Abstract

General Background: This research discusses innovations in public service delivery, specifically focusing on the role of BUMDes (Village-Owned Enterprises) in facilitating Land and Building Tax (PBB) payments. Specific Background: The implementation of the Online Bank Payment Point (PPOB) system in BUMDes Karya Sejahtera, Kemantren Village, addresses society’s increasing need for fast and efficient transaction methods. Knowledge Gap: While the PPOB system has been applied in various areas, its role and impact in rural tax payments through BUMDes remain underexplored, particularly in enhancing service efficiency and accessibility. Aims: This study aims to analyze how PPOB innovations through BUMDes ease tax payments and support community needs. Results: Using a descriptive qualitative method with purposive sampling and data analysis by Miles and Huberman, the research identifies PPOB innovations aligning with Rogers’ innovation theory indicators: (1) Relative Advantage – BUMDes benefits financially and updates data in real time, (2) Compatibility – addresses societal needs for fast and easy transactions, (3) Complexity – PPOB is easy to access and operate, (4) Trialability – the system’s benefits are proven and accepted, and (5) Observability – the innovation's effectiveness is visible. Novelty: This study highlights how PPOB services create tangible benefits, allowing timely and efficient tax payments while supporting real-time financial data management. Implications: The implementation of PPOB innovations strengthens BUMDes' role in enhancing public service efficiency and encourages further development of payment services to meet community needs.

Abstract

General Background: Sanitation problems remain a challenge in many rural areas, including Larangan Village, Candi District, Sidoarjo Regency. Specific Background: High rates of open defecation (BABS) and minimal access to healthy latrines significantly impact public health and living standards in the village. Knowledge Gap: Despite various programs, strategies that specifically emphasize gender-responsive empowerment in sanitation and hygiene remain underexplored, particularly at the community level. Aims: This research aims to describe and analyze Gender Responsive Empowerment Strategies for Sanitation and Hygiene (IUWASH) implemented in Larangan Village. Results: The research shows that the village government collaborates with USAID to build communal septic tanks and conduct health outreach programs. Residents of Larangan Village actively participate in the IUWASH program through data collection and receiving education on healthy latrines. Additionally, routine inspections are conducted annually by USAID and semi-annually by the village government to ensure sustainability. Novelty: The study highlights the role of community involvement, particularly gender-responsive approaches, in improving sanitation facilities and promoting clean living practices. Implications: The installation of communal septic tanks and ongoing education initiatives successfully increase community awareness and participation, contributing to improved public health and overall welfare in Larangan Village.

Abstract

General Background: Child protection remains a critical issue globally, with children often facing violence in environments meant to safeguard them. Effective community-based child protection programs are essential to addressing this growing concern. Specific Background: The Community-Based Integrated Child Protection Program aims to provide a coordinated approach to protecting children within local communities. However, the implementation of such programs at the village level, specifically in Tambak Kalisogo Village, Sidoarjo Regency, has not been thoroughly explored. Knowledge Gap: There is limited research on the practical implementation of community-based child protection programs, particularly in rural areas, and the role of local stakeholders in ensuring their success. Aims: This study aims to analyze the implementation of the Community-Based Integrated Child Protection Program in Tambak Kalisogo Village, focusing on the roles of various stakeholders and the effectiveness of the program in protecting children. Results: The study found that the program benefited from strong synergy among stakeholders, supported by adequate facilities and funding. A well-defined bureaucratic structure and clear Standard Operating Procedures (SOPs) ensured consistency in program execution. However, the program’s success heavily relied on continued collaboration, adequate human resources, and ongoing coordination among all involved parties. Novelty: This study provides new insights into the effectiveness of community-based child protection programs, emphasizing the importance of collaboration and coordination between stakeholders in rural settings. Implications: The findings suggest that successful child protection programs require not only adequate infrastructure and resources but also sustained stakeholder engagement and capacity-building to ensure their long-term effectiveness in protecting children from violence.

