Abstract

Background This study examines the imbalance between emergency response funding and long-term recovery financing following the 2024 eruption of Mount Lewotobi Laki-Laki in East Flores. The research aims to determine whether the global pattern, marked by rapid and substantial funding during the response phase and a sharp decline during recovery, also appears in this local context. Methods A qualitative approach was employed by combining a systematic review of disaster-financing literature in Asia with empirical data from East Flores. Data were collected through document analysis, official reports, and in-depth interviews with humanitarian practitioners and local authorities. Thematic coding was used to analyze patterns in funding flows, institutional constraints, and community experiences. Results Findings reveal a structural gap between response and recovery funding. Support during the emergency phase was abundant, while recovery efforts faced limited and inconsistent financial resources. This shortfall contributed to delays in permanent housing, unclear relocation processes, disrupted education services, loss of livelihoods, and heightened social and psychological stress among affected communities. Conclusions The study highlights the need for long-term recovery funding schemes, stronger coordination mechanisms, and greater community involvement in recovery planning. These insights underscore the importance of improving disaster-recovery governance in low-fiscal island regions such as Eastern Indonesia.

Abstract

The blue economy concept emphasizes a balance between economic growth, marine environmental conservation, and improving the welfare of coastal communities. Nunkurus Village has great potential to be developed as a model for blue economy-based salt pond management. There are several problems that need to be addressed, such as technological limitations and institutional aspects that are not yet functioning optimally. Research is needed to examine strategies for optimizing salt pond management in Nunkurus Village within the framework of sustainable blue economy development. This research is important because it uses a blue economy approach to optimize salt ponds in Nunkurus Village, Kupang Regency, East Nusa Tenggara. The results of this research indicate that the adoption of technology in Nunkurus Village's salt ponds is still low, weak coastal spatial planning, and a lack of preparedness for climate change cause the ponds to operate inefficiently and be vulnerable to weather disruptions. Salt ponds in Nunkurus Village can only produce 70–80 tons of salt per hectare per year with NaCl content ranging from 90–93 percent, resulting in consistently low selling prices. The optimization strategies that can be implemented are (1) increasing technology adoption and (2) enhancing human resource professionalism and institutional capacity.

Abstract

Purpose: This study discusses the problem of neutrality of civil servants in the government of Malaka Regency. There are indications of violations committed by civil servants during the campaign period. Research methodology: This research is a case study where the researcher investigates the phenomena that exist in the field. Results: (1) The dilemma of neutrality of civil servants in the 2020 Malaka Regional Election occurred because civil servants did not have the power or capacity to fulfill all aspects that would make them neutral, namely legal, material, strategic or superior aspects such as aspects of political action. (2) The cause of the neutrality dilemma for civil servants is due to the patron-client factor and position compensation. Limitations: Researchers find it difficult to meet civil servants in the Malaka district. Contribution: Propose efforts to prevent the dilemma of neutrality of civil servants in the 2020 Malaka Regional Head Election by implementing a merit system, clear division of tasks and free from political interference, rational hierarchical authority structure, impersonal relations between members, mechanism for appointment or recruitment and promotion of employee positions civil service based on technical skills and bureaucratic reform.

