Abstract

This study aims to evaluate the implementation of the policy regarding the formation of the Strategic Plan (Renstra) drafting team at the National Unity and Political Agency (Kesbangpol) of Ogan Komering Ilir Regency. This policy is implemented to enhance the efficiency of planning and strategic decision-making to achieve organizational goals. Several challenges faced include suboptimal performance target achievement, influenced by factors such as limitations in planning and financing, suboptimal execution of work plans, and insufficient supporting facilities. This research uses a qualitative descriptive method with a case study approach. Data were collected through in-depth interviews, observation, and documentation, then analyzed using Edward III's policy implementation model, which includes aspects of communication, resources, disposition, and bureaucratic structure. The results of the study indicate that the policy has been well implemented, although there are some obstacles, such as the lack of human resources with specific expertise in drafting the Renstra. Communication aspects are running effectively, but there is still a need for improvement in disseminating the policy to all relevant parties. Although the available resources are adequate, enhancing quality through training and capacity development is still necessary. The disposition or attitude of the policy implementers is generally positive and supportive, but motivation and incentives are still required. The existing bureaucratic structure is fairly good, but more intensive coordination between work units is needed to ensure smoother policy implementation. Overall, this study concludes that the implementation of the policy for forming the Renstra drafting team at the Kesbangpol Agency of Ogan Komering Ilir Regency has yielded positive results, although there is still room for improvement, particularly in enhancing human resource capacity and inter-unit coordination.

Abstract

This research aims to analyze the implementation of visiting service policies at the Class II B Kayuagung Correctional Institution during the New Normal era. This policy was implemented in response to the COVID-19 pandemic which required adjustments to visiting procedures to maintain the health and safety of inmates, staff and visitors. The research method used is descriptive qualitative with data collection techniques through in-depth interviews, observation and document study. The research results show that the visiting service policy at the Class II B Kayuagung Prison includes several significant changes, such as limiting the number of visitors, implementing strict health protocols, and using technology for virtual visits. Although this policy aims to minimize the risk of spreading COVID-19, there are several challenges in its implementation, including limited infrastructure to support virtual visits and resistance from some visitors to new procedures.Further discussion reveals that the successful implementation of this policy is highly dependent on effective outreach, training for officers, as well as improving technological facilities. The conclusion of this research is that although the New Normal era visiting service policy at the Class II B Kayuagung Prison has made a positive contribution in preventing the spread of COVID-19, various efforts are still needed to overcome existing challenges to ensure the sustainability and effectiveness of this policy.

