Abstract

This research aims to identify strategies to improve the community’s economy through environmentally based tourism and social media in Nagari Sungai Pinang, Pesisir Selatan Regency, West Sumatra. This study used qualitative methods with observation, in-depth interviews, utilization of documentation, and FGD. As an analytical tool, this research used Anthony Giddens’ structural theory of observation practice which is not only determined by the agent but also by structure. According to the research findings, the strategy for improving the community’s economy through environmentally based tourism and social media can be seen in the utilization of the community’s diverse tourism business potential, which includes tourism beaches, tourism mangrove forests, tourism nautical (sea), and tour island. Homestay, Manjuto Beach, and attractive islands such as Pamuntusan Island, Pagang, Marrak, Karanggo, and Erong Bay have all contributed to the growth of business tourism. Its development is aided by local institutions and local expertise from an environmental standpoint. There are other opportunities for enterprises that may be established without damaging natural beauty, including tourist firms that involve underprivileged people. The strategy for enhancing the economy of the public is to include all components from the outset, given that the location is common land in line with the customs that apply in the community of Minangkabau West Sumatera. Apart from that, social media is also used as a promotional tool by involving the younger generation.

Abstract

Small-scale farmers are often financially excluded due to limited access to formal financial services. For decades, the Indonesian government has launched credit programs for farmers' financial inclusivity. However, it has yet to improve farmers' access to financial services significantly. The Indonesian government has encouraged financial technology providers to enhance credit financing for farmers. Besides fintech startups, agri-tech startup companies have helped provide digital financial services to the agricultural sector. This study aimed to analyze different types of agricultural startup businesses in supporting inclusive finance for farmers. This study uses a qualitative approach by conducting an online semi-structured interview as a data collection technique for four agri-tech startups and two experts. The data was analyzed by template analysis. The result showed that the presence of agri-tech startups could enhance farmers' opportunity to access new financial sources –either through crowdfunding or internal company financial resources - which is better than the existing financing schemes. However, several challenges arose regarding the existing culture that caused farmers to hesitate to join the agri-tech startups' program. Other challenges related to intermediaries' power in agricultural business that had strong ties with farmers' lives are the lack of infrastructure such as road and internet access and farmers' skill in using digital technology. Agri-tech startups have reduced those challenges by sending agriculture experts to the farmland, building intense communication with farmers, cooperating with intermediaries, and providing training for young farmers and farmer's children to optimize the use of smartphones in supplying agriculture knowledge and business.

Abstract

The purpose of this research is to investigate the ways in which features of a business’s operations, such as the level of service quality and the value it gives to consumers, may have a direct influence on the degree to which customers are satisfied with the company and remain loyal to the organization. In this investigation, the technique for evaluating the data is called structural equation modeling partial squares (SEM-PLS), and the application that was used is called Warp PLS. Both of these terms relate to the same thing: the evaluation method for the data. One hundred persons, in all, took part in the inquiry that was being conducted. According to the findings, there was a significant and obvious correlation between the quality of service that was provided to customers and the value that they got in terms of customer satisfaction as well as customer loyalty. This was the case even though there was no direct causal relationship between the two variables. In addition, there is a connection between happy customers and a successful firm. The service that they got by looking at the value that was supplied to the customer.

