Abstract

Tujuan dari penelitian ini untuk mendapatkan perspektif pembelajaran bagi mahasiswa Autism Spectrum Disorder pada Program Studi Sistem Informasi, Universitas Komputer Indonesia. Perspektif tersebut dituangkan pada Rencana Pembelajaran Semester dan materi ajar berbasis multimedia. RPS yang disusun menginterpretasikan pemodelan pembelajaran selama satu semester pada dua mata kuliah, yaitu Algoritma dan Pemrograman Dasar serta Lab. Pemrograman Dasar. Melalui mata kuliah tersebut dikembangkan materi ajar berbasis multimedia. Rencana Pembelajaran Semester dan materi dikemas dengan mengkhususkan pada kebutuhan dan evaluasi bagi mahasiswa autis. Pengumpulan data didapatkan melalui forum group discussion. Kemudian dianalisis menggunakan model Strength, Weakness, Opportunity, dan Threat. Hasil yang didapatkan merupakan ketentuan dalam pemberian materi, evaluasi mahasiswa, dan model pembelajaran yang berorientasi pada kebutuhan mahasiswa autis yang disajikan dalam bentuk RPS. Untuk selanjutnya acuan dari RPS ditransformasikan menjadi materi ajar berbasis multimedia melalui video animasi dan permainan. Berdasarkan pengujian, hal tersebut secara signifikan berdampak pada terciptanya lingkungan belajar yang ideal bagi mahasiswa autis.

Abstract

The integration of Artificial Intelligence (AI) in the public sector offers the potential for bureaucratic efficiency aligned with the vision of Golden Indonesia 2045. However, there is a significant orchestration gap between national strategic ambitions and the reality of currently available policy instruments. This study aims to analyze the challenges of AI governance in Indonesia, specifically highlighting the urgency of transitioning from voluntary approaches (soft law) to binding regulations (hard law). This study employs a qualitative approach with the Document Analysis method to dissect key policy instruments, namely the National Strategy for Artificial Intelligence (Stranas KA) and the Minister of Communication and Informatics Circular Letter No. 9 of 2023. The data analysis technique refers to the interactive model by Miles, Huberman, and Saldaña. The results indicate that Indonesia's current regulatory framework is still dominated by ethical appeals without strict sanctions. This creates a legal vacuum that poses risks to public decision accountability and data protection. This study concludes the need for specific regulation at the statutory level to ensure legal certainty and public trust. Abstract

The primary challenge in maintaining infrastructure within developing urban areas is the government's limited capacity to monitor damage in real-time. This study aims to develop and evaluate 'JagaInfra', a web-based platform designed using the Laravel framework as an instrument of social technopreneurship. This research adopts the Design Science Research (DSR) methodology to design a technological artifact that resolves the inefficiency of the reporting bureaucracy. The study highlights how the transformation from manual reporting to a digital crowdsourcing system can enhance public participation. System evaluation results indicate that location validation features (geotagging), distribution map visualization, and transparency in handling status are capable of improving data accountability and public trust. Managerially, JagaInfra offers an effective collaborative governance model within the Smart City ecosystem

Abstract

This research focuses on testing the effectiveness of the Student-HRM framework—Competency Development, Incentive Support, and Innovation-based Assessment—in influencing multidimensional transformation of student technopreneurship (Culture, Digital Readiness, and Innovation Ecosystem) in higher education institutions. Based on a quantitative explanatory design, data were obtained from 100 undergraduate students who are actively involved with digital entrepreneurship programs through a purposive sampling technique. The conceptual model was tested using Partial Least Squares Structural Equation Modeling (PLS-SEM) via SmartPLS 4 to assess the measurement model and evaluate the structural path coefficients by a bootstrapping procedure using 5,000 subsamples. The structural model shows significant predictive power (R2 > 0.70). The results highlighted a surprising paradox: Competency Development Support did not contribute significantly to transformation in any dimension, therefore questioning the ingrained belief that training alone leads to readiness. On the other hand, Incentive and Appreciation Support emerged as the stronger predictor and significantly affected all three dimensions. Innovation-based Assessment, however, was effective only in shaping the Technopreneurship Culture but proved ineffective in improving Digital Readiness or Ecosystem engagement.