Abstract

General Background: Irrigation management is essential for successful agricultural development, particularly in regions like Kabupaten Sidoarjo, where efficient water resource management and equitable water distribution are critical issues. Effective irrigation management is necessary for sustainable farming practices, especially with limited water resources. Specific Background: In Kabupaten Sidoarjo, the establishment of Gabungan Himpunan Petani Pemakai Air (GHIPPA), or Water User Associations, aims to address these challenges by promoting participatory irrigation system management. However, despite this initiative, issues regarding efficient water resource management and fair distribution persist, indicating a need for more effective farmer involvement and empowerment in the irrigation process. Knowledge Gap: While the concept of participatory irrigation management has been widely discussed, there is limited research that specifically focuses on the level of farmer empowerment within GHIPPA in Kabupaten Sidoarjo. Furthermore, there is a lack of detailed studies examining the impact of farmer participation on irrigation management and the successful implementation of water resource management policies in the region. Aims: This study aims to assess the level of farmer empowerment within GHIPPA Rukun Makmur in Kabupaten Sidoarjo, based on the empowerment theory proposed by Susiladiharti (in Huraerah, 2011:90). The research seeks to evaluate the effectiveness of participatory irrigation management by examining key factors such as access to irrigation, awareness of agricultural needs, competence in participation, and involvement in policy evaluation. Results: The research found that farmer empowerment in GHIPPA Rukun Makmur meets all five levels of empowerment. These include: 1) meeting basic needs such as access to irrigation and understanding of network management, 2) control and access to the irrigation network, 3) awareness of the importance of planting seasons for effective water use, 4) competence in active participation, and 5) engagement in policy evaluation and recommendations. Novelty: This study provides a unique contribution by applying the empowerment theory to assess farmer participation in GHIPPA, offering insights into the practical implementation of participatory irrigation management in a specific regional context. Implications: The findings suggest that while farmer empowerment is progressing, there is a need for the Water Resource Sector of Dinas PUPR Kabupaten Sidoarjo to enhance personnel resources and implement more effective monitoring of land ownership changes. Regular extension programs are recommended to maintain and further improve farmer participation in irrigation management.

Abstract

Objective: This study aims to explore the implementation of an Integrated Library System through the Online Public Access Catalog (OPAC) at SMK Negeri 1 Sidoarjo, with a specific focus on the SMALDIVA Library. The research seeks to evaluate how OPAC enhances information retrieval for students and identify challenges in its practical application. Method: A descriptive qualitative approach was employed, utilizing data collection techniques such as field observation, semi-structured interviews with library staff and students, and documentation analysis. The study also reviewed supporting institutional records related to library services and system usage. Results: The findings indicate that OPAC has significantly improved the ease and speed of information access for students. However, notable challenges include limited user understanding of OPAC functionality and a shortage of library personnel with professional training in library and information science. These issues have hindered the system’s full potential. Novelty: This research provides one of the first focused assessments of OPAC implementation in a vocational high school setting in Sidoarjo. It highlights the need for systematic user training and professional development for library staff as critical components for optimizing digital library services in secondary education environments.

Abstract

Objective: This study aims to analyze the effectiveness of human resources in enhancing the performance of library employees at SMK Negeri 2 Buduran, Sidoarjo Regency. The research focuses on understanding how human resource competence, technological support, and organizational context contribute to the quality of library services in the digital era. Method: A qualitative approach with a case study method was employed. Data were collected through semi-structured interviews with library staff and school management, participant observations of library activities, and analysis of relevant documentation. These methods provided an in-depth understanding of the dynamics influencing employee performance in the library setting. Results: The findings show that the performance of library employees is significantly influenced by three interrelated factors: the competence of human resources, the use of technology (such as automation systems), and contextual elements including leadership support and employee motivation. These factors collectively determine the ability of the library to meet the evolving needs of users. Novelty: This study provides a focused assessment of how human resource effectiveness shapes library performance in a vocational high school environment. It highlights the importance of investing in staff development, optimizing digital tools, and fostering institutional support to create responsive and efficient library services aligned with the demands of the digital age.

