Abstract

Penelitian ini bertujuan menganalisis implementasi program Community Development melalui Corporate Social Responsibility (CSR) dalam penyediaan air bersih di Kelurahan Martajaya, Kabupaten Pasangkayu. Program tersebut dilaksanakan sebagai bentuk tanggung jawab sosial perusahaan untuk membantu masyarakat memperoleh akses air bersih yang layak sekaligus meningkatkan kualitas hidup dan kesehatan lingkungan. Penelitian menggunakan pendekatan deskriptif kualitatif dengan teknik pengumpulan data berupa observasi, wawancara, dan dokumentasi. Informan penelitian terdiri atas pihak perusahaan, pemerintah kelurahan, pengelola fasilitas air bersih, serta masyarakat penerima manfaat program. Hasil penelitian menunjukkan bahwa implementasi program CSR penyediaan air bersih telah berjalan cukup baik dan memberikan manfaat nyata bagi masyarakat. Keberadaan bak penampungan, jaringan pipa distribusi, dan fasilitas pendukung lainnya mempermudah masyarakat memenuhi kebutuhan air sehari hari. Program ini juga meningkatkan kesadaran masyarakat terhadap pentingnya kebersihan lingkungan, kesehatan, serta partisipasi dalam menjaga fasilitas yang telah dibangun. Selain memberikan dampak positif, penelitian menemukan beberapa kendala, yaitu keterbatasan sarana dan prasarana, kerusakan ringan pada fasilitas, belum meratanya distribusi air, rendahnya kesadaran sebagian masyarakat terhadap pemeliharaan fasilitas, serta pengaruh kondisi alam yang memengaruhi ketersediaan air. Untuk mengatasi kendala tersebut diperlukan peningkatan sarana dan prasarana, pemeliharaan fasilitas secara berkala, penguatan kerja sama antara perusahaan, pemerintah, dan masyarakat, serta pelaksanaan sosialisasi dan edukasi berkelanjutan. Dengan demikian, program CSR berbasis community development dalam penyediaan air bersih di Kelurahan Martajaya berkontribusi positif terhadap peningkatan kesejahteraan masyarakat dan keberlanjutan lingkungan. Program ini juga memperkuat hubungan sosial antarwarga melalui kegiatan gotong royong, mendukung pengelolaan fasilitas secara bersama, serta mendorong terciptanya rasa tanggung jawab kolektif terhadap keberlanjutan manfaat program bagi masyarakat setempat.

Abstract

This study aims to examine the implementation of the Corporate Social Responsibility (CSR) program by PT Astra Group together with PT Tanjung Sarana Lestari (TSL) and its influence on the economic improvement of the Martajaya Village community, Pasangkayu Regency, West Sulawesi Province. The research was conducted as part of the Field Experience Practice (PPL) activity of the Public Administration Study Program at Tadulako University on May 8–9, 2026. The study employed a descriptive qualitative approach, with data collected through in-depth interviews and documentation studies. Research informants consisted of representatives from the Human Resource Development and Administration (HRDA) division of PT Astra Group and PT TSL, as well as the Secretary of Martajaya Village. The findings reveal that the company's CSR program is implemented through four main pillars—health, education, economy, and environment with the economic pillar designated as the primary priority. The flagship program under the economic pillar is Astra Kreatif, which encompasses micro, small, and medium enterprise (MSME) empowerment, livestock and fisheries sector development, and women's group empowerment. These programs have made positive contributions to community economic development through a village-based coordination mechanism that serves as a bridge between the company and the community. Nevertheless, program implementation still faces five major obstacles: limited public information transparency, minimal community participation in the program planning stage, cultural barriers arising from ethnic heterogeneity, limited geographic reach of the program's target areas, and weak inter-agency coordination. Recommended solutions include adopting an open CSR reporting system, applying a Participatory Program Planning approach, strengthening local wisdom-based strategies, expanding target areas with improved targeting mechanisms, and establishing a structured Multi-Stakeholder Partnership Forum. This study concludes that the effectiveness of CSR as an instrument of community economic empowerment requires program governance that is transparent, participatory, inclusive, and sustainably integrated with regional government development programs.

Abstract

Corporate Social Responsibility (CSR) is a form of corporate social responsibility that contributes to improving community welfare, particularly in the health sector. This study aims to analyze the implementation and impact of PT. Pasangkayu’s CSR health program on the community of Martajaya Village, Pasangkayu District, Pasangkayu Regency. The study employed a qualitative method with a descriptive approach. Data were collected through observation, in-depth interviews, and documentation. The findings show that the CSR program was implemented through mobile health services, distribution of insecticide-treated mosquito nets, supplementary feeding for stunted children, health education, fogging activities, and training for Posyandu cadres. The program positively improved access to healthcare services, reduced malaria cases, increased public health knowledge, and encouraged healthier lifestyles. However, challenges remain, including unequal distribution of benefits and limited access to healthcare services.

Abstract

This study aims to analyze the implementation of the Astra Cerdas Program as a form of Corporate Social Responsibility (CSR) of PT Pasangkayu in the field of education in Pasangkayu Regency, West Sulawesi. This research employed a qualitative descriptive method with a case study approach. Data were collected through observation, interviews, documentation, and data triangulation. The results show that the Astra Cerdas Program has made a positive contribution to improving access to and quality of education through scholarship assistance, educational facilities and infrastructure support, teacher training, incentives for honorary teachers, and the development of Adiwiyata Schools. The program has also generated social impacts, including increased student learning motivation, greater community participation in educational activities, and enhanced environmental awareness within partner schools. However, several challenges remain, such as the unequal distribution of program benefits, limited community participation in program planning, and dependence on the company's annual CSR budget allocation. Therefore, stronger collaboration among the company, government, schools, and local communities is needed to ensure that the program becomes more effective, targeted, and sustainable. Overall, the Astra Cerdas Program has become an important initiative in supporting human resource development and educational advancement in Pasangkayu Regency.
