Abstract

The development of professional character among cadets at the Military Academy (Akmil) is a key component in producing officers capable of supporting the core duties of the Indonesian Army (TNI AD). This research examines the optimization of the role of mentors in cadet training, particularly regarding discipline, fighting spirit, and professionalism. Akmil plays a vital role in shaping character, resilient mental attitudes, strong leadership, and technical skills aligned with the nation's defense needs. However, the challenges in character development have become increasingly complex, especially in the past three years (2021–2023). Several cases, such as ethical violations by Second Lieutenant Caj (K) GER and Major Inf BF during the G20 Summit in Bali, and the suicide of Second Lieutenant Arh SS, highlight the need to strengthen character-building efforts. Additionally, the influence of technology on Generation Z adds another layer of challenges to the cadet training process. This study aims to understand the role of mentors in enhancing cadets' character with a focus on professionalism and loyalty, as well as identifying challenges encountered in cadet training. The research employs a qualitative approach with in-depth interviews and field observations, involving cadet mentors, fourth-year cadets, third- year female cadets, and Akmil alumni officers. The findings reveal that the role of mentors has yet to be fully optimized in addressing technological challenges and behavioral changes in Generation Z. Persuasive, instructive, and interactive approaches are identified as primary needs in mentoring. Adaptive strategies, improved communication, and the use of digital media are recognized as key solutions. Furthermore, advanced training in developmental psychology and situational leadership is necessary to enhance mentors' competencies. This study is expected to contribute to the development of a more effective mentoring system at Akmil, aimed at producing TNI AD officers with high competence and integrity.

Abstract

This study examines the territorial development strategy implemented by Military District Command 1603/Sikka (Kodim 1603/Sikka) in strengthening regional resilience to face the eruption of Mount Lewotobi Laki-Laki. The research aims to analyze the effectiveness of the Pembinaan Teritorial (Binter) strategy as part of Indonesia’s total defense system in responding to nonmilitary threats such as natural disasters. Using a qualitative descriptive approach, data were collected through field observations, interviews, and documentation with Kodim officers, local government, and disaster management agencies. The results show that the Binter strategy effectively strengthens social and physical resilience through three pillars: social communication, territorial defense empowerment, and community engagement. Kodim 1603/Sikka plays a crucial role as a coordination hub, bridging the synergy between local government, BPBD, and the community to enhance preparedness and adaptability. The study concludes that territorial development, when integrated with disaster management, significantly contributes to an adaptive and participatory regional defense model.

Abstract

The focus of research on the statement is the strategy of developing human resources (HR) of the Army through a human capital approach in increasing the professionalism, capability, and effectiveness of military personnel to support the operational success of the Army in facing various security challenges. The purpose of this research is to analyze the Human Resource Development Strategy of the Indonesian Army through the Human Capital Approach.  The method used in this research is descriptive qualitative with SWOT analysis tools and tree analysis. The theory used in this research is human capital. The results showed that the strategies used for HR development with a human capital approach are (1) Improving the quality of education and training of soldiers through evaluation and inclusive curriculum development. (2) Utilizing good education and training to improve soldiers' capabilities through an integrated and sustainable human capital approach. (3) Improving the professionalism of soldiers through merit-based personnel management system reform. (4) Improving soldiers' welfare by providing access to specialized higher education through the Defense University. (5) Improving transparency and efficiency through information and communication technology, keeping soldiers' focus on the main task of defense. By adopting a human capital approach, the Army is expected to improve the quality and capability of soldiers, so that they are ready to face future challenges and support the achievement of the organization's strategic goals.

Abstract

This research examines the influence of the Papua Province Special Allowance on the performance of TNI AD soldiers and civil servants in the operational area. A quantitative approach was used with a questionnaire survey distributed to respondents in Papua Province. Data were analyzed through linear regression and mediation analysis to assess the direct impact and role of mediating variables such as job satisfaction and Organizational Citizenship Behavior (OCB). The results show that Special Allowances have a significant positive effect (p < 0.05) on performance by increasing motivation, effectiveness and productivity. In addition, the job satisfaction and OCB variables were proven to be significant as mediators, strengthening the relationship between benefits and performance. Based on these findings, the research recommends periodic evaluation of allowance policies, development of more comprehensive welfare programs, and improvement of operational facilities and ongoing training for soldiers and civil servants in strategic operational areas such as Papua.

