Abstract

This study analyzes the impact of sustainable tourism concept implementation on the community of Tobati-Enggros Village, Jayapura City. Using qualitative descriptive methods with in-depth interviews, participatory observation, and document analysis involving 35 informants, this research evaluates three pillars of sustainability: economic, socio-cultural, and environmental aspects. The findings show that sustainable tourism implementation achieves a moderate effectiveness score of 2.7. Economically, tourism creates new employment opportunities and increases community income by 25%-400%, but benefits distribution remains unequal with 70% of profits controlled by 30% of residents. Socio-culturally, tourism helps preserve the unique "Women's Forest" tradition while causing erosion in traditional practices like gotong royong (community cooperation). Environmentally, significant ecosystem degradation occurs with water quality declining 56% and mangrove forest coverage reducing by 10%. The study recommends strengthening community-based tourism institutions, implementing comprehensive waste management systems, and developing community capacity building programs to optimize sustainable tourism benefits while preserving environmental and cultural integrity.

Abstract

Land use conversion for vertical hospital development in urban areas represents a strategic response to increasing healthcare demands, particularly in regions with limited land availability. This study aims to analyze the impacts of land use conversion on vertical hospital development in Kelurahan Kota Baru, Abepura District, Jayapura City. The research employs qualitative descriptive methods with spatial analysis and field observations from 2015-2025. Results show significant land conversion from 3.16 hectares (2015) to 0.19 hectares (2025), with wetland areas (58.31%) being the most affected. The study reveals positive impacts including improved healthcare access and local economic growth, alongside negative impacts such as reduced green open spaces and environmental pressure. The findings contribute to sustainable urban planning strategies for healthcare infrastructure development in Papua.

Abstract

This community service initiative represents the implementation of the Tri Dharma of Higher Education, specifically in the domain of community service, through a collaborative partnership between the Center for Government Management and Policy Studies at Satya Wiyata Mandala University (USWIM) and the Government of Central Papua Province. The collaboration was established with the primary objective of supporting regional capacity development through academic mentorship. The activity was strategically focused on developing the Academic Paper for the Draft Regional Regulation (Raperda) on Local Taxes and Retribution for Central Papua Province. As a newly formed autonomous region, Central Papua Province requires a comprehensive legal foundation to optimize Local Original Revenue (PAD) in accordance with Law Number 1 of 2022 concerning Financial Relations between the Central Government and Regional Governments. Through this collaborative endeavor, USWIM provides academic contributions in the form of in-depth studies, comprehensive analysis, and technical support in the process of drafting regional regulations, directly supporting efforts to enhance governmental governance and fiscal independence in Central Papua Province

Abstract

The fulfillment of basic human needs for clothing, food and shelter is an important factor in community welfare. However, the problems faced in Sarmi Regency show that supporting documents regarding housing and settlement conditions in the administrative area are not yet available. This community service activity pays attention to the potential and challenges faced by Sarmi Regency, including the need for decent housing, sustainable residential area development, and the need to improve adequate basic infrastructure and public facilities. This activity uses collaborative planning methods divided into 3 stages: preparation, implementation, and evaluation stages. Community service activities were carried out during November-December 2024. The results of this activity were fact reports and analysis of housing and settlement status in Sarmi Regency.

Abstract

Penelitian ini bertujuan untuk mengidentifikasi potensi areal pertumbuhan, keragaman morfologi, dan kearifan lokal masyarakat dalam pemanfaatan sagu (Metroxylon sagu Rottb.) di Distrik Napan, Kabupaten Nabire, Provinsi Papua. Metode yang digunakan adalah survei lapangan, analisis citra satelit, dan wawancara semi-terstruktur terhadap masyarakat lokal. Hasil penelitian menunjukkan bahwa Distrik Napan memiliki luasan Hutan Sagu Alam (DSA) sebesar 1.894 hektar dan Dusun Sagu Tanam (DST) seluas 909 hektar. Sebanyak 11 kultivar sagu ditemukan dan dikelompokkan dalam tiga kelompok berdasarkan kesamaan morfologi. Masyarakat memanfaatkan seluruh bagian sagu untuk kebutuhan pangan, bahan bangunan, obat tradisional, dan berbagai upacara adat. Kearifan lokal ini tidak hanya memperkuat ketahanan pangan lokal, tetapi juga merepresentasikan identitas budaya masyarakat Napan

