Abstract

Tujuan Penelitian ini adalah untuk mengetahui dan memahami bagaimana kemitraan berbasis pemberdayaan masyarakat dalam pengembangan wisata mangrove di Desa Bokor Kecamatan Rangsang Barat Kabupaten Kepulauan Meranti. Metode yang digunakan yaitu metode kualitatif, merupakan pengumpulan data pada suatu latar alamiah dengan menggunakan metode alamiah dan dilakukan oleh orang atau peneliti yang tertarik secara alamiah, yakni Kepala Desa Bokor dan Ketua Kelompok Sadar Wisata (Pokdarwis) Bathin Galang Desa Bokor, melalui wawancara, pengamatan dan dokumentasi. Pemerintah Desa Bokor dan Pokdarwis Bathin Galang Desa Bokor mengembangkan inovasi yang penting bagi kesejahteraan ekonomi dan kesejahteraan masyarakat dengan membuat destinasi wisata mangrove. Kemitraan yang terjalin dalam meningkatkan pengembangan wisata mangrove di Desa Bokor mengalami masalah, yaitu kemitraannya tidak berkelanjutan. Hal ini dikarenakan, Pemerintah Desa Bokor dan Pokdarwis Bathin Galang Desa Bokor masih dalam tahap menjajaki atau masih dalam tahap perundingan kepada stakeholders/pihak swasta di Kabupaten Kepulauan Meranti untuk berkontribusi dalam meningkatkan pengembangan wisata mangrove Desa Bokor.

Abstract

Paradigma kemitraan multi-stakeholder layak menjadi alat analisis dimana Multi-Stakeholder Partnership (MSP) menekankan pada keterlibatan sektor publik, swasta, dan masyarakat sipil yang berorientasi pada membangun dialog dan kolaborasi konstruktif berbasis kesukarelaan. Tujuan penelitian adalah mengeksporasi model proses pencegahan dan pengendalian COVID 19 di Kota Pekanbaru melalui perspektif MSP. Kota Pekanbaru yang merupakan ibu kota Provinsi Riau tercatat sebagai wilayah dengan penyebaran dan kasus positif COVID-19 tertinggi dibandingkan wilayah lainnya. Empat fase utama dalam MSP yang diuraikan dalam makalah ini adalah inisiatif, perencanaan adaptif, tindakan kolaboratif dan pemantauan refleksi. Tulisan ini didasarkan pada hasil penelitian dengan menggunakan metode kualitatif dengan analisis eksploratif. Hasil penelitian menunjukkan bahwa MSP tertuang dalam struktur formal yaitu terbentuknya satuan tugas penanganan COVID 19 di Kota Pekanbaru yang terdiri dari multistakeholder dan terbagi dalam beberapa bidang kerja dan turunannya. struktur ke tingkat masyarakat. Formasi ini tidak serta merta menunjukkan adanya kemitraan yang baik, masih terdapat permasalahan terkait dominasi struktural kekuasaan formal dan dinamika sosial mengenai ambiguitas dan kompleksitas keanggotaan. Selain itu, aspek ketergantungan antar aktor serta kesetaraan dan kepercayaan juga menjadi permasalahan yang menunjukkan MPS belum optimal dalam mengimplementasikan kebijakan terkait pencegahan dan pengendalian COVID-19.

Abstract

 Based on the instruction of Kapolri Juklak/05/V/2003 dated 29 May 2003 concerning public education in the field of traffic that the education Program undertaken by the police in Riau, among other school security patrol, Police Goes To School and Goes to Campus, Sahabat Anak Police and Police Goes To Community as well as unorganized communities conducted by Polda Riau but in reality there are still many violations that occur especially students and students who Aged 16-30 years. The purpose of this research is the first of how the implementation of public education Program by Riau Police in 2017. Second to know the factors that affect the implementation of community education Program by the Riau Polda year 2017. The concept of the theory used by the authors is the implementation of the researcher Program using qualitative research with descriptive study. In collecting data, authors use interviews and observation techniques. Authors use informant as information as a source in the validity of data. The results of this study showed that the implementation of community education Program by Polda Riau in 2017 is still not maximal, evidenced increasing each year casualty accident and traffic violations. Factors affecting the implementation of community education programs include communication, resources, disposition and bureaucratic structure.  Keywords: Program implementation, community education

