Abstract

Decree of the Kampar Regent No. 414-98 / I / 2018 regarding the surrender of the village market and the local government market in the village to the village government in Kampar District stated that Tapung District has 13 village markets whose management has been fully delegated to the local village government. One of them is the Tanjung Sawit village market. In 2017 the management of the village market in Kampar Regency is still under the authority of the local government of Kampar Regency. Entering 2018, the Kampar Regent's decision issued that village market management be left entirely to the village government. Tanjung Sawit village market has an area of 3 hectares (Ha) and is the oldest village market in Tapung District, Kampar Regency. Although the Tanjung Sawit village market is the oldest and widest market in Tapung Kanb Kecamatan Kampar District, its management is still not optimal in terms of planning, utilization, security and maintenance, as well as guidance and supervision.This study aims to determine the market management of Tanjung Sawit village in Tapung Subdistrict, Kampar Regency in 2017-2018 and find out and analyze the factors that are hampering the management of the Tanjung Sawit village market, namely: Vaccine management of Tanjung Sawit village market, the absence of village regulations regarding management village market, lack of budget for village market management, and lack of market management structureThe results of this study indicate that the management of the village market of Tanjung Sawit Tapung District, Kampar Regency is not optimal. Can be proven by the number of village market buildings that were badly damaged due to the absence of village market development planning, the lack of utilization of market infrastructure that caused the market retribution results in 2017 and 2018 to not reach the target, market security and maintenance that were not carried out optimally and the lack of guidance and supervision towards market management. Keywords : Management, Village Market

Abstract

Capacity is the ability, skills, understanding, attitudes, values, relationships, behavior, motivation, resources and conditions that enable individuals, organizations, networks / sectors, and the broader system to carry out their functions and achieve the development goals that have been set from time to time. In order to increase the professionalism of the village government, it is necessary to pay attention to: the development of the capacity of the village government with the priority of increasing the capacity in public services such as basic community needs, security and ability to deal with disasters, the ability to prepare strategic plans for village economic development, the capacity for village financial management, and sustainable management. environment.This study aims to understand the Government's Capacity in Developing Village Fund-Sourced Infrastructure in Rawang Kao Village, Lubuk Dalam District, Siak Regency in 2018. The research was conducted in Rawang Kao Village, Lubuk Dalam District, Siak Regency. This data collection technique is done by interview and documentation. The method used in this research is descriptive qualitative.The results of this study indicate that the capacity of the village government in infrastructure development based on village funds can be measured through Morgan's theory in Soeprapto, namely, abilities, skills, understanding, attitudes, values, relationships, behavior, motivation, resources and conditions that allow individuals, organizations, networks and systems to more broadly carry out functions. The research conducted can conclude that the capacity of the village government in developing infrastructure sourced from village funds is still not running well in its implementation, there are still many village government officials who do not understand the tasks and functions that have been given. It is felt that the training that should be carried out continuously by the central government plays an important role in increasing the capacity of village government officials. The ability of the village apparatus greatly influences the performance that will be given, thus human resources should be properly selected again so that the village government works optimally and gives optimal results.Keywords: Capacity, Infrastructure Development, Village Fund

Abstract

Community empowerment is a strategy in an attempt to achieve independence andwell-being of the community through a variety of development potential, especially in termsof economic development. With the development of village economy can accelerate povertyreduction. Rural community economic development can be realized through the RuralEconomic Enterprises Program - Savings and Loans (UED-SP) with the hope to improvepeople's lives and the economy of the village through saving and loans activities. Theproblems of this study (1) How to empower communities through UED-SP Saduti Sejahteraat Lambangsari I, II, III Village in 2015-2017? (2) The factors that influence the success ofUED-SP Saduti Sejahtera at Lambangsari I, II, III Village in 2015-2017?.The Purpose of This Reseacrh are (1) to Describe about community empowermentthrough the UED-SP Saduti Sejahtera at Lambangsari I, II, III Village in 2015-2017. (2) toKnowing the factors that influence the success of UED-SP Saduti Saduti Sejahtera atLambangsari I, II, III Village in 2015-2017. This research is a qualitative descriptiveapproach. The research data obtained from observation, interviews with sources, anddocumentation. From the results of this research is empowering society through UED-SPSaduti Sejahtera at Lambangsari I, II, III village includes several stages, (i) Possibility, thepreparation so that the preparation of the creation. (ii) Reinforcement, by conductingvarious training for program managers. (iii) Protection, measures to protect the activitiesof irregularities through the application of sanctions. Abstract

