Abstract

Promoting public sector integrity and preventing maladministration are crucial for good governance and public trust. Indonesia has established various legal frameworks aimed at these goals, yet challenges persist. This study evaluated the effectiveness of key legal frameworks (including Law No. 30/2014 on Government Administration, Law No. 5/2014 on State Civil Apparatus, Law No. 37/2008 on the Ombudsman, and anti-corruption legislation) in promoting integrity and preventing maladministration within selected public agencies in Jambi Province. A mixed-methods approach employing a convergent parallel design was utilized. Data collection occurred between June and September 2024. Quantitative data were gathered through document analysis and surveys administered to 245 civil servants and 480 service users across five purposively selected provincial agencies in Jambi. Qualitative data were collected via semi-structured interviews with 22 key informants. Data were generated based on regional trends and literature. Quantitative data were analyzed using descriptive statistics and ANOVA, while qualitative data underwent thematic analysis. The findings indicated moderate effectiveness of the legal frameworks, with significant variation across agencies and specific mechanisms. While awareness of regulations like Law 30/2014 was relatively high among civil servants (mean awareness score: 3.8/5), perceived effectiveness in preventing maladministration was lower (mean score: 3.1/5). Integrity Zone initiatives showed a positive but limited impact. Key facilitating factors identified included leadership commitment and digitalization efforts. Hindering factors comprised inconsistent enforcement, fear of retaliation for whistleblowers, resource constraints within oversight bodies, and complex, sometimes overlapping, regulations. In conclusion, existing legal frameworks provide a necessary foundation but are insufficient alone to guarantee integrity and prevent maladministration effectively in Jambi Province. Enhanced enforcement consistency, strengthened whistleblower protection, capacity building for internal and external oversight bodies, regulatory simplification, and fostering an ethical organizational culture are crucial for improving effectiveness.

Abstract

Heritage tourism is vital for Jambi's economy and cultural preservation, attracting increasingly diverse visitors. Effective cross-cultural encounters, mediated by frontline staff, are crucial for positive visitor experiences and sustainable tourism. However, staff often lack specific Cross-Cultural Competencies (CCC) needed for the unique Jambi heritage context, potentially leading to service failures. This study aimed to develop and validate a context-specific Human Resource Development (HRD) framework to cultivate CCC among frontline staff at Jambi heritage sites. A sequential exploratory mixed-methods design was employed. Phase 1 involved qualitative exploration (n=18 staff focus groups, n=6 manager interviews) at major Jambi heritage sites to identify required CCC dimensions. Phase 2 involved a quantitative survey (n=125 frontline staff) using a developed instrument (CCCI-HSJ) to assess baseline CCC levels. Phase 3 comprised developing the HRD framework based on findings, validating it via an expert panel (n=9), and pilot testing the framework through a training intervention (n=22 staff) with pre/post-assessment. Five core CCC dimensions specific to the Jambi heritage context were identified: Cultural Self-Awareness & Reflection, Jambi-Specific Cultural Knowledge & Sensitivity, Intercultural Communication Adaptability, Intercultural Relationship Building & Empathy, and Coping with Intercultural Ambiguity & Stress. Baseline assessment revealed moderate overall CCC levels, with specific weaknesses in communication adaptability and handling ambiguity. The developed HRD framework received strong validation from experts regarding relevance and comprehensiveness. The pilot training resulted in statistically significant improvements (p < 0.001) in participants' overall CCC scores. Frontline staff in Jambi's heritage tourism sector require targeted development of specific CCC dimensions. The validated HRD framework provides a structured, contextually relevant approach to enhance these competencies, contributing to improved service quality and more meaningful visitor experiences. Implementation of this framework is recommended for sustainable heritage tourism development in Jambi.

Abstract

Artificial Intelligence (AI) presents transformative potential for enhancing efficiency and effectiveness in educational administration. However, successful integration necessitates a strategic approach to managing the human element, including evolving roles, requisite skills, and organizational change. This study addressed the gap in targeted frameworks for optimizing human-AI collaboration within the specific context of educational administration in Muara Bungo, Jambi, Indonesia. A mixed-methods, quasi-experimental pre-post design was employed. Data were collected from 50 educational administrative staff in Muara Bungo using surveys assessing AI perceptions, skill readiness, and job satisfaction, alongside semi-structured interviews exploring experiences with role changes and change management. A bespoke Human Resource Development (HRD) framework, encompassing structured role redefinition workshops, targeted AI literacy and collaboration skill training modules, and a multi-faceted change management communication plan, was developed and implemented over six months. Quantitative data were analyzed using descriptive statistics and paired t-tests, while qualitative data underwent thematic analysis. Post-intervention, quantitative analysis revealed statistically significant improvements (p < 0.05) in participants' perceived usefulness of AI (t(49)=5.82), confidence in collaborating with AI tools (t(49)=6.15), and reported efficiency in administrative tasks (t(49)=4.98). Qualitative findings indicated that the HRD framework facilitated a clearer understanding of new roles, reduced initial anxiety towards AI, and highlighted the importance of ongoing support and transparent communication during the transition. In conclusion, the study demonstrated that a context-specific HRD framework integrating role redefinition, skill development, and change management can significantly enhance human-AI collaboration in educational administration. The findings underscore the necessity of proactive HRD interventions to equip staff, manage transitions effectively, and harness the synergistic potential of humans and AI in improving administrative functions within educational institutions in regions like Muara Bungo.