Abstract

The implementation of the relocation of M. Husni Thamrin street traders to the Kelakap Tujuh market in Dumai City in 2017 - 2018 is a step or effort of the Dumai City government to alleviate the problem of M. Husni Thamrin street traders who established 2 traditional markets in an area that is not intended as a trading area. However, the implementation of the policy was not successful in alleviating the problem, this was marked by the return of traders to the M. Husni Thamrin street after relocation was less than 1 month relocated, while the implementation of the relocation had involved many government agencies in the City of Dumai. So the problem raised was regarding "The Implementation of M. Husni Thamrin Street Traders Relocation to the Seven-Day Market in Dumai City 2017 - 2018".This research uses a qualitative approach with descriptive research type. This research is based on Van Meter and Carel Van Horn theory, according to which there are several variables that can affect performance in achieving the objectives of the implementation of Public Policy, namely, Standards and Policy Targets, Resources, Relationships between Organizations, Characteristics of Implementing Agencies, Social Conditions, Politics And Economics, and Implementer Disposition.The results of this study are things that affect the implementation of the relocation of M. Husni Thamrin street traders to the Kelakap Tujuh market in Dumai City in 2017 - 2018 including; the absence of a procedure or criteria that become a benchmark in the implementation of the relocation of the trader so that it is only based on the joint decision of the relocation Integrated Team. Then from the budget resources are quite limited because the budgeting is done after relocation. Moreover, the communication that took place in the implementation of the relocation still had no internal decision regarding the procurement of public transportation and the making of the Kelakap Tujuh market access road, as well as external communication to fish and vegetable unloading traders. plus 2 institutions that play an important role, namely the Market Management Department of the Trade Office, have not been able to add infrastructure to support the Kelakap Tujuh market and from the Satpol PP that have not been able to carry out routine control. Abstract

The aim of the PIS-PK Activity is to improve the quality of Indonesian human life and make it the main program of health development. To develop programs and activities based on management. Government management in PIS-PK health services in Pekanbaru City, Pekanbaru City District, 2017-2018. This study uses qualitative research methods with descriptive types. This method aims to get a true picture of Government management in PIS-PK health services in Pekanbaru City, Pekanbaru City District, 2017-2018. The study found that PIS-PK management was carried out through a structured process in accordance with the management of the Republic of Indonesia Ministerial Regulation of Health by conducting health data collection for all family members, blinded and managing Puskesmas databases, Analyzing, formulating health problem interventions, and arranging Puskesmas plans. in promotive, preventive, curative, and rehabilitative efforts, Carrying out health services (inside and outside the building) through the life cycle approach, Carrying out information systems and puskesmas reporting. Factors that inhibit are HR, PIS-PK Program Application, Socialization, and Infrastructure facilities. The four components have been implemented as such so that the Government management in the PIS-PK health services in Pekanbaru Kota District is well implemented.Keywords: Government Management, PIS-PK

