Abstract

Afghan refugees are currently the largest number of refugees in Indonesia. As a country that has not ratified the 1951 Refugee Convention, Indonesia does not have the right obligations and legal basis in dealing with refugee problems. Thus, Afghan refugees lose their basic human rights. Therefore, UNHCR and Indonesia must work together and share responsibilities in providing protection to refugees. The author uses the concept of refugees, international organizations and international cooperation to study secondary data that is collected and analyzed qualitatively. The data used relates to the condition of Afghan refugees in Indonesia, the role of UNHCR, and the collaborative process of UNHCR and the Indonesian government in handling Afghan refugees in Indonesia. This article finds that the work of UNHCR and the Government of Indonesia is carried out by adjusting actions through a policy coordination process and agreement on the scope of cooperation and setting an agenda that is in line with the objectives and programs to achieve temporary protection and empowerment of refugees. This cooperation results in the protection of the human rights of Afghan refugees, such as human rights at the shelter, other rights such as access to education for refugee children and transparency regarding the personal data of refugees registered in Indonesia for further empowerment solutions.

Abstract

This article discusses Indonesia’s role in securing cyberspace or cyber resilience in the scope of domestic, bilateral and multilateral. Since the establishment of the National Cyber and Crypto Agency (BSSN) in 2017, Indonesia has reported many cases of cyber-attacks both in the government and in the private sphere. This article aims to find out what roles that Indonesia did in shaping cyber security and resilience in the sphere of the domestic, bilateral and multilateral. This article uses a descriptive method with literature review by using secondary data from a literature review that is available. The result of this article is that Indonesia acts as a Protectee, Mediator, and Balancer in accordance with the behavior that is shown in each phenomenon such as domestic, bilateral and multilateral (regional), which depend on the dynamic situation. However, it does not replace Indonesia’s position as a country with a status that is not in alliance with other countries, namely independence and active (Bebas-Aktif).AbstrakArtikel ini membahas tentang peran Indonesia di dalam mengamankan ruang siber atau cyberspace di lingkup domestik, bilateral dan multilateral. Sejak dibentuknya Badan Siber dan Sandi Negara atau BSSN pada tahun 2017, Indonesia melaporkan mendapatkan begitu banyak serangan siber baik di lingkungan pemerintahan maupun di lingkup swasta. Artikel ini bertujuan untuk mengetahui peran yang dilakukan oleh Indonesia dalam membentuk keamanan dan ketahanan siber di lingkup domestik, bilateral dan multilateral. Metode riset yang digunakan adalah metode deskriptif melalui kajian literatur dengan menggunakan data sekunder dari kajian literatur yang sudah tersedia. Hasil riset menunjukan bahwa Indonesia berperan sebagai Protected, Mediator, dan Balancer sesuai dengan perilaku yang ditunjukkan di masing – masing situasi baik domestik, bilateral maupun situasi multilateral yang cenderung dinamis, namun tidak mengganti posisi Indonesia sebagai negara dengan statusnya yang tidak beraliansi dengan negara lainnya yaitu bebas aktif.

Abstract

Riset ini bertujuan untuk menjelaskan bagaimana UNICEF dan Indonesia bekerja sama dalam mencapai pendidikan dasar untuk semua sebagai tujuan dua MDGs. Dalam menjelaskan fenomena ini, digunakan teori kerja sama internasional milik Zartman & Touval yang menyebut kerja sama sebagai situasi dimana para aktor dalam sistem internasional sepakat untuk melakukan kerja bersama agar dapat menghasilkan sesuatu yang tidak dapat dicapai apabila dilakukan sendiri demi kepentingannya. Riset ini juga didukung dengan teori organisasi internasional milik Weiss & Wilkinson yang mengemukakan tentang pentingnya kehadiran organisasi internasional dalam menciptakan kondisi kerja sama dan keuntungan kesejahteraan bersama guna mengidentifikasi dan menyelesaikan masalah melalui rancangan solusi tertentu dan membujuk orang lain untuk menerimanya. Riset ini dilakukan dengan metode penelitian kualitatif analisis deskriptif. Data yang digunakan dalam riset ini diperoleh melalui studi pustaka dan wawancara dengan pihak-pihak terkait.Hasil dari riset ini menunjukkan bahwa kerja sama UNICEF dengan Indonesia berhasil menyekolahkan kembali 17.000 anak usia sekolah dan meningkatkan angka indikator pencapaian pendidikan dasar setiap tahunnya melalui advokasi yang dilakukan UNICEF kepada pemerintah Indonesia.

Abstract

The Senkaku Islands dispute has become one the most controversial territorial sovereignty dispute in Asia. Japan and China had been disputing the Islands since 1970. The conflict has escalated to higher level on 2013 when China established the Air Defense Identification Zone. Both China and Japan will respond to any measures exercised by each other to defend each legitimacy on Senkaku Islands. This research aims to scrutinize and analyse the response given by Japan in ecnountering China's Air Defense Identification Zone and what policy implemented by Japan.

Abstract

ASEAN is facing a complex problem when the interverence of two great powers, China and United States of America, expanded their influences in Southeast Asia. Both states gave their influence in the dynamic of South China Sea dispute. One of ASEAN member states that has interest on the claim of South China Sea was the Philippines. The Philippines and United States of America military cooperation triggered China to give their responses and made the conflict resolution became more complicated. This research aim to look at ASEAN role in dealing with the problem of two great powers related to one of ASEAN member. This research was using qualitative method. The research used the concept of the role of international organization. Analysis was conducted by using data interpretation on literature review.

