Abstract

This study is motivated by the urgent need to restore and reutilize PT Antam’s former bauxite mining land in Kijang, which faces a high risk of abandonment after extraction, through innovative governance that integrates the state, state-owned enterprises, local government, universities, the private sector, and local communities. The study aims to analyze the underlying governance logic and to formulate a roadmap for land utilization that is productive, inclusive, and sustainable. A qualitative design with a grounded theory approach was employed: data were collected through in-depth interviews and document review; analysis was supported by NVivo, including open, axial, and selective coding, word-cloud exploration, and node mapping to extract categories, causal relations, strategies, and consequences. The findings reveal three main clusters—(1) institutional governance, (2) economic transformation, and (3) participatory social dimensions—with the core category of “innovative governance of post-mining state assets.” Key drivers include investment, institutional capacity, and the role of universities as knowledge producers, while major constraints involve weak inter-agency coordination, land-tenure uncertainty, regulatory gaps, and low social trust. These barriers indicate that governance success is not merely a technical matter but also an institutional and social challenge. The study concludes that effective implementation requires an adaptive polycentric network, legal certainty, public–private partnership schemes (PPP/BOT/JV), asset digitalization and ESG-oriented governance, and cross-agency performance indicators (KPIs). Consistent implementation may transform Kijang into a blue-economy maritime hub and a national model for sustainable post-mining management.

Abstract

This study describes the role of UNDP in the country of Myanmar in an effort to help overcome the problem of poverty. By providing various assistance in terms of economic, social, and political. In accordance with UNDP's goal of focusing on sustainable development. The method used in this research is descriptive research with a qualitative approach. Secondary Data Sources data collection techniques with observation. In this research, the parties involved are UNDP and the state of Myanmar through humanitarian organization relations. The results of this study indicate that the role played by UNDP is to support the recovery of micro and small businesses, rebuild local village infrastructure including water and energy, provide individual skills especially to improve the quality of human resources.

Abstract

Program Pengabdian kepada Masyarakat ini bertujuan untuk memberikan penguatan strategis terhadap tata kelola keamanan laut melalui optimalisasi Indeks Keamanan Laut Nasional (IKLN). Indonesia menghadapi tantangan kompleks dalam mengelola wilayah yurisdiksinya, di mana stabilitas keamanan laut menjadi fondasi utama bagi keberlangsungan ekonomi nasional. Sebagai leading sector, Bakamla RI (Badan Keamanan Laut Republik Indonesia) memiliki peran krusial dalam menyinergikan penyelenggaraan keamanan, keselamatan, dan penegakan hukum di perairan Indonesia. Metode pelaksanaan pengabdian dilakukan melalui Focus Group Discussion (FGD) untuk memetakan relevansi antara parameter IKLN dengan perlindungan sumber daya maritim. Hasil pengabdian menunjukkan bahwa penguatan dimensi kepastian hukum dalam IKLN tidak hanya meningkatkan standar keamanan regional, tetapi juga berfungsi sebagai instrumen penyelamatan pendapatan negara. Keamanan laut yang stabil secara langsung berkontribusi pada peningkatan kas negara melalui optimalisasi Penerimaan Negara Bukan Pajak (PNBP) di sektor perikanan, dan investasi. Dengan demikian, sinkronisasi kinerja Bakamla RI dan standarisasi IKLN menjadi prasyarat mutlak dalam mewujudkan paradigma Ekonomi Biru yang berkelanjutan di Indonesia.

Abstract

Cultural Heritage in Lingga Regency is spread in several areas, which requires attention. The Cultural Heritage is managed by the Lingga Regency Cultural Office by involving programs, activities sub-activities and at the same time coordinating with other related parties to succeed the management of Cultural Heritage in Lingga Regency. The purpose of this study is to analyze the Governance of Cultural Heritage in Lingga Regency using the theory of governance from Widyananda (2008) with four indicators. The method used is qualitative descriptive with 10 informants and uses data collection techniques and tools in the form of observation, interviews, and documentation. The results of the study found that in the management of Cultural Heritage in Lingga Regency that the Cultural Office involved related parties, namely the Cultural Preservation Agency, cultural activists and regional and provincial apparatus organizations to succeed in management, in its management the Lingga Regency Cultural Office encountered problems regarding geographical location, lack of budget and weak human resources owned, knowing this, the Cultural Office carries out policies to overcome these problems by submitting proposals to the National Research and Development Agency for Culture, collaborating with other related agencies and by conducting routine mutual assistance to Cultural Heritage. In the process of Cultural Heritage Governance in Lingga Regency, it can be said that there is less role in technology in the media social sector. Abstract

This study examines the leadership of Mayor Muhammad Rudi as the first leader to concurrently serve as Mayor of Batam and head of BP Batam. This study aims to describe the perception of the people of Sekupang District towards Muhammad Rudi's leadership as Mayor of Batam. The theory used in this study is the leadership theory of Path-Goal. The theory of Path-Goal has 4 indicators, namely steering leadership, supporting leadership, participatory leadership, and achievement-oriented leadership. The method used in this study is quantitative method. The research location is in the Batam area of Sekupang District by taking 7 villages, from Tiban Baru, Tiban Lama, Sungai Harapan, Tanjung Riau, Tanjung Pinggir, Patam Lestari, and Tiban Indah Villages. Data was collected using questionnaires distributed to 100 respondents spread across 7 sub-districts. The data is analyzed using a percentage formula. Based on the results of research from the four indicators of directed leadership get a percentage value of 77.86% with the good category, supporting leadership gets a percentage value of 77.6% with the good category, participatory leadership gets a percentage value of 72.2% with the good category, and achievement-oriented leadership gets a percentage value of 78% with the good category. The conclusion of the four indicators consisting of 12 statements using the percentage formula that public perception produced for the assessment of the overall leadership indicators of Muhammad Rudi as Mayor of Batam is 95.52% is at the Likert scale interval of 81-100% with the very good category.   Keywords : Perception, Leadership, Mayor