Abstract

Abstrak: Policy paper merupakan alat penting dalam advokasi kebijakan publik, memberikan rekomendasi berbasis bukti secara ringkas untuk pembuat kebijakan. Namun, keterbatasan pengetahuan dan keterampilan dalam penulisan policy paper di kalangan peneliti Litbang Kabupaten Alor menjadi hambatan dalam mendukung pengambilan kebijakan yang efektif. Program Pengabdian kepada Masyarakat (PkM) ini bertujuan untuk meningkatkan pemahaman dan keterampilan 30 staf Litbang melalui pelatihan yang mencakup ceramah, diskusi interaktif, dan simulasi. Peserta memperoleh hardskill, seperti teknik penulisan policy paper yang mencakup analisis masalah, formulasi opsi kebijakan, dan penyusunan rekomendasi berbasis bukti, serta softskill, seperti kemampuan berpikir kritis, komunikasi kolaboratif, dan pengambilan keputusan strategis. Hasil evaluasi menunjukkan peningkatan rata-rata skor peserta dari 48% pada pre-test menjadi 82% pada post-test, mencerminkan keberhasilan pendekatan partisipatif dalam pelatihan. Selain itu, lebih dari 75% peserta aktif terlibat dalam diskusi dan simulasi praktik, yang memperkuat keterampilan teknis dan kolaborasi mereka. Program ini menegaskan pentingnya pelatihan berkelanjutan dan pendampingan untuk menghasilkan policy paper yang inovatif dan strategis guna mendukung tata kelola pemerintahan yang efektif. Abstract: Policy papers are essential tools in public policy advocacy, providing concise, evidence-based recommendations for policymakers. However, limited knowledge and skills in policy paper writing among researchers at Litbang Kabupaten Alor have hindered effective policy decision-making. This Community Service Program (PkM) aimed to enhance the understanding and skills of 30 Litbang staff through training sessions comprising lectures, interactive discussions, and simulations. Participants acquired hard skills, such as policy paper writing techniques involving problem analysis, formulation of policy options, evidence-based recommendations, and soft skills, including critical thinking, collaborative communication, and strategic decision-making. Evaluation results indicated a significant improvement in participants' scores, from an average of 48% in the pre-test to 82% in the post-test, reflecting the success of the participatory approach employed during the training. Additionally, more than 75% of participants actively engaged in discussions and practical simulations, further strengthening their technical and collaborative skills. This program underscores the importance of continuous training and mentoring to produce innovative and strategic policy papers that support effective governance.

Abstract

Penelitian ini dilakukan untuk mengetahui bagaimana Implementasi Program Keluarga Harapan (PKH) di Desa Oehela, Kecamatan Batu Putih, Kabupaten Timor Tengah Selatan. Data yang digunakan dalam penelitian ini adalah data primer dan juga data sekunder, yang kemudian dianalisis menggunakan metode analisis deskriptif kualitatif. Teknik pengumpulan data yang digunakan dalam penelitian ini menggunakan teknik wawancara, observasi dan dokumentasi dengan menggunakan teori implementasi kebijakan Edward III. Hasil penelitian ini menunjukan bahwa implementasi PKH di Desa Oehela belum maksimal sesuai dengan empat faktor pendukung dalam implementasi. Sesuai dengan teori kebijakan Edward III yang terdiri dari komunikasi yang ditunjukan dengan adanya himbauan kepada KPM PKH di Desa Oehela supaya bijak dalam pemanfaatan bantuan, namun dalam pelaksananya KPM PKH di Desa Oehela masih menggunakan bantuan untuk kebutuhan lainya dan masih banyak masyarakat yang tidak mendapatkan bantuan PKH karena data yang tidak valid. Sumber daya manusia dari segi kualitasnya juga sudah kompoten, dari segi anggaran belum mencukupi kebutuhan KPM PKH, selanjutnya disposisi dalam penyaluran bantuan sikap pelaksana sangat baik dalam pelayanan. Dalam birokrasi Pendamping PKH di Desa Oehela telah melakukan koordinasi dengan beberapa pihak dalam pelaksanaan Implementasi PKH yang ada di Desa Oehela.

Abstract

East Nusa Tenggara (NTT), an archipelagic province comprising 1,192 islands with extreme geographical barriers, faces severe connectivity fragmentation that drives up logistics costs and limits public mobility. This study aims to analyze of the collaboration between the government and the private sector in improving the quality of public transportation services through the Trans NTT Bus innovation. This research employs a descriptive qualitative method with a phenomenological approach. Data were collected through observations, interviews, and documentation studies involving 28 informants. A purposive sampling technique was employed to select representatives from the NTT Provincial Transportation Office, PT Dyda Silva Abadi, PT ASDP Indonesia Ferry, and PT Dharma Lautan Utama (DLU) and accidental sampling was used to involve 20 passengers as respondents in the study. Data were collected using Governance framework[1]. The results indicate that the collaboration has been effective, producing intermediate outcomes in the form of ‘small wins’ such as affordable services through a one-ticket system, physical and cargo security guarantees, comfortable fleets, and easy accessibility between terminals. The dimensions of 'commitment to the process' and 'shared understanding' serve as major strengths, where all actors share a common vision to overcome geographical barriers. The level of trust among actors is significant, recorded at a score of 8.5 out of 10 (performance-based trust), evidence by long-term contracts and routine evaluations. However, the 'face-to-face dialogue' dimension remains bilateral in the field and lacks a routine formal coordination forum involving all actorss collectively. This study highlights the importance of establishing a formal coordination forum to strengthen managerial synchronization and ensure the long-term sustainability of collaboration in the public transportation sector.
