Abstract

Indonesia is the largest archipelago country in the world located at the confluence of four tectonic plates. This condition makes Indonesia potentially and become vulnerable to natural hazard that have a significant impact and reach various sectors. One of the impacts of natural hazard that occurred in Indonesia is the education sector. This natural hazard has an impact on the physical building of schools and also hinders the process of teaching and learning, causing trauma, and even fatalities at school. The Indonesian Institute of Sciences (LIPI) through the Community Preparedness (COMPRESS) program inaugurated disaster preparedness education at the school community level. In 2008, LIPI began implementing disaster risk reduction by developing a model of disaster preparedness schools. Then LIPI published Guidelines for Implementing Disaster Preparedness Schools in 2013. This guide does not yet have a specific Knowledge and Attitude category and can be used as a reference. Therefore, the development of the Disaster Preparedness School Implementation Manual needs to be done. The development of this measuring instrument was analysed by compiling a comparison matrix using the AHP method so as to produce a new development system from the Knowledge and Attitude assessment category. This study produced 3 sub-categories of Knowledge and Attitude assessment, namely (1) Standard Operating Procedure (SOP) for Teaching and Learning Disasters with a weight of 33%, (2) Knowledge about Disasters and Disaster Management with a weight of 43%, and (3) Knowledge Access About Disasters and Disaster Management with a weighting of 24%. Such approach can be used in advancement of others variables of measuring tool for school preparedness.

Abstract

AbstrakKeberadaan fasilitas sementara yang dapat berkontribusi pada keberhasilan proyek konstruksi sering diabaikan di Indonesia. Hal ini ditunjukkan dengan tidak adanya standar dan pedoman yang mengatur secara khusus tentang fasilitas tersebut. Penelitian ini bertujuan untuk menganalisis penerapan manajemen fasilitas sementara pada proyek pembangunan rumah sakit (RS) Edelweiss di Bandung, termasuk mengidentifikasi ukuran dan spesifikasi serta memperkirakan biaya total fasilitas sementara. Data penelitian diperoleh melalui wawancara tidak terstruktur, observasi dan pengukuran di lapangan, serta studi dokumentasi. Kombinasi analisis kualitatif dan kuantitatif dilakukan untuk memeriksa secara rinci manajemen fasilitas sementara di proyek ini. Estimasi biaya dilakukan untuk merumuskan biaya fasilitas sementara yang telah dan perlu disediakan oleh kontraktor. Selanjutnya, perbandingan estimasi biaya menggunakan harga penawaran kontraktor dan analisis harga satuan dari standar pemerintah juga dilakukan untuk menentukan perbedaan antara keduanya sebagai referensi penggunaan di masa depan. Hasil penelitian menunjukkan bahwa penerapan manajemen fasilitas sementara di konstruksi RS Edelweiss masih belum efektif. Penambahan yang signifikan dalam biaya fasilitas sementara hingga 295,23% disebabkan karena perencanaan yang belum memadai, serta perbedaan koefisien material dan pekerja, pemilihan material, besaran upah tenaga kerja, dan harga material yang digunakan dalam perhitungan. Kata kunci: fasilitas sementara, anggaran biaya, spesifikasi, standar ukuran  AbstractThe existence of temporary construction facilities that could contribute to the success of construction projects is often neglected in Indonesia. It is indicated by the absence of standards and guidelines that govern, specifically these facilities. This research aims to analyze the implementation of temporary facility management in the construction of Edelweiss hospital in Bandung. This includes identifying the size and specification and estimating the costs of temporary facilities. Data obtained through unstructured interviews, site observations and measurements, as well as documentation studies. Mixed method analysis was used to examine in detail the conditions related to on-site temporary facility management. Cost estimation was carried out to formulate the costs that have been and need to be provided by the contractor. Furthermore, a comparison of cost estimation using contractor bid prices and unit price analysis from the government standard was also conducted to determine the difference between the two as a reference for future use. The results show that the implementation of temporary facility management in Edelweiss hospital construction was still ineffective. The significant increase in the cost up to 295.23% was due to inadequate planning, and differences in material and worker coefficients, material selection, labor wage rates, and material prices used in the calculation. Keywords: temporary construction facility, cost budget, specification, standard size Sustainability     Department of Civil Engineering     Laurencia

Abstract

Abstrak Carbon tax merupakan kebijakan yang banyak diterapkan oleh berbagai negara sejak konvensi Protokol Kyoto. Kebijakan tersebut terbukti efektif untuk menurunkan emisi karbon yang saat ini menjadi permasalahan global. Saat ini, Indonesia berada pada tahap awal dalam penerapannya, ditandai adanya peraturan carbon tax yang resmi diberlakukan pada 29 Oktober 2021. Penelitian ini akan melihat pengaruh penerapan carbon tax khususnya pada industri konstruksi di negara-negara yang telah menerapkan sebelumnya dan melihat potensi penerapannya di Indonesia. Analisis SWOT digunakan  untuk mengetahui faktor-faktor internal maupun eksternal dalam penerapan kebijakan carbon tax. Hasil menunjukkan bahwa kebijakan carbon tax dapat mendukung program pemerintah sebelumnya yaitu Skema Karbon Nusantara yang dapat mendukung pendanaan penerapan program pemerintah seperti green building dan infrastruktur berkelanjutan khususnya pada proyek-proyek pemerintah. Namun, perlu diperhatikan bahwa kebijakan carbon tax dapat berdampak buruk terhadap kondisi ekonomi sehingga diperlukan pemanfaatan sumber pendapatan pajak yang dapat mendukung usaha-usaha pencapaian target penurunan emisi GRK Indonesia. Kata kunci: carbon tax, emisi karbon, kebijakan karbon, emisi CO2, karbon konstruksi   Abstract A carbon tax is a policy that has been implemented by many countries since the Kyoto Protocol convention The policy is effectively implemented to reduce carbon emissions. Currently, Indonesia is in the early stages of implementing the policy, marked by the new carbon tax regulation which officially was enforced on 29 October 2021. This research aims to identify the effect of carbon tax implementation in the construction industry in several countries and analyze the potential for its application in Indonesia. The SWOT analysis was carried out to determine internal and external factors in the implementation of a carbon tax policy. The result shows that the policy can support the previous program by the Indonesian government, namely the Nusantara Carbon Scheme to promote the funding for other related programs such as green building and sustainable infrastructure. However, it should be noted that the policy may also have a negative impact on economics. Therefore, it is necessary to use tax revenue sources in achieving Indonesia's GHG emission reduction targets. Keywords: carbon tax, carbon emissions, carbon policy, CO2 emissions, carbon construction Jeremiah