Abstract

Perang Rusia–Ukraina menjadi tonggak penting dalam perubahan karakter peperangan modern yang menegaskan pergeseran dari kekuatan berbasis platform menuju kekuatan berbasis jaringan (network-centric warfare). Penelitian ini bertujuan untuk menganalisis implikasi strategis dan operasional dari perang tersebut terhadap arah pengembangan teknologi kendaraan tempur Kavaleri TNI AD. Pendekatan yang digunakan adalah kualitatif dengan metode studi kasus melalui wawancara mendalam, studi dokumentasi, dan analisis literatur internasional, yang diolah menggunakan perangkat lunak NVivo 15 untuk mengidentifikasi tema dan hubungan antarvariabel. Hasil penelitian menunjukkan bahwa perang Rusia–Ukraina memberikan pembelajaran penting bagi TNI AD dalam memperkuat kemampuan Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) dan penerapan Battle Management System (BMS). Modernisasi Kavaleri perlu diarahkan pada pengintegrasian sistem proteksi aktif (Active Protection System), pertahanan anti-drone, dan sistem komunikasi digital taktis yang tahan terhadap gangguan peperangan elektronik. Selain itu, transformasi doktrin, peningkatan kompetensi personel, serta kemandirian industri pertahanan menjadi faktor penentu keberhasilan implementasi strategi jangka panjang. Dengan demikian, modernisasi Kavaleri TNI AD harus bersifat multidimensi dan berkelanjutan, mencakup aspek teknologi, doktrin, sumber daya manusia, dan industri, agar dapat mewujudkan satuan yang cepat, adaptif, dan tangguh dalam menghadapi ancaman multi-domain serta memperkuat daya tangkal pertahanan darat Indonesia.

Abstract

The rapid advancement of digital technology has significantly transformed Human Resource Development (HRD) strategies, necessitating a shift towards innovative, technology-driven approaches. This study explores HRD strategies that enhance organizational performance in the digital era, focusing on talent acquisition, employee training and development, leadership development, performance management, and workplace culture. Organizations leverage digital tools such as artificial intelligence (AI)-driven applicant tracking systems, e-learning platforms, and virtual reality (VR) training to equip employees with essential digital competencies. Continuous learning and upskilling have become fundamental HRD components, enabling employees to adapt to evolving job roles and technological advancements. Leadership development in the digital age emphasizes digital literacy, agility, and transformational leadership to drive organizational success. Furthermore, performance management has evolved to incorporate real-time feedback, data analytics, and AI-driven evaluation techniques to optimize employee performance and engagement. A positive workplace culture fostering inclusivity, collaboration, and psychological safety is essential for sustaining innovation and productivity in digital work environments. This study employs a qualitative case study approach, utilizing in-depth interviews, participatory observation, and document analysis to examine HRD strategies in organizations undergoing digital transformation. Thematic analysis is used to identify key patterns contributing to organizational performance. Findings suggest that leveraging technology-driven HRD strategies enhances workforce adaptability, engagement, and overall business success. Organizations must continuously refine HRD practices to address emerging workforce trends, ethical considerations, and digital disruptions. Future research should investigate the long-term impact of digital HRD initiatives on employee satisfaction, retention, and organizational growth in a rapidly evolving business landscape.

Abstract

Wilayah perbatasan darat Republik Indonesia–Republik Demokratik Timor Leste (RI–RDTL), khususnya di Pos Lintas Batas Negara (PLBN) Wini, menghadapi ancaman serius berupa penyelundupan narkoba melalui jalur tidak resmi yang memanfaatkan kondisi geografis yang kompleks. Penelitian ini bertujuan menganalisis strategi peningkatan kapabilitas Satuan Tugas Pengamanan Perbatasan (Satgas Pamtas) TNI AD dalam mencegah penyelundupan narkoba pada periode 2024–2025. Penelitian dilakukan di kawasan PLBN Wini menggunakan metode kualitatif dengan teknik pengumpulan data melalui wawancara mendalam, observasi lapangan, dan studi dokumen. Analisis data dilakukan menggunakan pendekatan DOTMLPFI untuk mengidentifikasi kesenjangan kapabilitas dan peluang penguatan strategi. Hasil penelitian menunjukkan bahwa peningkatan efektivitas pengamanan perbatasan memerlukan integrasi teknologi surveilans modern, peningkatan kualitas sumber daya manusia, serta sinergi antar-instansi dan pemberdayaan masyarakat melalui pembinaan teritorial. Strategi tersebut terbukti mampu memperkuat sistem deteksi dini dan mempersempit ruang gerak jaringan penyelundupan narkoba di wilayah perbatasan.

