Abstract

M-Paspor aims to make passport services more transparent, accountable and fast. However, in the process of its application as a public servant, the socialization provided has not been able to fully reach the community. So people have to come repeatedly to just ask questions related to the use of the application. This study aims to describe the implementation of e-government in the use of m-paspor applications at the Immigration Office Class II TPI Tanjung Uban. The research method used is a qualitative method with a descriptive approach. The theory used from Harvard JFK School of Government, with several indicators including Support, Capacity and Value. The results showed that the implementation of e-government in the use of m-paspor applications has run in accordance with the objectives but has not been optimal in one of the indicators. In the Support indicator, support in the form of SOP’s and m-paspor policies, direct socialization and through social media as well as supporting infrastructure at the Immigration Office Class II TPI Tanjung Uban is quite good. In the Capacity indicator, the availability of financial resources is intended for socialization needs, the information technology infrastructure in the service process looks adequate to facilitate the community, but in the process of implementing the application there are still several obstacles, including frequent application errors, payment codes do not come out, limited quotas and so on, as well as the availability of human resources derived from receiving CPNS selection analysis S1 immigration and has been provided with periodic training by the Directorate General of Immigration. The Value indicator is considered good, because both officers and the public have been able to feel the convenience with the m-paspor application.

Abstract

Kasus kecelakaan laut di Kabupaten Karimun Kecamatan Durai bertambah terus menerus. Penelitian ini bertujuan untuk mengetahui bagaimana peran pemerintah khususnya Dinas Perhubungan dalam melakukan pengawasan dan keselamatan masyarakat dalam menggunakan alat transportasi laut di Kecamatan Durai. Penelitian ini menggunakan Teori Arif yang memiliki 4 (empat) indikator yakni pemerintah sebagai regulator, pemerintah sebagai dinamisator, pemerintah sebagai fasilitator, pemerintah sebagai katalisator. jenis penelitian yang di gunakan adalah penelitian deskriptif kualitatif. data yang di kumpulkan dengan menggunakan metode wawancara dan dokumentasi. hasil penelitian ini menunjukan bahwa peran pemerintah sebagai regulator adalah masih kurang dalam memberi peraturan yang di mana tidak adanya peraturan tertulis mengenai kuantitas penumpang, peran pemerintah sebagai dinamisator masih kurang memuaskan di mata masyarakat hal ini di karenakan tidak adanya pengecek kan yang semestinya di lakukan oleh Dinas Perhubungan dan Tim Syahbandar ataupun dinas lainnya, peran pemerintah sebagai fasilitator yang berindikatorkan fasilitator juga serupa dengan regulator yang di mana masyarakat merasa kurang puas karena tidak adanya pengecekan yang di lakukan oleh Dinas Perhubungan untuk alat keselamatan di kapal, peran pemerintah sebagai katalisator pemerintah memiliki kedudukan sebagai aktor yang mempercepat pengembangan potensi daerah dan yang memungkin kan bisa menjadi model sosial untuk menciptakan partisipasi yag di mana menurut pandangan masyarakat ketika ada sesuatu hal yang terjadi di laut pada kenyataannya selalu melibatkan banyak pihak. kendala yang di hadapi oleh dinas terkait yaitu karena faktor alam, dan jadwal keberangkatan pompong dari Durai ke Semembang, Sandam dan Pulau Akat yang tidak sinkron, yang di mana Dinas Perhubungan Kecamatan Durai ini terletak di Kabupaten Karimun.

Abstract

Regional development is an attempt to expand the territory of the state administration with the aim of improving public service, economic development, and the well-being of the people. However, the reconstruction of the area carried out for the welfare of this community has not succeeded; in fact, it remains an area that has eventually suffered post-construction failure. This research uses qualitative research methods with a library study approach. As for the area that succeeded in post-development, it was the village of Watu Omok, which saw some improvement. It's because of the support of the public and the government, compliance with conditions, SDA, and even development. Meanwhile, Papua has become a potentially unsuccessful region due to a lack of regional fulfillment. Its causes are financial immaturity and governance, rapid and insufficient formation of aspirations, and a burden on the interests of the political elite.

Abstract

Violence against children remains an issue requiring prevention efforts through public services oriented toward the best interests of the child and the strengthening of family resilience. As a preventive service managed by the Office of Women's Empowerment, Child Protection, and Community Empowerment (DP3APM), the Family Learning Center (PUSPAGA) of Tanjungpinang City plays a role in providing education, consultation, and support to families. However, the implementation of PUSPAGA services faces challenges such as uneven outreach, suboptimal cross-sector coordination, and limited staff capacity. This study aims to analyze the application of the seven principles of New Public Service (NPS) within PUSPAGA Tanjungpinang City's services in 2025. A descriptive qualitative approach was employed. Data were collected through interviews and documentation involving six informants, comprising representatives from DP3APM, PUSPAGA staff, parents receiving services, and school teachers. Data analysis utilized the Miles, Huberman, and Saldana model. The results indicate that PUSPAGA services have implemented the seven NPS principles: serving citizens, prioritizing the public interest, valuing citizenship, thinking strategically and acting democratically, understanding the complexity of accountability, serving rather than steering, and valuing people. The application of these principles is reflected in services such as consultation, counseling, parenting education, support, referrals, confidentiality protection, and cross-sector collaboration. Nevertheless, implementation remains suboptimal; therefore, strengthening outreach, coordination, and staff capacity is necessary to ensure PUSPAGA services become increasingly responsive, inclusive, and oriented toward fulfilling children's rights and fostering family resilience.

