Abstract

Pemerintah Kota Surabaya menyediakan moda transportasi umum yang diharapkan dapat mengurangi kemacetan, seperti Suroboyo Bus. Namun rute yang dilalui oleh transportasi umum tersebut dirasa belum efektif, karena terpaku pada jalan besar sehingga masyarakat yang berada di jalan– jalan kecil belum bisa terhubung dengan baik untuk dapat menggunakan angkutan massal. Oleh karena hal itu Pemerintah Kota Surabaya mengembangkan transportasi yang menghubungkan permukiman yang tidak bisa dijangkau oleh transportasi besar, dengan trobosan transportasi baru yang dinamakan Feeder WiraWiri Suroboyo. Penelitian ini bertujuan untuk menganalisis risiko operasional transportasi feeder WiraWiri Suroboyo dalam mendukung integrasi dengan Bus Trans Jatim atau Trans Semanggi. Metode penelitian menggunakan pendekatan kuantitatif melalui Structural Equation Modeling – Partial Least Square (SEM-PLS) pada data kepuasan penumpang. Hasil penelitian menunjukkan bahwa risiko operasional memiliki pengaruh terhadap kepuasan penumpang, yaitu pada aspek keterlambatan (p-value = 0.001), keandalan armada (p-value = 0.011), teknologi (p-value = 0.03), kecuali keselamatan (p-value = 0.544) dan komunikasi (p-value = 0.165). Strategi manajamen risiko yang dapat diterapkan yaitu identifikasi dan penilaian risiko secara berkala, Standarisasi Operasional dan SOP, peningkatan kompetensi SDM, penggunaan teknologi informasi, pemeliharaan preventif armada, kolaborasi dengan pihak ketiga, dan evaluasi kinerja dan audit internal.

Abstract

Taxiway flexible pavements are subjected to high shear stresses from slow-moving aircraft with large wheel configurations, making mixture stability and resistance to permanent deformation critical performance requirements. Asphalt Concrete (AC) and Stone Mastic Asphalt (SMA) are commonly used wearing course mixtures; however, their performance characteristics under taxiway loading conditions may differ significantly. This study presents a comparative evaluation of the Marshall performance of AC and SMA mixtures designed in accordance with Federal Aviation Administration (FAA) specifications for taxiway pavements. Laboratory experiments were conducted using the Marshall mix design method to determine key parameters, including stability, flow, Marshall Quotient (MQ), Voids in Mix (VIM), Voids in Mineral Aggregate (VMA), Voids Filled with Asphalt (VFA), and Optimum Asphalt Content (OAC). The results indicate that the AC mixture exhibits higher average Marshall stability, reflecting superior load-bearing capacity, whereas the SMA mixture demonstrates lower flow values, indicating greater resistance to permanent deformation. The OAC of the SMA mixture is higher than that of the AC mixture due to its stone-on-stone aggregate structure and larger VMA. These findings highlight the trade-off between structural stiffness and deformation resistance in selecting wearing course mixtures for taxiway pavements and provide technical insights for mixture selection based on FAA performance requirements.

Abstract

Runway pavements are subjected to heavy and repetitive aircraft loads, requiring asphalt mixtures with high stability and deformation resistance. Aggregate gradation plays a critical role in controlling the mechanical performance of Asphalt Concrete (AC) mixtures. This study investigates the effect of FAA dense-graded and BBA open-graded aggregate gradations on the Marshall characteristics of AC mixtures for airport runway applications. Laboratory Marshall testing with 75 blows of compaction was conducted to evaluate stability, flow, Marshall Quotient (MQ), voids in mix (VIM), voids in mineral aggregate (VMA), and voids filled with asphalt (VFA). The results show that the optimum asphalt content (OAC) of the FAA mixture is 5.0%, while the BBA mixture requires a higher OAC of 5.6%. Under optimal conditions, the BBA mixture achieved a higher stability value (2270 kg) than the FAA mixture (2120 kg), indicating superior load-bearing capacity. The BBA mixture also exhibited higher VMA (15.82%) and VFA (77.38%), reflecting a stronger aggregate interlocking structure combined with higher asphalt content. These findings demonstrate that aggregate gradation philosophy significantly influences the mechanical performance of runway asphalt mixtures. The BBA gradation shows greater potential for use as a runway wearing course where high stability and resistance to deformation are required.