The level of community welfare can be identified, one of which is the economic capacity to support their daily needs in one month. To find out the amount needed by each individual, a Decent Living Needs (KHL) survey was carried out by the Wage Council in each district. For this reason, the roles of various elements are needed to formulate policies to increase the minimum wage in each district. In determining the minimum wage increase policy is adopted by the Wage Council. The Wage Council must be able to take the best policy for increasing the Minimum Wage rate. The formulation taken is How the District / City Minimum Wage (Umk) Determination Policy Formulation by the Indragiri Hulu Regency Wage Council 2018-2019 and what are the factors that influence determining the Regency / City Minimum Wage (UMK) in Indragiri Hulu Regency in 2019. The purpose of this research is first to describe the Policy Formulation of the Indragiri Hulu Regency Wage Council in determining the Regency / City Minimum Wage (UMK) in 2019. The second is to determine the factors that influence determining the Regency Minimum Wage / KMUMK) in Indragiri Hulu Regency in 2019. Methods The research used is qualitative research. This type of research is descriptive qualitative. The location of this research is in the Manpower Office of Indragiri Hulu Regency. Data collection techniques by means of interviews, literature study and documentation study. Data analysis techniques by means of data reduction, data presentation and data verification. The results of the research show that in the formulation of the district / city minimum wage (UMK) determination by the Wage Council of Indragiri Hulu Regency, there are several stages that must be fulfilled. 4) Recommendations are submitted to the Governor by the Provincial Wage Councils and / or Regents / Mayors, through the Provincial Work Units Responsible for Manpower Affairs (Article 12 paragraph 3) and the Governor determines the UMK. Article 12 paragraph 2). The factors that influence the determination of the Regency / City Minimum Wage (UMK) in Indragiri Hulu Regency are the influence and pressure from outside parties and the influence from outside groups.  Keywords: Policy Formulation. Abstract

The existence of the delegation of governmental authority to the regions in the era of autonomy and decentralization has a logical consequence in which the Regional Government is required to have adequate sources of funding, to assume responsibility for governance in ensuring regional independence and welfare. The implementation of regional governance is directed at efforts to empower the community (civil development) so that they are able to manage their resources according to local interests, priorities and potentials. So that the regions will be more advanced, independent, prosperous and competitive in the implementation of government and regional development. One of them is in the agricultural sector.               This study aims to describe the evaluation of agricultural guidance and counseling programs in Bungaraya District, Siak Regency in 2019 and describe the inhibiting factors for evaluating agricultural guidance and extension programs in Bungaraya District, Siak Regency in 2019. This data collection technique was carried out by interview and documentation. The method used in this research is descriptive qualitative.               The results showed that the success of the program implemented by UPTB PP Kampung Kemuning Muda, Bungaraya Subdistrict, Siak Regency in the form of counseling and coaching based on previously made objectives has benchmarks, where benchmarks are achieved properly by the resources managing them. With these benchmarks, it is necessary to evaluate the counseling and coaching carried out by the UPTB PP Kampung Kemuning Muda, Bungaraya District, Siak Regency. The success of the evaluation of the extension and guidance program policies carried out by UPTB PP Bungaraya Subdistrict together with related agencies, still encounters several obstacles, these internal and external obstacles come from the farmers / farmer groups themselves. The inhibiting factors for the evaluation of agricultural guidance and counseling programs in Bungaraya District, Siak Regency consist of external factors and internal factors. Internal factors in the limitations of the inadequate agricultural guidance and extension program (number and capacity) then external factors related to the importance of the availability of facilities and infrastructure for the Agricultural Development and Extension Program in the prevailing laws and regulations. Keywords: Evaluation, Development and Agricultural Extension