Abstract

The increasing concern about changes in global environmental conditions places environmental issues as a crucial topic. Schools, as the basis for forming the next generation, have a strategic role in fostering environmental awareness through the Environmental Care and Culture Movement in Schools (PBLHS). This study aims to determine teachers' perceptions of the implementation of PBLHS and analyze how the movement's policies are implemented in schools in South Sumatra Province. Using the snowball sampling technique, data were collected from 154 teacher respondents through an online questionnaire and analyzed using descriptive statistics. The findings show teachers' positive attitudes towards PBLHS and the provision of fairly good supporting facilities by most schools, although canteen management related to the provision of environmentally friendly food packaging still needs to be improved. Various PBLHS activities have been carried out, but student involvement and creativity in this movement have not been optimal. The implementation of the PBLHS policy has been proven to have a significant influence on changes in student behavior, especially in reducing plastic use, with teachers acting as facilitators and motivators. Analysis of the dimensions of policy implementation indicates effective communication, efficient resource management, a conducive school environment, and consistent application of policy content and context. This study underlines the success of PBLHS as well as the room for increasing creativity and student participation. ABSTRAKMeningkatnya kekhawatiran terhadap perubahan kondisi alam global menempatkan isu lingkungan hidup sebagai topik krusial. Sekolah, sebagai basis pembentukan generasi penerus, memiliki peran strategis dalam menumbuhkan kepedulian lingkungan melalui Gerakan Peduli dan Berbudaya Lingkungan Hidup di Sekolah (PBLHS). Penelitian ini bertujuan untuk mengetahui persepsi guru terhadap implementasi PBLHS dan menganalisis bagaimana kebijakan gerakan tersebut diterapkan di sekolah-sekolah Provinsi Sumatera Selatan. Menggunakan teknik snowball sampling, data dikumpulkan dari 154 responden guru melalui kuesioner daring dan dianalisis secara statistik deskriptif. Temuan menunjukkan sikap positif guru terhadap PBLHS dan adanya penyediaan fasilitas penunjang yang cukup baik oleh sebagian besar sekolah, meskipun pengelolaan kantin terkait penyediaan pembungkus makanan ramah lingkungan masih perlu ditingkatkan. Berbagai kegiatan PBLHS telah dilaksanakan, namun keterlibatan dan kreativitas siswa dalam gerakan ini belum optimal. Implementasi kebijakan PBLHS terbukti memberikan pengaruh signifikan terhadap perubahan perilaku siswa, khususnya dalam pengurangan penggunaan plastik, dengan guru berperan sebagai fasilitator dan motivator. Analisis dimensi implementasi kebijakan mengindikasikan adanya komunikasi yang efektif, pengelolaan sumber daya yang efisien, lingkungan sekolah yang kondusif, serta penerapan konten dan konteks kebijakan yang konsisten. Penelitian ini menggarisbawahi keberhasilan PBLHS sekaligus ruang peningkatan untuk kreativitas dan partisipasi siswa.

Abstract

Penelitian ini bertujuan untuk menganalisis efektivitas penerapan Sistem Informasi Manajemen Nikah (SIMKAH) dalam administrasi pernikahan di Kantor Urusan Agama (KANTOR URUSAN AGAMA) Seberang Ulu Dua Kota Palembang. Latar belakang penelitian ini adalah kebutuhan modernisasi layanan administrasi pernikahan untuk meningkatkan efisiensi, akurasi, dan Kantor Urusan Agamalitas pelayanan publik. Penelitian ini menggunakan pendekatan deskriptif Kantor Urusan Agamalitatif dengan data yang dikumpulkan melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa SIMKAH telah berhasil mempercepat proses pencatatan pernikahan, meningkatkan akurasi data, dan memudahkan akses informasi bagi masyarakat. Namun, terdapat beberapa kendala, seperti keterbatasan kompetensi staf dalam mengoperasikan Sistem dan gangguan teknis jaringan internet. Kendala ini memengaruhi kelancaran implementasi SIMKAH. Penelitian ini merekomendasikan peningkatan pelatihan staf, perbaikan infrastruktur teknologi, dan sosialisasi yang lebih luas kepada masyarakat. Penerapan SIMKAH dinilai cukup efektif meskipun memerlukan perbaikan pada aspek teknis dan sumber daya manusia. Hasil penelitian ini diharapkan dapat menjadi masukan bagi pengembangan kebijakan teknologi informasi di sektor pelayanan publik, khususnya administrasi pernikahan.

