Abstract

The role of the tourism and culture department in the effort to preserve the randai tradition in Kuantan Singingi Regency in 2017 is still not optimal. This is known from the phenomenon of the lack of facilities and infrastructure for the randai tradition, the lack of communication and publication of the randai tradition, and the lack of attention of the younger generation to the randai tradition. This study aims to determine: (1) the role of the Department of Tourism and Culture in the effort to preserve the Randai tradition in Kuantan Singingi Regency; (2) the factors that hinder the preservation of the randai tradition in Kuantan Singingi Regency. This research is a qualitative research with descriptive method. The data collection technique used is the interview technique. Where the interview data were obtained from five informants. Based on the research findings, it can be concluded that the role of the Department of Tourism and Culture in the effort to preserve the Randai tradition in Kuantan Singingi Regency can be said to have been carried out, because there have been coaching activities in the randai group, and equipment assistance provided to some randai groups. Although there are still some randai groups who have not received proper guidance and assistance. Through the 12 roles of the Department of Tourism and Culture in preserving culture, only two roles have not been implemented properly, namely the role in preparing materials for formulating policies and strategies for cultural preservation, and preparing technical guidelines for cultural preservation. Keywords : Service Role, Cultural Preservation, Randai Tradition

Abstract

The research entitled "Government Management of the Tourism Office in the Development of Historical Tourism in Siak Regency 2016-2017" This research is based on the Siak Regency Regional Regulation Number 13 of 2012 concerning the Regional Tourism Development Master Plan (RIPPDA) of Siak Regency Article 13 activities that "Tourism Strategic Areas I for the development of tourism products based on historical and cultural heritage tourism supported by culinary tourism in one unit, the development of “History and Culture” tourism in the coverage of Siak District ”. Siak District is the focus of tourism in the historical and cultural tourism sector, therefore every historical tourism object in Siak District is the main focus of management by the Siak Regency Tourism Office. as for the formulation of the problem in this study is "How the Governance of the Siak Regency Tourism Office in Historical Tourism Development"The method used in this research is a qualitative method which describes the data descriptively. The data techniques used were interviews and documentation. While the data source used is primary data obtained from the research location in the form of research information and then support secondary data in the form of document data.The results showed that the management of historical tourism objects in the Siak Regency Tourism Office was good in historical tourism objects. Three indicators that go well are planning, monitoring, organization, while what is not good is the implementation, therefore it is necessary to improve in order to increase tourists and services to historical tourism in Siak district. Abstract

The Riau Province have a sufficiently expansive coconut plantation area, around 422.595 hectares,  approximately 83% of said area is contained within the Indragiri Hilir Regency. Indragiri Hilir regency government have made Local Regulation Number 3 Year 2018 (Peraturan Daerah Nomor 3 Tahun 2018) regarding the The Execution of Coconut Commerce to regulate the coconut chain of commerce in Indragiri Hilir regency, however an issue that have arisen is that the price of coconut amongst the farmers  as of 2019 is still very low. The question that this research will solve is how the coconut commerce in Indragiri Hilir regency is being executed and what are the factors that affect the execution of coconut commerce in Indragiri Hilir regency.            This research uses the qualitative approach with descriptive type approach. The type and research data sources are separated into primary data in the form of purposive informant gathering technique and secondary data in the form of supporting data regarding the execution of coconut commerce. The data are gathered using interview and documentation techniques.The results of the research regarding the execution of coconut commerce in Indragiri Hilir regency year 2019 within the political economy perspective, have not yet been able to be optimally implemented and enforced. This issue is caused by the execution of said local regulation from all involved department are still at the socialization stage. In the year 2019 and even until 2020 the coconut industry have not been able to give or decide a standard price margin towards coconut businessman/gatherer because the lack of partnership cooperation. The government’s plan to open a corporation that moves within the management of coconut  based produce and attempt to operate a special coconut port as of 2020 said plans are still in the managerial recruitment and business plan formulation phase and thus they are yet to operate and also the program to preserve and repair the farmers plantation  from The Plantation Department have been reduced,  some are not even executed. The factors that affect the execution of coconut commerce are the Regent’s regulation to further proceed the execution of the local regulation have not yet been made by related Departments. The Indragiri Hilir regency also have not yet possess a special market for coconut, in the year 2019 the program from the Department of Plantation to  preserve and repair the farmers plantation mostly remains as unexecuted programs and the unequal socialization towards corporations by The Deparment of Commerce and Industry. Keywords : Local Government, Execution of Coconut Commerce, Economic Politic