Abstract

Meranti Islands Regency Environmental Service is a government agency that has the authority to carry out government affairs in the environmental sector, one of which is in the field of waste management. Waste management is a systematic, comprehensive and continuous activity which includes waste reduction and handling. The population growth in Tebing Tinggi Subdistrict, Kepulauan Meranti Regency, which is getting higher causes the waste generated every day to always increase due to changes in consumption patterns and people's lifestyles, so that waste piles increase so that special handling is needed for waste management carried out by the Environmental Service.The purpose of this study is to explain the implementation of local government policies on waste management in Tebing Tinggi District, Meranti Islands Regency in 2018 and the inhibiting factors that affect the waste management. The research methodology uses a qualitative approach with descriptive research type. This method aims to get a correct picture of explaining the implementation of local government policies on waste management in Tebing Tinggi District, Meranti Islands Regency.The result of this research is that the implementation of local government policies in waste management carried out by the Environment Agency of Meranti Islands Regency as an effort to reduce and handle waste has not been optimal. In the aspect of waste reduction, the activities for limiting waste generation are not optimal, recycling of waste has limited facilities and infrastructure, the use of community waste that produces waste does not participate in the process of reusing waste, in the aspect of waste management, sorting activities have not been implemented, activities for collecting locations that will be used Until now, there is no garbage disposal site (TPS), there is not enough waste transportation fleet, waste processing activities do not have environmentally friendly technological infrastructure, and final processing activities are still carried out by means of open dumpling. As for the inhibiting factors for the implementation of waste management, the organizational capabilities are still inadequate, the lack of information provided to the public, the lack of budget support and the distribution of potentials that has not been optimal.  Keywords: Organizational Capabilities, Information, Support, Potential Sharing

Abstract

Simple Flats Rental (Rusunawa) is a program that aims to ensure the fulfillment of the need for a decent and affordable place to live, especially for low-income people (MBR) in a comfortable, healthy and safe environment. The problem in this study is the lack of optimal management of Simple Rent Flats (Rusunawa) Pekanbaru City.            This study aims to find out how Government Management in The Management of Simple RentEd Flats (Rusunawa) in Pekanbaru City, and to know the factors that affect Government Management In The Management of Simple Rental Flats (Rusunawa) in Pekanbaru City both internal and external factors. The research approach used is qualitative approach and this type of research is descriptive. The location of this research was conducted at the Public Housing Office and Pekanbaru City Residential Area, the collection technique was conducted with interviews and documentation.            The result of this study is that first, Local Government Management in The Management of Simple Rented Flats (Rusunawa) In Pekanbaru City in 2018-2018 has been done with less than optimal, where in running management related to the management of rusunawa has not shown the stage of success. Second, the factors that affect the management of Simple Rent Flats (Rusunawa) in Pekanbaru City are the enforcement of sanctions against residents who do not pay rent, lack of maintenance rusunawa, inadequate transportation facilities, and low public interest to inhabit rusunawa.   Keywords: Government Management, Management, Simple Flats Rental (RUSUNAWA)

