Abstract

Maritime routes in Kepulauan Riau Province, Indonesia, serve as pivotal entry points for narcotics trafficking and smuggling within the Southeast Asian region. This study delves into the establishment and evolution of these illicit networks by examining three key variables: demographic and socio-economic characteristics, operating structures and classifications, methods, means, and funding sources. Leveraging an analysis of 355 court rulings records, the authors constructed a comprehensive dataset encompassing these variables. The findings underscore the intricate nature of narcotics trafficking networks, spanning from production to distribution, with involvement at various levels across diverse demographics. Notably, the exorbitant earnings potential, with couriers fetching up to 700 million rupiahs, underscores the financial allure of the narcotics trade. Moreover, the research elucidates the pivotal role of public transportation modes, including ships, planes, and speed boats, in facilitating these illicit activities. Furthermore, the intricate web of relationships among defendants, ranging from familial to social ties, underscores the complex nature of these networks. The authors argue that effective law enforcement and prevention strategies necessitate a nuanced understanding of these social dynamics to combat narcotics operations effectively. The implication is that law enforcement and prevention must focus on specific individuals or groups and recognize patterns of social relationships utilized in narcotics operations.

Abstract

This study is motivated by the urgent need to restore and reutilize PT Antam’s former bauxite mining land in Kijang, which faces a high risk of abandonment after extraction, through innovative governance that integrates the state, state-owned enterprises, local government, universities, the private sector, and local communities. The study aims to analyze the underlying governance logic and to formulate a roadmap for land utilization that is productive, inclusive, and sustainable. A qualitative design with a grounded theory approach was employed: data were collected through in-depth interviews and document review; analysis was supported by NVivo, including open, axial, and selective coding, word-cloud exploration, and node mapping to extract categories, causal relations, strategies, and consequences. The findings reveal three main clusters—(1) institutional governance, (2) economic transformation, and (3) participatory social dimensions—with the core category of “innovative governance of post-mining state assets.” Key drivers include investment, institutional capacity, and the role of universities as knowledge producers, while major constraints involve weak inter-agency coordination, land-tenure uncertainty, regulatory gaps, and low social trust. These barriers indicate that governance success is not merely a technical matter but also an institutional and social challenge. The study concludes that effective implementation requires an adaptive polycentric network, legal certainty, public–private partnership schemes (PPP/BOT/JV), asset digitalization and ESG-oriented governance, and cross-agency performance indicators (KPIs). Consistent implementation may transform Kijang into a blue-economy maritime hub and a national model for sustainable post-mining management.

Abstract

This study describes the role of UNDP in the country of Myanmar in an effort to help overcome the problem of poverty. By providing various assistance in terms of economic, social, and political. In accordance with UNDP's goal of focusing on sustainable development. The method used in this research is descriptive research with a qualitative approach. Secondary Data Sources data collection techniques with observation. In this research, the parties involved are UNDP and the state of Myanmar through humanitarian organization relations. The results of this study indicate that the role played by UNDP is to support the recovery of micro and small businesses, rebuild local village infrastructure including water and energy, provide individual skills especially to improve the quality of human resources.