Abstract

Bukittinggi city is one of the cities that started the management of sanitation in 2014 where at this time the condition of urban sanitation can be said to be still minimal. Since the issuance of the Decree of the Mayor of Bukittinggi Number 188.45-131 regarding the Establishment of the Bukittinggi City Sanitation Working Group, the government has begun to manage sanitation. Until then the city of Bukittinggi received a national award in the sanitation category of Nawasis for the first time at the end of 2014. After that the City of Bukittinggi again improved its management of sanitation until finally the City of Bukittinggi again received an award in 2018 in the Best of the Best category.The purpose of this study was to determine (1) the strategy of the city government of Bukittinggi in the management of urban sanitation in 2018 (2) the factors that influence the strategy of the city government of Bukittinggi in the management of urban sanitation in 2018.This study uses qualitative research methods with descriptive type. This method aims to get a true picture of the strategy of the city of Bukittinggi in the management of urban sanitation in 2018.In this study the authors used the strategy proposed by Hadari Nawawi namely Aggressive Strategy, Innovative Strategy and Competitive Strategy as a reference to discuss the strategies used by the Bukittinggi City government in urban sanitation management. Aggressive Strategy in the form of Community-Based Total Sanitation Socialization (STBM), Innovative Strategy in the form of hygiene marching songs, giving rewards in the form of gold through a garbage bank, shopping basket distribution to Dasa Wisma Bukittinggi mothers, distribution of tumblers to adiwiyata elementary school level and SMP along with composting using Biodigester. Furthermore Competitive Strategy in the form of competition carried out by each region and in the end was given an award by Akkopsi. The influencing factors are the high level of commitment between the government and sanitation management carried out in a structured and coordinated manner among the Bukittinggi Sanitation Working Group.Keywords : Government strategy, Urban sanitation management

Abstract

Management of local assets, Rokan Hulu District since the year formed until the Year 2015 has developed a policy of regional assets in the form of management of regional property as a rule issued by the central government, and from 2007 to 2015 refer to the Minister of Home Affairs Regulation No. 17 of 2007 on Guidelines Technical Management of Regional Assets, and derivatives thereof issued by the Regent of Rokan Hulu Regulation No. 38 Year 2011 on Inventory Management System and Procedures and Administration. Observing field data found weaknesses in managing movable assets and fixed assets in the Secretariat of the House of Representatives of Rokan Hulu Regency Year 2017. The problem in this study is how the management of local property in the Secretariat of the Regional Representative Council of Rokan Hulu Regency Year 2017 and what factors - the factors that block it. The purpose of this study is to know the Management of Regional Property At the Secretariat of the House of Representatives of Rokan Hulu Regency Year 2017, and to know the factors that hinder it.In this research, the researcher uses descriptive research type with qualitative method approach. The research is located in the Secretariat of the House of Representatives of Rokan Hulu District. For informant research using purposive sampling technique. Data collection techniques used are observation, interview and documentation. To examine the problem the authors perform data analysis using qualitative descriptive method.The results of this study can be concluded that the management of local property in the Secretariat of the Regional Representative Council of Rokan Hulu Regency in 2017 has not gone well. The ineffectiveness of the management of regional assets with due regard to the consideration of the Secretariat of the Regional House of Representatives is less aware of the importance and supervision. To that end, the Secretariat of the Regional People's Legislative Assembly shall endeavor to realize the effective management of regional assets in Rokan Hulu Regency. Obstacles in the management of local property in the Secretariat of the Regional Representative Council of Rokan Hulu Regency Year 2017, namely: (1) Insufficient human resources, (2) Lack of understanding and attention, (3) Limited facilities and infrastructure, (4) Absence strict sanctions.Keywords: Management, Regional Property.

Abstract

The amount of tourism potential in Kuantan Singingi Regency is not in line with the management done by the Local Government in this case the Department of Tourism and Culture of Kuantan Singingi Regency in this case has not been able to encourage investors ie 3rd party or private to synergize in building tourism and the government is still minimal to do promotion through local / national media. Hence the underlying writer to know more and do research Synergy of Local Government of Kuantan Singingi Regency in Tourism Development Year 2016-2017.The purpose of this research is to know the synergy of local government with the private sector and society for the development of tourism in Kuantan Singingi regency. The method used is qualitative method. This research was conducted in Kuantan Singingi Regency. Primary data sources through data directly as well as secondary data sources. Data analysis technique is done by qualitative descriptive analysis. Currently the Local Government of Kuantan Singingi Regency has not implemented the concept of Sinergitas in Tourism Development in Kuantan Singingi Regency. Inadequate management of facilities and infrastructure resulted in the lack of tourist visits.The result of this research is the lack of budget for Tourism Department resulted in not optimal management of tourism development and still lack of interest of investor or third party to establish cooperation with Local Government in managing Tourism resulted the existing tourism object, still lacking in facilities and infrastructure and Synergy conducted by the Government to the community and the 3rd party to the Development of Tourism is still lacking so that the object of tourism can not be a sector of Local Revenue.Keywords: Synergy and Tourism Development