Abstract

The implementation unit of information and communication technology technical is the department that responsible for servicing the students’ academic portal. UPT-TIK as a public unit had to provide the transparence services for students. The well services might improve the quality of Riau University itself. The formulations of the problem in this research were: (1) How was the UPT-TIK strategy in improving the quality of service for the students’ academic portal in Riau University 2017? (2) What obstacles that faced by the UPT-TIK in improving the quality of service for the students’ academic portal in Riau University?.        The purpose of this study (1) To described the strategy that used by UPT-TIK in improving the quality of service for the students’ academic portal in Riau University 2017 (2) To described the obstacles that faced by UPT-TIK while implementing the strategy in improving the quality of service for the students’ academic portal in Riau University. This research was descriptive research by using qualitative approach. The result of this study concluded the strategy that used by UPT-TIK in improving the quality of service for the students’ academic portal in Riau University involved technology strategy, innovation strategy, and operation strategy. However, the implementation of the strategy that carried out by UPT-TIK had not been maximized, there were several obstacles that faced by the UPT-TIK in improving the quality of service for the students’ academic portal in Riau University among them were inadequate human resources, lacked of budget funds obtained from the rector of Riau University, not enough servers, the unsuitable technology with the students’ requirements, lacked of training for each divisions and many features in academic portals that did not contain information.             Keywords : Strategy, Academic Portal, Service

Abstract

PT. Jamkrida Riau won the TOP BUMD 2018 for the 2018 TOP Jamkrida category and the 2018 TOP Builder (BUMD) award which was organized by Business News in Jakarta. PT. Jamkrida Riau has experienced growth in the amount guaranteed, the value of the guarantee and the proceeds of the IJP. However, in 2013-2020 PT Jamkrida Riau no longer added capital from the Riau Provincial Government so that it affected PT. Jamkrida Riau is doing its business.          This study aims to describe the Riau Provincial Government's Strategy in increasing credit guarantee through PT. Jamkrida Riau in 2018. This research uses a qualitative approach. The location of this research is in the office of PT. Jamkrida Riau, Pekanbaru City, Riau Province, Office of the Administration for the Economy and Human Resources (HR) of Riau Province and the DPRD Office of Riau Province. Sources of data in this study are informants and documents. The data collection technique is done by interview and documentation. While the data analysis technique was carried out by using descriptive qualitative analysis.          The results of this study indicate that there are two strategies used by the Riau Provincial Government in increasing credit guarantee through PT. Jamkrida Riau is an aggressive strategy and a diffensive strategy. The aggressive strategy is carried out by making programs to achieve targeted excellence / achievement, such as: the Riau Province Economic Bureau as the BUMD coach submits a request to the Riau Provincial DPRD for additional capital of PT. Jamkrida Riau and the management development of PT. Jamkrida Riau. Furthermore, a diffensive strategy is carried out by making programs to maintain the condition of excellence or achievement that has been achieved, such as: Facilitating health assessments, improving the quality of human resources, facilitating PT. Abstract

It is a problem faced by almost all major cities in Indonesia. According to the 2016 new pekanbaru city ordinance on the prevention and quality of slums, it has been arranged about the government's authority for the new aphiant in the improved quality of slums under section 5. It is still an area of poor housing and high population growth that is a question of exercising authority. The problem with this research is how the government's exercise of authority in the new pekanbaru government increases the quality of slum settlements in the new city and what factors are impeding the rise in the quality of slum settlements in the new city?      The aim of the study is to reflect on the execution of authority conducted by the new PPN government on the increase of slum settlements in 2017-2018, and to reflect on factors that are impeding the performance of improving the quality of slum settlements in 2017-2018. The study USES a qualitative approach with a descriptive approach. The data-collection technique used was interviews and documenting. Data analysis is done when empirical data are acquired in a collection of words rather than a set of Numbers. The results of this study are in implementing the authority carried out by the new pekanbaru city government in 2017, the improvement program of slum settlements is ongoing, but in the exercise of its authority, there is still an overdue loss of information on how its budget is overdue. Offline land was considered to be completed by the handling of the slums, but in reality people said there was still something left to handle in 2017. And in 2018 the program is projected to be impeded due to a limited budget, so the establishment of the current location is unknown because the decree for the 2018 housing settlement is not available, the housing sector should not be established until the completion of the program. As for the retard factor in the rise in the quality of slum settlements in the new city next to budgets is population densities and the creation of illegal, undefined legal states, which slows down the process of improving the quality of slum settlements. Keywords: assign location, manage of slums, manage of slums
