Abstract

This study aims to analyze the independence of regencies/cities in South Sulawesi Province and prospects for their economic development using a quantitative approach with share, growth, elasticity, quadrant, and Financial Capability Index (IKK) analysis methods. The results of the study show: (1) the average share value of districts/cities in South Sulawesi Province during the 2017-2021 period describes that they are not fully independent in terms of sources and allocation of regional budgets; (2) in general, the average growth rate for districts/cities in South Sulawesi Province during the 2017-2021 period show that they have good prospects and expectations for economic growth; (3) based on the quadrant mapping results, Makassar City and East Luwu Regency are in Quadrant I. In Quadrant II, there are Bantaeng, Soppeng, Gowa, Maros, Sidenreng Rappang, Enrekang, Luwu, Bulukumba, Pare-pare, Pinrang, Selayar Islands Regencies, North Toraja, Takalar, Barru, Jeneponto, and Sinjai, where almost all of them are natural resource producing areas. Furthermore, there are no districts/cities that are included in Quadrant III. In Quadrant IV, several regencies such as Bone, Palopo, Pangkajene Islands, Tana Toraja, Wajo, and North Luwu fall into this category; (4) the classification of the financial capability index resulting from the share, growth, and elasticity index values, which is equal to 0.48, is in the high category. In the pattern of regional financial capacity relations, most districts/cities in South Sulawesi Province have a consultative relationship pattern, thus the central government's interference has begun to decrease and the regions are considered capable of implementing regional autonomy.

Abstract

This study aims to determine the practice of buying and selling imported used clothing at Senggol Market, Parepare City in a review of Muamalah Fiqh and Permendag Number 40 of 2022. This research uses qualitative methods in the form of field research with normative juridical, empirical juridical, and sociological approaches . The results of the study show that: first, the practice of buying and selling imported used clothing at Senggol Market, Parepare City involves three parties, namely distributors, sellers, and buyers. The seller orders and buys imported clothes from the distributor in the form of sacks and then resells them on the market in units to the buyer. Second, when viewed from the contract between the seller and the buyer, the practice of buying and selling imported used clothing at Senggol Market, Parepare City, is generally appropriate and fulfills the provisions of the pillars and conditions of sale and purchase according to fiqh muamalah. Meanwhile, if viewed from the contract between the seller and the distributor using the wholesale system, the practice of buying and selling imported used clothing at Senggol Market in Parepare City contains elements of garar (unclearness), but is included in the category of garar yasīr (light garar) which is permissible and does not damage the validity of the contract. Third, imported used clothes are goods that are prohibited from being imported into Indonesian customs territory in the perspective of positive law as regulated because they are deemed to be harmful to society and the domestic industrial market.

Abstract

This study aims to analyze the strengths, weaknesses, opportunities, and threats as well as strategies for the role of waqf on halal industry and Islamic Economy development in Indonesia. This research is a qualitative descriptive study using literature study methods and SWOT analysis techniques. The results of the study show that the strengths of waqf in Indonesia lie in the existence of well-established waqf institutions, the existence of a Waqf Core Principle (WCP) as a guideline and the existence of a scheme that integrates social funds and commercial funds. However, Indonesia’s waqf also has several weaknesses, namely the not-yet optimal digitalization of user-friendly waqf collection, the lack of development of instruments that integrate waqf with merchant products, the large number of individual nazirs who are not registered and do not work full-time, and the distribution of most of the waqf funds to sectors that are relatively less productive. Meanwhile, the opportunities for waqf in Indonesia lie in the increasing diversity of multipayment services on various e-commerce sites, the high intention to donate from the Indonesian people, the increasing number of universities that specifically teach Sharia economics. However, the threats that must be faced are the lack of awareness regarding cash waqf, the lack of public literacy about waqf, and the dominant public perception of traditional waqf. Several strategic programs that can be carried out include: (1) increasing waqif and public awareness of waqf; (2) strengthening the waqf ecosystem; and (3) strengthening the institutional integration of zakat institutions.

