Abstract

Government bureaucratic reform is a part and effort to strengthen the state because through bureaucratic reform the role of government is redefined to answer challenges, because bureaucratic reform does not just simplify the bureaucratic structure but can change the mindset and pattern of bureaucratic culture for various roles in governance. Bureaucratic reform in Batu City has been regulated in Batu Mayor Regulation No. 58 of 2020. This regulation is a form of Batu city planning to make improvements in the bureaucratic system. The purpose of this study was to determine the performance and process of running administrative bureaucratic services in the Batu City Government. Efficiency in administrative services in the city of Batu is still far from being effective. This is especially so that all services and licensing offices that are all in one place should be able to process permits faster. This seems not to be used by the Batu city government.

Abstract

Agricultural policy is a government effort in regulating, controlling aspects of development in the agricultural sector with the aim of maintaining and increasing food yields. The great results of the objectives of agricultural policies will be able to be realized if they can be translated into concrete steps and can be implemented consistently in the field. Agricultural policy directions try to see the concept of policies developed and practices to realize the goals of agricultural policies in Indonesia. This study focuses on institutions, regulations and issues of inadequate budget allocation, human resources that are less qualified in the management of land and agricultural products. The purpose of this study is to describe the direction of Indonesian agricultural policy in facing the Industrial Revolution Era 4.0. This research uses qualitative research with a literature review approach. The results showed that there was no synchronization of agricultural policies at various levels of government, low budgets for agricultural development, spatial production practices at the expense of agricultural land in boosting regional income and the low utilization of technology and diversification in the use of agricultural technology showed that agricultural conditions in Indonesia were at an alarming level. Therefore, it is necessary to immediately synchronize agricultural policies at various levels of government and the allocation policies for agricultural development funds.

Abstract

Indeks resiko bencana Kabupaten Malang pada tahun 2019 mempunyai skor 219 dengan kategori tinggi, terutama berkaitan dengan bencana banjir dan tanah longsor. Sebagai upaya penanggulangan bencana berbasis masyarakat maka dibentuklah Desa Tangguh Bencana. Objek dalam pengabdian ini adalah Desa Pait, Kecamatan Kesambon, Kabupaten Malang. Desa ini dipilih karena memiliki topografi yang unik dan sering mengalami bencana alam seperti banjir, tanah longsor, dan angin puting. Pengabdian ini bertujuan untuk inisiasi pembentukan kelembagaan bencana tingkat desa secara bottom up. Tahap awal yang dilakukan adalah pemahaman tentang konsep penanggulangan bencana, manajemen pengurangan resiko, perencanaan penanggulangan bencana dan pendampingan pembentukan Forum Pengurangan Resiko Bencana (FPRB) desa Pait. Selain itu, dibentuknya FPRB di Desa Pait adalah untuk meningkatkan partisipasi masyarakat dan responsifitas secara kelembagaan.

Abstract

Batu City is known as one of the apple producing areas, but lately apple products are increasingly being abandoned by farmers due to difficulty in maintenance and falling market value. Based this statement, some farmers switch to growing vegetables and rely on processed products to market their products. This service aims to assist the farming community in Tulungrejo village to strengthen the local economy through assistance in promoting agricultural processed products. This assistance is carried out by cooperating with Gapoktan partners, Mitra Arjuna, through a lecturer partner service scheme. This service has succeeded in attracting public attention through promotions carried out by the service through Instagram, YouTube and TikTok. This has resulted in more and more processed products such as apple chips, cauliflower, chilies, pineapples, broccoli, and peppers that are known and sold well in the wider community. This assistance received positive feedback from the manager of the Mitra Arjuna Gapoktan and hopes that this service will last for multi-years. The assistance provided can also be specified for certain farmer groups so that the goal of improving the local economy, especially the farmers in Tulungrejo village, can be realized.

Abstract

This research aims to find out the governance at the Talangagung Education Tourism Final Processing Site (TPA) to overcome the waste problem. Waste is a community product that can cause environmental problems. Talangagung Educational Tourism Landfill, the largest landfill in Malang Regency has major challenges in waste management. The volume of waste at the Talangagung education tourism landfill every year continues to increase. Waste that is not managed properly will be based on the environment because it can cause pollution. This research is focused on waste to energy conducted by Talangagung Education Tourism Landfill in waste management. Paying attention to waste governance refers to Good Environmental Governance which involves all members of the public both from the government, the private sector, and the general public. This research uses qualitative descriptive methods with primary data through interviews and observations, as well as secondary data derived from research-related literature studies. The result in the implementation of waste governance at the Talangagung education tourism landfill with energy waste can meet the principles of good governance that produce benefits for the surrounding community. In conclusion, Talangagung Education Tourism Landfill can carry out waste governance with the latest energy for better environmental sustainability.