Abstract

This study aims to gain an in-depth understanding of the implementation of digital surveillance through Closed Circuit Television (CCTV) in an effort to prevent criminal acts in the working area of ??the Ilir Timur II District Police Sector, Palembang City. Adopting a qualitative approach with a descriptive design, this study collected data through technical triangulation, including in-depth interviews with key informants from the police and the community, direct observation in the field, and relevant documentation studies. Qualitative data analysis was conducted using an interactive model involving data condensation, data presentation, and drawing conclusions/verification. The results of the study indicate that the CCTV system has generally been operational and has made a positive contribution in supporting reporting and improving public security perceptions. However, its optimal effectiveness as a crime prevention instrument is significantly hampered by several fundamental obstacles. The main obstacles include the absence of a structured follow-up mechanism after the detection of a criminal incident, insufficient technical competence of personnel, and limited geographic coverage of surveillance due to the inadequate number and placement of cameras. These deficiencies in response procedures, human resource capabilities, and spatial coverage collectively hamper the realization of the full potential of the CCTV system. ABSTRAKPenelitian ini bertujuan untuk memperoleh pemahaman mendalam mengenai implementasi pengawasan digital melalui Closed Circuit Television (CCTV) dalam upaya pencegahan tindak pidana kriminalitas di wilayah kerja Kepolisian Sektor Kecamatan Ilir Timur II, Kota Palembang. Mengadopsi pendekatan kualitatif dengan desain deskriptif, penelitian ini menghimpun data melalui triangulasi teknik, mencakup wawancara mendalam dengan informan kunci dari kepolisian dan masyarakat, observasi langsung di lapangan, serta studi dokumentasi relevan. Analisis data kualitatif dilakukan menggunakan model interaktif yang melibatkan kondensasi data, penyajian data, dan penarikan kesimpulan/verifikasi. Hasil penelitian menunjukkan bahwa sistem CCTV secara umum telah operasional dan memberikan kontribusi positif dalam mendukung pelaporan serta meningkatkan persepsi keamanan publik. Namun, efektivitas optimalnya sebagai instrumen pencegahan kejahatan terhambat secara signifikan oleh beberapa kendala fundamental. Hambatan utama meliputi ketiadaan mekanisme tindak lanjut yang terstruktur pasca-deteksi insiden kriminal, insufisiensi kompetensi teknis personel, dan keterbatasan cakupan geografis pengawasan akibat jumlah serta penempatan kamera yang belum memadai. Defisiensi pada prosedur respons, kapabilitas SDM, dan cakupan spasial ini secara kolektif menghambat realisasi potensi penuh sistem CCTV.

Abstract

The purpose of this study is to analyze the Performance of ASN in the Work Area of ??the South Sumatra Provincial Health Office. This study uses a qualitative approach supported by quantitative data. In this study, the researcher intends to obtain an in-depth and comprehensive picture of the analysis of ASN performance in the work area of ??the South Sumatra Provincial Health Office. The approach used in this study is a qualitative approach. The conclusions of the study are: 1). The performance of ASN in the work area of ??the South Sumatra Provincial Health Office is categorized as good. The performance of State Civil Apparatus (ASN) in the work area of ??the South Sumatra Provincial Health Office includes various aspects such as ability and expertise, knowledge, work design, personality, work motivation, leadership, leadership style, organizational culture, job satisfaction including the work environment, and the performance report of government agencies of the South Sumatra Provincial Health Office can provide a more detailed picture of ASN performance in various fields, including achievements, challenges, and efforts made to improve the performance of employees of the South Sumatra Provincial Health Office. 2). Problems in ASN Performance in the South Sumatra Provincial Health Office Work Area are: many employees have a high school education level, the South Sumatra Provincial Health Office can find a solution, including employees who arrive and go home not on time, a breakthrough and system is made that can improve employee performance. ABSTRAKTujuan penelitian ini adalah untuk menganalisis Kinerja ASN Diwilayah Kerja Dinas Kesehatan Provinsi Sumatera Selatan. Penelitian ini menggunakan pendekatan kualitatif dengan didukung data kuantitatif. Dalam penelitian ini peneliti bermaksud untuk memperoleh gambaran secara mendalam dan menyeluruh mengenai analisis kinerja ASN diwilayah kerja Dinas Kesehatan Provinsi Sumatera Selatan. Adapun pendekatan yang digunakan dalam penelitian ini adalah pendekatan kualitatif. Kesimpilan dari penelitian yaitu: 1). Kinerja ASN diwilayah kerja Dinas Kesehatan Provinsi Sumatera Selatan, dikategorikan baik. Kinerja Aparatur Sipil Negara (ASN) di wilayah kerja Dinas Kesehatan Provinsi Sumatera Selatan meliputi berbagai aspek seperti kemapuan dan keahlian, pengetahuan, rancangan kerja, kepribadian, motivasi kerja, kepemimpinan, gaya kepemimpinan, budaya organisasi, kepuasan kerja termasuk lingkungan kerja, serta laporan kinerja instansi pemerintah Dinas Kesehatan Provinsi Sumatera Selatan dapat memberikan gambaran yang lebih detail mengenai kinerja ASN di berbagai bidang tersebut, termasuk pencapaian, tantangan, dan upaya yang dilakukan untuk meningkatkan kinerja pegawai Dinas Kesehatan Provinsi Sumatera Selatan. 2). Permasalaham dalam Kinerja ASN Diwilayah Kerja Dinas Kesehatan Provinsi Sumatera Selatan adalah: banyak pegawai yang tingkat pendidikan SMU, dapat dicarikan solusinya oleh pihak Dinas Kesehatan Provinsi Sumatera Selatan, termasuk pegawai yang datang dan pulang tidak tepat waktu dibuatkan dilakukan sebuah terobosan dan sistem yang dapat meningkatkan kinerja pegawai.