Abstract

This study aims to: (1) determine the practice of sharing goats (kambi') in Tangru Village, Malua District, Enrekang Regency; and (2) knowing the views of Islamic law on the practice of sharing the results of the goat (kambi') livestock. This research is a qualitative research through field research with a normative and empirical juridical approach. The results of the study show the following things. First, the practice of kambi' in Tangru Village can be briefly described as follows: (1) related to the contract, the practice of kambi' in Tangru Village is a cooperation agreement in animal husbandry, with the object of the contract, namely goats, with a profit-sharing mechanism; (2) related to rights and obligations, livestock owners and breeders are entitled to get results according to the agreement, livestock owners are obliged to hand over capital to breeders, while breeders are obliged to care for and breed goats as the object of the contract; (3) related to risk coverage, the occurrence of losses on capital will be borne by the livestock owners as long as the losses arise due to something unintentional; and (4) regarding profit sharing, the parties agree on a 50:50 distribution ratio. Second, in the view of Islamic law, the practice of the contract is permissible, as long as it is carried out in accordance with the pillars and conditions. However, there are several notes that should be noted, namely: (1) the cooperation agreement is not made in writing; (2) there is no agreement regarding the potential loss that occurs due to negligence of the breeder; (3) there are still some cooperation actors who have not determined the profit-sharing ratio at the beginning of the contract, but only stipulate it after the goat gives birth for the first time.

Abstract

Bullying is currently a phenomenon in the school environment and has been designated as one of the "grave transgressions" in Education by the Indonesian Minister of Education and Culture. Consequently, this phenomenon requires attention and concerted corrective-preventive efforts to minimize its occurrence within the school environment. The purpose of this community service activity is to foster comprehension and enhance the capabilities of teachers within the internal Wahdah Islamiyah, enabling them to prevent and address bullying through a thought and behavior approach. The counseling, employing a thought and behavior approach, essentially adopts a cognitive-behavioral approach that has been tailored for broader application among teachers within the internal Wahdah Islamiyah school system. The results of this community service initiative demonstrate an augmentation in the comprehension and proficiency of teachers at Internal Wahdah Islamiyah, empowering them to prevent and address bullying through a thought and behavior approach.

Abstract

This research aims to determine the views of the Syāfi'iyyah and Ḥanābilah schools of thought regarding the status or validity of goods purchased on credit and the law of selling goods that have not been paid in full. This research is descriptive-qualitative (non-statistical) research, with the type of library research using normative and juridical-normative approaches. The results of the research show that the ownership status of goods that have not been paid for has been transferred (ownership) from the seller to the buyer, as indicated by the existence of a contract and the handover of both. This is part of the opinion of the Syāfi'iyyah and Ḥanābilah schools of thought. Selling goods that have not been paid off to the owner of the goods (lender), or what is known as 'īnah buying and selling, or to a third party (other than the first seller), is permissible in the view of the Syāfi'iyyah school of thought, provided that the buyer has received the object of the sale and purchase before he makes the next transaction. Meanwhile, in the view of the Ḥanābilah school of thought, selling goods that have not been paid for is permissible, but only if the purpose of purchasing the goods is to be used or traded properly, provided that the buyer has received the object of the sale and purchase before he carries out the next transaction.

