Abstract

This article examines the level of compliance of Civil Servants (Aparatur Sipil Negara/ASN) with regulations at the Manpower Office of West Sumatra Province and its implications for organizational work culture. The study aims to analyze the factors influencing ASN compliance and how such compliance contributes to the development of a professional, disciplined, and accountable work culture. A qualitative research method with a case study approach was employed, utilizing observations, in-depth interviews, and document analysis. The findings indicate that the level of ASN compliance is relatively high, particularly in terms of work discipline, which is supported by adequate understanding of regulations and the implementation of location-based attendance technology. Consistent enforcement of sanctions and exemplary leadership practices play a significant role in strengthening disciplinary values and accountability within the organizational culture. Nevertheless, several challenges were identified, including technical issues in the attendance system and individual behavioral differences among civil servants that affect the consistency of regulatory implementation. These findings confirm that civil servants' compliance is influenced not only by structural aspects such as regulations and monitoring systems, but also by the cultural dimension and organizational leadership. Therefore, strengthening adaptive monitoring systems, optimizing the use of technology, and enhancing the capacity and professional awareness of civil servants are important strategies to build a sustainable work culture.

Abstract

This study examines students' awareness of cultural differences in classroom communication, focusing on verbal and nonverbal aspects. The study uses a quantitative descriptive design, and data were collected through structured questionnaires administered to elementary school teacher education students from diverse cultural backgrounds. The results of the study indicate that students have a high level of cultural awareness, particularly in recognizing variations in speaking styles, questioning patterns, gestures, facial expressions, and eye contact across cultures. The findings also indicate that students who have previous multicultural learning experiences have a higher level of awareness compared to those who do not have such experiences. These results suggest that cross-cultural experiences play an important role in shaping students' understanding of communication diversity in academic settings. Overall, this study underscores the importance of promoting intercultural awareness in university classrooms to support more effective and respectful communication. Future research is recommended to use qualitative approaches for a deeper exploration of the dynamics of intercultural interactions.

Abstract

This study aims to analyze strategies for strengthening population administration in supporting the Bangga Kencana Program as part of efforts to achieve sustainable development in Indonesia. The research employed a systematic literature review using thematic and bibliometric analysis, complemented by an evaluation based on the Context, Input, Process, and Product (CIPP) framework to assess the effectiveness of population administration service innovations at both national and local levels. Data were collected from scholarly publications, official policy reports, and evaluations of digital technology implementation, including the Self-Service Population Administration Kiosk (ADM), Village Information Systems (SIDESA), and other digital-based population service platforms. The findings indicate that the effectiveness of strengthening population administration is strongly influenced by regulatory readiness, human resource capacity, and the availability of digital infrastructure. Technology-based service innovations have been shown to improve efficiency, transparency, and service accessibility, with effectiveness increases ranging from 35–50% in regions with adequate input readiness. Furthermore, data integration and multi-stakeholder collaboration significantly contribute to expanding service coverage by up to 40%, particularly in remote areas. Nevertheless, several challenges remain, including infrastructure limitations, low levels of digital literacy among communities, and the need for continuous socialization and assistance. In conclusion, strengthening population administration constitutes a strategic element in supporting the Bangga Kencana Program and advancing sustainable development goals. Enhancing human resource capacity, reinforcing regulatory frameworks, and developing inclusive and integrated digital platforms are key recommendations for improving the effectiveness of population administration services in Indonesia.

Abstract

The phenomenon of addiction to reading South Korean comics or manhwa is becoming increasingly widespread in Indonesia, especially among teenagers and young adults, as access to digital comic platforms increases. The purpose of this article is to systematically review research findings on the psychological, social, and technological factors that influence addiction to reading online manhwa and its impact on individual well-being. The method used is a literature review by examining ten relevant open access scientific articles, obtained from various academic sources and discussing the behaviour of online comic readers on digital platforms such as LINE Webtoon, Webtoon, Tapas, and KakaoPage. The analysis was carried out by grouping the research findings based on the driving factors and the impacts caused. The results of the study show that addiction to reading manhwa is influenced by the need for emotional escape, feelings of loneliness, motivation for entertainment, and ease of access through digital devices such as smartphones, tablets, and laptops. On the other hand, reading manhwa also has positive impacts, such as improving visual literacy and imagination. However, if left unchecked, this habit has the potential to lead to digital addiction, which can interfere with concentration in studies and the balance of daily activities.

Abstract

This study aims to investigate how English as a Foreign Language (EFL) learners in Gorontalo adapt their speaking skills in a cross-cultural learning context, focusing on the strategies used and challenges faced during classroom interactions. This research uses a qualitative approach based on a strategic competence framework, in which data is collected through in-depth interviews with EFL students to explore how they negotiate linguistic, interactional, and cultural demands in communication. The results show that students predominantly utilise metacognitive, cognitive, and socio-affective strategies to manage speaking tasks and control their performance, particularly when interacting with peers from diverse linguistic backgrounds. However, despite the application of these strategies, learners still face significant challenges, such as limited vocabulary in situations that require fluency, difficulty understanding accent differences, and anxiety in multicultural interactions. These challenges result in hesitation in spontaneous communication and a tendency to avoid requesting clarification. These findings confirm that cross-cultural speaking adaptation depends not only on linguistic ability, but also on learners' affective readiness and sociocultural competence.

Abstract

Economic learning plays an important role in developing students’ critical thinking skills and rational decision-making abilities. However, the practice of economic learning in schools still faces various challenges, which necessitate a comprehensive evaluation. This study aims to evaluate the implementation of economic learning within the context of students’ deep learning experiences. This study employed an evaluative research approach by applying three levels of the Kirkpatrick evaluation model, namely reaction, learning, and behaviour. Data were collected through questionnaires, interviews, and classroom observations conducted during the learning process. Data analysis was carried out using both qualitative and quantitative methods, while data validity was ensured through triangulation of data collection techniques. The results indicate that across all aspects of deep learning experiences, including joyful learning, mindful learning, and meaningful learning, students’ responses fall within the good to very good categories. Furthermore, the evaluation results reveal positive changes in students’ learning behaviours, particularly in terms of increased responsibility, initiative, and learning autonomy in economic learning. These findings suggest that evaluating economic learning based on deep learning experiences can serve as a reflective foundation for improving the quality of classroom instruction.
