Abstract

Abstract: Zakat is an important instrument in reducing poverty; therefore, its distribution must be carried out accurately and appropriately. In practice, the process of determining zakat beneficiaries at Baitul Mal still encounters several obstacles, such as subjectivity and limitations in processing mustahik data. This research aims to develop a Decision Support System (DSS) to assist Baitul Mal in determining the priority of zakat recipients objectively and systematically. The decision-making process applies the Weighted Sum Model (WSM), in which each criterion is assigned a weight according to its level of importance, and a preference value is then calculated for each candidate recipient. The system was developed as a web-based application to facilitate user access. System evaluation was conducted using User Acceptance Testing (UAT) involving Baitul Mal administrators as end users. The test results show that the system obtained an average score above 4 on a 1–5 scale, indicating that it is easy to use, meets user needs, and supports the decision-making process for zakat distribution. Therefore, the proposed system can serve as an effective tool to improve the accuracy and efficiency of zakat distribution to eligible mustahik. Keyword: Zakat, Decision Support System, Weighted Sum Model, User Acceptance Testing, Mustahik Abstrak: Zakat merupakan salah satu instrumen penting dalam upaya mengurangi kemiskinan, sehingga penyalurannya harus dilakukan secara tepat sasaran. Pada praktiknya, proses penentuan prioritas penerima zakat di Baitul Mal masih memiliki kendala, seperti subjektivitas dan keterbatasan dalam pengolahan data mustahik. Penelitian ini bertujuan untuk membangun Sistem Pendukung Keputusan (SPK) yang dapat membantu Baitul Mal dalam menentukan prioritas penerima zakat secara objektif dan terstruktur. Metode yang digunakan dalam pengambilan keputusan adalah Weighted Sum Model (WSM), di mana setiap kriteria diberi bobot sesuai tingkat kepentingannya, kemudian dihitung nilai preferensi untuk setiap calon penerima zakat. Sistem dikembangkan berbasis web agar mudah diakses oleh petugas. Pengujian sistem dilakukan menggunakan User Acceptance Testing (UAT) dengan melibatkan Admin Baitul Mal sebagai pengguna langsung sistem. Berdasarkan hasil pengujian, diperoleh nilai rata-rata penilaian lebih dari 4 (skala 1–5) yang menunjukkan bahwa sistem dinilai mudah digunakan, sesuai kebutuhan, serta membantu proses penentuan prioritas penerima zakat. Dengan demikian, sistem yang dibangun dapat menjadi alat bantu yang efektif bagi Baitul Mal dalam meningkatkan akurasi dan efisiensi penyaluran zakat kepada mustahik yang berhak menerima. Abstract

The development of modern broadcasting technology in public institutions demands a highly reliable computer network infrastructure to guarantee continuous information dissemination. This study analyzes the network reliability at Public Broadcasting Institution Radio Republik Indonesia LPP RRI Lhokseumawe to ensure smooth real time broadcast data transmission through route optimization. The main issue in the existing network is its conventional flat network architecture, which is vulnerable to data traffic congestion and delays during peak activity. To resolve this, this study implements Open Shortest Path First OSPF Area zero dynamic routing combined with Virtual LAN segmentation on Cisco Packet Tracer. Testing was performed using a simulated traffic generator under extreme scenarios involving fifteen end user devices sending one hundred consecutive packets simultaneously in zero point one second intervals. Results prove that under extreme conditions, the existing network experiences severe performance degradation with a global average Packet Loss soaring to nineteen percent due to local congestion. Conversely, the new topology based on OSPF Area zero and VLAN segmentation successfully directs data distribution intelligently and dampens broadcast storms within each logical work zone, suppressing the average Packet Loss to an absolute zero percent. In conclusion, applying OSPF and VLAN protocols automatically converges routes, improves Quality of Service stability, and protects critical broadcasting operations from total paralysis risks.
