Abstract

This study aims to examine the effectiveness of the law in resolving environmental disputes through non-litigation mechanism in the territorial waters and jurisdiction of the Republic of Indonesia. This study was conducted by analysing the process and results of handling environmental disputes handled through non-litigation mechanism by the Ministry of Environment (KLH), especially the Directorate of Environmental Dispute Resolution. This study uses a qualitative analysis method with a case study approach involving documentation and interviews with related parties at KLH. The focus of the study is to assess the success of the dispute resolution mechanism through non-litigation, the obstacles faced, and the contribution of legal policies in protecting the environment, especially in waters that have complexities related to the rights and obligations of the state and other actors. The results of this study are expected to provide recommendations for improving the environmental dispute resolution system through non-litigation mechanism in Indonesia, with the aim of increasing the effectiveness of environmental protection in the territorial waters and jurisdiction of Indonesia.

Abstract

Management of spatial marine in Indonesia faces serious challenges due to increasing intensity of utilization, overlapping functions between sectors, and weak supervision and compliance with coastal zoning. These conditions often trigger conflicts between coastal communities, business actors, and the government, and cause degradation of marine ecosystems. This study aims to develop a marine space audit model as an instrument for early detection of conflicts, zoning violations, and socio-ecological non-conformities. The methods used are literature studies and expert judgment approaches based on direct involvement in resolving environmental disputes in coastal areas. The resulting audit model consists of three main components: (1) Conflict and Risk Zones (weighting 0.40), (2) Legality and Compliance (weighting 0.35), and (3) Social-Ecological System Suitability (weighting 0.25). Each component consists of several indicators and sub-indicators that are assessed using a five-level risk scale: Very High, High, Medium, Low, and Very Low. The total audit score is calculated by averaging the sub-indicator scores and weighting between components. The results of the study indicate that this model can help identify potential conflicts and violations early on and provide an argumentative basis for more responsive and equitable policy interventions. Marine space audits also open opportunities for participatory and adaptive monitoring in coastal area management. The main recommendations of this study include integrating audits into zoning policies, strengthening institutional capacity, and developing a digital system for indicator-based monitoring.

Abstract

Kegiatan pembenihan dan pembesaran lobster air tawar seringkali terkendala oleh rendahnya tingkat kelangsungan hidup. Salah satu penyebab utama adalah terbatasnya ketersediaan pakan berkualitas tinggi, khususnya yang mengandung protein tinggi, serta tingginya harga pakan komersial berbahan dasar tepung ikan. Salah satu solusi untuk mengatasi permasalahan tersebut adalah pemanfaatan maggot (larva lalat Black Soldier Fly) sebagai pakan alternatif dalam budidaya lobster air tawar berbasis sistem akuaponik. Pengembangan budidaya ini di Kabupaten Bogor diharapkan dapat meningkatkan kesejahteraan masyarakat, khususnya anggota Gabungan Kelompok Tani (Gapoktan). Kegiatan Program Kreativitas Mahasiswa (PKM) ini menargetkan agar anggota Gapoktan mampu memanfaatkan maggot sebagai pakan dalam budidaya lobster air tawar sistem akuaponik. Hasil analisis menunjukkan adanya peningkatan pengetahuan peserta setelah kegiatan penyuluhan, yaitu ≥ 34% terkait pemanfaatan maggot, dan ≥ 47% terkait budidaya lobster air tawar sistem akuaponik. Peningkatan pengetahuan ini diharapkan menjadi dasar kemampuan anggota Gapoktan dalam menjalankan proses budidaya secara efektif dan berkelanjutan. Dengan demikian, produktivitas lobster dan tanaman dalam sistem akuaponik dapat meningkat, serta berdampak positif terhadap pendapatan dan kesejahteraan masyarakat.

Abstract

Kegiatan sosialisasi bertujuan mengenalkan nilai-nilai Pancasila secara praktis dan menyenangkan kepada siswa SDN Langensari Kecamatan Cijeruk, Kabupaten Bogor. Kegiatan ini diikuti oleh para siswa sebanyak 41 orang, terdiri dari 20 laki-laki dan 21 perempuan. Sosialisasi dilakukan melalui pendekatan yang inovatif, seperti permainan, diskusi interaktif, dan pemutaran video edukatif. Sosialisasi ini dilakukan dengan menginternalisasi nilai-nilai dan norma Pancasila, diantaranya gotong royong, musyawarah, ketaatan hukum, penghormatan budaya, toleransi, dan keadilan sosial.  Hasil sosialisasi dievaluasi dari jawaban kuesioner pre-test dan post-test.  Hasil komparasi menunjukkan bahwa pengetahuan dan sikap siswa terhadap Pancasila semakin meningkat. Peningkatan yang relatif signifikan terjadi pada siswa perempuan, dimana pada post-test, 18 siswa mencapai nilai di atas 80, meningkat dari 8 siswa pada pre-test. Sementara itu, meskipun terjadi peningkatan pada siswa laki-laki, jumlahnya tidak sebanyak siswa perempuan.   Peningkatan ini menunjukkan bahwa sosialisasi efektif dalam memengaruhi pemahaman dan sikap siswa terhadap nilai-nilai Pancasila, dengan dampak lebih besar pada siswa perempuan. Selain itu, pembelajaran musyawarah sebagai metode pengambilan keputusan bersama terbukti relevan dengan nilai-nilai demokrasi dalam Pancasila. Diharapkan, kegiatan ini dapat menjadi model untuk pendidikan karakter berbasis Pancasila di sekolah-sekolah lain, sehingga generasi muda dapat memperkuat karakter cinta tanah air dan persatuan.

