Abstract

Several  researchers have been undertake in finding alternative materials in order to be used as a modifier in asphalt mixture for the purpose of improving its properties. This research presents a study of laboratory evaluation on the performance of hot-mixed asphalt (HMA) using crumb rubber as an additive. It is noted that crumb rubber was identified to have potency as a modifier in HMA due to the elastic behavior exposed by the rubber particles, especially in reducing the rutting potential. This study fine crumb rubber Shred (2.36-0.85 mm) obtained by ambient-temperature grinding process from discarded truck tires, was used to modify asphalt concert. The fine crumb rubber with different contents, i.e. 2.5%, 5%, 7.5% and 10%, was incorporated into the mixture by using dry and wet process method in differentent temperatures. The Marshal properties, Unconfined Compressive Strength (UCS), Indirect Tensile Strength test (ITS) and Indirect Tensile Strength Modulus (ITSM), Permeability   were conducted. The result showed that marshal stability, Marshal Quotient, Voids in Mix (VIM) and Voids in mineral aggregate (VMA) decreased with the increasing crumb rubber modifier. However, Marshal Flow and Void filled with asphalt (VFWA) increased when crumb rubber modifier was increased. The crumb rubber asphalt mixture result indicated has increased amount of crumb rubber in asphalt concrete mixture will decrease the Marshall Stability and permeability test shows that asphalt concrete without crumb rubber lower than AC with crumb rubber strength compare to other mixture.

Abstract

List of Selected Providers (LSP) is a list stating that goods/ service providers have passed the qualification assessment mechanism at PT XYZ. The qualification assessment process is an important stage in the process of goods/ service procurement because it affects the success of a project. Up to now, the qualification assessment process at PT XYZ has not been managed comprehensively, resulting in delays or failure of project completion. Therefore, to get a qualified and best provider of goods/ services, the qualification assessment process using the Analytic Network Process (ANP) is necessary to be carried out. The process of this research started from selecting criteria through the Delphi method, then performing a pairwise comparison using questionnaires on each of the criteria identified. Subsequently, the data were processed using the ANP software, namely Super Decisions Version 3.2.0 to obtain the weight of each criterion. The next stage was to carry out an assessment of the goods or service providers following the LSP process. The final result of this research was to obtain the weight of each qualification criterion to determine a competent and threshold-passing provider projected to be included in the LSP.

Abstract

This research is focused on the analysis of delays or risks to the implementation of the "Procurement and Installation HVAC Installation" contract at West Madura Offshore Oil Company, which has a working area in the Offshore area. This study uses the HOR (House of Risk) method as an alternative to the ISO31000: 2009 risk management method that has been used internally by West Madura Offshore Oil Company The basis for selecting the HOR (House of Risk) method is the existence of a tool to see the impact (severity) and relations (relations) between the event of a delay and the factoring agent. In identification of the cause of the delay the method used are collecting data primary through Focus Group Discussion between Internal Expert and Secondary data which use project data for Offshore HVAC Project in the period of the year 2016-2018. The HOR (House of Risk) method in conducting this process is presented as follow review historical data and related document, Focus Group Discussion as information gathering techniques, Risk analysis and Risk Register. There are five significant risks from the results of research using the HOR (House of Risk) method, namely Poor-quality shop and coordination drawings, weather constraints, limited quantity and quality of HR (contractors and subcontractors), Absence of duct fabrication workshops at the site and lack of communication between contractor and subcontractor.

Abstract

In order to realize public accountability, the program study must actively build an internal quality assurance system. To prove that the internal quality assurance system has been implemented properly and correctly, the program study must be accredited by an external quality assurance institution. Criteria for evaluating commitments in accreditation are outlined in number of standards and are presented by programs study in instruments of forms. The problem that arises is that data/ documents for the process of supporting accreditation forms are not all available in the Program Study so they still have to involve other units to obtain them. The purpose of this study is to design a data management system to prepare the availability of data / documents to support the process of preparing accreditation forms. The System Development Life Cycle (SDLC) method is used with the waterfall model in designing this system. This research has produced an application system called Dokumen Akreditasi Online which is oriented towards standards of accreditation form. Overall the results of testing the system functionality shows that all features in the application can be run. The results of measuring the level of user satisfaction amounted to 75.27% which means that users are satisfied with this system. Thus, the need to prepare for accreditation is faster and easier and useful for other administrative needs.