Abstract

Penelitian ini mengkaji implementasi Permendes PDTT Nomor 2 Tahun 2016 tentang Indeks Desa Membangun (IDM) di Desa Randegan, Kecamatan Tanggulangin, Kabupaten Sidoarjo. Tujuan penelitian ini adalah untuk menganalisis implementasi penerapan kebijakan IDM. Menggunakan pendekatan kualitatif deskriptif dengan teori implementasi kebijakan Van Meter dan Van Horn, penelitian ini mengungkap bahwa implementasi Indeks Desa Membangun di Desa Randegan telah berjalan sesuai prosedur, didukung oleh kapasitas aparatur desa yang memadai, serta koordinasi dengan pendamping desa. Namun, beberapa tantangan masih ditemukan, seperti validitas data yang kurang akurat dan partisipasi masyarakat yang belum optimal. Hasil penelitian menunjukkan bahwa keberhasilan kebijakan ini tidak hanya bergantung pada ketersediaan sumber daya dan mekanisme pelaksanaan, tetapi juga pada keterlibatan aktif masyarakat serta pemanfaatan teknologi dalam pengelolaan data dan evaluasi kebijakan. Oleh karena itu, peningkatan sosialisasi, penguatan koordinasi antar-pemangku kepentingan, dan optimalisasi teknologi informasi direkomendasikan untuk mendukung efektivitas implementasi Indeks Desa Membangun.

Abstract

This study aims to analyze and evaluate the implementation of village funds for community development in Krembung Village which is adjusted to the rules and planning. This research method is based on qualitative descriptive with purposive sampling techniques. Data collection techniques through interviews, observations, and documentation and analysis starting from reduction, presentation, and drawing conclusions. The results of the study are four dimensions of policy implementation according to Edward III, namely communication, resources, disposition, and bureaucratic structure. Based on the findings of the first dimension, communication, there is still miscommunication between the community and village officials. Second, human resources are an obstacle for villages in utilizing existing village funds, but financial resources are in accordance with other village budget allocations in the implementation of village funds for community development. Third, the disposition based on the reaction theory is good, and the willingness, ability, and commitment of implementers in using village finances for community development. Fourth, the bureaucratic structure, support or preparation of appropriate structures, such as the preparation of positive relationship patterns and in accordance with the responsibilities of each village official.

Abstract

General Background: Poverty remains a persistent social issue in developing countries, including Indonesia. Specific Background: The Non-Cash Food Assistance Program (BPNT) was designed as a food subsidy distributed electronically to beneficiary households through e-warong. Knowledge Gap: Several implementation problems such as mistargeted beneficiaries, zero balances, and delayed distribution are still found at the village level. Aim: This study aims to analyze the implementation of the BPNT program in Kedungrawan Village, Krembung District. Methods: This research uses a descriptive qualitative approach with data collected through interviews, observations, and documentation involving village officials, BPNT facilitators, and beneficiaries. Results: The findings indicate that communication, human resources, disposition, and bureaucratic structure generally operate according to established procedures. However, obstacles remain in targeting accuracy, zero balances in beneficiary accounts, and data updates in the DTKS system. Novelty: This study highlights local-level implementation dynamics of BPNT using Edward III’s policy implementation framework. Implications: The findings provide input for improving data validation, monitoring, and coordination to ensure more accurate and sustainable food assistance distribution. Keywords: BPNT Program, Policy Implementation, Poverty Alleviation, Social Assistance, Rural Welfare Highlights: Community-level BPNT distribution follows formal operational procedures. Abstract

The aim of this research is to measure the effectiveness of using the Siskeudes application in financial reporting in Permisan Village. This research uses qualitative methods. This type of research is descriptive qualitative. The data collection technique uses observation at the research site, then conducting interviews with informants, and carrying out documentation. The results of research based on the theory of effectiveness put forward by Duncan in Steers show that the use of the Siskeudes application in the Permisan Village Government, Jabon District is quite effective because all stages have been carried out as they should. However, there are several obstacles that often occur, namely internet network problems which can interfere with village financial reporting via the Siskeudes application. It is hoped that evaluations in the use of the Siskeudes application will be carried out regularly to realize the success of the Siskeudes application.