Abstract

ABSTRAKAdanya isu terhadap kesehatan mental pekerja di industri konstruksi, menjadikan Work-Life Balance (WLB) relevan dewasa ini. Karakteristik industri konstruksi Indonesia yang padat karya, membuat isu WLB menjadi penting untuk ditinjau karena masifnya keterlibatan manusia. Melalui tinjauan pustaka sistematis berdasarkan pedoman analisis bibliometrik, penelitian memberikan gambaran mengenai: perkembangan, tren, situasi dan peluang terkait WLB di industri konstruksi saat ini, baik di Indonesia maupun luar negeri. Hasilnya mengindikasikan bahwa fokus area WLB saat ini membahas mengenai hubungan dengan manajemen konstruksi, kesehatan mental, kesejahteraan pekerja, dan keberhasilan proyek atau perusahaan konstruksi. Praktik dominan negara maju seperti Australia dan Britania Raya adalah fleksibilitas dalam bekerja. Sementara Indonesia menghadapi hambatan dalam penerapan praktik WLB, seperti budaya jam kerja berlebih, kurangnya kepekaan manajemen, kurangnya bukti keberhasilan WLB, dan sulitnya manajemen melihat kebutuhan pekerja. Negara berkembang seperti Indonesia perlu membuat praktik WLB yang menstimulasi permintaan dan tantangan yang dihadapi karyawan terkait konflik WLB pekerja.Kata kunci: work-life balance, konstruksi, pekerja konstruksi, tinjauan literatur ABSTRACTThe issue of workers' mental health in the construction industry makes Work-Life Balance (WLB) relevant today. The characteristics of the Indonesia’s construction industry, which is labor-intensive, makes the issue of WLB important to review, due to the massive human involvement. Through a Systematic Literature Review based on bibliometric analysis, this research provides an overview of: research development, trends, situations and opportunities on WLB in the construction industry, both in Indonesia and abroad. The results indicate that the current focus areas of WLB address the relationship with construction management, workers' mental health, well-being, and the success of construction projects and companies. The dominant practice of WLB in developed countries such as Australia and United Kingdom is working flexibility. Meanwhile Indonesia faces a barrier to implementing WLB practices, such as culture excessive working hours, lack of management awareness, lack of evidence of WLB success, and difficulty for management to see the needs of workers on WLB conflict. Developing countries such as Indonesia need to create WLB practices that stimulate demand and challenges faced by employees regarding worker WLB conflicts.Keywords: work-life balance, construction, construction worker, literature review

Abstract

Open spaces serve aesthetic and ecological functions and are essential in the context of global sustainability, particularly in evaluating green buildings. The UI GreenMetric system incorporates open spaces in its Setting and Infrastructure criteria, but the assessment method requires further development to adapt to campus needs. This research seeks to establish assessment variables pertaining to open spaces, including their weights and scoring system. Comprehensive literature research of other similar instruments and relevant legislation was performed at an early stage. The Analytical Hierarchy Process is subsequently employed to assess the relative importance of the established variables. The findings highlight four categories for Setting and Infrastructure: Policies and Management of Landscape and Biodiversity (52%), Green Open Spaces (33%), Non-Green Open Spaces (12%), and Biodiversity (3%), along with subcategories and indicators for each category.

Abstract

Penerapan konsep bangunan hijau menjadi semakin penting seiring meningkatnya dampak perubahan iklim dan kebutuhan akan pembangunan yang berkelanjutan. Penelitian ini bertujuan untuk mengidentifikasi determinan yang memengaruhi keputusan pengembang dan/atau pengelola apartemen sebagai salah satu pemangku kepentingan dalam penerapan bangunan hijau di Kota Bandung. Melalui kajian literatur, ditambah dengan wawancara semi terstruktur, penelitian ini berhasil menunjukkan bahwa keputusan penerapan bangunan hijau dipengaruhi oleh tujuh determinan yaitu Kebijakan dan Dukungan Pemerintah, Determinasi Ekonomi dan Sosial, Kepedulian terhadap Lingkungan, Teknologi dan Inovasi Bangunan Hijau, Dukung dan Kompetensi SDM, Strategi Pemasaran dan Keunggulan Properti, serta Organisasi dan Tata Kelola Bangunan Hijau. Beberapa rekomendasi strategis juga berhasil dirumuskan khususnya untuk meningkatkan penerapan bangunan hijau di gedung-gedung apartemen di Kota Bandung. Secara keseluruhan, hasil penelitian ini diharapkan dapat menjadi acuan bagi pengembang dan/atau pengelola apartemen dalam mengambil keputusan dan merumuskan program strategis yang lebih ramah lingkungan, sekaligus memberikan kontribusi terhadap pembangunan berkelanjutan di Indonesia.
