Abstract

The purpose of this study is to identify forms of expression of social organization identity in development policy and political agendas; analyze the function and role of HIKMA as a political actor in development. This research use desciptive qualitative approach. The results showed that the activities and management practices in the social and political environment of the development of the HIKMA organization carried out contained the causality of the cultural and religious traditions of the Mandailing people. From the values and character of the Mandailing community, found a number of basic principles that reinforce the practice of local wisdom at the community level, namely the value of expediency, cohesiveness, kinship of the community members as well as the values of love and unity that are part of Mandailing's noble culture; and Islamic values. HIKMA has a strong connection with the traces of political development activities with the culture and traditions of the people of Mandailing in the past, which are recorded in symbolic expressions through actions, languages, and traditions in daily life. HIKMA and its relation to development politics, do not involve themselves in practical politics but critically encourage political struggles that are practical or oriented and collaborate on power to develop their regions. In this case the political struggle carried out by the political forces of HIKMA really put the interests of the Mandailing people in particular and the community at large. These cultural values are the basic spirit and purpose of the HIKMA struggle.

Abstract

This article aims to analyze the role of candidates for legislative members of the Prosperous Justice Party (PKS) of Medan City in increasing the mass base in the 2024 General Election. This study uses a qualitative approach with data collection methods through observation, in-depth interviews, and documentation studies. The primary data sources come from PKS legislative candidates, party members, and the people of Medan City. Data analysis was carried out qualitatively using role theory in organizations, according to Soerjono Soekanto, to describe the strategies used by legislative candidates to attract support. The study results show that PKS legislative candidates who actively interact directly with the community through gathering and holding social activities in mosques have increased the Party's mass base. This approach allows legislative candidates to understand the community's needs and aspirations better, which improves trust and support for PKS in the 2024 elections. This study concludes that active roles and social relationship-based strategies in the field are key factors in winning community support at the local level.

Abstract

Penelitian ini meneliti model rekrutmen politik Partai Hati Nurani Rakyat (HANURA) dan pengaruhnya terhadap elektabilitas partai. Konteks penelitian ini berangkat dari kenyataan bahwa model rekrutmen politik, yang dapat berupa rekrutmen terbuka atau tertutup, mempengaruhi eksistensi dan elektabilitas partai. Pertanyaan penelitian berfokus pada bagaimana model rekrutmen politik yang diterapkan oleh Partai HANURA dan dampaknya terhadap pencapaian partai, khususnya dalam pemilu tahun 2019 di mana Partai HANURA gagal memenuhi parliamentary threshold. Ketua Umum HANURA, Oesman Sapta Odang, menyatakan bahwa kegagalan ini disebabkan oleh mismanajemen internal partai dalam persiapan pemilu. Penelitian ini menggunakan metode kualitatif, di mana data dikumpulkan secara langsung dari lokasi di mana partisipan mengalami isu yang diteliti. Hasil penelitian menunjukkan bahwa Partai HANURA di Sumatera Utara menerapkan model rekrutmen terbuka, yang memungkinkan siapa pun yang memenuhi syarat untuk mendaftar sebagai calon legislatif. Meskipun demikian, keputusan akhir tentang calon yang diusung sangat ditentukan oleh peran internal partai, terutama dalam penentuan nomor urut calon atau kebijakan partai. Partai HANURA di Sumatera Utara juga cenderung melaksanakan model perekrutan yang mengadopsi pendekatan kontekstual dan mempertimbangkan karakteristik individu yang direkrut. Implikasi penelitian ini menunjukkan bahwa rekrutmen politik yang efektif dapat mempengaruhi elektabilitas partai, dengan penekanan pada pengaruh figur calon terhadap minat pilih masyarakat.

Abstract

The Dutch East Indies government's education policy was at the core of colonial politics. The Dutch used education to maintain colonialism in the Dutch East Indies, with the policy of teacher ordinances and illegal schools aimed at limiting indigenous education. This policy was opposed by Indigenous intellectuals, including Islamic intellectuals because it was detrimental to the natives and triggered the reaction of Islamic organizations to oppose it. This research uses descriptive qualitative methods with data triangulation techniques. Thomas R. Dye's public policy theory defined the rational basis for political decision-making. The results showed that the Dutch education policy was not to educate the natives but to provide opportunities for the native elite who supported colonial rule. Dutch concerns about the progress of education in the Dutch East Indies were the cause of this policy, with the potential impact of educational organizations uniting against the Dutch. Researchers recommend equality in education in Indonesia, in contrast to the Kiai-led Islamic education system. The teacher and wild school ordinance policies restricted the development of nationalism and Islam, which were considered to hinder the Dutch mission.