Abstract

School dropout remains a significant challenge to educational equity and human resource development, particularly at the local level. This study aims to analyze the strategy of the Bintan Regency Education Office in reducing school dropout rates in East Bintan District. A qualitative descriptive approach was employed, with data collected through interviews and documentation involving education officials, school principals, guidance and counseling teachers, parents, and school dropout children. Data were analyzed through data reduction, data display, and conclusion drawing. The analysis employed J. Kooten’s strategic framework, consisting of organizational strategy, program strategy, supporting resource strategy, and institutional strategy. The findings indicate that the Education Office has implemented its strategy through policy formulation, Out-of-School Children identification, educational assistance, PIP and BOS programs, counseling services, home visits, equivalency education through PKBM, and stakeholder coordination. However, implementation remains constrained by socioeconomic conditions, limited parental awareness, low student motivation, difficulties in reaching dropout children, and insufficient inter-institutional coordination. The study concludes that stronger data management, continuous mentoring, parental involvement, resource optimization, and cross-sectoral collaboration are required to improve the effectiveness and sustainability of dropout reduction programs in East Bintan District.

Abstract

This study aims to analyze the responsibility of the Anambas Islands Regency Government in providing sea transportation for junior high school students traveling between islands in West Jemaja District. The study is motivated by the geographical characteristics of the archipelagic region, where students continue to depend on community-owned boats due to the absence of government-provided school transportation. A qualitative descriptive method was employed using Helbert J. Spiro's theory of government responsibility, which includes the dimensions of obligation, accountability, and cause. Data were collected through observation, interviews, and documentation involving the Education Office, school principal, parents, and boat operators. The findings reveal that the government has not yet provided a dedicated sea transportation fleet for students. However, it has partially fulfilled its responsibility through budget support, cooperation with local boat owners, service supervision, and the provision of safety equipment. Nevertheless, the continuity of transportation services still depends on community-owned boats. Therefore, stronger government commitment is required to establish safe, effective, and sustainable sea transportation services to ensure equitable access to education in the archipelagic region.

Abstract

This study aims to analyze the implementation of the Free Health Service Program in Bintan Regency. The program provides free healthcare services for residents, particularly those not registered with BPJS Kesehatan, using their Identity Card (KTP) and Family Card (KK). The study was motivated by implementation challenges, including alleged unauthorized charges and inconsistent service procedures at several healthcare facilities. A descriptive qualitative approach was employed. Primary data were collected through interviews and observations involving the Bintan Regency Health Office, Bintan Regional General Hospital (RSUD), Kijang Community Health Center (Puskesmas), and program beneficiaries, while secondary data were obtained from regulations and supporting documents. Data were analyzed using George C. Edward III’s policy implementation framework, consisting of communication, resources, disposition, and bureaucratic structure. The findings show that the program has generally been implemented effectively, supported by coordination, adequate resources, committed implementers, and clear procedures. However, limitations in health services, shortages of medical personnel, and limited public understanding remain challenges requiring continuous improvement.

Abstract

Early marriage remains a social issue in Tanjungpinang City that negatively affects children's education, health, and quality of life. Although the Child Special Protection Program has been implemented by the Department of Women's Empowerment, Child Protection, and Community Empowerment (DP3APM), early marriage rates continue to fluctuate, indicating the need to evaluate the program's implementation. This study aims to analyze the implementation of the Child Special Protection Program in reducing early marriage rates and to identify the factors influencing its implementation. The research employed a descriptive qualitative method using the policy implementation theory of Van Meter and Van Horn, which includes policy standards and objectives, resources, inter-organizational communication, characteristics of implementing agencies, implementers' attitudes, and social, economic, and political environments. Data were collected through interviews and documentation. The findings indicate that the program has not been implemented optimally due to the absence of specific technical guidelines, limited human and financial resources, and unsustained inter-agency coordination. Although the implementing agencies have performed their roles effectively and demonstrated strong commitment, limited public awareness of early marriage and family economic conditions that reduce parental supervision remain significant contributing factors. Therefore, strengthening regulations, enhancing resources, and improving cross-sectoral coordination are essential to increase the effectiveness of the Child Special Protection Program in reducing early marriage rates in Tanjungpinang City.