Abstract

The Gelumbang District Muara Enim Community Health Center, in terms of budget utilization, strives to use the available budget in accordance with the applicable regulations, to ensure the smooth operation of the Gelumbang Community Health Center, in order to provide the best possible service to the service users. The issues arising in the budget utilization at the Gelumbang District Muara Enim Community Health Center are caused by several factors, resulting in the addition of unutilized funds (known as "silpa"). These factors include: 1) The remaining budget from the previous year and increased income from the Health Social Security Agency (BPJS Kesehatan), which makes payments to First-Level Health Facilities (FKTP) based on the capitation for the registered participants in the FKTP. 2) A lack of employees with the necessary skills and qualifications. 3) Changes in financial management regulations to become a Regional Public Service Agency (BLUD). The aim of this study is to analyze the effectiveness of budget utilization at the Gelumbang District Muara Enim Community Health Center. Based on the research results, it is known that the implementation of human resources is effective, even though they have to take on double roles. The infrastructure is also effective as it meets the requirements, and the budget utilization is effective every year in line with the targets. The alignment of budget utilization is effective because it adheres to the work plan, budget, and the relevant regulations. However, the absorption of the budget is not yet effective due to the existence of unutilized funds, but financial reporting is effective and timely.

Abstract

The village musrenbang in Duku Subdistrict, Ilir Timur Tiga District, Palembang is carried out by a team of village musrenbang organizers who have been formed or previously determined by the lurah, and the participants consist of community components (individuals or groups) residing in Duku Village, such as; RT/RW heads, hamlet/environment heads, Community Empowerment Institutions (LPM), customary leaders, community organizations, school committees, farmer/fisherman groups, and others. Representatives from the participants described the main problems encountered and formulated them to serve as priorities for development activity plans in Duku Subdistrict, Ilir Timur Tiga District, Palembang. In the village musrenbang in Duku Subdistrict, Ilir Timur Tiga District, Palembang, the lurah and the chairman and members of the Village Consultative Body (BPD) acted only as resource persons explaining the priority programs/activities listed in the village's Medium Term Development Plan (RPJM). The purpose of this study was to analyze the implementation of the Development Planning Conference in Duku Village, Ilir Timur Tiga Palembang District in 2022. The problem in the research is that there are still many proposed activities that have not been realized and that community participation in Musrenbang activities has not been optimal. The data analysis technique used in this study is a qualitative data analysis technique.This research shows that: overall the implementation of the Development Planning Meeting in Duku Village, Ilir Timur Tiga District, Palembang has been running as it should. Even though there are still obstacles in its implementation, namely there are still many proposed activities that have not been realized and not yet optimal community participation in Musrenbang activities.