Abstract

This article aims to understand and analyse Indonesia's involvement in ensuring peace, especially in peacebuilding efforts in Afghanistan. Indonesia’s commitment to improve its peace efforts in Afghanistan was expressed by President Joko Widodo during his visit to Kabul in 2018. This research used Lederach’s pyramid model of peacebuilding as the primary analysis tool. Lederach’s pyramid model identifies three approaches to peacebuilding, along with the main actors in the population affected by the conflict—namely top leadership, middle range leadership, and grass-root leadership. The results of the study show that Indonesia's involvement in Afghanistan in peace efforts has been carried out at all levels. Indonesia's peacebuilding efforts at the top level are focused on achieving Intra-Afghan Talks. At the middle range level, Indonesia runs capacity building programs and uses a religious approach through ulama. Furthermore, at the grassroots level, Indonesia focuses on empowering Afghan women as peace agents. The presence of Indonesia in all three approaches to Peacebuilding shows a positive mark for the overall Afghan peace process.

Abstract

Abstract: Waste has become a global issue that worries the world because of increasing waste production due to increasing population and higher living standards. Areas that have activities and densely populated certainly cannot avoid this disaster, even it makes difficult for local governments to solve this problem. UCLG ASPAC in this case acts as an international organization whose aim to realize sustainable development in the urban areas of Asia Pacific countries that can help to deal with waste. This study uses the theory of the role of inter-governmental organizations (IGO) according to Clive J. Archer. The results of this research analysis of the role of UCLG ASPAC can be assumed to be instruments, arenas, and independent actors in handling waste in Jakarta. And can strengthen aspects of regulative, normative, cognitive culture together with the Pemprov DKI Jakarta to work together to solve the waste problem that has not been completed. Abstract

Indonesia and Australia are two partner countries that are actively cooperating in the fisheries sector with the aim of tackling IUU fishing. Despite that both countries have taken many approaches and policies, the number of IUU fishing case is still remain high. One area that is vulnerable to these activities is the Australian Timor Sea because of its direct adjacent to the Indonesian sea. This research was conducted with the aim of knowing whether the realization of the cooperation that has been implemented has succeeded in reducing the transnational crime of IUU fishing that occurred in the Australian Timor Sea. This study uses qualitative approach and descriptive type of research that uses two data sources, namely primary and secondary. In analysing this research, the author uses bilateral cooperation theory, maritime security and IUU fishing concept. The results of this study indicated that the realization of the cooperation that has been carried out by Indonesia and Australia in the fisheries sector as an effort to tackle IUU fishing in 2017-2021 has not been able to reduce IUU fishing cases in Australian Timor Sea Australia because of the economic factors of Indonesian fishermen who are affected by the COVID-19 pandemic. Abstract

Tayangan Wisata dan Budaya di Televisi dapat menjadi ajang promosi suatu daerah maupun negara.Imperialisme budaya asing dalam berbagai bentuk justru masuk dalam tayangan program Wisata dan Budayadi Indonesia dan hal ini haruslah dibuktikan kebenarannya. Penelitian ini bertujuan untuk menemukan indekskualitas program wisata budaya dan unsur imperialisme budaya dalam media televisi di Indonesia. Metodepenelitian ini yaitu Mixed Method digunakan untuk mencapai tujuan penelitian. Analisis indeks kualitasprogram wisata dan budaya yang tayang pada televisi di Indonesia menentukan angka ketercapaian sebuahprogram berkualitas berdasarkan standar yang ditetapkan oleh Komisi Penyiaran Indonesia. Hasil penelitian inimenunjukkan indeks kualitas program wisata budaya Tahun 2021 yang diperoleh dari KPI adalah 3,62 dengandibandingkan standar nilai dari KPI sebesar 3,00, hal ini menunjukkan peningkatan kualitas isi tayangan.Realitas ajang promosi yang dilakukan oleh praktisi wisata terjadi imperialisme budaya, dimana tayanganpromosi dikemas dan disajikan dengan menggunakan backsound lagu asing. Kekuatan tayangan di televisimembuat penontonnya tidak mampu untuk melepaskan diri dari terpaan sehingga kesan budaya Indonesiamenjadi berkurang. Kontribusi penelitian ini memberikan usulan kebijakan kepada lembaga penyiaran untukmenayangkan tayangan wisata yang sesuai dengan budaya lokal untuk menghindari imperialisme budaya.

Abstract

Penelitian ini bertujuan menjelaskan kebijakan strategis China, One Belt One Road Initiative dalam kerja sama ekonomi pembangunan kereta cepat Jakarta-Bandung. Penelitian ini menggunakan framework kerja sama internasional dengan metode kualitatif deskriptif. Penelitian ini menemukan bahwa kebijakan luar negeri yang dilakukan oleh China dalam mengaktualisasikan One Belt One Road Initiativenya dilandasi oleh kepentingan nasional negara, begitu pun Indonesia dalam menerima kerja sama yang diajukan. Dalam analisis yang dilakukan pun, dikemukakan fakta bahwasannya keberadaan kerja sama ekonomi dalam bentuk OBOR memberikan dampak positif dan juga negatif bagi negara Indonesia.
