Abstract

This qualitative study aims to analyze the role of cadres in the Bina Keluarga Balita (BKB) program in Jerukpurut Village, Gempol District, Pasuruan Regency, as well as to identify the inhibiting factors affecting the program's activities. The study utilized purposive sampling for informant selection and employed interviews, observation, and documentation as data collection techniques. The results revealed that BKB cadres' roles were suboptimal, with factors such as cost and time constraints, double duties, and low mother participation hindering the program's activities. The implication of this study underscores the need for addressing the identified inhibiting factors to enhance the effectiveness of the BKB program in promoting parental knowledge and child development in the community. Abstract

This qualitative field research aimed to determine the synergy of actors in handling street children in Sidoarjo District, Indonesia. The study found that the implementation process of the policy for handling street children involved various stakeholders, both government and non-government, and was incorporated in a special coordination team called the Street Children Outreach Team. The team had a clear division of roles, and the stakeholders negotiated to avoid domination of one another's roles. The indicators and objectives that must be met by stakeholders in working together include the 4R approach, namely rights, responsibilities, revenues, and relationships. The study implies that effective collaboration among stakeholders is crucial in handling street children, and a clear division of roles can prevent conflicts and ensure the success of the program. Highlight : The study emphasizes the importance of a clear division of roles among stakeholders in handling street children. The Street Children Outreach Team in Sidoarjo District involves various government and non-government stakeholders, working together with a 4R approach (rights, responsibilities, revenues, and relationships). Effective collaboration among stakeholders is crucial in handling street children, and it can be achieved through the negotiation to avoid the domination of one another's roles. Abstract

This research investigates the effectiveness of the Village Information System (SID) in improving public services in Sekardangan Village, focusing on the period of 2020-2022. The descriptive qualitative method is employed, utilizing primary and secondary qualitative data sources, including library research and interviews with the village head and operators. Results reveal that Sekardangan Village provides effective, fast, precise, and efficient services. However, the web-based SID has not been fully effective due to challenges faced by elderly residents with limited socialization from local government. This study contributes to the understanding of smart governance and the role of information systems in enhancing village administration services. Highlight : The study analyzes the effectiveness of the Village Information System (SID) in improving public services in Sekardangan Village, focusing on the period of 2020-2022. Abstract

This research analyzes the quality of population administration services in Kejapanan village, Gempol District, Pasuruan Regency, focusing on both inhibiting and supporting factors. Using a descriptive qualitative approach, data were gathered through interviews, observations, and documentation with village officials and community users. Findings indicate deficiencies in service facilities, reliability due to established standards, responsiveness through a suggestion box, inadequate punctuality, and strong empathy from officials. Challenges include human resource quality and employee discipline, while training supports service improvements. Enhancing facilities, discipline, and training are recommended to boost service quality. Highlights: Service Deficiencies: Gaps in facilities, infrastructure, and punctuality impact quality. Abstract

Food security, crucial for ensuring access to sufficient, nutritious food, is a key government focus. This study examines the food security program in Watutulis Village, Prambon District, aimed at achieving economic independence. Using a descriptive qualitative method, data were collected through interviews, observations, and documentation, with purposive sampling of knowledgeable informants. Results show successful efforts in food production and access, notably through fish farming, but limited utilization of these resources beyond household consumption. The study suggests enhancing collaborations with local businesses to create value-added food products, driving economic growth and independence for the village. Abstract

This study examines the role of the Sidoarjo Regency Manpower Office in determining the Regency/City Minimum Wage (UMK). Using a qualitative approach, data were collected through interviews, observations, and documentation with key informants such as workers' unions, employers, and government officials. The findings reveal that the Manpower Office effectively facilitates wage determination by providing necessary infrastructure, forming wage councils, and aligning with central government regulations. However, improvements in infrastructure efficiency and the development of clearer, faster regulatory methods are needed. This research highlights the office's strengths and areas for enhancement in setting fair minimum wages. Abstract

This study analyzes the performance of village officials in Glagaharum Village's administrative services using a descriptive qualitative approach. Data were collected through interviews, observations, and documentation, and analyzed using Miles and Huberman's techniques. Evaluated through T. R. Mitchell's indicators—Work Quality, Communication, Timeliness, Ability, and Initiative—the findings reveal that while technical guidance improves service quality, communication and technological challenges persist. Many officials lack technological skills, affecting service timeliness and initiative. The study highlights the need for targeted training to enhance officials' technological proficiency and improve overall service delivery. Abstract

This study analyzes the role of posyandu cadres in preventing stunting in Cangkring Village, Malang, Beji District, Pasuruan Regency, using a descriptive qualitative approach. Data were gathered through interviews, observation, and documentation from village heads, posyandu cadres, midwives, and mothers of toddlers. Utilizing Lawrence Green's framework, the findings reveal that stunting prevention is hindered by limited parental knowledge (Predisposing Factors), inadequate health facilities (Enabling Factors), and low community awareness (Reinforcing Factors). The research highlights the need for better education, improved facilities, and stronger community and governmental support to enhance posyandu effectiveness in stunting prevention. Highlights: 1. Abstract

Background: Effective policy implementation is essential for achieving developmental goals, particularly in rural areas. Specific Background: This study examines the implementation of the Government Work Plan (RKP) in Kedungrejo, Jabon District, Sidoarjo. Knowledge Gap: There is limited research on the operational challenges of RKP implementation in rural Indonesia. Aims: The research analyzes RKP implementation, focusing on communication, resources, disposition, and bureaucratic structure per Edward III’s framework. Results: Findings reveal that village officials engage in monitoring infrastructure projects but lack Standard Operating Procedures (SOPs) and dedicated oversight teams. Novelty: This study offers empirical insights into the practical challenges faced in RKP implementation. Implications: Establishing SOPs and dedicated teams is recommended to improve coordination and accountability, enhancing governance and community participation in rural development efforts. Highlights : Lack of SOPs: Absence of Standard Operating Procedures hinders effective project oversight. Community Engagement: Village officials emphasize the importance of involving the community in development efforts. Abstract

Penelitian ini menyoroti peran sentral Bawaslu Surabaya dalam mencegah money politic pada Pemilu, menggunakan pendekatan kualitatif dengan analisis data sekunder terkait kegiatan Bawaslu. Hasilnya menunjukkan inisiatif dan program, termasuk Pengawasan Partisipatif, yang signifikan dalam mendeteksi, mencegah, dan menindak money politic. Strategi holistik, seperti akreditasi lembaga pemantau pemilu, pencegahan aktif, dan kerja sama dengan berbagai pihak, termasuk perguruan tinggi, telah memberikan kontribusi positif terhadap integritas proses demokrasi di tingkat lokal. Kesimpulan penelitian menekankan pentingnya sinergi antara Bawaslu, pemerintah daerah, dan masyarakat dalam menjaga kebersihan pemilihan umum, dengan Pengawasan Partisipatif sebagai pilar utama. Implikasinya adalah perluasan pemahaman mengenai efektivitas peran Bawaslu dalam mencegah money politic, memberikan inspirasi bagi lembaga serupa di daerah lain untuk mengadopsi praktik terbaik dari Bawaslu Surabaya.