Abstract

This research focuses on social practices of water resource use in forest fringe communities. The existence of human water needs interacts with and forms patterns of relationships, with human water forming social institutions and social institutions, and the existence of social practices that abundant water encourages social change in communities facing scarcity. Old knowledge that is maintained and the assumption that water will never run out is seen in water use habits and ignoring water conservation practices. Potentially causing water vulnerability, especially in families working as farmers and families who do not have water reservoirs. The theory used looks at the social practices of Antony Giddens. The qualitative approach with the PRA method, with observation, interview, mapping, and FGD techniques, helps map practices in water use, and then the qualitative analysis is carried out. The results of this study show that there are water groups in hamlet areas that maintain old management practices, where group members who contribute early to finding springs have “patent” rights to obtain water while living in the area. However, this right has yet to adapt to changes in physical environmental conditions, such as reduced forest land cover and changes in the social environment where the village population continues to grow. While the rules made by the “patent” group give dominance to members materially, therefore individual practice still views that abundant water will not run out, so water use tends to be wasteful. Then, the practice of agents perpetuates or maintains a habit, which means that not much effort has been made by the community to carry out preventive practices to protect water resources, as seen from the Competence, namely knowledge and skills of water use are still simple and do not have the Competence to prevent vulnerability risks caused by the water crisis. So, it has the potential to face vulnerability, especially in families that do not have large-capacity shelters and farmer groups that rely on agricultural products. Agents as transformative actors, their practices passive, recursive, and discursive practices continue to be reproduced, maintaining old patterns.

Abstract

The aim of this study was to investigate how Javanese individuals in Bandung perceive and apply the Sundanese culture, otherwise known as Kasundaan. We utilized a qualitative research approach, employing phenomenology, and interviewed seven Javanese informants with Kasundaan experience in their daily lives. Our data collection methods included interviews, observations, documentation, and literature studies. This study revealed that there was an extrinsic and Intrinsic Motivating Aspects as well as aspects of hope that motivated Javanese individuals in applying Kasundaan. Family environment, social environment, and the natural environment played a very big role in the formation of the meaning of Kasundaan on the Javanese and Chinese individual subjects of  this research through their cultural literary experience in their lives.  Being a Sundanese, for the research subjects was interpreted philosophically as a perspective and “nyunda” mindset and manifested in the form of a real contribution to the Sunda. This interpretation gives rise to self meaning of the Javanese individual in being a Sundanese, namely the self that explores Sundanese cultural knowledge and the self as a preserver of Sundanese culture.

Abstract

A program intervention has been launched to achieve food and nutrition security in Indonesia. However, the process and implementation are supposed to be smoother than anticipated. This research analyzes the involvement and roles of stakeholders and organizations in implementing the program as the factors affecting the process’s smoothness. This research espoused an actor and institution-centered communication approach to dissect the stakeholders directly and laterally involved in executing the program. The East Java region was selected as the study sample. A qualitative ethnographic-phenomenological approach was adopted for this study. The crucial snatchers include government officers, extension workers, original leaders, and growers. Data were compiled using direct interviews and focus group discussions. This study applied triangulations among government organizations, stakeholders, and end-druggies to corroborate the data and information. Results of the analysis show that the dispatches of actors and institutions played dominant roles in the program’s execution. In the early application stage, the dominant role of actor and institution communication was explosively needed in a new program intervention to smooth implementation. In the provincial position, government officers played significant communication roles. The main actors in the program included women leaders of ménage substance education and farmer leaders at the grassroots position. Agrarian extension officers dominantly communicated between parochial and grassroots situations. The roles and involvements of the stakeholders varied across stages of program implementation. Institutions should reduce the dominant roles of their staff members in the late stages, engage local champions to replace the staff members, and substantially lessen reliance on formal institutions.

Abstract

This research analyzes how communication between stakeholders is established in implementing policies for handling land issues in the former PTPN II HGU in North Sumatra. The research method uses a qualitative descriptive approach by tracing related Literature studies. The research results show that the media and communication carried out by the North Sumatra Provincial Government in handling land issues of the former PTPN II HGU is direct communication in the form of socialization and coordination in strategic and technical forms. The communication carried out by the North Sumatra BPN Regional Office is direct in the form of support to the North Sumatra Provincial Government. The BPN Regional Office plays a vital role because regulations related to HGU come from BPN RI. The policy public communication strategy is carried out by increasing the intensity of public policy communication, involving the public in policy-making, and conveying information through the media. Factors influencing policy include openness of information, credibility, and government authority in reducing uncertainty and risk in resolving former PTPN II HGU problems. This research provides insight into alternative policy models for the North Sumatra Provincial Government in handling land conflicts. This research helps to understand the typology of land conflicts handled by BPN RI. This also emphasizes the need to increase legal awareness among the community and overcome systematic acts of provocation that lead to conflicts over land rights in North Sumatra Province.