Abstract

Law Number 6 of 2014 concerning Villages places the Village Customary Institution as an institution that carries out traditional functions and is part of the original structure of the village that grows and develops on the initiative of the village community whose task is to assist the Village Government and as partners in empowering, preserving, and developing customs as a form of recognition of the customs of the village community.The purpose of this research is to first find out the Implementation of the Functions of Kenegerian Fold Fabric Indigenous Institutions in Kampar Kiri District of Kampar Regency. Second To find out what are the factors that inhibit The Implementation of the Functions of Kenegerian Fold Fabric Indigenous Institutions in Kampar Kiri District of Kampar Regency.The theoretical concept used by the author is Law No. 6 of 2014 concerning Villages namely Empowerment, Preservation and development. In this study the authors used the methodqualitative approach with descriptive studies.The results of this study indicate three roles of traditional institutions namely empowerment, preservation and development of thatCustomary institutions still play their role in empowering customs and community involvement in supporting customs activities in Kenegerian Lipat Kain is still held firmly from the past until now. While the role of traditional institutions in preserving customs in Kenegerian Fold Kain by making various effortsso that the values of customs and traditions are not lost, among others by conducting training, counseling and promoting the community. Then there are severalthe development of traditional activities in the Cloth Folding Kenegerian, but there are also some customary activities that have begun to change and disappear with the times. Inhibiting factors includeThe lack of good relations between adat instruments in Kenegerian Lipat Kain, lack of budget, lack of community interest and weak coordination between adat institutions, village government and communities.Keywords: Implementation, Function, Customary Institutions, Customary Customs.

Abstract

This research was conducted in Rawang Ogung Village, Kuantan Hilir Sebrang District, Kuantan Singingi Regency. This study aims to determine the use of Village Funds in Rawang Ogung Village, Kuantan Hilir Sebrang Subdistrict, Kuantan Singingi Regency in 2017. In Law Number 6 of 2014 Concerning Villages it is explained that the Village is a legal community unit that has territorial boundaries that are authorized to regulate and take care of Government affairs, the interests of the local community based on community initiatives, original rights, and / or traditional rights that are recognized and respected in the Government system of the Unitary State of the Republic of Indonesia. In the Regulation of the Minister of Village (permendes) for the development of underdeveloped regions and transmigration Number 5 of 2016 and the Regulation of the Minister of Village (permendes) for the development of underdeveloped areas and transmigration Number 22 of 2017 concerning Priorities for the Use of Village Funds in 2016 and 2017, the principle of the Use of Village Funds states that: Article 2 : Village Funds sourced from the APBN are used to fund the implementation of Village authority based on village origin rights and local scale authority that is regulated and managed by the Village. In article 3 that: Village funds are prioritized to finance development spending and empower the village community. In Article 4: The use of Village Funds is stated in the Village expenditure priorities agreed in the Village Conference. The research method used in this study is qualitative. Data collection techniques are interviews and documentation with data analysis done descriptively. This study examines the use of Village Funds by the Rawang Ogung Village government and how the village authorities realize the Village Fund in the use of Village Funds in Rawang Ogung Village in 2017. The results of this study indicate the use of Village Funds in Rawang Ogung Village in 2017 has not been implemented effectively and efficiently, as evidenced in the field of development implementation and the field of village government. The implementation of the village development was not carried out entirely in accordance with the planning carried out causing the roads that could not be used properly by the community, there were also other obstacles such as not understanding the duties and functions of the village government, lack of communication and lack of transparency to the community. Keywords: Use, Village Funds, Use of Village Funds.