Abstract

Karang Penang sub-district is a new sub-district after the division of territory in the Sampang Regency. This sub-district consists of seven villages. Sampang Regency is an area that is categorized as underdeveloped regions in East Java Province. This is indicated by the economic conditions and the low quality of human resources, and inadequate infrastructure. The last indication needs to be carried out regularly to ensure its continued functioning in supporting economic movements in this area. Delay in the identification of damage that often occurs in this area has caused delays in the maintenance of the facility. To overcome the delay in preparing the repair schedule, it is necessary to make a faster and more accurate assessment of road conditions. This study aims to assess the condition of the road pavement by combining the two approaches, namely the Pavement Condition Index (PCI) method and the Spatial Poisson Point Process (SPPP). The results of the modeling are expected to be able to identify the distribution pattern of the locations of damage points of the highway, to identify what parameters have a significant role in the distribution of the points of damage to the highway, and to be able to identify the level or condition of district highway conditions in Karang Penang District. The results of this study are able to provide predictions of the pattern of road damage conditions with varying intensity and influential factors between highway locations. These results, in turn, can provide information on the pattern of corrective actions that are more appropriate according to the damage criteria at these locations.

Abstract

The Balikpapan Samarinda Toll Road Project built 99 km has a relatively short implementation time of 3 years. The accuracy of project completion is closely related to the procurement of materials during the implementation period. Risk analysis based on ISO 31000: 2009 where the risk of delay in procurement of materials is included in the extreme category with a high level of probability and severe impact. Risk analysis is carried out qualitatively, that is, determining risk priorities by determining the likelihood of events and their effects on project performance. Material procurement delays still occur due to various factors that have not been mitigated in the planned risk analysis. This resulted in project performance not on schedule. The purpose of this study is to provide a proactive framework for managing material procurement risks. The method used is the House of Risk (HOR) from the literature study. The HOR method is very commonly used in supply chain risk management. The HOR method focuses on preventive actions determining the main risk agents and the priority of preventive actions. The advantages of this method are in the framework that can cover the whole process of risk management. Phase 1 of HOR begins with the identification of risk events and phase 2 of risk treatment. This framework allows management to select priority risk agents to be mitigated and prioritize proactive actions to reduce the impact of risk events. The results of the study are 14 risk events and 15 risk agents that can occur in the material procurement process. From the Paretto Diagram, 4 risk agents were selected, namely schedule changes became faster, bill payments required a long period of time, problems in supplier selection, and material fabrication time. Based on the analysis of preventive action 3 actions proposed in this study are coordinating with the finance department to monitor supplier bills, coordinate with production for proper procurement schedules, and evaluate suppliers.

Abstract

The development of the construction in Indonesia is growing rapidly over time, along with rapid economic growth. In its implementation, many projects have problems with work delays so that the project completion is not in accordance with the scheduled time and results in increased costs due to additional completion time. This delay puts the contractor to do a re-planning or commonly referred to as a re-baseline. The inaccuracy of re-planning can have an impact on not achieving revenue targets and having a commercial impact on the construction company. a project performance analysis is needed to anticipate these problems as early as possible. The method used to analyze project performance with a review of the implementation time and budget to manage the dynamics that occur is to use the Earned Value Management method. EVM is a method that is used to determine the progress of a project greater or smaller than the budgeted budget and faster or slower than a predetermined schedule. This study shows that EVM parameters, namely SPI and CPI on 3 PT Projects. XYZ shows both in the field of work (SPI) or budget planning (CPI), PT. XYZ still shows a performance that is not good enough. Whereas EVM Analysis on 3 XYZ Projects shows that the cost requirements needed for project completion are above the budget. The Sugar Factory EPCC Project A based on EVM will require 107% of the BAC value for completion of work, the EVM-based Cooking Plant Construction Project will require 110% BAC for completion of work and the Sugar Factory EPCC Project B based on EVM will require 106% BAC to complete the work. Referring to the EAC calculation and risk mitigation for the costs needed, the Project for the Construction of Edible Oil Plants has the greatest potential to be able to reduce business yields. Through EVM, it was also found that the time for implementing the three projects increased from the duration of the initial planning. The EPCC Project for Sugar A Factory increased for 6 Months, the Cooking Oil Plant Construction Project increased for 5 months and the EPCC Sugar Factory B Project increased for 2 months.