Abstract

Writing a thesis entitled "Collaborative Governance in the Recognition of Customary Law Communities and Ulayat Land Rights of the Petopang Kenegerian tribe in Kuok, Bukit Melintang Village, Kuok District, Kampar Regency, 2017-2019", in Kampar Regency, there are actually many units of customary law communities and customary land in every village, especially in Riau Province. In Kampar itself, the existence of customary law communities in Kampar Regency is better known as Kenegerian, where several countries are supervised by the Caliphate. Talking about the existence of customary law communities and their traditional rights have been guaranteed in the 1945 Constitution, however, so far there has not been a comprehensive recognition of customary law communities and customary land rights and has not yet been optimal. There are supporting factors in waste management itself, namely from external and internal factors. This research was conducted in Bukit Melintang Village, Kuok District, Kampar Regency. The purpose of this research is to describe Collaborative Governance in Recognition of Customary Law Communities and Ulayat Land Rights of Petopang Kenegerian Kuok Village, Bukit Melintang, Kuok District, Kampar Regency, 2017-2019. The theory used is the collaboration of Ansel and Gash. The research method used is descriptive qualitative with interview data collection techniques, literature study and documentation, the types of data used are primary data and secondary data. The final result of this research is using a collaborative theory of the implementation of the recognition determination of customary law communities and customary land rights in Kampar Regency, especially in Bukit Melintang Village. This has not been going well according to the theory used. This is due to several factors, such as lack of stakeholder cooperation and undocumented customary forests as a whole.Keywords: Collaborative Governance, Customary Law Community, Ulayat Land.

Abstract

Recognition and protection towards customary law communities in Kampar Regency are inevitable, remembering that the existence of these communities far before the establishment of this nation. A very progressive response was issued by the Regent of Kampar by Forming Registration Team for The Establishment of Customary Law Communities, Customary Territory, and Customary Forests in Kampar Regency. The Registration Team came from local government organizations, national land agencies, academicians, ministries element, non-governmental organization, and customary community institution shows collaboration that involves state actors. This collaboration successfully initiates the acknowledgment toward customary law communities and customary law with the release of Regent Decree in some areas under the Kampar Regency. This study uses a qualitative method with the type of phenomenological research. This collaborative governance is initiated by NGOs that focus on the environment and sustainable development. dominance is still found in the implementation of duties, the unequal power / authority of all parties, conflicts of interest, political will from regional heads and communication and coordination issues are still major obstacles.

Abstract

Writing a thesis entitled "Government Law Enforcement in Waste Management in Pekanbaru City in 2019". Law enforcement is the process of making efforts to enforce or actually function legal norms as guidelines for behavior in traffic or legal relations in social and state life. Waste management is a systematic, comprehensive, and sustainable activity that includes waste reduction and handling, aimed at improving public health and environmental quality and making waste a resource. This research was conducted at the Department of Environment and Cleanliness of Pekanbaru City. The purpose of this study is to describe Government Law Enforcement in Waste Management in Pekanbaru City in 2019. The theory used is the theory of Gustav Radbruch, namely the elements of law enforcement and Soerjono Soekanto's theory, namely the factors of law enforcement. The research method used is descriptive qualitative with data collection techniques through interviews and documentation, the type of data used is secondary data and primary data. The final conclusion from this research is that the implementation of law enforcement has not been optimally carried out by the Pekanbaru City Government because it is influenced by several factors.Keywords: Enforcement, Waste Management, Sanctions

