Abstract

This research aims to determine the manifest and latent functions of women entrepreneurs and what impacts they have on economic development in Sabang City. This research uses a qualitative method with a descriptive approach. Based on the analysis results, it can be concluded that the latent function and manifest function always appear in every condition. This can be seen from (1) Difficult economic factors have proven to encourage female entrepreneurs to get involved in the business world. For the government this is a desired function (manifest function). However, for women's personal lives, this is an undesirable function because it causes women's duties and responsibilities as wives and mothers to increase. (2) Environmental factors, the support of the women's entrepreneurial community is also a strength in women's entrepreneurship. This is certainly a manifest function for economic development in Sabang City. However, it is a latent function for the individual woman herself due to (3) Family Factors, women who are entrepreneurs are proven to be more productive, can also make the family prosperous and increase regional income (manifest function). Meanwhile, in terms of parenting, it becomes an obstacle due to dual roles. Thus, these three factors are a manifestation of a social system that is considered functional for a group, but this can also be non-functional for other groups.

Abstract

This study examines the role of the Pulo Sarok Village Government in Aceh Singkil Regency in managing village funds to support fishermen's empowerment from a public policy perspective. The main focus is to analyze the effectiveness of implemented policies and the challenges encountered in the allocation and utilization of village funds, including limitations in human resources, constrained budgets, and low technological literacy among local fishermen. Using a qualitative approach, data were collected through in-depth interviews, field observations, and documentation of relevant policies. The findings indicate that although village funds are distributed regularly, their implementation remains suboptimal due to weak inter-agency coordination, limited oversight from the regency government, and low levels of community participation. Economic empowerment efforts have yet to show a significant impact on improving the fishermens welfare. This study highlights the importance of transparency in fund management, the strengthening of local human resource capacity, and synergy between village and regency governments to create sustainable policies that support the fisheries sector and the livelihoods of fishermen in Pulo Sarok Village.

Abstract

ABSTRACT This study examines the attitudes of the Indonesian society toward the Russia–Ukraine war by exploring the historical background, social values, and international political dynamics that influence their alignment. This research uses Max Weber’s social action theory to identify the motives and meanings behind public support for Russia, Ukraine, or a neutral stance. Data were collected through web scraping of netizen comments on Tribunnews and Harian Kompas YouTube channels and analyzed using content analysis. The findings reveal that most Indonesians support Russia, some support Ukraine, and a few remain neutral. Support for Russia is influenced by the historical ties between Indonesia and the former Soviet Union, anti-Western hegemony views, and positive perceptions of Putin’s leadership. Conversely, support for Ukraine is driven by humanitarian values, opposition to colonialism, and respect for national sovereignty. Neutral positions are rooted in Indonesia’s foreign policy principle and non-aligned tradition. The results underscore how political orientation, historical values, and collective emotions shape the social construction of Indonesian public support in this international conflict. Keyword: Russia–Ukraine; Support; The Indonesian Society
