Abstract

A participatory and sustainable village development process should actively involve women so that their essential interests can be realized in gender responsive village planning and budgeting and gender budgeting. Consciously, women and girls in supporting village development are quite high. However, qualitatively, village women are less capable and brave enough to convey ideas and criticism in village deliberation forums. The power relations and women's access to village resources are still limited due to the strong authoritarian-faced village oligarchy regime. The presence of authoritarian power relations is also perpetuated by the culture and low levels of education and the experiences of village women. Thus strengthening the capacity of individuals or groups to improve education and skills in various fields is a necessity.

Abstract

Agrarian reform is a commitment of Government in Indonesia as a state law to carry out the obligations to provide guarantee and protection of law to their citizens. Until now, there are still no solution to accelerate the settlement of land registration cases. One of the source of the agrarian conflict is inaccurate data in sub-district that happened because the sub-district has not been implemented of the good and orderly information and administrative system. In this study, the researchers wanted to find out the legal solution to create the good and orderly information and administrative system in sub-district, especially in Cimahi City. This research will use descriptive qualitative method. The results of this study will provide answers how to create the good and orderly information and administrative system in sub-district, especially in Cimahi City.

Abstract

The purpose of this research is to know and describe the efforts of Kesbangpol Cianjur Regency in Minimizing Conflict during the Preparation Period for the Presidential Election and Vice President in 2019. The method in this study uses qualitative research, in qualitative research using qualitative methods namely observation, interviews and document review. Based on the results of the research, it can be concluded that in minimizing conflict during the preparation for the 2019 Presidential Election and Vice President, it tends to be good. Kesbangpol Cianjur Regency's efforts to minimize conflicts during the preparation for the 2019 Presidential and Vice Presidential Election were in the form of effective communication between all elements and the community. Supporting factors for human resources, budget, SOP and technical guidelines, and optimization of social media. Meanwhile, the inhibiting factors are human resources, budget, facilities and infrastructure, weather, and the low literacy culture in the community so that they are easily provoked by hoax information. Abstract

The implementation of public services at the Department of Population and Civil Registration of Bekasi Regency has not been optimal. If public services in the Department of Population and Civil Registration are seen from the implementation of the principles of Good Governance, such as aspects of accountability, transparency, and participation, they are still not optimal. This study uses a descriptive method with a qualitative approach. Observation data collection techniques and interviews with several informants related to research. The results of the study, which led to the implementation of the principles of Good Governance in population administration services at the Population and Civil Registration Service, have not run optimally, judging from the accountability of the mismatch between implementation and operational standards (SOP), as well as unclear service completion, not timely in providing services to the community. When viewed from the transparency aspect of the lack of availability regarding population administration services, the Department of Population and Civil Registration has not maximally used the official website in providing information to the public. And from the last aspect, namely participation, the community has not been fully involved in providing criticism and suggestions and the community is not involved in evaluating services. Abstract

Wayang Golek art is an art originating from West Java Province. Due to the development of the times, the Wayang Golek art has decreased in its association, especially in the West Bandung Regency area. For this reason, there need to be conservation efforts carried out by the West Bandung Regency Government. Wayang Golek itself has been accepted by UNESCO as a Masterpiece of the Oral and Intangible Heritage of Humanity. This study used a descriptive method with a qualitative approach, with 2 informants, namely: (1) Head of Section for Art Development of the Culture and Tourism Office of West Bandung Regency, (2) and Wayang Golek Artists. Data collection techniques through interviews, documentation, and field observations. The results showed that the preservation of Wayang Golek art by the West Bandung Regency Culture and Tourism Office was not optimal. This is because (1) no regulation specifically regulates efforts to preserve the art of puppet show (2) the empowerment has not been able to increase community participation in preserving the art of Wayang Golek (3) has not been optimal in providing facilities in the form of supporting facilities and infrastructure in effort preservation of the puppet show art. Abstract

The problems that occur in Batujajar Timur Village are the mismatch of village fund allocations received according to the realization, the delay in disbursing village fund allocations, the uneven physical development in Batujajar Timur Village. The management of village fund allocations cannot be said to be effective, if it is reviewed correctly, quickly, economically, and safely. This study uses a descriptive research method with a qualitative approach. The data obtained through the results of library research, field studies through in-depth interviews and observations, and documentation. The results showed that the management of Village Fund Allocation in Physical Development in Batujajar Timur Village, Batujajar Subdistrict, West Bandung Regency, cannot be said to be effective, due to the lack of community participation in musrenbangdes, the village fund allocation received is not by government regulations which in theory were obtained in January. and it was reported in December, the facilities for infrastructure funds were not yet supported, the allocation of village funds obtained did not match the realization. Abstract