Abstract

Paradigma kemitraan multi-stakeholder layak menjadi alat analisis dimana Multi-Stakeholder Partnership (MSP) menekankan pada keterlibatan sektor publik, swasta, dan masyarakat sipil yang berorientasi pada membangun dialog dan kolaborasi konstruktif berbasis kesukarelaan. Tujuan penelitian adalah mengeksporasi model proses pencegahan dan pengendalian COVID 19 di Kota Pekanbaru melalui perspektif MSP. Kota Pekanbaru yang merupakan ibu kota Provinsi Riau tercatat sebagai wilayah dengan penyebaran dan kasus positif COVID-19 tertinggi dibandingkan wilayah lainnya. Empat fase utama dalam MSP yang diuraikan dalam makalah ini adalah inisiatif, perencanaan adaptif, tindakan kolaboratif dan pemantauan refleksi. Tulisan ini didasarkan pada hasil penelitian dengan menggunakan metode kualitatif dengan analisis eksploratif. Hasil penelitian menunjukkan bahwa MSP tertuang dalam struktur formal yaitu terbentuknya satuan tugas penanganan COVID 19 di Kota Pekanbaru yang terdiri dari multistakeholder dan terbagi dalam beberapa bidang kerja dan turunannya. struktur ke tingkat masyarakat. Formasi ini tidak serta merta menunjukkan adanya kemitraan yang baik, masih terdapat permasalahan terkait dominasi struktural kekuasaan formal dan dinamika sosial mengenai ambiguitas dan kompleksitas keanggotaan. Selain itu, aspek ketergantungan antar aktor serta kesetaraan dan kepercayaan juga menjadi permasalahan yang menunjukkan MPS belum optimal dalam mengimplementasikan kebijakan terkait pencegahan dan pengendalian COVID-19.

Abstract

The partnership in waste management carried out by the Pekanbaru City Government is not without reason. The issue of waste has become a frightening specter that if it is not immediately managed properly it will increasingly reach a tipping point. However, it must be recognized that the Regional Government is faced with limitations in managing waste, thus establishing partnerships with the private sector. This research is here to see to what extent the shared authority covers limitations through the perspective of policy implementation. The problem will be dissected through David C. Korten’s policy implementation theory. Various data obtained from the case study method are then developed with theory in order to obtain a comprehensive conclusion. The results showed three important things. First, the compatibility between the program and the beneficiaries. The reality in the field shows that some of the programs that have been designed and outlined by law are already very comprehensive. Second, the compatibility between the program and the implementing organization. This point examines the compatibility between ideas and plans that have been prepared by the government and the capabilities of the implementing organization. PT. Samhana Indah as the implementer of waste management in the zone I zone is a financially well-established company, has an adequate transportation fleet, and is experienced in work management. Third, the compatibility between the user groups and the implementing organization. The private sector has done the work according to work standards and brought benefits to the surrounding community. Kemitraan dalam pengelolaan sampah yang dilakukan oleh Pemerintah Kota Pekanbaru bukan tanpa alasan. Persoalan sampah telah menjadi momok menakutkan yang jika tidak segera dikelola dengan baik maka akan semakin menuju titik kritis. Namun harus diakui bahwa Pemerintah Daerah dihadapkan pada keterbatasan dalam mengelola sampah, sehingga menjalin kemitraan dengan pihak swasta. Penelitian ini hadir untuk melihat sejauh mana wewenang yang dibagi itu menutupi keterbatasan melalui sudut pandang implementasi kebijakan. Permasalahan akan dibedah melalui teori implementasi kebijakan David C. Korten. Berbagai data yang diperoleh dari metode studi kasus kemudian dikembangkan dengan teori guna memperoleh suatu kesimpulan yang komprehensif. Hasil penelitian menunjukkan tiga hal penting. Pertama, kesesuaian antara program dan penerima manfaat. Kenyataan dilapangan menunjukkan bahwa beberapa program yang telah dirancang dan dituangkan melalui undang-undang sudah sangat komprehensif. Kedua, kesesuaian antara program dengan organisasi pelaksana. Poin ini menguji kesesuaian antara ide dan rencana yang telah disusun oleh pemerintah dengan kemampuan organisasi pelaksana. PT. Samhana Indah selaku pelaksana pengelolaan sampah di wilayah zona I merupakan perusahaan mapan secara finansial, memiliki armada pengangkutan yang memadai, serta berpengalaman dalam hal manajemen kerja. Ketiga, kesesuaian antara kelompok pemanfaat dengan organisasi pelaksana. Pihak swasta telah melakukan pekerjaan sesuai dengan standar kerja dan membawa manfaat kepada masyarakat sekitar.