Abstract

Photovoltaic (PV) power plant projects in East Java often face challenges during the initiation phase due to inadequate risk assessments. This phase is crucial for ensuring the project's long-term success; however, suboptimal risk identification has caused project delays. In the risk assessment process, high-priority risks need to be mitigated, but differences in the methods used can result in varying risk priority outcomes. One of the methods that can be used is Failure Mode and Effect Analysis (FMEA), while according to internal regulations at PT PLN (Persero), the Risk Matrix is applied. By using these two methods, the differences in the resulting risk priority rankings can be identified. Both tools rely on evaluations from experts experienced in decision-making during the initiation phase of PV power plant projects. From the analysis, 12 risks were identified during the initiation phase of the Pagerungan Besar PV power plant project. The highest-priority risks identified include Suboptimal feasibility study (Risk Priority Number/RPN: 74.27), unfavorable outcomes for the organization/company (RPN: 68.96), lack of budget (RPN: 64.00), and stakeholder Intervention (RPN: 53.69). Meanwhile, by plotting the Severity Level and Occurrence Level of each risk on the Risk Matrix according to PT PLN (Persero) regulations, the highest-priority risks identified include Suboptimal feasibility study (Extreme Risk Level, Zone E5), location-related issues (Extreme Risk Level, Zone E5), non-compliance with regulations (Extreme Risk Level, Zone E5), and suboptimal project team (Very High Risk Level, Zone D5). The two risk assessment methods produced different prioritizations, potentially impacting mitigation strategy decisions. This variation highlights the need for further analysis to ensure accurate and reliable risk prioritization, which is critical for project success and efficient resource allocation. Future studies should focus on evaluating prioritization methods to support effective decision-making and ensure timely project implementation in line with the targeted Commercial Operation Date (COD).

Abstract

Aims: This study was aimed to evaluates land-use alternatives using the Highest and Best Use (HBU) analysis, the Analytic Hierarchy Process (AHP), and utility theory as the basis for decision-making. Methodology and results: The findings indicate that Alternative 3, comprising a mixed-use composition of apartments (30%), offices (20%), hotels (15%), shophouses (15%), and SOHO units (20%), is the most suitable option. This alternative achieves a balance between the highest economic productivity (Rp 38,912,373.62/m²) and Sustainability (score of 2.89). The sustainability assessment covers three main dimensions: environmental, reflected in the reduction of approximately 12.5% carbon emissions and the allocation of 10% of land area to green open space (RTH); social, shown through improved accessibility, local employment opportunities, and public comfort; and economic, demonstrated by the enhancement of property value and long-term financial feasibility. From the physical aspect, attention should be given to soil type and drainage conditions on the site. Regulatory risks, initially categorized as high, can be minimized to a low level through the fulfilment of technical documentation and intensive coordination with relevant agencies (DPM PTSP, DLH, Department of Transportation, and others). Sensitivity analysis further identifies occupancy rates as the key determinant of financial success. Conclusion, significance and impact study: From the results of this study, it can be concluded that the best alternative is alternative 3 due to its high sustainability value. Not only alternative 3, but alternative 5 can also be considered due to its high sustainability value.

Abstract

Banyuwangi Regency, located in East Java, Indonesia, has rapidly emerged as a leading tourism destination due to its exceptional natural beauty and cultural richness. The increasing number of domestic and international tourist visits requires adequate transport infrastructure to ensure accessibility and connectivity across major destinations. Without a well-functioning transport system, the tourism sector may face barriers to sustainable growth and equitable regional development. Accessibility is defined as the ease with which tourists can reach specific destinations, whereas connectivity reflects the degree of linkage and travel efficiency between those destinations. This study seeks to analyze the performance of the tourism transport system in Banyuwangi by applying the Hansen accessibility model, using both to assess spatial accessibility and inter-destination connectivity. Primary data were collected by measuring the distances between selected tourist destinations (ODTWs) along existing transport routes through Google Maps. Secondary data were obtained from the Banyuwangi Regency Tourism Office, including records of tourist arrival volumes. The results show that accessibility values range from 0.0067 to 0.07, while connectivity values vary between 0.87 and 1.09. These findings reveal significant disparities in transport service distribution and functional integration between routes. The study emphasizes the urgent need for strategic planning and investment in transport systems tailored to the dynamics of tourism flows. Enhancing transport accessibility and connectivity is essential not only to support tourist mobility but also to promote inclusive and sustainable tourism development across the region.