Abstract

The complexity of problems in health services, especially the handling of Corona Virus Disease 2019 (COVID-19) requires government strategies and policies. Involving stakeholders through a network governance approach is a government policy in overcoming the spread of COVID-19. The purpose of this study is to provide an overview of local government policies and an explanation of network governance in health services, especially in the handling of COVID-19. The research was conducted in 2022 in Kolaka Regency, Southeast Sulawesi Province. This study uses a qualitative-descriptive research method. Research data was obtained through observation, literature study, interviews and official government websites and the mass media regarding the handling of COVID-19. The results of the study show that the local government policy of Kolaka Regency in handling COVID-19 is by forming a Task Force which involves multi-stakeholders, namely elements of the local government, elements of universities, TNI/Polri, State-owned enterprises (PT Antam and BRI Kolaka), BUMD (Perusda Kolaka, Bank Bahteramas and BPD Kolaka) Private Companies (PT Vale and PT Ceria, and Bank Mandiri), Professional Organizations (IDI Kolaka Regency, Indonesian National Nurses Association of Kolaka Regency, Association of Indonesian Environmental Health Experts, Indonesian Pharmacists Association of Kolaka Regency, and PWI of Kolaka Regency), religion organizations (MUI Kolaka, Gepsultra Klasisi Kolaka), social organizations (RAPI Kolaka, Association of Indonesian Hotels and Restaurants (PHRI) and PMI. The elements involved in the Task Force describe the network governance model. The network governance approach is the right model in public service. This perspective assumes that the actors involved are interdependent, exchange resources and have a clear framework. The focus of the network governance approach which lies on the coordination mechanism is apparently not sufficient in unifying the vision and mission of the actors. However, it must be supported by strong leadership and commitment from each actor.

Abstract

The whistleblowing system is becoming an increasingly utilized tool worldwide to prevent and detect current violations. However, its implementation is not easy, as individuals require a sense of security and safety guarantees to be willing to participate in preventing violations and corruption. Therefore, adequate structures and processes are needed for its implementation. Kendari City is the only local government in the Southeast Sulawesi Province region that has implemented a whistleblowing system in its administration. This research aims to analyze the structure, mechanisms, and procedures of the whistleblowing system that has been implemented using best practices established by the Deputy of Investigation at the Financial and Development Supervisory Agency. The research employs a qualitative approach, utilizing document studies, observations, and interviews with individuals involved or directly engaged in implementing the whistleblowing system in the Kendari City government. The results indicate that the whistleblowing system implementation’s structure, mechanisms, and procedures have adhered to best practices in policy and institutional aspects as per the Technical Guidance Guidelines for the Implementation of the Thematic Fraud Control Plan System and Internal Whistleblowing Behavior.

Abstract

Environmental and technological changes are unavoidable for organizations, thereby making survival dependent on the ability to adapt to the demands of these changes. This signifies a critical weakness for Galuh University, as the current lack of optimal talent management leads to a deficit in skills. Talent management has not been integrated with operational personnel activities in the procurement, placement, development, and retention of human resources (HR) resulting in inadequate skills among lecturers and education staff. Therefore, this study aims to elucidate talent management performed by Galuh University in response to environmental changes. A qualitative method was used in analyzing the actual condition of the university. Participants constituted top management of Galuh University who provided information about talent attraction, development, and retention. The results signified that talent management at Galuh University lacked proper planning, and no talent pool was available. Failure to keep pace with these changes threatens the university’s survival. HR should be optimized to anticipate environmental changes. Highly skilled personnel serve as an essential potential for organization capable of coping with environmental changes. Consequently, Galuh University is expected to execute talent management optimally.