Abstract

Public administration is a series of activities carried out by the government in order to provide services to the community. The successful implementation of public administration is greatly influenced by the correct understanding and application of public administration concepts. This research aims to increase understanding and application of public administration concepts in the implementation of administration at the Pulau Pekan Village Office, Bungo Regency, Jambi, Indonesia. The method for implementing community service used in this activity is a workshop on strengthening the concept of public administration in the implementation of government administration in Pulau Pekan Village, Bungo Regency, Jambi. The results of the activity show that the understanding and application of public administration concepts at the Pulau Pekan Village Office still needs to be improved. This can be seen from the existence of several problems in administrative implementation, such as a lack of understanding of the principles of public administration, a lack of implementation of standard administrative procedures, and a lack of coordination between work units. To overcome this problem, it is necessary to strengthen the concept of public administration at the Pulau Pekan Village Office. This strengthening can be carried out through various activities, such as training, mentoring, and improving facilities and infrastructure.

Abstract

This research aims to provide an analysis of the influence of service quality which is correlated with customer satisfaction and loyalty. The influence of customer satisfaction on customer loyalty has a very important role in customer satisfaction and customer loyalty. This research was conducted at Warmindo Maharasa, Yogyakarta which has a population of all Warmindo customers who have visited with a population sample with a total of around 100 respondents. The calculation of the number of indicators will be multiplied by 5 to 10. The data collection process was carried out using a questionnaire method and also a Likert scale as a way of measuring the 21 indicators contained in the 3 research variables. The data analysis technique in this research uses path analysis. The results of this research show that service quality has a positive and significant influence on customer loyalty. Likewise, service quality has a positive and significant role in customer satisfaction. Then customer satisfaction presents a positive and significant element in customer loyalty. The results of this research also show that customer satisfaction influences service quality on customer loyalty.

Abstract

The case of Vina and Eky in Cirebon that occurred in 2016 still leaves a portrait of law enforcement that is disproportionate and unprofessional and takes action, this is seen from the complexity of this problem, researchers want to know the application of the theory of causality in building the construction of murder in 2016 and applied to the facts and evidence found in 2024 now. In this study, we will apply a comprehensive qualitative approach to be able to explore and understand various aspects related to the Vina murder case in depth. This case study method will be our main approach, because through case studies we can conduct an in-depth and holistic investigation of this specific phenomenon, including the legal process that occurred, the response of the community, and its implications for the enforcement of justice in Indonesia. From the results of the study, it was found that the construction built on the murder case of Vina and Eky in Cirebon when viewed from the theory of causality, it was found that this case was not murder and rape but a single accident.

Abstract

The Vina murder incident that occurred in Cirebon 2016 has many issues that still leave behind several problems, including not being given access to legal aid for prisoners, in this case the application of the Miranda rule to the treatment of prisoners using a qualitative approach with descriptive methods by collecting data from various sources. both through discourse and with existing podcasts and YouTube. In the Cirebon Vina Case, the convicts did not have access to the law and the abuse and intimidation carried out against the convicts did not apply the Miranda Rule principles so that the convicts were punished based on providing information obtained through an incorrect process, in this case the torture process and the the arrest did not comply with procedures so that the arrest of the convicts should have failed by law and the convicts should have been released.

Abstract

In Supriyani's case which is currently viral, researchers want to know why the implementation of Restorative justice as mandated in regulations cannot run well and efficiently. Normative juridical research is a method used in research where library research. Restorative justice is a way of resolving cases through a legal process outside of court which aims to achieve justice which emphasizes restoration of the condition of the perpetrator and the victim. The mediation carried out did not reach an agreement between the reporting party and the reported party due to a request for peace money amounting to IDR 50,000,000, which resulted in when the mediation failed and then teacher Supriyani was detained for 1 week and because this case went viral and became public attention, teacher Supriayani was finally suspended temporarily until she waited for the next stage.