Abstract

Profesionalisme prajurit TNI AD merupakan faktor strategis dalam mendukung efektivitas pelaksanaan tugas negara, terutama di wilayah penugasan khusus seperti Papua. Profesionalisme tidak hanya ditentukan oleh kemampuan teknis dan disiplin militer tetapi juga dipengaruhi oleh kesejahteraan yang bersumber dari gaji pokok, tunjangan kinerja dan insentif. Di Korem 182/Jazira Onim, terdapat kesenjangan antara penghasilan prajurit dan tingginya biaya hidup yang berpotensi memengaruhi stabilitas ekonomi keluarga serta fokus kerja. Penelitian ini menggunakan pendekatan kuantitatif dengan teknik survei dan analisis deskriptif verifikatif, disertai pengujian asumsi klasik dan hipotesis. Hasil penelitian menunjukkan bahwa penghasilan prajurit belum sepenuhnya mengimbangi kebutuhan hidup di wilayah penugasan khusus. Secara parsial maupun simultan, gaji pokok, tunjangan kinerja dan insentif berpengaruh positif signifikan terhadap profesionalisme prajurit. Penelitian ini menegaskan pentingnya penyesuaian sistem penghasilan yang adaptif guna mendukung kesejahteraan dan profesionalisme prajurit secara berkelanjutan.

Abstract

Operasi pemeliharaan perdamaian Perserikatan Bangsa-Bangsa (PBB) menghadapi lingkungan operasi yang semakin kompleks sehingga menuntut efektivitas komando dan pengendalian yang adaptif. Pada misi United Nations Interim Force in Lebanon (UNIFIL), Task Force Bravo Satgas Yonmek Konga TNI memerlukan dukungan sistem informasi yang mampu meningkatkan kesadaran situasional dan kualitas pengambilan keputusan. Penelitian ini bertujuan menganalisis penerapan komando dan pengendalian dengan sistem C2, menganalisis dukungan sistem C4ISR, serta merumuskan strategi pemanfaatan C4ISR dalam operasi Task Force Bravo di Lebanon. Penelitian menggunakan metode kualitatif dengan pendekatan deskriptif-analitis. Pengumpulan data dilakukan melalui wawancara mendalam, observasi tidak langsung, dan studi dokumentasi dengan teknik triangulasi. Hasil penelitian menunjukkan bahwa sistem C2 masih menjadi fondasi utama, sementara pemanfaatan C4ISR belum terintegrasi secara optimal. Kesimpulannya, peningkatan efektivitas komando dan pengendalian memerlukan strategi pemanfaatan C4ISR yang terintegrasi melalui penguatan organisasi, prosedur, serta kompetensi sumber daya manusia.

Abstract

Penelitian ini mengkaji strategi optimalisasi penggunaan Peleton Escort dalam meningkatkan kapabilitas operasional Satgas Kompi Zeni TNI pada misi United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) di Republik Demokratik Kongo. Penelitian bertujuan menganalisis peran, efektivitas, serta kontribusi Peleton Escort dalam menjamin keamanan pergerakan personel dan alat berat, menjaga keberlanjutan operasi konstruksi infrastruktur, serta meningkatkan ketahanan personel Zeni di wilayah konflik. Penelitian dilaksanakan pada lingkungan operasional Satgas Kompi Zeni TNI yang terlibat dalam misi MONUSCO dengan menggunakan metode penelitian kualitatif deskriptif. Teknik pengumpulan data dilakukan melalui studi dokumentasi, wawancara, dan analisis data lapangan. Hasil penelitian menunjukkan bahwa Peleton Escort memiliki peran strategis dalam meningkatkan keamanan konvoi, mendukung efisiensi logistik, serta memperkuat kesiapsiagaan operasional prajurit di daerah berisiko tinggi. Dengan demikian, optimalisasi fungsi Peleton Escort dapat meningkatkan kapabilitas operasional Satgas Kompi Zeni TNI dalam mendukung keberhasilan misi perdamaian PBB secara efektif dan berkelanjutan.