Abstract

PT XYZ is one of the largest manufacturing industry companies in Indonesia, that using multiple project management. Several concurrent projects existed, or also referred as multiple project management. Multiple project often cause several problems, such as the long duration of the project because of wrong determining priorities and limited resources. These problems certainly affect the success of the project in general. The success of the project is measured by the project iron triangle, that is budget, quality and time. Success of a project is important, and many research has been done to determine the project success factors. However, there is still limited research related to multiple projects. This is exploratory research, and initial stage where researchers will determine the factors that support the success of multiple projects. Following the variable identification from literature study, a survey was conducted. This research use exploratory factor analysis (EFA) and mean vs standard deviation analysis. Results of the study, success factors of multiple projects formed six factors including communication, organizational, technical, external, resource, and project factors. As a recommendation for the company, which factors are significant are seen from the results of the mean analysis, with the highest significance results are : (1) Material availability; (2) Realistic planning; and (3) Manager's competence

Abstract

Indonesia is the largest archipelago country in the world so that Indonesia's need for air transportation cannot be avoided. The demand for air transportation services increases in line with the increase in population and the level of welfare of the people. At Juanda Airport until the end of 2013 the number of passengers exceeds the capacity of the existing terminal. Overcoming this problem, PT Angkasa Pura I developed Terminal 2 of Juanda Airport, which began operating on 14 February 2014. With the development of facilities and flight facilities for Juanda Airport, aviation fuel supply needs have also increased. PT Pertamina (Persero) through the Aviation business unit as a provider of jet fuel at Juanda Airport, supports the development of the airport facilities. The investment carried out in 2017-2020 are the installation of a hydrant system pipeline for Terminal 2 and the addition of a storage tank to increase coverage days in the Depot Pengisian Pesawat Udara (DPPU) Juanda planned to begin in 2020. Until December 2019 the hydrant system project progress has reached 96%, but there has been a decline flight frequency since December 2018 due to partial closure of routes by airlines, reduction in flight frequencies and a decrease in jet fuel prices at market demand, so it is necessary to decide whether or not to continue investing in tank construction. Therefore, capital budgeting analysis is carried out using the incremental Internal Rate of Return (IRR) method between hydrant project investments and tank construction compared to hydrant projects without tank construction. The results of the incremental IRR analysis showed an IRR of 9.81% while the MARR used was 10.38%.

Abstract

PHA is an oil and gas Cooperation Contract Contractor (KKKS) in Indonesia, playing an important role in achieving the national oil and gas production target. To maintain operational and production continuity, a replacements shutdown valve control panel project performs at the production facility of West Madura offshore field. It was the first control panel replacement project carried out at the live production facility. Project team identify some high risk activity through process and occupational safety. Research needs in order to determine construction phase project risk mitigation, by hazard identification, risk analysis, classification and proposed preventive actions as necessary. Proposed analysis and risk management determined by Focus Group Discussion and House of Risk modeling methods, research identified 23 risk events, 23 risk agents, risk mitigation defined by aggregate risk potential and its prioritie. Aiming on reducing risk occurrence and improving positive impact for sustainability and objectives of the project. 24 preventive actions are selected with 5 top priority preventive action proposed.