Abstract

Tujuan dalam penelitian ini yaitu: 1) untuk mengidentifikasi potensi ekowisata dan kesesuaiannya di ekosistem mangrove kawasan pesisir, 2) untuk menentukan strategi pengembangan ekowisata mangrove pada Kawasan Pesisir. Metode penelitian yang digunakan dalam penelitian ini yaitu metode penelitian kuantitatif kualitatif. Lokasi pengambilan sampel ekologi mangrove tersebar pada 3 stasiun yang masing-masing stasiun terdiri dari 3 plot. Adapun penentuan lokasi pengambilan sampel ekologi mangrove dilakukan secara purposive sampling yang didasarkan atas keberadaan flora dan fauna dan zonasi ekosistem mangrove serta dianggap mewakili kondisi ekosistem mangrove di lokasi penelitian yakni di Kawasan Pesisir Kampung Tobati, Kota Jayapura. Hasil analisis kesesuaian menunjukkan bahwa kawasan ekosistem mangrove di pesisir Kampung Tobati termasuk dalam kategori sangat sesuai untuk dijadikan kawasan ekowisata. Strategi pengembangan ekowisata mangrove di ekosistem mangrove Kampung Tobati yang terletak di Kampung Tobati Distrik Jayapura selatan, Kota Jayapura yaitu : menciptakan kawasan ekosistem mangrove sebagai kawasan wisata alam (eco-tourism), perencanaan tata ruang lokasi wisata dan penyusunan master plan pengembangan kawasan ekowisata mangrove di pesisir Kampung Tobati, meningkatkan publikasi terkait eksistensi ekosistem mangrove dan pengembangan ekowisata, serta meningkatkan promosi ekowisata mangrove di Kawasan pesisir Kampung Tobati.

Abstract

Community empowerment is a concept of economic development that summarizes these social values reflecting the new paradigm of development, namely those that are people-centred, participatory, empowering, sustainable, this concept is broader than merely meeting basic needs or providing mechanisms to prevent further impoverishment processes (safety net), whose thoughts have recently been developed as an effort to find alternatives to the concepts of growth in the past. The concept of Empowerment in the field of Entrepreneurship in Nolokla Village is a form of empowerment that involves the community directly, in order to improve the community's economy in the field of entrepreneurship by utilizing the potential that exists in Nolokla Village. The goal to be achieved in this study is to empower the Nolokla Village Community to be able to be an independent entrepreneur. The method used is descriptive qualitative, with data collection techniques, observation, interviews and documentation, and using data analysis techniques in the form of data reduction, data presentation and conclusion drawing. The results of this study indicate that there is potential that can be developed through community empowerment efforts, especially in the field of business independently.

Abstract

Nickel mining in Papua has experienced rapid expansion to meet global electric vehicle demand, yet poses significant environmental impacts on local communities. This research aims to develop and evaluate an integrated environmental management model that combines electrocoagulation technology, indigenous knowledge systems, and ecosystem restoration strategies to address wastewater pollution and environmental degradation from nickel mining activities. A mixed-method approach was employed with wastewater quality analysis, ecosystem damage mapping, and indigenous community participation evaluation at three nickel mining sites in Raja Ampat, Southwest Papua. The integrated environmental management approach developed in this study consists of four main components: (1) electrocoagulation wastewater treatment system, (2) community-based environmental management using traditional sasi system, (3) phytoremediation using endemic Papuan plants, and (4) participatory monitoring and evaluation framework. Laboratory-scale electrocoagulation testing showed optimal heavy metal removal efficiency at 1.5 A current intensity, 90-minute contact time, and pH 7.5, achieving 95.2% nickel, 93.8% chromium, and 97.5% iron removal from mining wastewater. Implementation of community-based waste management systems using local wisdom sasi approach reduced environmental degradation by 68% and improved community welfare by 45%. The integrated ecosystem restoration model using endemic Papuan ferns demonstrated 78% effectiveness in soil and water quality recovery within 24 months. The research concludes that integrated environmental management approaches combining sustainable technology, community participation, and indigenous knowledge conservation can provide effective solutions to mitigate negative nickel mining impacts while supporting just clean energy transition.

Abstract

The implementation of the zoning system since 2017 has triggered significant transformation in the secondary education landscape in Jayapura City, including the emergence of new secondary schools as a response to policy changes. This study aims to analyze the factors that trigger the proliferation of new secondary schools in Jayapura City during the zoning era and identify the opportunities and challenges that accompany it. Using a qualitative approach with case study methods, this research involved in-depth interviews with 35 key informants including education providers, local government, and community representatives, as well as analysis of licensing documents and educational statistics data for the 2017-2024 period. The results showed a significant increase in the number of secondary schools in Jayapura City from 68 units in 2017 to 89 units in 2024, representing growth of 30.9%. The main factors triggering the emergence of new schools include: limited capacity of existing schools within the zoning system, profitable education business opportunities due to excess demand, demands for geographical equity in education access particularly in peripheral areas, resistance to the zoning system from upper-middle economic groups seeking quality alternatives, and diversification needs for specialized education programs. Identified opportunities include improved access to education in underserved areas, increased infrastructure investment totaling Rp 189.5 billion, and healthy competition driving educational innovation. Main challenges include quality disparities between schools, potential fragmentation of the education system, operational sustainability issues affecting 14.3% of new schools, and shortage of 546 qualified teaching staff. The research recommends the need for stricter regulations on the establishment of new schools, comprehensive accreditation systems, and integration strategies for new schools in a sustainable zoning education ecosystem that ensures equitable access to quality education.

Abstract

The zoning system implementation since 2017 has significantly transformed secondary education landscape in Jayapura City, triggering emergence of new secondary schools. This study analyzes factors driving new secondary schools proliferation during zoning era and identifies accompanying opportunities and challenges. Main triggering factors include limited existing school capacity, profitable education business opportunities, geographical equity demands, and upper-middle class resistance to zoning restrictions. Opportunities include equitable education access, program diversification, and increased infrastructure investment. Challenges encompass quality disparities, system fragmentation, and operational sustainability concerns.