Abstract

Tourism development was a national priority in Indonesia, as outlined in the National Tourism Development Master Plan 2010–2025. Labuan Bajo, designated as one of the “New Bali” destinations, was prioritized for its rich marine biodiversity and high tourism potential. This study examined the key factors that influenced the sustainable development of the region’s marine-based tourism economy. Primary data were collected through Focus Group Discussions (FGDs) using the “World Café” method, involving stakeholders from various sectors. The data were analyzed using the Matrix of Cross Impact Multiplications Applied to a Classification (MICMAC), which mapped the interrelationships among variables. The analysis identified five primary driving factors: participation, infrastructure, regulation, human resource development, and training and education. Governance and conflict were categorized as relay variables, while coordination and information and communication technology were classified as output variables. Welfare, disparity, and income generation were considered autonomous variables. Infrastructure and participation demonstrated a strong indirect influence on income generation. These findings provided strategic insights to guide policymakers and stakeholders in developing integrated and sustainable tourism strategies for Labuan Bajo.

Abstract

Aim: to select sustainable coastal city management policies that have the best chance of success. Methodology and results: First, identify problems based on 31 previous research results. The results are problems in Labuan Bajo city management. Second, discuss the problems in FGD stakeholders and experts. The results of the FGD are 61 variables in sustainable coastal cities management, consisting of 11 socio-cultural variables, 17 economic variables, 7 environmental variables, and 25 governance variables. Third, analyzing the reciprocal influence relationship between 61 sustainability variables using the MICMAC technological approach. The results are 21 key variables, 13 critical variables, 23 output variables, and 4 inert variables. Fourth, determine hypotheses/policies and their probabilities through FGD stakeholders and experts. The results are 6 hypotheses/policies and their probability values. Fifth, analyzing 64 alternative scenarios (policy combinations) using the SMIC-Prob technological approach. The results of the analysis are scenarios, their probabilities, and degrees of elasticity. Conclusion, significance and impact study: The highest probability is 12.2%, namely scenario of 111011 (combination of all policies except the 4th policy, namely the policy of "Local workforce capacity development and expansion of employment opportunities/P4).: A technological approach to multi-criteria analysis significantly facilitates urban and environmental planners in finding solutions to the complex problems involved in decision-making regarding sustainable coastal urban development policy scenarios. This approach ensures a transparent and participatory policy planning process, ensuring that the resulting policies meet the interests of all stakeholders.

Abstract

The purpose of this research is to conduct a claim of compensation claim for damage to the coral reef ecosystem as a vessel grounded in the waters of Cilik island, Karimunjawa Subdistrict, Jepara Regency, Central Java Province. The research method of this study conducted using survey and case of study. The analyses used by this study was economic valuation of ecosystem services loss, cost of coral reef restoration and cost of verification and dispute resolution. The result of this study showed that the total claim of compensation amounted IDR 3,067,031,155.96 (USD 227,466.52) for compensating the area of coral reef damage 111.69 square meters, i.e. IDR 635,525,318.46 for losing of coral reef ecosystem services, IDR 2,181,505,837.50 for cost of coral reef restoration, and IDR 250,000,000.00 for verification and dispute resettlement cost. This claim of compensation delivered as an effort to force the responsibility of the vessel owner and to restore the area of coral reef damage in the future.

Abstract

The implementation of sharia principles in Islamic banking management has not always benefited. A challenge lies in the fact that the Sharia Supervisory Board's (SSB) oversight of Islamic banking has not operated at peak efficiency. Developing plans and policies for SSB's rehabilitation in Islamic banking management is the goal of this study. The literature review method and SWOT analysis was used to conduct the research. The analysis's findings indicate that the most important factor influencing SSB's presence in an organization and the management structure of Islamic banking is the frequency with which organizational internal factors—weaknesses (1.00) and strengths (0.95) of SSB—occur. Threats (0.24) and opportunities (0.56) from the external environment are supporting factors that can also influence SSB's existence. Furthermore, four methods for the reconstruction of the SSB were acquired. These strategies comprised: (i) rebuilding and repositioning sharia supervisory board in the Islamic banking, (ii) optimizing the sharia supervisory board's roles and function, (iii) reconstructing the institution of sharia supervisory board, and (iv) rebuilding Indonesia's sharia supervisory board's Islamic law. In an attempt to maximize the supervision built into Islamic banking in Indonesia, the four SSB construction concepts are anticipated to serve as a bridge.

Abstract

Marine spatial management in coastal areas faces increasing challenges related to conflicts over space utilization and zoning violations that are often not detected at an early stage. This study aims to analyze the effectiveness of participatory marine spatial audits as an instrument for the early detection of conflicts and zoning violations, as well as to derive policy lessons from their implementation in Bekasi Regency. The study employs a participatory qualitative approach involving pentahelix stakeholders, including academia, government, the private sector, media, and coastal communities. The audit process was conducted through a collective assessment based on three main criteria: (i) conflict and risk, (ii) legality and compliance, and (iii) the suitability of the social-ecological system.  The audit results show an aggregate score of 3.08, categorized as “moderately compliant/requiring capacity building,” indicating that marine space utilization is relatively controlled but still requires strengthened governance. The participatory marine spatial audit proved effective in revealing latent conflicts, gaps between regulations and actual practices, and the influence of socio-economic factors on zoning compliance. Respondent characteristics, such as institutional background, age, education level, household size, and income level, were found to influence perceptions and audit assessment outcomes.  This study concludes that participatory marine spatial audits function not only as a technical evaluation tool but also as a mechanism for social learning and policy capacity building. Integrating marine spatial audits into local policy cycles has the potential to enhance early conflict detection, improve zoning compliance, and support sustainable and equitable marine spatial management.