Abstract

Cash waqf has become a financial instrument that has great potential for advancing community welfare and strengthening the foundations of various development programs aimed at improving the quality of life in the community, including educational development. In this context, active participation from all levels of society, including educators or teaching staff, for example lecturers and education staff, is crucial in ensuring the success of cash waqf programs. This community service activity aims to increase literacy and understanding regarding cash waqf among lecturers and education staff through a Webinar on the Socialization of the Cash Waqf Movement for Lecturers and Education Staff in Islamic Colleges, taking place at the College of Islamic Sciences and Languages Arabic (STIBA) Makassar. The method used in carrying out community service activities is face-to-face lectures (socialization) through stages or activity flows, namely: observation, preparation, implementation, and evaluation. The results of this community service activity show that the participants looked enthusiastic and showed high interest in contributing to the cash waqf movement through KAWAN WAHDAH. Based on the evaluation results, it appears that this socialization can increase understanding and literacy regarding cash waqf, especially among the academic community in the STIBA Makassar environment. After this activity, the participants are expected to be able to actively contribute to becoming cash waqf through KAWAN WAHDAH or other programs. Abstract

This research aims to analyze the internal (strengths and weaknesses) and external (opportunities and threats) factors that influence the halal industry in Indonesia and formulate appropriate strengthening strategies based on the results of the SWOT analysis. This research uses a mixed approach, or a combination of qualitative and quantitative methods (mixed method), in the form of an exploratory sequential design using the SWOT analysis technique. The research results show that the strength of Indonesia's halal industry lies in the largest Muslim population in the world, a wealth of natural resources, a strong understanding of Islamic culture, and increased consumer awareness of halal products. However, the halal industry also has weaknesses, such as underdeveloped infrastructure, intense local competition, problems with product quality and authenticity, and difficulties in accessing global markets. From the external side, there are great opportunities to enter international markets, develop innovative halal products, establish strategic partnerships, and take advantage of local market growth. However, the halal industry is also faced with the risk of changing consumer trends, global competition, and product quality problems. Therefore, strengthening strategies are needed in several main areas: increasing productivity and competitiveness, implementing and strengthening policies and regulations, and strengthening finance and infrastructure. Apart from that, efforts are also needed to increase brand awareness of halal products and public awareness about halalness.

Abstract

This research was conducted with the aims of: knowing the meaning of globalization; (2) knowing and analyzing the negative impact of globalization on the identity of the nations; and (3) knowing and analyzing solutions to confront the impact of globalization towards muslim identity. This research used qualitative descriptive approach with library research method. The sources of this research data are books related to the history and development of globalization. The results show that: (1) globalization means bringing the world closer together through great advances in communication, transportation, satellites and the internet, openness of information flows, accompanied by one-pole power (in this case America with its influence of Zionism) that seeks to unite all economic, political forces (including the military) and thought to fulfill its interests; (2) the negative impact of globalization on the nations of the world, especially in the Islamic world, is that globalization has a high potential in reshaping the basic understandings of Muslims about nature, people and life, to be replaced by the understanding that has been commonly believed in the West; and (3) Islam and muslims can actually use globalization as an effective way to strengthen their identity. The use of globalization in order to affirm the identity of Islam and muslims is of course based on the objective view that this phenomenon does not fully contain negative values and holds a very powerful force, depending on "who and how" it is utilized. The beautiful collaboration between scholars, thinkers, scientists, experts, culturalists, and muslim perpetrators of globalization in formulating elements of globalization appropriately is an expectation for the strengthening of muslim identity in the midst of the current globalization.

Abstract

This research aims to describe the concept of accountability in financial transaction from an Islamic perspective. The study employs a qualitative method with a library research approach. The findings indicate that accountability in financial transactions according to Islamic perspectives encompasses a broader dimension than merely fulfilling social and legal responsibilities as practiced in the modern economic system. The main principles underlying accountability in Islam include honesty, trustworthiness, justice, and transparency, all of which are outlined and emphasized in the Qur'an and Hadith. In the context of modern finance, these principles can be implemented in various ways, including avoiding usury (riba), using fair contracts, paying zakat and charity, and utilizing Sharia-compliant financial institutions and audits. By applying Islamic accountability principles, financial transactions can be conducted more fairly, transparently, and responsibly. This supports the creation of sustainable economic and social welfare, ensuring that every financial transaction not only meets worldly legal standards but also possesses a strong spiritual and moral dimension.