Abstract

This article aims to explain the effectiveness of e-commerce platforms Banyuwangimall.com in the development of Small and Medium Enterprises in Banyuwangi. The problem is focused on the problem of dysfunction on e-commerce platforms Banyuwangi-Mall.com as a place to buy and sell people online as well as to increase market share and competitiveness of small and medium-sized businesses.  To approach this problem, the reference indicators of effectiveness are used according to Budiani (2017), data is collected through literature studies, where sources and data are obtained from journals, books, online news, or websites. This study concluded that the effectiveness of the e-commerce platform Banyuwangimall.com in the development of small and medium-sized businesses has not been fully effective. Of the four effectiveness indicator variables, three variables have been fulfilled, but their implementation is still not optimal enough, the three variables are the alignment of program goals, socialization, and program monitoring. One variable that has not been fulfilled is the achievement of the program objectives. The malfunction of Banyuwangi-mall.com from the end of February 2021 to the end of January 2022 signifies the stagnation of the implementation of a program.

Abstract

Pilpres 2019 menjadi panggung betapa populisme agama begitu terekpresi sebagai strategi menggaet pemilih. Baik Jokowi dan Prabowo sadar bahwa menonjolkan aspek religiutas melalui strategi politik yang tepat akan memperbesar peluang kemenangan. Tulisan ini berupaya melihat karakteristik penggunaan populisme Islam Jokowi dan Prabowo beserta hasil elektoral yang diperoleh. Dengan menggunakan jenis penelitian kualitaif yang bersifat studi literatur., penulis mengandalkan data-data yang didapatkan melalui studi kepustakaan baik berupa buku, jurnal, koran, majalah, internet dan Website Komisi Pemilihan Umum (KPU) yang mampu memberikan informasi kunci mengenai operasionalisasi populisme Islam Jokowi dan Prabowo. Penelitian ini menunjukan bahwa populisme Islam Jokowi menang karena menguatnya dukungan Nahdatul Ulama (NU) dan kaum nasionalis sehingga unggul telak di Jawa Tengah dan Jawa Timur serta daerah-daerah mayoritas non muslim, diantaranya Papua, Papua Barat, Sulawesi Utara, NTT dan Bali. Sebaliknya Prabowo unggul telak di daerah dengan basis islam kental (puritanisme), seperti Aceh, Sumatera Barat, Kalimantan Selatan, Jawa Barat dan Banten. Pilpres 2019 menunjukan bahwa populisme agama cukup berkontribusi bagi kemenangan kandidat politik  sehingga sangat mungkin di masa depan sentimen identitas seperti ini terus diadopsi.

Abstract

Ontology is the process of discussing knowledge from a philosophical point of view. Therefore, this research aims to explain the nature of government studies based on ontology, which is a governmental science used to carry out periodic paradigm shifts. Data was collected from the Scopus database and reviewed using the systematic method. The results showed that government studies are associated with the management of the executive and legislative branches, their leadership, and the relationship between central and local government and between government and society. The study of government science progress is in three phases; the first determines the essence of science in governance and ends with the third phase, which is the development of the concept of good governance. The governance concept is considered a solution to the crisis of lack of public trust in the government and their participation, effectiveness, accountability, and coherence in community activities. This becomes the wheels of government by mono and multi-stakeholder. Collaborative correlation is the initiation by the government to involve the public and the private sector.

Abstract

Community Food Business Development Activities or (PUPM) is a community empowerment program from community food business institutions (LUPM) consisting of a combination of farmer groups (Gapoktan), farmer groups (Poktan), community business institutions engaged in food and industry/producers/ distributor of food ingredients as to serve Indonesian Farmer Shops (TTI) in terms of providing staple food and strategies for the community. The purpose of this PUPM is as an effort to maintain prices both at the farmer/producer level and at the consumer level. The writing in this study uses a qualitative research type with a descriptive approach. The use of qualitative research aims to understand a problem based on the preparation of a complex and comprehensive picture according to a detailed view. The results of this study if the authors look at its effectiveness in terms of stabilizing food commodity prices, it has been going well but not optimal in its application. Regarding the performance of the implementation of PUPM-TTI activities in 2020, seen from the total volume of supply of food commodities to TTI/TTIC nationally, reaching 46,128 tons or 104.27% of the target of 44,128 tons. This means that in this case, PUPM's performance in terms of supplying food commodities to TTI/TTIC has exceeded the target day to be achieved.

Abstract

Public service is something that can be accessed by the community, including for people with disabilities. Changes in the public needs of the community including people with disabilities are growing so that it requires an innovation that can equalize it. Public service innovation is a method for increasing change in order to encourage improvement in the quality of public services. Therefore, the City Government of Malang seeks to improve health services specifically for people with visual disabilities by forming innovations in the form of Braille. Braille innovations were made by the government in order to create equitable public services in the community. The government's goal to make this innovation is in order to create equitable public services in the community. In addition, this innovation is a form of commitment of Malang City to inclusive services and a form of commitment to alignments specifically for people with visual impairments. This study aims to determine the ability of Braille innovation in improving health services for people with visual impairments. The method used in this research is the study of literature. As in the application of innovation, there are driving and inhibiting factors. The driving factor is in the form of support from the Mayor of Malang through Malang City Regulation No. 2 of 2014 and officers receive training. Whereas the inhibiting factor of this innovation is only when building a guiding block that requires quite a lot of costs. However, the innovations provided are able to improve the quality of health services to the community. Even now, Puskesmas Janti Malang has become the first referral health service pilot site for people with visual impairments to receive treatment.
