerequisites for effective collaboration. The model outlines a transformation pathway from fragmented governance toward integrated, inclusive, and adaptive management practices. Results indicate that strengthening transparency, aligning conservation and tourism objectives, and empowering local communities are critical for achieving long-term sustainability. This study contributes theoretically by advancing collaborative governance through the metamorphosis concept and offers practical insights for policymakers and conservation managers seeking to balance ecological protection and economic development in marine protected areas.

Abstract

This study examines barriers to implementing inclusive digital education policy in under-resourced, urban-peripheral contexts, focusing on Kupang City in Eastern Indonesia. Despite its urban status, Kupang faces infrastructural fragility, limited institutional capacity, and socio-economic disparities that complicate the translation of national reforms, particularly Merdeka Belajar and the Platform Merdeka Mengajar (PMM), into practice. Using a qualitative single-embedded case study, data were collected through 25 semi-structured interviews with national, municipal, school, and community actors, supplemented by policy documents and statistical records. Guided by Grindle’s policy content–context model, Lipsky’s street-level bureaucracy theory, and van Dijk’s digital inclusion framework, the analysis highlights three interconnected dimensions that sustain policy–practice gaps: governance misalignment, technological deficits, and constrained actor agency and resource support. These produce five barriers: weak coordination, limited teacher capacity, street-level discretion, and reliance on unstable external resources. Findings reveal that limited outcomes are shaped less by isolated technical failures than systemic misalignments, resulting in partial adoption, symbolic compliance, and selective inclusion. The study contributes by extending empirical evidence to an under-researched eastern Indonesian context. It underscores the need for adaptive governance, targeted capacity building, and stable resources to align national ambitions with local realities.

Abstract

This research endeavors to conduct a comprehensive analysis of the Community-Based Development of the Lasiana Beach Tourism Area. Employing a qualitative descriptive approach, data for this study were gathered through interviews, observation, and documentation. The research's focal points include Attractions, Accommodation, Accessibility, Awareness/Promotion, and Amenities/Supporting Facilities. The findings reveal that the development of the Lasiana Beach tourist area has yet to achieve its intended goals, and its progress has not been optimal, primarily due to the absence of diverse arts and cultural events as attractions. The inadequate provision of accommodations such as homestays, cafes, and restaurants within the vicinity further hinders the area's development. However, commendably, the road accessibility is excellent. There exists a noticeable deficiency in promotional efforts, particularly through digital and non-digital media channels and events. Additionally, the absence of supporting facilities within the area diminishes its appeal to potential tourists. This inadequacy is largely attributed to the community's limited involvement in the development of the Lasiana Beach area. To realize the full potential of Lasiana Beach as a tourist destination, it is imperative for the community to actively participate in its development. Collaborative efforts can enhance the range of attractions, improve accommodations, intensify promotional strategies, and bolster supporting facilities, ultimately fostering sustainable tourism growth in the region.