This research reviews about how Sri Hartini – Sri Mulyani couple optimize their political capital in the winning of Klaten General Election in 2015. The triumph of Sri Hartini– Sri Mulyani has a huge political capital influence. There are some important fundamental considerations, such as: First, Sri Hartini – Sri Mulyani is a figure who is known in Klaten folk because both of them are the wife of the former Regent of Klaten. Second, Sri Hartini – Sri Mulyani is carried by the winning party of general election that is PDIP and supported by some qualify parties for general election as Nasdem, PPP, Hanura and PKS. Third, Sri Hartini – Sri Mulyani has a high financial which is strength enough. The theory which is used in this research is theory of the political Capital of Pierre Bordieu. This research uses descriptive research methods with qualitative approaching. As for the result of this research is Sri Hartini – Sri Mulyani is a couple with the highest capital accumulation than other spouses. From the four political capitals that consist of economic capital, social capital, cultural capital and symbolic capital Sri Hartini – Sri Mulyani couple has a very strong social capital than other candidate, especially in terms of the network that supports both, network of non formal and formal. PDIP as the party which brings SriHartini – Sri Mulyani is the party with the highest base mass in Klaten. in other hand, the popularity of Sri Hartini – Sri Mulyani as the wife of a former Regent of Klaten and as political figure of women who be able to take the sympathy of the citizens to choose Sri Hartini – Sri Mulyani as head of their region. The solidarity of political parties and civic organizations that support the role of klaten local elites are able to muster the mass votes to win the couple Sri Hartini – Sri Mulyani in Klaten Election 2015. Abstract

The problem of this research is explore licensing dan non-licecensing policy services in Bekasi Regency. That must be carried out properly to the community. but in practice, the implementation of licensing in Bekasi Regency is still not going well, this condition actually keeps the concept of licensing away from the ideal concept, standard rules regarding the institution and authority of the Investment Agency and One Stop Integrated Service which are not yet clear have triggered various problems in the permit processing process. existing businesses in Bekasi Regency. The researcher conducted an in-depth analysis using a qualitative descriptive analysis method where the results of this study concluded that efforts to improve and improve licensing and non-licensing services in Bekasi Regency were divided based on several series of priority choices. Determination of priority options based on parameters of depth of resolution efforts, length of time for problem handling and readiness of human resources executing policies, programs and government activities in Bekasi Regency. Errors in the interpretation of national regulations related to licensing and non-licensing policies will result in the unclear function of permits. The same function is regulated in different regulations so that it is over regulated. It is necessary to improve the licensing and non-licensing policies, where based on the results of this study there are still many permits that were born because of the discretion of the regional government, or were born in the daily practice of governing. Abstract

The title of this research is “Implementasi Kebijakan Pemerintah Desa Tentang Pembentukan Badan Usaha Milik Desa Di Desa Tanjungsari Kecamatan Sukaluyu Kabupaten Cianjur”. This research uses descriptive method with qualitative approach that is to give a description about the problem in this research. With 7 informants, there are: The Headman of Tanjungsari Village, The Director of BUMDes, The Head Financial Unit of BUMDes,The Head of Service Section of Tanjungsari Village, The Head of Village Economic Institute DPMD Kab. Cianjur, The Head of Karang Taruna, and The Head of RT 002 RW 001 as Tanjungsari Village community. The results represented that the Implementation of Village Government Policy About Badan Usaha Milik Desa in Tanjungsari Village Sukaluyu Cianjur has not been optimally. This was because (1) the policy objectives that BUMDes Tanjungsari Village has not been able to empower the entire village community, (2) the existing BUMDes lack in terms of quantity and quality of human resource then executives tend to stuck in with their respective jobs so that in implementing the policy of the Village Government about Badan Usaha Milik Desa was not followed by the development of a good business type. (3) Financial resources that cannot be develop all the types of business, (4) Characteristics of implementing agencies BUMdes different, (5) the existence of non-compliance attitude of the policy implementers (6) lack of communication between Organization and Activity Executor, (7) the external environment consisting of the political, social and economic environment in the tanjungsari village runs conducive. Abstract

The research entitled "Village Head Leadership in Creating Independent Villages in Bojongmalaka Village, Baleendah District, Bandung Regency" This research is motivated by looking at the condition of Bojongmalaka Village which was chosen as the best in Baleendah District, Bandung Regency so that this village will create an independent village.The research methodology used is descriptive research method with a qualitative approach, with the intention of focusing on the phenomena and problems that occur at the time the research was conducted. Data obtained from observations, documentation and interviews with key informants as primary data. Key informants were determined based on several criteria, at least 3 sources were used as research objects, namely the Village Head, Village Secretary, and the Head of the Village Consultative Body (BPD). The data is processed by means of data reduction, data categorization, synthesization and formulation of working hypotheses as the last step in the data compilation process.The results showed that the leadership of the village head in realizing an independent village in the village of Bojongmalaka, Baleendah District, Bandung Regency has been achieved well and optimally. However, the program being carried out is still in the process of turning the village into an independent village. The village head and village officials are working on the concept and program of the village in order to get maximum results so that this village can be said to be an independent village.
