Abstract

This research examines the Evaluation of the Family Hope Program (PKH) in Lau Pak-pak Village, Tigalingga District. The main focus of this study is the implementation of the Family Hope Program (PKH). The village government conducted group meetings and surveys of the community members who receive PKH assistance. Using a qualitative descriptive method, the results of the study show that the progress of the Evaluation of the Family Hope Program (PKH) in Lau Pak-pak Village, Tigalingga District, is considered fairly good. The implementation has been carried out properly in accordance with the procedures and mechanisms stipulated in the PKH regulations. This can be seen from the fulfillment of the elements contained in the evaluation theory according to William N. Dunn (2000: 608–610), which include: (1)Effectiveness, (2)Adequacy, (3) Equity, (4) Responsiveness, (5) Appropriateness. Based on these findings, the researcher provides several recommendations, namely: (1) In the future, an early survey should be conducted to identify eligible PKH beneficiaries.(2) Increasing the number of PKH facilitators or assistants. (3) Prioritizing the use of PKH funds for education and health purposes.

Abstract

This study aims to analyze the effect of the implementation of North Sumatra Provincial Regional Regulation Number 3 of 2014 on efforts to prevent violence against children in Medan Denai District. The type of research used in this study is a quantitative approach. The population in this study consists of people who reside in Medan Denai District with a sample of 100 respondents. The types of data used in this research are primary data and secondary data. Data collection techniques were carried out through the distribution of questionnaires to respondents. The data analysis methods used include instrument testing consisting of validity and reliability tests, descriptive statistical analysis, classical assumption tests consisting of normality tests, simple linear regression analysis, hypothesis testing through the t-test, and the coefficient of determination (R²).The results of the study indicate that the implementation of North Sumatra Provincial Regional Regulation Number 3 of 2014 has a positive and significant effect on the prevention of violence against children in Medan Denai District. This is indicated by the value of t count (6.189) > t table (1.660) and a significance value of 0.000 < 0.05. The coefficient of determination (R²) obtained is 0.281, which shows that the implementation of regional regulation variable is able to explain the influence on the prevention of violence against children by 28.1%, while the remaining 71.9% is influenced by other variables outside this study.

Abstract

This study aims to analyze public perceptions of services at the Sibea-Bea tourist attraction in Samosir Regency and identify influencing factors. Sibea-Bea is a rapidly developing, leading tourist destination in the Lake Toba area, with its main attractions being natural panoramas and religious tourism. However, over time, the services provided to tourists have been deemed suboptimal, influencing public perception. The research results show that public perception of services at the Sibea-Bea tourist attraction is generally considered quite good. This is evidenced by the SERVQUAL service quality dimensions, which include physical appearance, reliability, responsiveness, assurance, and empathy. The empathy and assurance dimensions received the highest ratings due to the friendly attitude of the community and the sense of security felt by tourists. However, the physical appearance dimension still faces shortcomings, particularly in public facilities such as toilets, trash cans, and rest areas. Furthermore, limited staffing also hampers optimal service delivery.

Abstract

Community participation is a crucial factor in the success of village development. Community involvement is necessary not only in the development implementation phase but also in the planning and decision-making process. This study aims to analyze community participation in development planning and implementation and to identify factors influencing community participation in Hilifaondrato Village, Lolomatua District, South Nias Regency. This study used a qualitative approach, with data collection techniques through interviews, observation, and documentation. Data analysis was conducted through the stages of data reduction, data presentation, and conclusion drawing (Miles & Huberman, 2014). The results indicate that community participation in the planning phase was carried out through village deliberation forums, but this participation remained consultative in nature. Meanwhile, community participation in the development implementation phase demonstrated a higher level of involvement through mutual cooperation activities, material contributions, and social support for village development activities. Factors influencing community participation include social awareness, community economic conditions, village government communication, and transparency in development implementation.

Abstract

Advances in information technology have prompted the government to undertake a digital transformation of public services to improve efficiency, transparency and public participation. This study aims to analyze the role of social media in increasing public participation in the oversight of public services at the Population and Civil Registration Office (Disdukcapil) of Gunungsitoli City. This study employs a qualitative research design using a case study approach through interviews, observations and documentation.The findings of this study indicate that social media is utilized as a means of disseminating information, facilitating two-way communication and serving as a platform for public complaints through channels such as Facebook, WhatsApp, email and SP4N-LAPOR. The use of social media has a positive impact on transparency, accountability and the quality of public services. However, there are still challenges such as limited internet access, low digital literacy among the public, a lack of updated information and insufficient responses from government agencies.Thus, social media plays a crucial role in increasing public participation in the oversight of public services; therefore, it needs to be managed more effectively to improve the quality of services at the Gunungsitoli City Population and Civil Registration Office.

Abstract

This study aims to determine the strategies used by frontliners in handling public complaints and how these strategies contribute to improving the quality of public services at the Medan Timur District Office. Quality public service is an important indicator in the implementation of government administration, especially at the district level which directly interacts with the community. In the administrative service process, public complaints often arise due to a lack of understanding of service procedures, delays in document processing, and limitations in service facilities. Therefore, the role of frontliners as officers who directly interact with the community becomes very important in handling these complaints. This research uses a qualitative research method with a case study approach. Data collection techniques were carried out through interviews, observations, and documentation involving informants consisting of frontliner officers and members of the public who received services at the Medan Timur District Office. Data analysis was conducted using the Miles and Huberman interactive analysis model which includes data reduction, data display, and conclusion drawing. The results of the study show that the strategies used by frontliners in handling public complaints include receiving and listening to complaints directly, providing explanations regarding service procedures, checking the completeness of required documents, and coordinating with supervisors when problems cannot be resolved directly. These strategies help the public better understand the service procedures and create good communication between service officers and the community. Therefore, the complaint handling strategies implemented by frontliners play an important role in improving the quality of public services at the Medan Timur District Office.

Abstract

This study aims to analyze and determine the influence of price and taste on consumer purchasing interest in culinary MSMEs at Sumbul Market, Dairi Regency. The background of this study is based on the growing culinary business and increasing competition among MSMEs, requiring business owners to understand the factors that influence consumer purchasing interest. Affordable prices and good food taste are two important factors often considered by consumers before making a purchase. Therefore, this study was conducted to determine the extent to which price and taste influence consumer purchasing interest in culinary products sold by MSMEs at Sumbul Market. The research method used in this study was a quantitative survey approach. The population in this study were all consumers who made purchases at culinary MSMEs at Sumbul Market, Dairi Regency. The sampling technique used was non-probability sampling with an accidental sampling method, namely consumers who happened to be encountered by the researcher during the research. The sample size used in this study was 100 respondents. Data collection was carried out by distributing questionnaires to consumers shopping at Sumbul Market. Data analysis techniques used included validity testing, reliability testing, classical assumption testing, multiple linear regression analysis, partial tests (t-tests), simultaneous tests (F-tests), and the coefficient of determination (R²) using SPSS version 25. The results showed that price has a positive and significant effect on consumer purchasing interest. This indicates that the more affordable and appropriate the price compared to the product quality, the higher consumer purchase intention. Taste also has a positive and significant effect on consumer purchasing interest, indicating that food with a delicious, appealing taste that suits consumers' preferences can increase consumer repurchase intentions. Furthermore, the simultaneous test results indicate that price and taste significantly influence consumer purchasing interest among culinary MSMEs in Sumbul Market, Dairi Regency. Therefore, it can be concluded that appropriate prices and good taste are important factors that MSMEs need to consider to increase consumer purchasing interest and maintain the sustainability of culinary businesses in Sumbul Market, Dairi Regency.
