Abstract

This research is motivated by the many problems in the PEKA application which is a means of public complaints to the government regarding public services that can be handled immediately, the purpose of creating the PEKA application is to integrate with OPDs in Pekanbaru, but in its implementation not all OPDs are registered in the application. In addition, there are several other problems in terms of security, and lack of socialization. The public complaint mechanism in PEKA application includes submitting complaints, receiving or recording, distributing, examining, resolving or following up, and reporting. The purpose of this study is to see whether government management in managing public complaints through PEKA application has been running well or not by looking at the management mechanism for both the application and complaint management. The research method used in this study is a qualitative approach and descriptive research type. Data collection techniques are carried out by interviews and documentation. This study uses the Government Management Theory according to G.R.Terry with indicators of planning, organizing, implementing, and supervising. The results of the study found that government management in managing public complaints through PEKA application in Pekanbaru City in 2023-2024 has not been implemented optimally, because there are several aspects that have not been running well, namely the aspects of organizing and implementing. comprehensive and massive socialization has not been carried out either to fellow OPDs or the community, so that only 4 OPDs are registered in the application, and many people do not know about this application. In terms of implementation, it has not been running optimally, where this implementation is seen from the process of following up on public complaints, of the 15 complaints received in 2023-2024, not all of them were processed to completion. In addition, this application cannot be reused due to waiting for the recovery queue after being affected by the PDN hack in mid-2024. Keywords: Government Management, Application, Complaints

Abstract

Effectiveness is the level of success of an activity, program, or policy in achieving the goals and objectives that have been previously set. Something is said to be effective if the results achieved are in accordance with or close to the planned targets, in terms of quality, quantity, and time. The Community Organization Information System of Pekanbaru City (SIOMANTAP) is one of the new innovations to accelerate the registration of community organizations (ormas) in Pekanbaru City. This research uses Duncan's Theory, which emphasizes aspects of adaptation, integration, and goal achievement in a system. The research method used is a descriptive qualitative approach with data collection techniques through interviews, observation, and documentation studies. The data were analyzed using Duncan's theory of organizational effectiveness, which includes three main aspects: system adaptation to user needs, system integration with other policies and services, and achievement of the main goals of the Ormas data system. The results of the study show that although the SIOMANTAP system has provided convenience in the online registration of community organizations, its effectiveness still faces various obstacles. First, in the aspect of goal achievement, the main goal of the SIOMANTAP system is to increase efficiency and transparency in Ormas management. Although it has provided several benefits such as ease of access to information, the system still needs stability improvements, service mechanism repairs, and evaluations of obstacles faced by Ormas. Second, the aspect of system integration still has limitations in integration between Kesbangpol and Ormas. Many Ormas complain about the lack of admin response and the lack of clarity regarding registration status. Third, the aspect of system adaptation has not fully adapted to the needs of all Ormas. This is evident from user difficulties who are not familiar with technology. A more user-friendly system is needed, as well as training and assistance for Ormas that have difficulty using digital systems. Keywords: Effectiveness, Management, SIOMANTAP

Abstract

Gigades.id is a digital platform developed by PT. Phoenix Kreatif Digital to improve the quality of village services through information technology. This website serves as an online public service medium that facilitates community access to information and document processing. This study aims to describe the evaluation of village services through the Gigades.id website in Pulau Banjar Kari Village in 2023. The study uses a descriptive qualitative approach with data collected through interviews and documentation. The findings show that in the context aspect, the website aligns with the digital service needs, but the readiness of village officials and the community is still low. In the input aspect, the main obstacles include limited human resources, lack of training, and minimal budget allocation. In the process aspect, service implementation is not yet optimal due to limited socialization, insufficient operator training, poor internet access, and underutilized service features. In the product aspect, only a portion of the community has felt direct benefits. Although positive impacts exist, they have not been widely felt. These findings highlight the need for improved human resources, stronger infrastructure, and broader socialization to ensure more effective and equitable village services through Gigades.id. Abstract

Digital transformation in public services has become a primary focus of the government to enhance efficiency, transparency, and accountability within the bureaucracy. One notable form of this transformation is the implementation of electronic land certificates by the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN), including at the Land Office of Pekanbaru City. This study aims to analyze the transformation carried out by the government in providing electronic certificate services and to evaluate its impact on the quality of land services from 2023 to 2024. The analysis is based on the transformation theory that emphasizes four key aspects mindset transformation, structural transformation, empowerment, and renewal. This research employs a descriptive qualitative method, with data collected through interviews and document studies. The data are analyzed using the transformation theory proposed by Gouillart and Kelly, focusing on the four aforementioned dimensions, aimed at improving service efficiency, transparency, and accountability. The findings indicate that the transformation of land services through digitalization has facilitated easier access, accelerated administrative processes, and reduced land-related fraud and mafia practices. However, several challenges remain, including technological infrastructure readiness, public digital literacy, and resistance from certain stakeholders. This study recommends enhancing human resource training, strengthening data security systems, and conducting more extensive public outreach to optimize the implementation of electronic land certificates. Furthermore, it is suggested to develop a decentralized data validation application that does not rely solely on a centralized master system. To improve land data quality, collaboration with local sub-district and village offices is also recommended to accelerate data validation processes, thereby supporting the effective issuance of electronic land certificates in the future. Abstract