Abstract

ASN recruitment is important in recruiting employees  needed in running the organization. Recruitment or placement of employees according to the merit system is the placement of the best people to occupy the positions needed because of the quality and capacity they control. As for the purpose of the implementation of this study, namely to understand the application of ASN recruitment in Kampar District. As for the research method used in this research is descriptive research. The conclusions obtained from this study are indicators of implementation of merit system rules which are related to the implementation of recruitment, namely: 1) organized and orderly planning carried out throughcreative and innovative recruitment techniques, 2) each participant selection candidate must have a responsibility and be well explained, 3) the implementation of the recruitment system links participants who have the ability and become an appropriate source in the implementation of the survey to be ableaccommodating all people from various groups, 4) each candidate for selection is given fair treatment regardless of their background from which race 5) recruitment is carried out on knowledge, ability and expertise based on open and fair competition for everyone forget equal opportunities available, 6) the implementation of procedures for selection can be carried out in order to confirm that candidates have the ability and the right to get a position in the right job according to their abilities, 7) staff who are accepted should be protected from various special attitudesbecause of something or the attitude of deception for political purposes.   Rekrutmen ASN adalah hal penting dalam pengadaan pegawai sesuai kebutuhan di dalam menjalankan organisasi. Rekrutmen atau penempatan pegawai menurut sistem merit merupakan penempatan orang-orang terbaik untuk menempati jabatan yang diperlukan karena kualitas dan kapasitas  yang dikuasainya. Adapun tujuan pelaksanaan Penelitian ini yaitu untuk memahami penerapan rekrutmen ASN yang berada dalam Kabupaten Kampar. Adapun metode penelitian yang digunakan dalam penelitian ini yaitu penelitian deskriptif. Kesimpulan yang diperoleh dari penelitian ini adalah  Indikator pelaksanaan aturan merit sistem dimana terkait dengan pelaksaaan  rekrutmen  yaitu: 1) perencanaan yang tertata dan teratur yang dilakukan melalui teknik rekrut merekrut yang kreatif dan inovatif, 2) setiap calon seleksi ikut berperan serta harus memiliki tanggung jawab dan dijelaskan dengan baik, 3) pelaksanaan sistem rekrutmen mengaitkan peserta yang memiliki kemampuan dan menjadi sumber yang sesuai dalam pelaksanaan rekrumet agar mampu menampung semua masyarakat dari berbagai golongan, 4) setap calon seleksi diberi perlakuan yang adil tidak memedulikan latar belakang dia dari ras mana 5) rekrutmen dilaksanakan pada pengetahuan, kemampuan dan keahlian berdasarkan persaingan yang terbuka dan adil terhadap segala orang untuk mendapatkan kesetaraan pada kesempatan yang ada, 6) pelaksanaan prosedur pada seleksi dapat dilaksanakan guna menegaskan calon  yang memiliki kemampuan dan tepat dalam memperoleh posisi di pekerjaan yang tepat sesuai kemampuannya, 7) staf yang diterima patut terlindungi dari berbagai sikap spesial karena suatu hal atau adanya sikap pembohongan untuk tujuan perpolitikan.

Abstract

Penerapan teknologi informasi sangat dibutuhkan di dalam penyelenggaraan pemerintah desa. Terutama di bidang jasa publik. Penyelenggaraan jasa publik dilakukan oleh pemerintah desa dalam kemudahan akses informasi dan komunikasi. Namun, lain halnya jika jasa publik yang dijalankan tersebut mengalami beberapa kendala seperti kurangnya keterbukaan informasi kepada publik, pelayanan publik yang memakan waktu yang lama, proses yang berbelit-belit, serta layanan yang tak dapat diakses memicu tingkat kepuasan masyarakat berkurang. Hal itu disebabkan oleh banyak faktor, salah satunya, pemerintah desa masih menggunakan sistem manual, yang menghambat proses kinerja pegawai desa dalam memberikan pelayanan publik yang efektif dan efisien. Untuk menjawab masalah yang terjadi, maka Pemerintah Desa menciptakan suatu aplikasi SISPEDAL untuk mempermudah administrasi desa. Penelitian ini menggunakan pendekatan Kualitatif. Teknik pengumpulan data dengan mempelajari literatur dan menggunakan penelitian sebelumnya. Penelitian ini menggunakan teori elemen sukses E-Government dalam sektor publik, yaitu support, capacity, dan value. Hasil penelitian menunjukkan bahwa melalui aplikasi SISPEDAL resmi pemerintah desa Aliantan, pemerintah desa dapat meningkatkan transparansi dalam konteks good village governance dilingkungan pemerintahan desa Aliantan.