Abstract

Digital transformation in the public sector requires the implementation of user interface and user experience (UI/UX) design that ensures government services are effective, inclusive, and easy to use. However, numerous studies indicate that government applications continue to face challenges related to usability, accessibility, and misalignment between system design and user needs. This study aims to map UI/UX evaluation and design approaches in the context of government applications through a Systematic Literature Review (SLR) guided by the PRISMA framework. The literature search was conducted in the Scopus database using the keywords (“user interface” OR “user experience”) AND (“government application” OR “e-government”) AND (“method” OR “model” OR “framework”), resulting in 275 records. Following a rigorous screening and eligibility assessment, 10 articles met the inclusion criteria and were analyzed further. The findings indicate that the most commonly employed evaluation methods include Heuristic Evaluation, Cognitive Walkthrough, Usability Testing, and the Think-Aloud Protocol, while frequently used measurement instruments include the System Usability Scale (SUS) and ISO 25022/25023 standards. Recurrent issues identified across studies include non-intuitive navigation, limited system feedback, and accessibility barriers for users with special needs. This study highlights the importance of integrating expert-based and user-centered evaluations to enhance the quality of digital government services.

Abstract

Digital transformation has become a central element of public service reform, including the implementation of halal certification in Indonesia. This study aims to analyze the effectiveness of digital transformation in the halal certification scheme in Banten Province and to identify the key factors influencing its performance. A quantitative explanatory approach was employed through a survey of 235 micro and small enterprise owners who had applied for or were in the process of applying for halal certification using a digital system. The data were analyzed using Partial Least Squares–Structural Equation Modeling (PLS-SEM). The findings indicate that digital transformation has improved service accessibility and transparency; however, its overall effectiveness has not yet been fully achieved, particularly in terms of process efficiency and time certainty. The effectiveness of digital halal certification services is influenced by system quality, information quality, quality of facilitation services, and users’ facilitating conditions. These results suggest that the success of digital transformation in regulatory public services is not determined solely by technological quality, but also by implementation support and contextual factors at the regional level. Theoretically, this study contributes to the literature on digital transformation in the public sector by emphasizing a public value and socio-technical perspective in evaluating service effectiveness. Practically, the findings provide insights for improving the governance of digital halal certification through strengthening facilitation mechanisms, enhancing digital literacy among enterprises, and adopting more context-sensitive implementation strategies.

Abstract

Digital transformation in government has intensified the need for public service governance that is transparent, accountable, auditable, and privacy-compliant. Blockchain and smart contracts can strengthen governance through immutability, traceability, and rule automation, yet they introduce transparency–privacy trade-offs, cross-agency interoperability constraints, and socio-technical adoption barriers. This study conducts a Systematic Literature Review (SLR) to synthesize governance mechanisms—transparency, accountability, auditability, and privacy—together with technical implementation patterns and adoption factors in e-government. We searched Scopus using a TITLE-ABS-KEY query with Open Access and English-language filters; PRISMA screening yielded 118 included studies. Results map dominant use cases (general e-government services, digital identity/credentials, e-voting, and cross-agency data sharing) and show that evidence maturity is still prototype-heavy (63/118). A critical finding is pervasive under-reporting of key technical descriptors that weakens synthesis and comparability: 72/118 studies do not specify the blockchain type and 85/118 do not report the platform; 109/118 also omit on-chain/off-chain design. The SLR contributes an evidence map and governance mechanism taxonomy, and can be operationalized as an assessment checklist for governments/consultants to question governance mechanisms, planned outcome metrics, and transparency–privacy trade-offs prior to deployment.

Abstract

The integration of Artificial Intelligence (AI) into ocular diagnostics has led to substantial improvements in predictive accuracy. However, a persistent gap remains between technical performance and clinical accountability. The present study addresses the "accuracy trap" and the lack of transparency in current deep learning models for ocular disease classification. The objective of the research is twofold: firstly, to identify methodological deficiencies in extant literature and, secondly, to propose a standardised evaluative framework to ensure model auditability. A systematic evidence mapping (SEM) approach, combined with design science research methodology (DSRM), was utilised to scrutinise 10 high-impact Scopus-indexed studies published between 2023 and 2026. The findings reveal a critical "predictive validity gap," where 80% of the evidence base relies on aggregate accuracy while 90% remains "black box" without functional Explainable AI (XAI) layers. The synthesis of these gaps resulted in the formulation of a conceptual roadmap that mandated multi-metric evaluation, incorporating Cohen's Kappa, and pathophysiological traceability. In conclusion, this research establishes that clinical deployment of AI must transition from model-centric success to a governance-oriented paradigm that prioritises decision utility and auditable audit trails. This roadmap provides a rigorous blueprint for the future implementation of transparent and accountable medical AI systems.