Law enforcement against unlicensed industrial activities is a crucial aspect of the supervisory function of local governments, particularly in maintaining environmental governance and ensuring compliance with legal regulations. This study aims to analyze the law enforcement efforts undertaken by the Regional Government of Pelalawan Regency against palm oil mills operating without permits in 2022. The research focuses on the forms of law enforcement implemented, the inhibiting factors within the enforcement process, and the impact of such efforts on the existence of illegal palm oil mills in the region. The research uses a descriptive qualitative approach, with data collected through interviews and documentation. The main obstacles identified include overlapping authority among institutions, limited capacity of local law enforcement personnel, weak supervision, and the influence of local political and economic interests. Based on these findings, law enforcement efforts must be improved through local regulatory reforms, strengthening the oversight function, and fostering stronger synergy between government institutions and law enforcement agencies. The results indicate that the Regional Government of Pelalawan Regency has undertaken several measures, such as issuing warning letters, suspending operations, and referring cases to law enforcement bodies. However, the implementation of these enforcement measures has not been optimal due to various challenges, including weak inter-agency coordination, limited human and financial resources, and interference from vested interests. Although regulations concerning business licensing are relatively clear, their enforcement remains ineffective in practice. Keyword :Government Law enforcement, Licensing, Benefit, Justice

Abstract

Aur Kuning Market is a strategic economic center in Bukittinggi City, which is crowded daily by vehicles of visitors, traders, and the general public. This condition demands optimal parking management and services to support smooth traffic flow and increase local revenue through parking retributions. This study aims to analyze the management and organization of parking in the area in 2024 using a descriptive qualitative approach, guided by the theories of Good Governance, Public Service, and Parking Regulation. The findings reveal that formal parking management has only been implemented at the Aur Kuning Terminal with contracted parking attendants and tariff application based on Regional Regulation Number 3 of 2010, while five other locations are still operated by informal attendants without full supervision from the local government. Limited human resources, insufficient budget, and low public awareness of parking regulations are the main obstacles that hinder the optimal implementation of good governance principles. Abstract

Extreme poverty is a condition where a person cannot meet their basic needs. This poverty problem is a complex issue that requires cooperation and coordination. Coordination teams were formed to improve coordination in the field of regional poverty alleviation, namely the Provincial TKPK and the Regency TKPK. The Siak Regency Government established a Poverty Alleviation Coordination Team which carries out the function of coordinating the regional government in accelerating extreme poverty alleviation. The problem in this study is the decrease in the number of extreme poverty in Siak Regency from 2022 to 2023, namely from 6.42 thousand people or 1.27% to 2.79 thousand people or 0.54%. In addition, this acceleration of poverty alleviation still faces several challenges, especially in terms of coordination. The purpose of this study is to determine government coordination in accelerating extreme poverty alleviation in Siak Regency in 2022-2023. The theory used in this study is the coordination theory. The research approach used was qualitative. The type of research employed was descriptive research. The research location was in Siak Regency. The data types were primary and secondary. Primary data was obtained directly from informants, while secondary data was supporting data in the form of documents related to the research problem. Data collection techniques included interviews and documentation. Data analysis was conducted using qualitative analysis. The results of this study are that government coordination carried out by the Poverty Alleviation Coordination Team of Siak Regency has been running quite well by implementing unity of action, communication, division of labor and discipline. However, from several indicators, shortcomings are still found, such as in terms of communication where there are still many TKPK members who only attend meetings if their agency is involved, in terms of division of labor, there are still more assistance given than empowerment and in terms of discipline it cannot be said to be optimal, this is because the TKPK does not have written standard operating procedures, so from these shortcomings it is hoped that the TKPK can improve it so that in the future it can really accelerate the reduction of extreme poverty in Siak Regency. Abstract

This research is motivated by the suboptimal implementation of the potential swallow's nest tax collection on the Regional Original Revenue (PAD) of Indragiri Hilir Regency. Regional Original Revenue (PAD) is one of the regional government's financial resources in implementing regional autonomy. The relationship between government management in swallow's nest tax collection is the discrepancy between the set target and the actual revenue, indicating problems in governance or management, ranging from planning, organization, implementation, and supervision. The Regional Revenue Agency is a regional apparatus directly responsible for the tasks and functions supporting government affairs in the field of regional revenue management/management of regional taxes and levies. The purpose of this research is to determine how the Regional Revenue Agency of Indragiri Hilir Regency managed the swallow's nest tax collection in 2023. The research location is in Indragiri Hilir Regency, specifically at the Regional Revenue Agency office. This study uses Taliziduhu Ndraha's Government Management Theory, which encompasses four indicators: government planning, organization of government resources, utilization of government resources, and government oversight. The study found that the government management carried out by the Indragiri Hilir Regency Regional Revenue Agency in 2023 appears to be ineffective and inefficient. This may occur because the government management carried out has not met the indicators of government management, starting from government planning, organization and utilization of government resources, and government oversight, which has not been implemented. Consequently, it cannot achieve its government goals, namely the target realization of swallow's nest tax revenue in 2023. Keywords: Government Management, Collection, Tax

Abstract

In carrying out governance, the village government has the authority to regulate the use of village finances, prioritizing them to fund village development, community empowerment, and community development. Village financial management is defined as the entirety of activities encompassing planning, budgeting, implementation, administration, reporting, accountability, and financial guidance and supervision. However, community participation in planning in Sidulang Village remains low. This study aims to determine the financial governance of Sidulang Village in 2023. This study employed a qualitative approach with descriptive methods. Data collection techniques included interviews and documentation. The informants included the village government, the Head of the Village Government Division of the Toba Regency PMDPPA Service, the inspectorate, and the Sidulang Village community. This study utilized the village financial governance theory of Muhamad Mu'iz Raharjo (2020). Research on Sidulang Village's financial governance in 2023 indicates that financial management in Sidulang Village has not been optimal. This is evident in the low level of community participation in planning. Village officials' ability to operate the SISKEUDES application and prepare reports remains inadequate.
