AbstrakLatar Belakang: Standar Pelayanan Minimal (SPM) merupakan kualitas pelayanan yang harus diberikan kepada pihak lain/masyarakat dengan paling minimal, tetapi tidak menutup kemungkinan pegawai melakukan pelayanan yang lebih baik sepanjang tidak melewati batas-batas legalitas. Studi ini ditujukan agar dapat menjawab pertanyaan yang selama ini berkembang pada sebagian masyarakat tentang apakah SPM bidang pelayanan kesehatan di Puskesmas kota wilayah selatan dapat tercapai dan seberapa jauh penerapan kebijakan SPM bidang kesehatan dapat meningkatkan kualitas pelayanan kesehatan.Metode: Studi kualitatif ini dengan pendekatan case study. Penelitian mengukur seberapa tercapainya kinerja Puskesmas Kota Kediri Wilayah Selatan Kota Kediri dalam melayani masyarakatnya. Penelitian dilaksanakan pada tanggal 11 Januari 2021 di Puskesmas Kota Kediri Wilayah Selatan. Informan penelitian adalah tenaga kesehatan dan pengelola di Puskesmas. Studi ini menggunakan metode bimbingan, diskusi dan observasi partisipatif. Pedoman wawancara disusun peneliti kemudian dilakukan uji validitas dan reliabilitas oleh pakar. Data penelitian diambil dari data primer yaitu data hasil wawancara, dan data sekunder yaitu data program pelayanan yang dikerjakan, data pencapaian pelayanan dan data indicator pelayanan kesehatan.Hasil: Hasil penelitian menunjukkan Puskesmas Kota Kediri Wilayah Selatan dalam menerapkan Standar Pelayanan Minimal (SPM) kepada masyarakat cukup baik dikarenakan capaian indikator peningkatan kinerjanya sudah mencapai target sebesar 40% dari 12 indikator yang mengalami peningkatan hanya 4 indikator saja.Kesimpulan: Berdasarkan hasil penelitian ini di dapatkan bahwa permasalahan terdapat pada proses yaitu mengenai pelaksanaan kegiatan karena terdampak adanya COVID-19 sehingga presentase capaian Standar Pelayanan Minimal (SPM) kepada masyarakat dari tahun 2019 ke tahun 2020 menjadi menurun.Kata Kunci: Evaluasi, Ketercapaian program, Standar pelayanan minimal AbstractBackground: Minimum Service Standards (MSS) are the quality of service that must be provided to other parties/the community at the very least. However, it does not rule out the possibility of employees providing better service as long as it does not exceed the limits of legality. This study aims to answer questions that have been developing in some communities about whether MSS in the health service sector in the southern city health center can be achieved and how far the implementation of MSS policies in the health sector can improve the quality of health services.Method: This qualitative study uses a case study approach. The study measures how well the performance of the Kediri City Health Center, South Region, Kediri City, has been achieved in serving its community. The study was conducted on 11 January 2021 at the Kediri City Health Center, South Region. The research informants were health workers and managers at the Health Center. This study uses guidance, discussion and participatory observation methods. Researchers prepared interview guidelines and then tested them for validity and reliability by experts. The research data was taken from primary data, namely interview data, and secondary data, namely data on service programs carried out, service achievements, and health service indicators.Results: The study results show that the Kediri City Health Center in the South Region implementing MSS to the community is quite good because the achievement of performance improvement indicators has reached the target of 40% of the 12 indicators that have increased only 4 indicators. Conclusion: Based on the results of this study, it was found that the problem was in the process, namely regarding the implementation of activities because it was affected by COVID-19, so the percentage of achievement of MSS to the community from 2019 to 2020 decreased.Keywords: Evaluation, Minimum Service Standards, Program achievement