Abstract

Abstract   The success of automotive business, particularly in the used car market, currently depends on how companies build credibility in the eyes of consumers. This study aims to analyze the business communication strategy and implementation of entrepreneurial orientatiom applied by the Key Garage used car showroom in increasing sales volume and building customer trust. This study uses a descriptive qualitative method. Data were collected through in-depth interview and participant observation to capture the reality on the ground as a whole. In-depth analysis was conducted to map how the business narrative is constructed and how the entrepreneurial spirit is implemented in daily decision-making. The results show that Key Garage implements an integrated communication strategy, combining conventional communication channels (face-to-face) with intensive use of social media to expand market reach. Entrepreneurial orientation is manifested through three main dimensions: innovation in digital marketing, proactiveness in sourcing quality stock units, and the courage to take risks in setting competitive prices. The synergy between persuasive communication and a strong entrepreneurial mentality has proven to be a crucial factor in building customer loyalty and strengthening Key garage’s brand position. This study confirms that strengthening digital literacy and transparency of product information are key factors in maintaining consumer loyalty in the used car business.       Abstrak   Keberhasilan bisnis otomotif, khususnya pada pasar mobil bekas, saat ini bergantung pada cara perusahaan membangun kredibilitas di mata konsumen. Penelitian ini bertujuan untuk menganalisis strategi komunikasi bisnis dan implementasi orientasi kewirausahaan yang diterapkan oleh showroom mobil bekas Key Garage dalam meningkatkan volume penjualan dan membangun kepercayaan pelanggan. Penelitian ini menggunakan metode kualitatif deskriptif. Data dihimpun melalui wawancara mendalam dan observasi partisipatif untuk menangkap realitas di lapangan secara utuh. Analisis dilakukan secara mendalam guna memetakan bagaimana narasi bisnis dibangun dan bagaimana jiwa kewirausahaan diimplementasikan dalam pengambilan Keputusan sehari-hari. Hasil penelitian menunjukan bahwa Key Garage menerapkan strategi komunikasi yang terintegrasi, mengombinasikan saluran komunikasi konvensional (tatap muka) dengan pemanfaatan media sosial secara intensif untuk memperluas jangkauan pasar. Orientasi kewirausahaan diwujudkan melalui tiga dimensi utama yaitu inovasi dalam pemasaran digital, proaktif dalam mencari stok unit yang berkualitas, serta keberanian mengambil risiko dalam menetapkan harga  yang kompetitif. Sinergi antara komunikasi yang persuasif dan mentalitas kewirausahaan yang kuat terbukti menjadi faktor krusial dalam membangun loyalitas pelanggan dan memperkuat posisi merk Key Garage. Penelitian ini menegaskan bahwa penguatan literasi digital dan keterbukaan informasi produk menjadi kunci utama dalam menjaga loyalitas konsumen pada bisnis mobil bekas.

Abstract

Perkembangan ekonomi digital menghadirkan peluang sekaligus tantangan bagi pekerja perempuan di sektor informal, khususnya ibu tunggal yang memiliki beban peran ganda. Di sisi lain, dominasi Generasi Z (Gen Z) sebagai demografi konsumen utama pada tahun 2026 menunjukkan pergeseran preferensi menuju produk yang mengusung nilai keberlanjutan (sustainability) dan otentisitas sosial. Artikel ini merupakan tinjauan pustaka (literature review) yang bertujuan untuk merumuskan landasan konseptual bagi model bisnis kewirausahaan sosial berbasis upcycling fashion. Melalui sintesis berbagai literatur dari tahun 2020 hingga 2026, kajian ini menemukan bahwa integrasi antara keterampilan menjahit ibu tunggal di Kota Bandung dengan strategi pemasaran User-Generated Content (UGC) dapat menciptakan ekosistem bisnis yang memberdayakan perempuan secara ekonomi sekaligus memenuhi tuntutan etis konsumen Gen Z.