Abstract

This research is motivated by the high disaster risk in South OKU Regency and the significant capacity gaps in human resources for disaster management, both within official institutions (BPBD) and among unorganized community volunteers. This gap hinders the effectiveness of disaster mitigation and education. The focus of this research is to analyze the process and success of strengthening volunteer capacity through an innovative change project called the Disaster Knowledge Training Post (PASWACANA P3K). Using a qualitative approach with a descriptive case study design, data were collected through in-depth interviews, document analysis, and participant observation of the project's leadership and implementation processes. Key findings indicate that this initiative was successful thanks to strategic leadership that secured internal legitimacy and orchestrated a multi-helix collaboration model, culminating in the formation of the South OKU Siaga Volunteer Forum (ForOKUSS). This training program effectively improved the volunteers' skills, which were then directly applied in community education activities. It is concluded that the First Aid (P3K) model is an innovative solution that successfully bridges the capacity gap by empowering local potential, transforming volunteers from mere responsive forces into proactive mitigation agents, and offering a proven blueprint for building community resilience. ABSTRAKPenelitian ini dilatarbelakangi oleh tingginya risiko bencana di Kabupaten OKU Selatan serta adanya kesenjangan kapasitas yang signifikan pada sumber daya manusia penanggulangan bencana, baik di lembaga resmi (BPBD) maupun di kalangan relawan komunitas yang belum terorganisir. Kesenjangan ini menghambat efektivitas mitigasi dan edukasi kebencanaan. Fokus penelitian ini adalah menganalisis proses dan keberhasilan penguatan kapasitas relawan melalui sebuah proyek perubahan inovatif bernama Posko Pelatihan Pengetahuan Kebencanaan (PASWACANA P3K). Menggunakan pendekatan kualitatif dengan desain studi kasus deskriptif, data dikumpulkan melalui wawancara mendalam, analisis dokumen, dan observasi partisipatif terhadap proses kepemimpinan dan implementasi proyek. Temuan utama menunjukkan bahwa inisiatif ini berhasil berkat kepemimpinan strategis yang mampu mengamankan legitimasi internal dan mengorkestrasi kolaborasi model multi-helix, yang puncaknya adalah pembentukan Forum Relawan OKU Selatan Siaga (ForOKUSS). Program pelatihan ini secara efektif meningkatkan keterampilan relawan yang kemudian langsung diaplikasikan dalam kegiatan edukasi masyarakat. Disimpulkan bahwa model P3K merupakan solusi inovatif yang berhasil menjembatani kesenjangan kapasitas dengan memberdayakan potensi lokal, mengubah relawan dari sekadar tenaga responsif menjadi agen mitigasi proaktif, dan menawarkan cetak biru yang terbukti efektif untuk membangun ketangguhan komunitas.

Abstract

Digital literacy is something that is interesting to discuss as support for public services and governance. Digital literacy is important for developing societies, especially for government services. It is very important to make efforts to increase the digital literacy of the State Civil Service (ASN), ASN must understand the 4 pillars of digital literacy to avoid providing misleading information and misuse of information by unauthorized parties for their personal interests. The four pillars are the ability to use digital services (digital skills), ethics in the digital space (digital ethics), digital security (digital safety) and building a digital culture (digital culture). ABSTRAKLiterasi digital menjadi suatu hal yang menarik dibicarakan sebagai dukungan terhadap pelayanan publik dan tata kelola pemerintahan. Literasi digital penting bagi masyarakat berkembang, terlebih bagi pelayanan kepemerintahan. Upaya bagi peningkatan literasi digital Aparatur Sipil Negara (ASN) sangat penting untuk dilakukan, ASN harus memahami 4 pilar literasi digital agar terhindar dari pemberian informasi yang menyesatkan, dan penyalahgunaan informasi oleh pihak-pihak yang tidak berwenang untuk kepentingan pribadinya. Keempat pilar tersebut adalah kemampuan penggunaan layanan digital (digital skills), beretika dalam ruang digital (digital ethics), keamanan digital (digital safety) dan membangun budaya digital (digital culture).
